Delhi hikes minimum wages by 33%
All 9 districts to get legal services authorities
New Delhi, March 8
The Delhi Cabinet today hiked the minimum wages and also decided to establish legal service authorities in each of its nine districts. Chief Minister Sheila Dikshit said the Cabinet’s decision for the hike in minimum wages by 33 per cent will be effective from February 1, 2010.

Chairman of MCD standing committee Ram Kishan Singhal disbursed the half-yearly amount of grant for the year 2009-10 after visiting three such units in the Najafgarh zone.

The Delhi High Court today directed a woman to pay Rs.1.7 crore for using for commercial purposes a residential plot alloted to her by the central government. Since the woman has died, her heir have been asked to pay the fine.

3 more succumb to illicit liquor
Ghaziabad, March 8
Three more persons have succumbed to the effects of illicit liquor in Ghaziabad and Meerut, taking the toll to 38. In Ghaziabad's Mehmudnagar village, two persons Rajpal and Saleem died after consuming liquor while in Meerut, Manoj Chaudhri died in Dulehra village on Sunday.

Sadar Bazaar slum blaze leaves two dead
350 dwellings destroyed as fire rages in congested jhuggis

Two persons died and four others were injured in a major fire that broke out at Priyadarshini slum in Sadar Bazaar’s Qutub Chowk area around 3.05 am today. The fire destroyed 350 dwellings.

The deceased have been identified as Babloo Mandal (32) and Lallan (22). Mandal succumbed to his injuries at LNJP Hospital and Lallan at RML Hospital. The injured are Jamal (30), Kajal (28) and Rakesh (18). According to officials, Jamal has suffered 90 per cent burns while the other two had 50 per cent burn injuries.

The cause of the fire is still unknown, however, the police claims that it could be a gas leak or a cigarette.

"Since it is a congested slum area near a wholesale market, there was a lot of inflammable material stocked in the open which spread the fire," the official said.

Twenty five fire brigades were rushed to the spot. It took almost two hours for the fire team to extinguish the fire.

"The area is very congested and it took us nearly two hours to douse the flames. Nearly 350 slums were gutted," said a fire department official.

Delhi hikes minimum wages by 33%
All 9 districts to get legal services authorities

The Delhi Cabinet today hiked the minimum wages and also decided to establish legal service authorities in each of its nine districts. Chief Minister Sheila Dikshit said the Cabinet’s decision for the hike in minimum wages by 33 per cent will be effective from February 1, 2010. With this hike, the minimum wages in Delhi continues to be the highest in the country. 

The wages of unskilled labour per day have been increased from Rs 163 to Rs 203.  In case of semi-skilled labour, the minimum wages per day will be Rs 225 and of skilled labour Rs 248 per day.  An unskilled labourer will get Rs 5,272 per month as per hiked wages whereas semi-skilled labour will get Rs 5,850 per month and skilled labour Rs 6,448. 

She said the wages of clerical and non-technical supervisory staff have also been hiked.  In case of non-matriculates, wages per day will be Rs 225 with monthly amount of Rs 5850, for matriculates it will be Rs 248 per day with monthly amount of Rs 6448 and for graduates and above, it will Rs 270 with monthly amount of Rs 7020. 

The Cabinet also decided to constitute nine district legal services authorities, one each for every district. Earlier there was only one authority functioning at Rohini Court Complex. The decision has been taken to cater to the needs of poor, illiterate and ignorant people and enhance their accessibility and responsiveness in respect of legal aid and advice. 

This decision will help in overcoming legal illiteracy and incapacity of the marginalised sections to access to legal system.  Each district authority will consist of a district judge as its chairman and other members, possessing such experience and qualifications as may be prescribed by the state government to be nominated in consultation with the Chief Justice of the Delhi High Court. 

The Cabinet earlier sanctioned nine full-time secretaries at the district legal services authorities along with the ancillary staff.

SNATCHERS IN POLICE NET
Accused include jeweller, 2 boys of class XII and a gang of hi-fliers

The Delhi police today arrested an alleged snatcher and a jeweller for being involved in more than 50 cases of snatching in the national Capital. The snatcher Aslam Khan (30) used to sell snatched items to Vijay Gupta, a jeweller, claimed senior police officials.

