Bathinda, June 3 Though police did not prevent anyone from entering the Gurudwara but the heavily deployed cops maintained a tight security cover in and around the Bathinda Fort where the Gurudwara is located. The event started at about 8 pm, and was to conclude at around midnight. Various Dhadhi Jathas were also to take part in the proceedings. To show respect for their leader Sant Jarnail Singh Bhindranwale, the radicals honoured his son Ishar Singh with Baba Banda Singh Bahadur award. Immediately after, Ishar Singh left. The kin of Subeg Singh and Amrik Singh, confidantes of Sant Bhindranwale, were also to be honoured. The assembly chanted slogans to pay their regard to Sant Jarnail Singh Bhindranwale, which had the cops deputed outside the fort, on their toes. Passing a resolution, the radicals criticised the attack on Darbar Sahib but maintained that the incident (Ghallughara) gave them the strength to unite for the cause of Panth. The radicals urged all to participate in the march, which would proceed for the residence of AICC chief Sonia Gandhi (10, Janpath, Delhi) on November 3. About the Ghallughara Divas, they announced that Sikhs were firm on taking part in the procession, that would begin from Gurudwara Shaheedan to Akal Takht Sahib on June 6. Jasbir Singh Rode, former Jathedar Akal Takht Sahib, Karnail Singh Peer Mohammad, president, All India Sikh Students Federation (AISSF), Bhai Mohkam Singh, convener, Khalsa Action Committee (KAC) and Davinder Singh Sodhi were prominent among those sharing the stage. Meanwhile, sensing a threat to the law and order during the scheduled Ghallughara procession, the Bathinda SSP submitted a detailed report to the Bathinda DC, in which he clearly mentioned the route of the procession and spots identified as prone to clash and tension among the Dera Sacha Sauda followers and Sikhs on the day. He apprehended that main threat was to the state headquarters of the Dera Sacha Sauda at Salabatpura in Bathinda. Following this, DC Gurkirat Kirpal Singh imposed a ban upon the Ghallughara procession. Imposing section 144 of the CrPC, he asserted that whosoever violated it, would be dealt with strictly. |

Ex-MC chief, staff booked
Abohar, June 3 Official sources said a case under sections 420, 409, 467, 468, 471 and 120 B was registered at Vigilance Bureau police station, Ferozepur, against these persons on June 2, this year, after they were found guilty of committing fraud with the MC in an inquiry conducted by the senior functionary of the Bureau. Sajjan Singh Cheema, SSP, Vigilance Bureau, Ferozepur, said Dholia, Diwan Chand and Suresh Kumar committed a fraud to the tune of Rs 80 lakhs with the local MC on the pretext of carrying out development works in 2006. The development works carried out by them were registered in measurement book (MB) number 284 as per the norms. However, these officials could not produce the MB for examination to a team from the audit department which came to check the expenses made by the local MC on development works. These officials claimed that MB had gone missing and hence they could not produce the same before the audit team Cheema said MC officials also claimed that they had moved an application for registering an FIR in connection with the missing of MB at the city police station. During the inquiry, it was found that an FIR was not registered in the case by Daljit Singh, ASI, as he also connived with those, who committed fraud with the MC. He said that Vigilance Bureau started investigation into the case when a report was sent to it by the then principal secretary, local bodies, Punjab, DS Cheema said during the inquiry, it was found that these officials had connived with the civil works contractors and then with police officials to commit a fraud with the MC. He added that the accused would be arrested shortly. Amarjit Singh, DSP, Vigilance Bureau, was conducting the investigation into the case. |

