Haridwar, March 10 Led by Congress state chief Yashpal Arya party workers shouted slogans against the mela administration and state BJP government working on Mahakumbh works gathered at Laltaura Bridge and then marched towards the Central Control Tower where Kumbh mela administration office is situated. Lashing out at the BJP state government, Arya compared the present mela administration to the Taimur Lang who had looted Haridwar in 1398 when Kumbh was held. “The only difference between Taimur and the mela administration is that he was an outsider who looted during Kumbh, but the mela administration is an insider that is doing the same thing,” said Arya. He said after the completion of Kumbh, people appointed in the mela administration would move back to their respective departments and the money allotted for Kumbh projects would be funded for the forthcoming state assembly elections in 2012. “The previous Congress government in just Rs 135 crore Ardh-Kumbh funds had carried out several and permanent-nature projects, but this time despite Rs 565 crore given by the UPA government, the Kumbh works seemed pale in comparison,” said Arya. The march was organised by city chief OP Chauhan and addressed by legislator Subodh Uniyal, Suryakant Dhasmana Rajendra Chauhdari, vice state party chief Bhramswaroop Brahmachari, former municipal chairman Satpal Brahmachari, Sanjay Chopra, Tej Prakash Sahu, Pradeep Chaudhari, Vikas Chaudhari and Virendra Singh Bisht among others. |

Tower drama curtailed in 12 hours
Dehradun, March 10 Virender Pant climbed the 60-foot tower situated on the backside of the Vidhan Sabha on the ISBT bypass here at 5 am in protest against the suspension of 138 employees by the Ayurvedic and Unani Services Department. He had demanded the reinstatement of of all suspended employees, otherwise had warned of taking some extreme step if anyone tried to force him to climb down. At about 4 pm, the Chief Secretary called on the suspended employees of the Ayurvedic and Unani Services for a meeting. He assured the employees of resolving their issue and also gave in writing that their demand would be agreed to, Vijender Singh, one of the suspended employees, told The Tribune. This message was convened to Pant who got down and was taken to the Doon Hospital by the police for checkup. Meanwhile, a case of attempt to suicide under Section 309 of the Indian Penal Code was registered against him. Pant is a native of Chamoli. He has three sisters, two daughters, wife and mother. Earlier, Pant reportedly called up some of his suspended colleagues at 5 am that he had climbed the Prasar Bharati tower and would only climb down if the suspended employees were reappointed. Following this, his colleagues reached there and the police was also informed of the matter. Superintendent of Police (City) and the Circle Officer (CO), along with the police force, reached the spot. The cops asked him to climb down, but he refused and later the police deployed a guard near the tower. Shedding light on the matter, Vijender said the suspended 138 employees were hired in 2005 and 2006 but were suspended in 2007 for no reason. The employees had filed a case in the High Court and the court had given orders that all 138 employees be taken back and be paid the amount from the date they were suspended. It has been over three months since the court gave the orders but the department hadn’t paid any heed to it even after several protests, he alleged. |

State may adopt Regulatory Act of Centre
Dehradun, March 10 As the state does not have a Regulatory Act, most likely it will be adopting the proposed Central Bill in its totality with some amendments by enacting the proposed Clinical Regulatory Act, as has been done by the government of Karnataka. The copy of the draft Clinical Establishments (Registration and Regulation) Bill, 2007, was circulated by the Central government among state governments so that they could come up with their own Bill or adopt the Central Bill. But for the past two years the state government has been unable to take any action either bring it’s own Bill or adopt the Central Bill. It is learnt that minor amendments have been suggested, these include establishment of state council for enforcing regulation at the state level to ensure better attention to local standards. Provision for displaying the rates for various treatments in the clinical establishments for the information of the general public on the notice board of the private medical establishment and not to collect more than the rate so notified. |

Cong, BJP misleading public, says BSP leader
Mussoorie, March 10 On every burning issue of the town, be it sub-standard sewage pipeline issue or leasing of the land to Sri Sri Ravi Shankar, both parties were at loggerheads with each other, but discreetly had consented on both issues. He also said integrity of both parties was in question as on the one hand ward members from the Congress in Palika were supporting BJP Palika President OP Uniyal, and on the other hand Mussoorie MLA from the Congress Jot Singh Gunsola was critical of development in the town. He also said people failed to understand that Gunsola earlier raised hue and cry over several issues like sewage pipeline being sub-standard, but had become silent now due to unknown reasons. He also said the BJP was burning the effigy of the Congress on the issue of price rise. He said if both parties were serious about the issue, then they should roll back the petrol hike at the Centre and VAT in the state with immediate effect. BSP Mussoorie Vidhan Sabha president Shiv Prasad said the BSP was the only party that could provide relief to poor people of the state and time had come to bring the BSP in power in 2012 elections. Saif Khan, Francis Xavier and others were present on the occasion. |