The police apprehended Aslam from near Bhagirathi water treatment plant.

On interrogation, he named Gupta, who owns a shop in Gokulpuri. Gupta confessed to have received stolen gold chains from Aslam.

Two gold chains have been recovered from Gupta. According to the police, he has already melted the remaining chains.

Aslam and his accomplice Musharaff are allegedly involved in about 50 incidents of chain snatching in north-east, east and central Delhi. Musharraff, who is absconding, is Aslam’s cousin.

A country-made pistol, a cartridge, a Bajaj motorcycle and two stolen gold chains were recovered from them.

In another case, three alleged robbers were arrested here with Rs 3 lakh and two mobile phones.

Ali Mahmood Khan, Nasim and Subhash were arrested yesterday from Nangloi hours after they allegedly robbed a man of Rs 4 lakh.

“The victim, Ritesh, had come from Chandigarh. Near Surajmal Stadium, the accused threatened him and forced him to come out of the bus, after which they robbed him,” the official said.

Class XII boys

The Delhi police today claimed to have arrested two Class XII students, who are appearing for board exams, in connection with four snatchings.

The accused-- Dipankar Dass (21) and Kapil Chauhan (19)-reportedly took to snatchings to fund outings with girlfriends.

They were arrested on Saturday from PVR Priya complex in Vasant Vihar where they had gone to dispose of a snatched mobile phone and a laptop.

At the time when they should have been preparing for exams, the duo allegedly committed four snatchings in the second fortnight of February, said the police.

The police added that the boys were not first-time offenders and that they had targeted several women and snatched cell phones, handbags and gold chains from them in west Delhi's Janakpuri and Hari Nagar area in May and June last year.

"Their victims include an MBBS student who lost her bag and mobile phone and a SpiceJet employee who was robbed of her laptop," said deputy commissioner of police (south) H.G.S. Dhaliwal.

"Dass last year purchased a bike for committing snatchings," Dhaliwal added.

Chauhan is a student of a public school in Mahavir Enclave in Dwarka, while Dass is appearing in the exams as a private candidate.

Hi-fliers

The Delhi police has nabbed a gang of snatchers who would often fly to Ahmedabad to target soft victims and then fly back to Delhi to enjoy the booty.

Additional commissioner of police (crime) Sanjay Tyagi said the police had been tailing the gang for some time and the members, including gang leader Kishan (23), Mukesh (24) and Amit Kumar (24), were arrested yesterday from Rohini's Sector 24.

The accused are allegedly involved in more than 40 cases of snatchings and had recently flown to Ahmedabad for the same. At the time of arrest, they were carrying chilly powder which they used to throw at anyone who would chase them.

They used to work with help from local accomplices.

"All three flew to Ahmedabad in August and December last year and committed a series of chain snatchings. They made over Rs 2 lakh," Tyagi said.

Their good time might have continued had they not attracted the attention of the Delhi police. The police here was tipped-off about the gang by the anti-extortion cell.

"They are skilled motorcycle riders. The pillion rider used to snatch valuables and throw chilly powder on anyone chasing them," Tyagi said.

On sustained interrogation, the accused confessed to have been involved in over 40 incidents of snatchings in the areas of northwest, outer and west districts of Delhi and several areas of Ahmedabad.

"Kishan is wanted in more than 16 cases of chain snatchings and several cases under the NDPS Act," said a senior police official.

Snatched gold items were disposed of by Amit Kumar with help from a goldsmith who lives in Shahdara. Two motorcycles used for snatchings have been recovered from the accused.

Women take out rallies in support of quota bill

Even as voting on the Women’s Reservation Bill in Rajya Sabha was deferred today, it did not deter the enthusiasm of women organisations who took out several rallies in the Connaught Place area to support the bill on the occasion of International Women’s Day.

While the day began with celebrations and optimism that the bill might be passed today, most women activists were disappointment and angry with the outcome.

More than 400 members of the Akhil Bhartiya Mahila Congress came together at Jantar Matar for a rally presided over by its president Prabha Thakur.

