Madhuban (Karnal), March 27 Addressing the passing-out parade of recruits of the Haryana Police Academy, he stressed the need for modernising and augmenting the police force, strengthening intelligence and reorienting training to respond to the emerging challenges. He made it clear that though law and order was a state subject, the Centre would continue to monitor the gaps and oversee steps being initiated to modernise the police force. Setting up of new central organisations like the National Investigating Agency, adding new hubs to the National Security Guard and unifying intelligence networks were some of the steps that the Centre had laid emphasis on in recent times, he added. Maintaining that the Centre was providing ample funds for modernisation of the police force, Chidambaram said “as far as central police organisations are concerned, the government has not only added to their numerical strength but also brought about qualitative changes aimed at their operational efficiency”. He said the ministry had conceptualised the Crime and Criminal Tracking Network and System (CCTNS) project under the National e-Governance plan in an effort to enhance citizen services and outcome in the area of crime investigation, information gathering and its dissemination among various police organisations across the country. He felicitated three recruits - Amit Kumar with a laptop and Imran Khan and Bijender Singh with digital cameras and first-class appreciation certificates. They had secured the first three positions, respectively, in their final examinations. He also released a coffee table book titled “1857: India’s War of Independence”. Speaking on the occasion, RS Dalal, DGP, said the state police was determined to carry forward the CCTNS project. Dalal demanded a special financial grant to establish a state institute of training for special branch officers and said Haryana was willing to provide land free of cost for this institute.

Sirsa, March 27 INLD MLA from Ellenabad Abhey Singh Chautala has accused the police of working under the influence of the ruling party politicians and shielding the accused. Jagdish Nain, who has been admitted in the local general hospital here since March 22, alleged that former MLA Bharat Singh Beniwal’s brother Kalu Ram and his henchmen beat him up in his L-1 liquor wholesale godown. He claimed that he in fact had not even applied for the auction. “They packed me in a bed sheet after severely beating and after putting me in the backseat of my SUV left my vehicle outside a private hospital on March 22,” Nain alleged. He alleged that no case had been registered till date, though the cops from the city police station recorded his statement and took away the medico legal report on the day of crime. Abhey Singh, who referred to this case in his press meeting on March 25, while announcing to organise a “Sirsa Bandh” during the CM’s visit on April 3, raised the issue again today. “The police has become a protector for the perpetrators of criminal activities rather than saving the innocents from their excesses,” Abhey Singh alleged, demanding immediate registration of case against former MLA’s brother. Beniwal expressed ignorance of the matter and said he was out of Sirsa for the past some days. SP Satinder Kumar Gupta also did not have any first-hand knowledge of the case. However, sources in the city police station admitted that the statement of the victim had been recorded and said the police was in the process of “identifying the real accused.” The police sources claimed that the victim was dragging the name of the former MLA’s brother due to political reasons. |

Fatehabad, March 27 Batra, who was speaking as chief guest in the annual prize distribution function of the local Manohar Memorial Post Graduate College here today, said the budgetary provision for education in the current financial year at Rs 5,331.35 crore was three times more than what was
spent by Hooda’s predecessor. “The approval of four new medical colleges in Karnal, Khanpur Kalan, Mewat and Faridabad, opening of a central university in Mahendragarh, a medical university in Rohtak and increasing the number of technical colleges and polytechnics is a clear example of the Hooda government’s vision about education,” he added. The MP announced a grant of Rs 11 lakh for the college. Chief Parliamentary Secretary Prahlad Singh Gillankhera emphasised the need for education of women for a better
society. Gillankhera announced a grant of Rs 2 lakh for the college. The MP distributed prizes among students, who excelled in the fields academics, sports and cultural activities. |
No headway in MC fake bills case
Rohtak, March 27 The revelation came after an inquiry was conducted that found that “fake” bills of Rs 81 lakh had been presented for payment. While the police had registered a case against six persons, including a former executive officer (EO) of the council, on March 10, the matter took a new turn as the complainant official was transferred on the same day the police registered the case. Even after 17 days of the complaint, no arrests have been made so far. This is one the six councils in the state which has been upgraded to a corporation. According to the complaint, “fake” bills were generated and presented for payment against construction of some roads in the city during 2007-08. It had named the then EO, a retired municipal engineer, a serving engineer, an accountant and at least two contractors. The EO, who had been named in the FIR, was transferred from here in December last. It is reported that the bills for the construction works or repairs of some roads that was never done had been raised by the accused. While no payment was made against the bills, the matter was taken up in the court for intervention. It is reported that a probe was carried out into the matter in response to the directions from the court which asked the civic body to take action in this regard. The inquiry revealed that the bills were fake that resulted in lodging of a complaint. However, the official, who had probed the matter and lodged the FIR, was transferred the same day. Earlier also there had also been complaints regarding corruption and irregularities in the functioning of the civic body, but this was the first time that the matter of fake bills had surfaced, said sources in the civic body. The police had registered a case under Sections 420, 467, 468 and 471 of the IPC against the accused. The scam of fake bills was a serious issue and the government must take a stern action against the accused to plug the chances of repetition of such a scandal in the civic body which was sure to get more financial authority after being upgraded to a corporation, said Raj Singh Hooda, a social activist here. |

