Delhi discoms prosper at northern states’ cost

The Delhi companies have been allocated so much of power from the Central pool that they are not able to consume it. These companies earn crores just by surrendering the additional power allocated to them. On the other hand, the northern states, which are starved of power, though they are major contributors to the food bowl of the country, have to pay huge penalties as unscheduled interchange (UI) charges when they overdraw electricity to meet their demands. The repeated pleas of the northern states for enhancement of their power allocation have remained unheard. Last month, Himachal Pradesh Chief Minister PK Dhumal urged the Centre to enhance his state’s allocation. Punjab minister Adesh Partap Singh Kairon had demanded additional 1,000 MW at the All-India Power Ministers’ Conference held in Delhi on April 28. Haryana Chief Minister Bhupinder Singh Hooda too had urged the union government to allocate 400 MW of additional power from the unallocated pool. However, the state was given only 100 MW. In April, the Delhi discoms were allocated 3,671 MW per day, which was far more than the capital’s requirement. On the contrary, the allocation of Haryana and Punjab was 1,816 MW and 2,201 MW, respectively, despite their high demand. The records with the Northern Regional Load Dispatch Centre (NRLDC) show that the private firms in Delhi earned Rs 184 crore in April by surrendering 4,096 lakh units. On the other hand, Punjab had to overdraw 20,417 lakh units and was billed Rs 236 crore. Haryana overdrew 1,807 lakh units and paid Rs 140 crore. Uttar Pradesh overdrew 31,207 lakh units in April and paid Rs 368 crore. Even Rajashthan, Chandigarh and the Railways overdrew power from the grid and ended up paying excessive charges. As per a report of the Central Electricity Authority, out of a total installed capacity of 14,411 MW in the northern region, firm allocation for Delhi in April was 2,822 MW. Haryana got 1,083 MW, Punjab 1,832 MW and Himachal Pradesh 967 MW of power. Out of 4,049 MW of non-firm allocation (which is at the discretion of the Union Power Ministry), Delhi got 849 MW, Haryana 733 MW, Punjab 369 MW and unlike Delhi, Himachal was not given any share from the non-firm quota, as it was already surrendering power to the grid. According to the recently released data by the Central Electricity Authority (CEA), during 2009-2010, the Delhi discoms drew 21,70,041 MUs from the central grid, which was much less than the allocated 1,68,43,701 MUs quota. The electricity quota for the national capital from the central grid had consistently been increased over the past couple of years on various grounds, including the Commonwealth Games. The recent hike in the UI charges by the Central Electricity Regulatory Commission (CERC) has also added to the northern states’ burden. After the revision, the states have to pay Rs 17.46 a unit as against earlier Rs 7.52 per unit. Speaking to The Tribune, chairman of the All-India Power Engineers Federation (AIPEF) Padamjit Singh said Punjab and Haryana had been repeatedly asking for additional electricity, particularly during the paddy season, but nothing seemed to have worked out for these states. Shaliender Dubey, general secretary of AIPEF, said this discrepancy in power allocation should be removed immediately. MD of the Uttar Haryana Bijli Vitran Nigam Arun Kumar, who is also a member of the Haryana Power Purchase Centre, refused to comment on the issue. |
2 cops suspended for torture
Fatehabad, June 3 The victim identified as Ninder Singh alleged in his statement that two cops from the Nagpur police post picked him from his Fatehabad residence and took him to the post yesterday. He said he got married eight months back and his wife was living with her parents in Tamaspura village under the Nagpur police post after a marital dispute. Ninder said his wife had moved an application to the police and some mutual acquaintances were trying to resolve the matter. However, the cops first allegedly beat him up mercilessly with a belt and then injected petrol into his private parts with a plastic syringe. DSP Ramesh Chander conducted an inquiry after Ninder’s condition deteriorated in the Ratia hospital today and the SP suspended two cops - Bhal Singh, in charge of the police post, and Mohinder Singh, a constable, on the basis of the DSP’s report. The SP maintained that though the allegations of injecting petrol were yet to be verified medically, the cops had overstepped their authority as the matter was to be looked into by the women cell of the district police. Youths were booked for theft, claim cops

Karnal June 3 These youths were released by a warrant officer of the Punjab and Haryana High Court from CIA-II custody following a habeas corpus petition filed by the brother of one of the youths, Johny. Justice Jitender Chauhan passed the orders at 4 pm and the court warrant officer immediately left for Karnal and raided the police station. During the raid, the youths were freed from custody of CIA-II and sent to the trauma centre of the local Civil hospital for medical examination. The DSP (Headquarters), Surinder Bhoria, claimed that all four were involved in a case of motor cycle theft at Indri and were taken to CIA-II for interrogation. He claimed the youths were brought here last evening for interrogation after a case was registered against them with the Indri police station on May 31. The stolen motorbike was allegedly recovered from them, he alleged. Asked how it was possible that the HC intervened in the matter in the afternoon when the police claimed that they were detained only last evening (around 7 pm), Bhoria said the case hearing had been fixed for June 30 and all documents would be placed before the court. The report on medical examination of the youths is awaited. Praveen Chauhan, lawyer of the detained youths Johny, Deepak, Surinder and Dimple , alleged that the youth were subjected to torture inside the police station after they were picked up from their houses on Sunday. “Our medical examination was not conducted properly as the doctors were reluctant to do so,” alleged Deepak who limped as he walked out of the trauma centre. “The police wanted us to confess to a number of thefts.” added Dimple. |