“International Women’s Day is being observed to celebrate social, economic and political achievements of women. And today we are about to embark upon one of the greatest achievements of all times. And this is the reason we are here to express our solidarity to the cause,” said Shobhna Shah, vice-president, Mahila Congress.

Marching from Mandi House to Jantar Mantar, members of the Joint Women’s Organisation raised slogans in favour of their demands. The rally culminated in a meeting where the speakers highlighted the urgent need to have better representation of women in decision-making bodies in order to advance their struggle for basic rights such as food, work and a life free from violence inside and outside the home.

Later in the day, members of several women organisations gathered outside Parliament to express anger over the chaos in the House that led to the postponement of voting.

Not getting disheartened, the organisations pledged that their struggle for 33 per cent reservation would continue.

“The struggle represents the genuine aspirations of the women and is not like some political leaders who obstruct and thwart social change in order to advance their narrow political interests,” said Vimla, member of the All India Democratic Women’s Association.

SSP: Women unfit to be SHOs

None of the women cops in GB Nagar has the courage and competence to hold the responsibility of a station house officer, feels Noida SSP Ashok Kumar Singh.

The SSP was reacting to the demand of some women organizations that at least in 10 per cent of police stations, women should be appointed SHOs. In 34 years of setting up of Noida, no woman officer has held the charge of a police station here.

The SSP said, "If they show courage and professional competence, women cops could be appointed SHOs. For this we would not need any reservation. Look at NCR districts, including Delhi, how many police inspectors have been appointed SHOs," he asked and added that women sub-inspectors here are hard working, but none of them is bold enough to look after a kotwali.

It may be mentioned that the SHO of Kamla Market police station in Delhi is a woman who seems to be doing well in a kotwali where many men police inspectors would find the going tough.

Ms Kamlesh Chaudhary, president of District Bar Association, has resented SSP AK Singh's views.

She said women have become DGPs, generals, secretaries to government, chief ministers, foreign secretaries, governors, PM and even Rashtrapati. To doubt their competence is highly regrettable, she pointed out.

Here is a photographic exhibition in the Capital that showcases the silent yet loud tales of grit and survival of 126 young girls and women from across the country. Coinciding with the International Women’s Day, the unique show titled “Another Me—Transformations from Pain to Power” was opened for a preview today at the Alliance Francaise de Delhi here.

This unique show brings forth the heart-rending stories of people, who despite undergoing the worst and the horrendous that destiny could offer have emerged as spirits of inspiration.

All aged between eight and 25 look undeterred in the various photographs staged by noted photographer Aachinto Bhadra, who has actually brought out the compelling issue of trafficking to the fore.

Being the result of month of effort of the girls and women, the creations attempt to mainstream the secluded lot and make the world realise their individuality and rights that they have very often been denied.

The six-day spectacle celebrates the personal struggles of individuals, who have left behind the life laden with abuse and trauma for a secured tomorrow.

Ex-student molested in JNU

A student has left Jawaharlal Nehru University’s authorities and students red-faced after a visiting girl accused him of molesting her. The girl was a former student of the university.

Acting swiftly, JNU has initiated disciplinary action against the accused, BA 3rd year student Mukesh Dhaka and expelled him from the Periyar Hostel of the university, official sources said.

The victim who had come to meet some friends in the Periyar Hostel complained that she was molested on February 24 and told the authorities that Dhaka harassed and groped her that night.

Many student groups said it is probably the first incident when an outsider has been molested by a student on campus.

JNU’s Gender Sensitisation Committee Against Sexual Harassment (GSCASH) is probing the matter, sources said.

In fact, four friends of the victim allegedly beat up the accused on the hostel premises the next day after learning about the incident. These friends are also JNU students.

A committee found all the four, Uday Shankar, Akhilesh, Puneet and Dharmendra guilty of violence. They were also asked to evict the hostel rooms and slapped a fine of Rs 2000 each.

Official sources said Dhaka was drunk on the night of the incident and had picked a quarrel with his friends. Though the friends said they were not sure as to what he had done to the victim.

One student body, Democratic Students’ Union, initially claimed that the complaint was politically motivated, but later apologised to the victim.