Dist registered 135 HIV+ cases in 14 months
Bathinda, June 3 According to information gathered by TNS, during the previous financial year, as many as 125 HIV positive cases were detected in three integrated counselling and testing centres (ICTCs) situated at Bathinda, Talwandi Sabo and Rampura Phul. Ten cases have been detected during April and May 2010. Out of 125 cases of the financial year 2009-10, 78 were detected at the Bathinda ICTC while the remaining were detected at Talwandi Sabo ICTC (25 cases) and the Rampura Phul ICTC (22 cases). During the period, blood samples of 5,347 persons, including 3,487 females, were tested for HIV in Bathinda ICTC. Of these, 43 males, 26 females, six male children and three female children were found to be HIV positive. Likewise, in the Rampura Phul ICTC, 2,299 blood samples were tested for HIV and of these, 18 male and four female patients were found to be HIV positive. In the Talwandi Sabo ICTC, 1,929 blood samples were tested and 25 of them were confirmed to be HIV positive. Sources said in the first 10 months of the year 2009, two persons reportedly died of AIDS (acquired immuno deficiency syndrome) in the Bathinda and Rampura Phul areas. Since then, the district health authorities had not received any report regarding death due to AIDS. Both the deceased were said to be truck drivers. The persons, whose blood samples is tested for HIV in the ICTCs, include pregnant women, TB patients, sexual disease cases and suspected HIV cases referred by doctors in the hospital’s OPDs. It is stated that the doctors refer these patients for HIV test as the virus spreads through various sources, including unsafe sex, untreated syringes, donation of blood by professional donors etc. A medical practitioner said there was a need to locate the undetected HIV and AIDS patients in a big way, as they could spread the disease on a grand scale. He urged the persons living with HIV or AIDS to come forward and launch a drive in this direction so that the undetected HIV cases or AIDS patients, about whom they had information, could be identified. |

Gidderbaha (Muktsar), June 3 In a reaction to the verbal duel that took place between the advocates and the SDM on Tuesday, the Bar Association of Gidderbaha observed a full day strike on Wednesday and the protest gained momentum when the Bar Association in the adjoining township of Malout also lent its support and suspended all the court work today, the second day of the strike. The advocates, who were up in arms, accused the SDM Bhupinder Singh of misbehaving with a group of four advocates, who visited his office on Tuesday. They alleged that without listening to them, he flatly ordered them to get out of his office. It may be mentioned that the SDM Bhupinder Singh had retired about four years back and has been brought back on a contract basis. Lodging their protest, the advocates demanded that the SDM tender an apology, otherwise, the strike would stretch for an indefinite period. On the other hand, the class IV employees of the SDM office, today, lodged a complaint against the advocates for misbehaving with them, which the advocates termed as a planned move by the SDM. According to information gathered, an advocate Thakur Dass Sharma reportedly visited the SDM office on Tuesday to know the fate of his previously lodged complaint about the shortage of LPG. Ignoring his grievance, the SDM asked him not to waste his time as he was busy. “When Thakur Dass asked him to behave properly as he was an advocate, the SDM passed a sarcastic remark at his clothes, saying—you don’t look like an advocate from any angle, you better leave my office,” alleged the advocates who were leading the protest. Later, Thakur along with three advocates, Toshim Monga, Rajiv Munjal and Mohit Singla, visited him again to ask the reason for his misbehaviour with a member of the Bar Association. After waiting for a couple of hours at the entrance of his office, when they managed to sneak inside, the SDM got frustrated seeing Thakur again in his office. Before the other advocates could utter a word, the SDM shouted at them asking them to leave his office. Irked over the way the SDM allegedly misbehaved with them, they informed the president of the Bar Association. Holding a meeting, the Bar Association passed a resolution to observe a boycott of the courts to lodge their resentment, the copies of which were posted to the chief secretary, Punjab and deputy commissioner, Muktsar, also. Speaking to this correspondent, Gurmeet Mann, president of the Bar Association, Gidderbaha said, “The SDM is so arrogant that he was not even ready for talks across the table. Taking serious notice of the issue, representatives of all three Bar Associations of the district—Malout, Muktsar and Gidderbaha—will meet the finance minister, who is scheduled to visit the constituency on Friday. Till the SDM tenders an apology, the strike will continue.” On his part, the SDM Bhupinder Singh said, “I was not aware that Thakur Dass was an advocate. Taking him to be a common man, I was trying to solve his problem related to LPG. But when he started grumbling, I simply asked him to leave my office. I did not use any derogatory language with any advocate accompanying him.” “It is just an unjustified controversy,” the SDM said. |

Bathinda, June 3 The removal of the facility of AC coach of the 4519/4520 Kisan Express during peak of the summer caused a lot of inconvenience to passengers. Passengers questioning the timing of the periodical over-oiling of the AC coach said the railway should have repaired the same before the onset of summer. “The facility was removed when it was required most as heat wave conditions have been prevailing in the region with mercury hovering over 40 degrees Celsius.” |