Police attaches murder accused’s property
Dehradun, March 10 Superintendent of Police (City) Jagatram Joshi said they had started attaching the property at 8 am and taken the prior permission of the court to initiate the action. The police in a large number was present to carry out the work. The family and supporters of Babbal had met Inspector General of Police (Garwhal Region) MA Ganpathy demanding the arrest of Jiti on March 8. They had also gheraoed the IGP office and raised slogans demanding the killer’s arrest. The IGP had assured them of taking all measures to arrest the accused and ordered to attach his property. Babbal was allegedly shot dead by Jiti and gunners, hired by the latter to shoot the former, on March 6 outside his house in Nathanpur. The police had arrested Jaideep, Jiti’s driver, who was found with one bullet fired in his stomach the same day. The police has interrogated him to trace the main accused, but hasn’t got any success till now. Man kills 16-year-old daughter
Nainital: In a gruesome incident, a resident of Rudrapur killed his
16-year-old daughter yesterday by striking her repeatedly with a sharp-edged implement. The police has arrested Chandrapal for the crime. According to information, the accused was annoyed with his daughter for having an affair with one Sarvesh of the same locality. He allegedly lost his temper on seeing his daughter with Sarvesh in a compromising position last morning. He allegedly dragged her to his house and repeatedly hit her on the head and neck with a ‘patal’. After initially accusing Sarvesh of having committed the crime, Chandrapal is learnt to have confessed before the police to have murdered his daughter. Class VII student booked for eve-teasing

Cheeni Mill Mazdur Sangh’s demands met
Dehradun, March 10 In the meeting held today, six out of 12 demands of the federation received nod by the administration that are of merging 50 per cent of DA in the basic pay of the employees and labourers; second was to provide Productivity Industrial Bonus (PIB); third was to give bonuses and incentive to the daily wagers; fourth demand that was accepted was of providing retaining allowances to the seasoned labourers along with the provision of medical reimbursement at any nodal health agencies or clinics in the capital or in the adjoining districts; and the last demand was of appointing the heir of any officiating employee at its death. Virender Kumar, organising secretary of the federation, said, “On January 27, a meeting between the Uttaranchal Cheeni Mill Mazdur Sangh and the administration was held under Surendra Prasad, president of the federation, where these 12 demands of the federation were presented, but no conclusion could be drawn. After meetings with the administration twice before, today, under the pressure of the entire federation of the sugarcane mill, the state government had to take the decision in our favour”. “The agreement has brought respite to owners of sugar mills as well as to sugarcane farmers. On March 19, again a meeting between the federation and authority concerned will be held to reassess their demands,” he added. Officials must understand their roles, says DM
Nainital, March 10 In his concluding address at the workshop, District Magistrate Shailesh Bagauli said: “We should address such scenarios with a positive attitude and the officials must understand their roles and responsibilities. We cannot fight nature but we can make ourselves prepared to meet eventualities”. Bagauli said the response to even the smallest natural calamity like a landslide must be enthusiastic and positive. Such events were a routine in the hill topography. “We should take it as a challenge. It should be taken as an exercise which would definitely be very useful in case a calamity of a bigger dimension strikes the area,” he said. While discussing the outcome of the exercises which they had gone through during course of the workshop, the officials pointed out that it was essential to develop a second rung setup of responsible which could be contacted for coordination in case the top officials were not available in the event of a disaster. The experts from the the NIDM underlined the need to develop in officials a will to work at the lower rungs of officialdom. Talking in the context of Uttarakhand, they said a lot still needed to be done in strengthening the infrastructure, health facilities and communication network to meet a challenge in the form of a natural disaster. They also underlined that the unbridled illegal construction activity in Nainital, which lay in the high-risk seismic zone, must be checked and the government and administration must take stringent decisions in this regard. The workshop was aimed at enlightening officials of various departments regarding their role in the execution of a Seven Desk Model to deal with an eventuality. The key aspects dealt with at the workshop included rescue, operation, logistic, services, communications, planning and health. Prof Santosh of the NIDM expressed satisfaction that the participants at least understood their respective roles and responsibilities at the end of the event. He suggested that the participants continued practising through mock drills the skills acquired at the workshop. |

Nainital, March 10 Speaking at the concluding function, Vice-Chancellor of Gobind Ballabh Pant University Dr BS Bisht said creating industries on the agricultural farm land of Pant Nagar University might have benefits like employment generation, but at a hidden cost of future problems of lesser food production and environment degradation. Reiterating that there were pressures on the university to cede more land for setting up industries, he hoped that the government would keep intact the remaining 10,000 acres of farm land of the university, which had already been reduced from the earlier 16,000 acres. Vice-Chancellor of Kumaon University Dr VPS Arora, who is a former alumni of Pant Nagar University, said the contribution of the university in agriculture sector, be it Green Revolution or White Revolution or Blue Revolution, was always acknowledged and admired. He said, “Hill agriculture is beset with problems of marketing and information dissemination. The state government should consider establishing small and medium mandi units and processing units to solve the marketing problems”. Dr Arora expressed hope that all farmers, who visited the fair, must have been able to fill the information gap and asked them to spread this to fellow farmers. Adviser to Agriculture Department of the state government Dr Harendra Singh Rawat, in his address, remarked about setting up of special agriculture zones for conservation and management of agriculture land and safeguarding their fertility and productivity. He urged the government to position agriculture sector as an industry and stop non-agricultural use of farm lands. During the event thousands of farmers witnessed the colourful and imaginative displays put up by about 556 agribusiness firms, which included companies producing tractors, seeds, fertilisers and chemicals, besides other products and utilities. Farmers bought seeds and planting materials worth more than Rs 15 lakh, along with various other products, as well as services during the four days of the fair. The display of M/s ACME Tractors, Rudrapur, was adjudged best stall and M/s Punjab National Bank, Pant Nagar, was awarded the best performance prize. The other activities organised during the fair included special lecture series, kisan goshthi and other competitive events. |

NIIT joins hands with CISCO
Dehradun, March 10 He said, “Under this alliance, NIIT will extend the range of CISCO programme in Dehradun centres. The programme earlier was available in selected cities of India. The training will be provided by authorised CISCO certified system instructors, where students will also get international certification”.