State’s heritage on display
Rohtak, March 27 Around 165 selected photographs clicked by Nain have been displayed in the gallery set up in the entrance hall of the auditorium. The Vice-Chancellor said it was necessary that the youth be made aware of the essence and essentials of the Haryanvi culture, rituals and traditions and photographs by Nain on the Haryanvi lifestyle and culture, especially rural Haryana, were unique and awe-inspiring. He also released a DVD on Haryanvi folk culture brought out by Janardhan Sharma. Nain’s photographs have also been displayed at Dharohar Museum of Kurukshetra University. Based in a village, Nain is one of the best and legendary lensmen of Haryana, whose work has been recognised not only in the state but also in other parts of the country. A short video film on “Phaag” was screened on the occasion. Later, academic achievers of the university were awarded cash prizes by the Vice-Chancellor. An oil portrait of Late Ch Bansi Lal, former Chief Minister of Haryana, was also unveiled on the occasion. |

Sirsa, March 27 Several countries have implemented this law with wonderful results and India needs to implement the Act properly and make more and more people aware of this. Inaugurating a two-day seminar on the RTI organised by the Public Administration Department of Chaudhary Devi Lal University here today, Prof Hoshiar Singh, a former Vice-Chancellor of Kurukshetra University, said the Act was a brilliant legislation to empower people, but the bureaucracy was making all-out efforts to kill the basic spirit of the Act. He said the recent assertion of the Supreme Court to keep the office of the Chief Justice of India out of the purview of the RTI was an example of how government institutions were unwilling to be placed under the scanner of the Act. Prof SS Tiwana, Head of the Public Administration Department of Punjabi University, Patiala, spoke on the statistics of the RTI collected by scholars of his department. “Only 13 per cent villagers, 33 per cent urbanites, 12 per cent women and 26 per cent men have the knowledge that any such Act exists in India,” Tiwana said citing figures. He said NSS and NCC volunteerscould perform a wonderful job by spreading awareness on this issue. |

Sirsa, March 27 He said specialists of various disciplines of medicine and surgery from Delhi, Chandigarh, Patiala, Shimla and Kanpur offered their services in the camp. A team from the Armed Forces Transfusion Centre from Delhi also arrived in the camp to collect the blood donated. Dera chief Gurmeet Ram Rahim Singh inaugurated the camp. —

Bomb hoax
in school
Karnal, March 27 The call was received by Dev Kohli, superintendent of the school, on the landline at 9.53 am and he informed the Principal. The police was informed following which a bomb disposal squad, fire brigade and policemen reached the spot and searched the school premises with the help of sniffer dogs. Though the school was closed, extra classes of students of classes X and XI were going on and 175 students and seven teachers who were present in the school were told to vacate the premises. Investigations were on to trace the person who made the hoax call, police sources said. Investigations by The Tribune revealed that such mischief had been going on in the school and recently the report cards of 35 students of class XI kept for distribution were burnt by some miscreants. The police did not rule out mischief by some students. |

Faridabad, March 27 Two tenders of fire brigades were pressed into service apart from the help of residents of the adjoining village, Jharsetli. It took about two hours to douse the fire. Ballabgarh SDM Inderpal Bishnoi has ordered an inquiry to ascertain the cause behind the fire. The inmates of the jhuggis are migratory labourers and petty workers. |
HC holds former minister guilty Saurabh Malik Tribune News Service Chandigarh, March 27 Balancing the scales of justice in teacher SN Sharma’s favour, Justice Ranjit Singh has also upheld the lower court’s orders asking Mullana, Jaijee and the State of Haryana to jointly and severally pay Rs 2,00,000 as damages to him. Dismissing their appeal, Justice Ranjit Singh ruled: “A teacher, who had retired as a head master of a government school, had approached the civil court to seek damages for his wrongful and malicious prosecution by the then Education Minister and other officials. The teacher would claim that he had suffered for being honest and on that count action followed against him, when he declined to be the part of corrupt clique to embezzle the government funds.” “What he got for being honest was a suspension, a chargesheet, followed by an FIR, which action, as per the teacher was malafide and led to his mental, physical and financial torture and hardship and loss of reputation. Not only this, his retiral benefits were also withheld, leaving virtually no option with him but to file a suit seeking damages for wrongful and malicious prosecution against the appellants jointly and severally”. Sharma had claimed “just prior to his retirement, his dignity and honour was dented by the illegal and wrongful behaviour of then Education Minister Phool Chand Mullana and then subdivisional education officer, Ambala, Jaswant Kaur Jaijee”. Quoting the plaint, Justice Ranjit Singh observed the village sarpanch wanted to embezzle funds “without getting any work done” after getting it sanctioned from Jaijee. The teacher, on the other hand, insisted he had no intentions of being a party to the dishonesty. As Jaijee did not respond to his “reference”, he assumed she was also party to the embezzlement. Justice Ranjit Singh concluded: “The action was wrongful and without cause or excuse. Motive was also improper. It could also be termed as wanton and wilfully doing of an act. It can also be said the suspension or chargesheeting the teacher was done wrongly and without reasonable or probable cause. Suspension was revoked. The chargesheet was dropped and FIR withdrawn. The appellants, thus, were aware of likelihood that harm may result”. |