Encroachment on forest land
Ferozepur, June 3 Though nearly four decades have passed ever since state government handed over more than 26,000 acres of rural evacuees waste land to the forest department in 1971, about 18,000 acres of that land has still been under illegal occupation. After transferring about 26870 acres of land to the forest department, the then Punjab Development department had also sent conveyance deeds in respect of the land transferred to the respective divisional forest officer in 1971. “The officials of the revenue department are not supporting us and hence, we could not get possession of thousands of acres of land belonging to the forest department despite sincere effort,” alleged a senior functionary of the forest department on the condition of anonymity. BC Bala, Principal Conservator, Forests, Punjab, when contacted, said a meeting of all the senior functionaries of forest department would be held at Chandigarh on June 4 to work out a strategy to get this big chunk of land vacated by approaching various departments of the state government. He added that after the meeting, the latest status of encroached land would be seen and action to vacate the same would be proposed to the state government accordingly. Last year, the forest department managed to get about 112 acres of valuable land, situated in Ludhiana district, vacated. Information gathered by TNS revealed that in certain cases, what had frustrated the attempts of the forest department was the fact that they could get possession of those pieces of land from the illegal occupants after they managed to win the civil suits filed in different courts in connection with the same as successive governments did not extend help in taking possession. Not only this, there were instances where the revenue department was not carrying out the demarcation of those pieces of land, which were under illegal occupation, to make the forest department to file civil suits against the encroachers under the Public Premises Act (PP ACT). The demarcation of land was a precondition to approach the court under PP Act. |
Spurious fertiliser, pesticide racket busted in Moga
Moga, June 3 As many as two samples of fertilisers and four samples of insecticides collected from the shops of this area have failed the quality tests. The department has banned the sale of these products in the state. Dr Rajinder Singh Pandher, chief agriculture officer of the district, while revealing the details to The Tribune said as many as eight samples of pesticides and four samples of fertilisers were taken from Baghapurana, last week. Half of the samples have failed the quality tests, he added. He said zero per cent zinc sulphate and manganese sulphate has been found in a sample of a fertiliser (mixture/micro-nutrient grade-1) taken from the New Gill Pesticides, Baghapurana. The actual composition should have been four per cent zinc sulphate and 15 per cent manganese sulphate. This product was manufactured by the Hindustan Fertilizer and Chemicals, Mumbai. Another sample of a fertiliser (mixture/micro-nutrient grade-2) manufactured by the Arora Fertichem Industries, Haraz (Ferozepur), which was taken from the same shop, has also failed the quality tests. The quantity of zinc sulphate was found less than the prescribed limit. A sample of pesticide manufactured by the Agrichem India Private Limited, Sampla (Haryana), taken from the New Gill Pesticides has also been found to be sub-standard. The composition of ‘phorate’ has been found to be 3.95 per cent as against the required 10 per cent CG composition. Two samples of pesticides taken from the Sat Kartar Pesticides, Baghapurana, manufactured by the Anu Products Limited, Faridabad, has failed the tests. In one of the samples, the quantity of ‘triacontanol’ has been found zero per cent as against the prescribed composition of 0.05 per cent. In the other sample, ‘cartap-hydrochloride’ has been found to be 25 per cent less than the prescribed composition of four per cent. Another sample of pesticide collected from National Fertilizer, Baghapurana manufactured by A-B Chem, Samba (J&K) has also failed the quality test. The ‘cartap-hydrochloride’ in it been found 0.7 per cent less than the prescribed composition. Dr. Jaswinder Singh Brar and Dr. Rashpal Singh both agriculture development officers who were assigned the task to collect these samples said that the department has issued notices to the manufacturers and sellers of these products. “We have also banned the sale of these products, bearing same batch numbers whose samples were collected by us, in the state,” they added. |

Bathinda: As many as 121 record holders registered with the Guinness Book of World Records and the Limca Book of Records gathered and exhibited their skills during a programme organised by the Global World Records, a Bathinda-based world record keepers, at Jaipur on May 30. The records varied from Ram Singh Chauhan’s 15-feet long moustache to Ginij Rishi’s body on which the maps of 220 countries were tattooed. Ramir Singh, who drove a mobike with conjoined shoulders, won the “Record of the Year” award. The local record keepers said these record holders hailed from different parts of the country and were awarded with the “Deep-Shikha Bharat Ke Kohinoor”. — TNS |