Doctors to go on strike from June 7
Chandigarh, June 3 The HCMSA had written to the Financial Commissioner and Principal Secretary, Health, on May 30 that if the government was sincere about solving the problems being faced by the doctors through discussions, then the date, time and venue should be intimated to the association for time-bound discussions “to be completed within a week”. However, according to general secretary of the association Rajesh Khayalia so far no response has come from the government to their letter. The association has now sent detailed instructions to its members regarding what they are to do and what they are not to do on June 7 and 8, when they will be on casual leave. The instructions say that no doctor will attend any primary health centre (PHC), community health centre (CHC) or a sub-divisional hospital. Only district hospitals will work, that too only to a limited extent. On the first day, doctors will perform postmortem duties. While out patient department (OPD) will not function, patients facing imminent danger to life will be operated upon. Doctors will attend labour cases only if there is any danger to mother or child. Similarly, they will perform caesareans only in an emergency. On the second day, no postmortem examinations will be undertaken, but other services will be provided on voluntary basis as instructed for the first day. The doctors will, however, attend the court cases and man jail hospitals. From June 9, doctors will go on complete strike. The demands of doctors include higher pay scale and class I status at entry level, incentive for doctors serving in rural areas, increments for doctors as per their seniority and special increments to all postgraduate doctors. |
Swapping of newborn babies creates ruckus
Sirsa, June 3 Mithanjit Kaur, a resident of Rohan village, and Geeta, a local resident, both gave birth to kids through caesarian operations in the local general hospital here today. “A worker of the hospital came to us and handed over a male newborn to us telling that Mithanjit has delivered this child,” said Inderjit Kaur, a close kin of Mithanjit Kaur. She added that after about three hours, when Mithanjit had already breastfed the child thrice, the hospital staff brought a girl child and took away the male baby. “We are poor people and no one is listening to our pleas,” she alleged. Dr Santosh Bishnoi, who performed the caesarian on both the women, refused to speak to mediapersons and said she had already given her statement to the police. The SHO, City, Mauji Ram, who recorded the statement of the doctor, said Dr Bishnoi had said in her statement that she performed caesarian on Geeta first and a male child was born to her. Mithanjit Kaur, who delivered the baby later, had delivered a female child, said the doctor in her statement. However, the operation theatre attendant, according to the statement of the doctor, delivered the male baby to the wrong family and changed it later when the faux pas came to notice. The SHO said he was satisfied with the statement of the operating surgeon and did not feel any need to go for tests to prove the parentage of the children. Family members of Mithanjit Kaur, however, were not satisfied with the explanation and alleged that their child had been changed with design. |

Cong may lose hold on Dabwali MC
Dabwali (Sirsa), June 3 In the 19-member committee, the Congress and the INLD have 10 and 9 members, respectively. The nine INLD councillors, four Congress members and Dabwali MLA Ajay Singh Chautala, who also has the right to vote on such motions, had recently met the DC, Yudhbir Singh Khyalia. They had expressed their lack of confidence in the two top functionaries of the municipal committee. On the directions of the DC, the SDM, Dr Munish Nagpal, has convened a meeting of the municipal committee on June 16 for a vote on the no-confidence motion brought against Jain and Singh. “Simpa Jain has failed to live up to the expectations of people and due to the poor functioning, the common man is suffering,” alleged councillor Vinod Bansal. Bansal alleged that the husband and father-in-law of the municipal chief have been meddling in the affairs of the elected body. He said he had no doubt that the no-confidence motion against Jain and Singh would succeed and the next course of action for the election of new office-bearers would be decided in consultation with party leaders. Jain refused to divulge her strategy for the no-confidence motion. “Dr Sahib (KV Singh) will soon meet all Congress councillors and take a decision,” she said.The Congress has 10 councillors in a House of 19 and can rely on the vote of Sirsa MP Ashok Tanwar, if need be. Similarly, the INLD has nine councillors, but it has the vote of Dabwali MLA Ajay Singh Chautala. So far, none of the four councillors opposing Jain have quit the Congress or hinted at going along with the INLD. Much will depend on how Ajay Singh, who represents Dabwali in the assembly, and KV Singh, who contested against him in the last assembly polls, play their cards. Dabwali, like Pinjore and Bahadurgarh municipalities, went to the polls on December 30, 2008. The three municipal committees did not go to the polls along with other municipal bodies in the state last month. |
Defer SGPC poll, demands Nalvi
