Some assailants allegedly attacked Zila Parishad member and Congress leader Ram Singh Beniwal in Kagdana village here today. Beniwal suffered several fractures and his kin have shifted him to Agra after doctors in the local general hospital advised to take him to some good orthopedic hospital.

Kagdana village falls under the Ellenabad assembly segment that witnessed a byelection on January 20. Bharat Singh Beniwal, who unsuccessfully contested the election against INLD’s Abhey Singh Chautala, has demanded a thorough probe in the incident.

“Ram Singh was an active campaigner in my election and Haryana Minister Randeep Singh Surjewala had addressed a press conference and taken lunch at his Kagdana residence during the bypoll,” Bharat Singh Beniwal maintained, expressing fear that the attack might be politically motivated.

Ram Singh Beniwal, according to his family members, was going towards Goshala village, when a Bolero stopped near him and the occupants of the vehicle inquired about the route for Bhattu Kalan.

As he was answering their queries, one of the assailants threw chili powder in his eyes and others allegedly attacked him with sharp-edged weapons.

The miscreants fled away in the vehicle after the crime. He was rushed to the local general hospital with fractures and lacerated wounds.

He was later shifted on doctors’ advice.

Bharat Singh Beniwal and Congress leader Gobind Kanda visited the hospital and alleged that the attack on Ram Singh was politically motivated and had been executed after perfect planning.

Meanwhile, the police has registered a case against six unidentified assailants and begun investigations.

The DSP of Sirsa, Balbir Singh, while confirming the registration of the FIR, said nothing could be said with certainty till the victim gave his statement.

Local bodies in Haryana may be cash-strapped and starved for funds but that’s no deterrent to carve out new municipal corporations in the state. That’s probably why the Haryana government today went ahead and constituted seven new municipal corporations in Yamunanagar, Panchkula, Ambala, Rohtak, Panipat, Karnal and Hisar.

With the inclusion of a number of villages in the municipal corporations carved out by the government, nearly 100 panchayats, including 41 in Panchkula, 32 in Yamunanagar, seven in Rohtak and 15 in Karnal, will stand abolished. These will make way for their merger into the local bodies.

The government’s justification in creating these municipal corporations, essentially autonomous bodies, is that it will not only propel development of the area but bring about better governance and grants from the Centre as also the state. A notification issued by the Urban Local Bodies Department, today defined the boundaries of the municipal corporations.

Sources said local bodies were usually faced with a resource crunch because the amount required on development of infrastructure was huge compared to the meagre income any local body managed to generate in its limited options.

However, with the government deciding to impose a 5 per cent surcharge on VAT, the department is hopeful that this additional income will help most local bodies tide over the financial crisis that stares them in the face.

Sources in the Urban Local Bodies Department said the charge of Commissioner, Municipal Corporation, will be initially given to the Deputy Commissioners of the respective districts. “Since the corporations are bound to suffer from teething troubles initially and the Deputy Commissioners of the districts are the overall in charge, the government will give them the additional responsibility of Commissioner, Municipal Corporation. This will make the transition easy as also provide synergy among various departments, whenever and wherever it is required,” an official said.

Meanwhile, with the government announcing the constitution of these municipal corporations, the process of holding elections to panchayati raj institutions in these districts has been relegated to the back burner.

“Once we have a copy of the notification, in consultation with the state government, we will have to carry out delimitation of wards under the corporation after which a voters’ list will be prepared. It is only after this that elections to PRIs, slated to be held in April and May throughout the state, can be held in these districts,” sources in the Election Department said.

Bomb hoax delays trains

Gurgaon, March 18
The Gurgaon police swung into action after it got a call about a bomb being planted on the Bareli-Bhuj Express passing through the city today. However, it proved to be a case of much ado about nothing as the call turned out to be a hoax.

A person claiming to be a Pakistan national called the Gurgaon police control room around 12.50 pm and said he had plated a bomb inside the train. The local police informed its railway counterparts, who got the train evacuated.

Subsequently, a bomb disposal squad and sniffer dogs were called and a search operation launched. However, after nearly two hours of combing, nothing suspicious was found on the train. The train, which was halted at the local railway station, was then allowed to leave.

Gurgaon Police Commissioner SS Deswal said the mobile number from which the call was made had been traced and the caller would soon be apprehended.

The incident delayed several trains passing from Gurgaon, causing inconvenience to passengers.

2 teachers booked for molestation

Fatehabad, March 18
The police has booked two schoolteachers for outraging the modesty of a woman peon during examinations for the Haryana School Education Board at Kudni village here.

The victim has alleged that accused Dharmender Dhanda and Raj Singh were on examination duties in a village school, where she was working as a peon. She alleged that the two teachers called her in a room for serving water and molested her and threatened her with dire consequences. A case has been registered.

The complainant alleged that the teachers consumed liquor during an educational tour to Wagah Border on February 23 and also misbehaved with some girl students.

The copies of the complaint have been sent to the authorities. However, Harcharan Singh Chhokar, district education officer, Fatehabad, who is conducting an inquiry in the representation, said the alleged incident had been raised about 20 days after the educational tour and hence raises doubts about the veracity of the representation.

Meanwhile, Dhanda has denied all allegations levelled against him and the other teacher and alleged that the complainant was caught supplying slips to examinees for copying during exams and after the incidence her entry was banned to the examination centre. He claimed that his record was clean.

Man kills niece, held

Rewari, March 18
In what is being described as a case of “honour killing”, the police has arrested Dinesh Sharma for allegedly killing his niece Jyoti Sharma (17) at Basai village here on Tuesday night.

Dinesh Sharma, who allegedly raped Jyoti’s stepmother prior to Jyoti’s elimination, also reportedly made a bid on her stepmother’s life when she tried to save Jyoti. The stepmother has been admitted to the PGIMS, Rohtak.

Jyoti, who was living with her parents Dharambir Sharma and his second wife Santosh Sharma at Bhiwani, was studying in class XI.

Sources said Jyoti wanted to marry her boyfriend, who belonged to a backward class, and such insistence on her part had become a bone of contention for her two uncles - Dinesh Sharma and Krishan Sharma, elder brother of her father, - as well as some other members of the family. — OC

KU teachers to protest in Delhi

Teachers of Kurukshetra University will participate in the demonstration at Jantar Mantar, New Delhi, tomorrow in response to the call given by the All-India Federation of University and College Teachers Organisation (AIFUCTO) to protest against the delaying tactics being adopted by the UGC and the Union Human Resource Development Department in releasing the guidelines regarding the minimum qualifications for appointment and promotions of teachers at various levels.

Haryana told to grant 3% promotion quota to physically challenged

The Punjab and Haryana High Court today directed the state of Haryana to keep 3 per cent promotion quota for physically challenged government employees.

Chief Justice Mukul Mudgal and Justice Jasbir Singh also directed the compliance of the orders within six months; and asked the state to pay Rs 20,000 as cost of litigation to petitioner Viklang Sangh.

The petitioners had sought directions the state to grant reservation in promotion to physically challenged government employees.

The counsel of the state had asserted the Persons with Disabilities (Equal Opportunities Protection of Right and Full Participation) Act, 1995, provided for reservation of posts during initial recruitment of the physically challenged persons. But, there was no provision in the Act for reservation in promotions.

After hearing the arguments, the Bench held Parliament did not pass the Act to give token initial representation to the physically challenged. The intention was to provide employment with full avenues for career progression by way of promotion.

“We direct the respondents to keep 3 per cent posts reserved for promotion for the physically challenged by giving them promotions as per the directions and guidelines issued by the Ministry of Personnel dated November 20, 1989, not later than six months from today,” the Bench directed.
