Privilege Motions
Cong wants to project Chautala as ‘liar’
Yoginder Gupta
Tribune News Service

Chandigarh, March 19
When three privilege motions were moved against Leader of Opposition Om Prakash Chautala during the
Budget session of the Haryana Assembly, the Congress was not using them to ensure his silence in the House.

The Congress was well aware that these motions could not gag a person, who is known for his oratory skills.

The ruling party also knew that Chautala would not be cowed down by the motions, given the history of their fate in the past. Though the Privileges Committee is asked by the House to give its report on the first day of the next session, it seldom happens.

The chairman of the committee requests for an extension, which is invariably granted by the House. The extension continues till the term of the House comes to an end. And with that the motions also lapse.

In the history of the Haryana Assembly, it
happened perhaps only once, when a member, Hardwari Lal, was expelled from the membership on the report of the Privileges Committee.

Then why did the Congress move the motions? What it hoped to gain out of this exercise? As Congress spokesman Ved Prakash Vidrohi said, the ruling party wanted to establish before the people outside the House that Chautala might be a good orator, but he took the support of falsehood to buttress his arguments.

The first motion was moved by Kuldeep Sharma, working president of the Haryana Congress, alleging that Chautala had misled the House by stating that the government
had imposed VAT on common salt.

The issue of tax on salt has always been a touchy subject with the people of India because Father of the Nation Mahatma Gandhi had launched a movement against
the British government on the issue. The government could not let “Chautala’s lie” go unchallenged.

Though the ruling party had challenged the opposition leader when he had said so, its leaders thought that a privilege motion on the issue would be more effective.

For the same reason Aftab Ahemd and Bharat Bhushan Batra of the Congress moved the privilege motions against Chautala for allegedly misleading the House by saying that no annuity was being paid to the farmers whose land was acquired for the special economic zone (SEZ) and that HUDA had not floated even a single residential sector ever since the Congress came to power in the state.

Now, the Congress is planning that its leaders should highlight these privilege motions when they go to the people and tell them how Chautala has a knack of misleading them for his narrow political considerations.

Villagers allege police inaction, block road

Sirsa, March 19
Irked over the failure of the police to make any headway in the attack on Congress leader and zila parshad member Ram Singh Beniwal, hundreds of villagers blocked the Sirsa-Bhadra highway for over three hours here today.

Villagers from Kagdana and surrounding villages - Gigorani, Kumharia, Rampura Bagria, Shahpuria, Dusania and Nathusari - raised slogans against the police, sat on a dharna and blocked traffic. The shops situated along the road also remained closed during the protest.

“A murderous attack was made on the Congress leader, but the police has not been able to find any clue about the assailants,” alleged Banwari Lal Gigorani, former chairman of the Nathusari Chopta Market Committee.

Hari Singh Beniwal, former sarpanch of Kumharia village, alleged that the attack was politically motivated and the police was working under pressure by not showing any alacrity in solving the case.

Eventually, the villagers relented after Gobind Kanda went there and assured that the culprits would be arrested soon.

Meanwhile, SP Satinder Kumar Gupta has transferred Nathusari Chopta SHO Daljit Singh Beniwal, under whom Kagdana village comes, to the Police Lines and has appointed Ellenabad SHO Mauji Ram as the new SHO of the Nathusari Chopta police station.

Gupta claimed that the police had come close to solving the case. “We have identified five persons and police teams have been sent for their arrests,” the SP added. He, however, said the motive behind the attack was not clear and it would be clear once the accused were arrested and interrogated.

Meanwhile, Ram Singh Beniwal has been admitted to Apollo Hospital, Delhi, where he was operated today. “Both the bones of his right leg, one bone of the left leg and a bone of right arm were fractured in the attack. Besides, he suffered a number of lacerated and blunt weapon injuries,” said his brother Randhir Singh. Some unidentified assailants had attacked Beniwal in Kagdana village yesterday.

Nalvi wants separate SGPC in each state
Manish Sirhindi
Tribune News Service

Panipat, March 19
The newly constituted All-India Sikh Gurdwara Parbandhak Committee (ad hoc) has decided to demand the formation of separate SGPCs for all states. Speaking to The Tribune, Didar Singh Nalvi, president of the committee, who had also remained at the helm of struggle for a separate SGPC for Haryana, said the formation of separate SGPCs in all states would enable the local Sikhs to manage the affairs of their religious shrines without any outside interference.

He said the AISGPC would soon hold a meeting with the Union Minister for Minorities and then with chief ministers of different states to pursue this demand. He said Sikhs residing in different parts of the country had the right to manage their own religious shrines. The Amritsar SGPC had been against a separate SGPC as its intentions were to keep the Sikhs all over the country depended upon them for every requirement, he said.

He said this was completely unacceptable to Sikhs of Haryana, UP, Uttarakhand, Rajasthan, HP and Chandigarh, who had recently joined hands to form the new committee. Nalvi said the AISGPC would seek passing of legislations from chief ministers of various states which could pave way for the formation of a separate committee. Taking a dig at the Punjab legislature which had recently passed a resolution to seek grant of the first language status for Punjabi language in Chandigarh, Nalvi claimed that the move had come in the wake of grant of due status to Punjabi language by the Haryana government. He said he would like to congratulate the Akali leadership for taking up the issue, even though it took 44 years for them to reach this stage.

He said the grant of due status to Punjabi language in Haryana would lead to creation of thousands of jobs for Punjabi teachers, as they would be appointed in educational institutions across the state, which was a great step forward.

This six-year-old ‘remembers’ her past life

Sirsa, March 19
Residents of Bharokhan village near here believe that six-year-old Kareena from their village is a reincarnation of Nirmala, who died in a Rajasthan village 20 years ago, though their rebirth story is not finding any takers among intellectuals.

“When she was three, Kareena started talking about her parents during her ‘previous birth’ and later she mentioned Ramgarh village in Rajasthan where, she said, she was ‘born’ to Kamla and Sahib Ram,” claimed Ravish Kumar, father of the girl.

“Initially, we did not believe the girl’s father when he narrated her story, but later we decided to confirm it,” said Ravish’s friend Rajinder Bhambu. He said after talking to the girl, they enquired from Ramgarh village near Nohar in Rajasthan and found a couple named Kamla and Sahib Ram. They also confirmed that their daughter Nirmala had died 20 years ago of severe stomachache.

Incidentally, Kareena also suffers from bouts of acute pain in the stomach at times.

“We took the girl to Ramgarh, where she located the house of her ‘previous birth’ from a distance and met her ‘parents and two brothers’,” claimed Bhambu.

He said Kareena identified her “parents” and “brothers” in a crowd of hundreds, who had assembled in Ramgarh village on listening to the news of their arrival.

However, when asked, Kareena answered questions like a small girl, who has learnt her lessons well. “This is totally nonsense. There is nothing as a rebirth,” said Shamim Sharma, Principal of the Mata Harki Devi College for Women at Odhan in this district.

“Talks of rebirth have been initiated by unscrupulous people in many parts of the country several times due to their vested interests. But, these claims do not stand the test of scientific theories,” she added.