Karnal, June 3 “The election process has been set in and registration of voters have started but the government has not lowered the voting age, denying participation to a large number of youth in the democratic process,” he said, adding that when voting age had been lowered to 18 years for elections to the Lok Sabha, Assemblies, local bodies and the Panchayati Raj Institutions, there was no justification in keeping the voting age at 21 years for SGPC poll. Nalvi said as a matter of principle, the HSGPC was totally opposed to the SGPC poll as participation in the elections would dilute their cause for separate SGPC for Haryana and it would participate in the poll only as the “last inevitable option”. Asserting that the representation of Haryana was nominal in the SGPC, Nalvi said out of 170 seats, Haryana had share of only 11 seats and it could get justice only if a separate SGPC was put in place. Expressing his reservation about fresh enrolment of all eligible voters by going to the office of patwaris in rural areas and municipal councils in urban areas, Nalvi said it would cause great inconvenience to aged and disabled persons and added that in case of already registered voters, only verification should be done. He further said the time for registration from June 1 to July 15 was not adequate. |
Woman abducted, raped, sold
Jind, June 3 The victim is the wife of the younger brother of the accused and had got married in October 2009. Alleging that she was raped and later sold for a sum of Rs 40,000 to a resident of Panipat, the complainant said she was held captive in a house for about two months after which she managed to flee and came back to her in-laws’ house at Lalitkhera yesterday. A complaint was lodged with the police by the victim last night. The police got her medical examination done this morning after registering a case. According to her complaint, she was abducted by her brother-in-law Rajbir and his wife Rajwanti on March 15 while she was alone in the house. She was taken to a house in Panipat in an unconscious state. She told the police that she belonged to Orissa and had married Rakesh, younger brother of Rajbir, in October 2009. She alleged that she fell unconscious after Rajwanti gave her some eatables laced with a sedative at the village. Later, Rajwanti’s husband allegedly raped her at a house in Panipat where she was lodged. She claimed that when she tried to leave that place the owner of the house told her that she had been sold to him by Rajbir and his wife for Rs 40,000. The victim’s husband also reached the police station last night. No arrests have been made so far. |

Rs 1,500 crore for health sector: CM
Rohtak, June 3 Haryana is the first state in the country to start free-of-cost medical check-up scheme of every child and to provide free-of-cost medicines in state-run government hospitals. This was stated by Chief Minister Bhupinder Singh Hooda while addressing a function organised by the Pt Bhagwat Dayal Sharma University of Health Sciences here yesterday to mark the second anniversary of its establishment. The health varsity is the first of its kind in the state. Hooda, who was the chief guest at the occasion, said the state government was committed towards providing a better and upgraded health infrastructure and it would ensure that every citizen of the state get the facilities at the nearest-possible point. Stating that while ambulance services have already been pressed into service, the decision to provide health card to every resident up to the age of 18 years had been unique. He asked the staff of the health varsity, which got recognition by the UGC in February, to work hard to take it to the national and international standards. |
Court allows Chautala to visit US
New Delhi, June 3 The court, however, asked him to place a fixed deposit receipt, a kind of surety, of
Rs 4 lakh before it. Chautala, who is involved in a disproportionate assets case, had earlier filed an application before the court to allow him to visit the US for more than a month. In the application, he stated that he wanted to go to Washington from June 16 to July 31 for the treatment of his left knee and ankle. He submitted that he was suffering from post-polio residual deformation in the mentioned body parts. The CBI counsel opposed the plea of Chautala and said his passport should not be released as charges were still not framed against him in the case. Chautala represents the Uchana Kalan constituency in the Assembly. The CBI had on March 26 filed a charge sheet against Chautala for allegedly possessing assets worth Rs 6 crore disproportionate to his known sources of income. |
Police station set to get ISO certification
Fatehabad, June 3 This will be the first such police station in the district and fifth in Hisar Police Range, said SP Jagwant Singh Lamba today. The Bureau of Indian Standards has completed the inspection of the police station and Lamba said HS Pasricha and KK Goyal, two directors of the BIS who headed the inspection team, found the police station fit for ISO certification. Lamba said IG, Hisar Range, AK Dhull had initiated the process of making the Bond Kalan and Tosham police stations in Bhiwani, Uchana Kalan in Jind, the Civil Lines police station in Hisar, the City police station in Fatehabad and the Ding police station in Sirsa ISO certified police stations two years ago. “The first four have already been declared ISO certified, while the city police station, Fatehabad, will be the fifth to be certified,” Lamba added. |
INLD wants Hooda to quit
Chandigarh, June 3 In a statement issued here today, party chief Om Prakash Chautala said the murder of a Hansi-based iron merchant, Devraj Lohia, was a blot on the face of the state government and the police. Hooda, he said, should immediately resign owning moral responsibility for the murder. He said ever since Hooda took over as Chief Minister, “jungle raj” had been prevailing in the state and no citizen was feeling secure. He said despite tall claims being made by Hooda, criminals enjoying political patronage were ruling the state.