Students protest DTU admin

Talking their protest outside the walls of the campus, hundreds of students from the Delhi Technical University (DTU) demonstrated at the Jantar Mantar today, asking the university administration to take back two expelled students.

The students also raised voice against the alleged autocratic manner in which the former Delhi College of Engineering (DCE) was upgraded to a state-level technical university.

“We have a problem with the use of word upgradation when actually the college has come to state level from being affiliated to a central university earlier,” said Ravi Shekhar, office-bearer of the DTU students’ union.

Following massive protest from the students, the DTU administration expelled two students from the university three days ago.

“The administration is singling out two students and blaming them with instigating other students to protest, when we have signatures from 500 students who maintain that they came to the protest on their own to mark dissent,” the students said.

MCD begins garbage collection in illegal colonies

The Municipal Corporation of Delhi (MCD) today launched a door-to-door collection of garbage in unauthorised colonies with the introduction of a small vehicle called ‘auto-tipper’.

As its garbage collection project succeeded in some zones of the Capital, the civic body has introduced new and smaller ‘auto-tippers’ for the purpose. These smaller vehicles will enable garbage collection even in narrow lanes of unauthorized colonies.

“Till now, the garbage was collected in the handcarts. It is for the first time that the MCD has engaged auto-tippers for collection of garbage from the narrow lanes of unauthorized colonies,” said a senior official while inspecting the unauthorized colonies in Nangloi and Baprolla in West Delhi.

Subhash Arya, Leader of the House in the MCD, also said that unauthorized colonies do not have space for basic infrastructural services like municipal school, dispensary, citizen service bureau, birth and death registration office, malaria office, etc.

“For the purpose, a resolution was passed in the last meeting of the House that any plot measuring 300 sq mt and above lying vacant in such colonies should be acquired,” he said.

HC dismisses transfer plea of godman

New Delhi, March 8
The Delhi High Court on Monday dismissed a plea by ‘godman’ Shiv Murat Dwivedi, accused of running a prostitution racket here, that the case against him be transferred to the Delhi police crime branch.

Filing a petition through counsel Joginder Tuli, Dwivedi said he had been falsely implicated and that the investigations should be headed by an officer of the rank of joint commissioner.

His petition says: “An inquiry should be conducted for illegally arresting the petitioner and for staying the investigation till further order.”

Justice S.L. Bhayana dismissed Dwivedi’s plea.

Stating that Dwivedi had the right to follow any religion, the petition said, “An independent inquiry by the crime branch would be able to be reveal the truth.”

He demanded that he should be released from police custody.

Dwivedi, alias Ichchadhari Sant Swami Bhimanand Ji Maharaj Chitrakoot Wale, 39, was arrested on February 26 along with seven others, including six women, from Saket in south Delhi.

Delhi police on Sunday invoked the stringent Maharashtra Control of Organised Crime Act (MCOCA) against him. — IANS

Rs 3 crore for 5 cow shelters

“During the course of inspection, the condition of Manav Gosadan, Revla Khanpur, was not found satisfactory and it was observed that proper care of the animals was not being undertaken by the gaushala management. We instructed them to improve the management,” said Singhal. 

He said that the veterinary department has been directed not to send more animals at Manav Gosadan till the conditions improved.

While Gopal Gosadan in Harevlei has been granted Rs  72.63 lakh, the amount released for Shree Krishan Gosadan in Sultanpur Dabas, Dabur Hare Krishna Gosadan in Surehra, Manav Gosadan in Revla Khanpur and Acharya Sushil Gosadan in Gumanhera is Rs 1.06 lakh, Rs 47.06 lakh, Rs 30.27 lakh and Rs 58.72 lakh, respectively.

The condition of Dabur Hare Krishna Gosadan, Surehra, was maintained best amongst all these shelters and the state of animals was found good.

Rs 1.7-cr fine for misuse of property

The Delhi High Court today directed a woman to pay Rs.1.7 crore for using for commercial purposes a residential plot alloted to her by the central government. Since the woman has died, her heir have been asked to pay the fine.

The property, situated in the posh Friends Colony, was leased out to Savitri Devi for residential purposes in the year 1976 but she rented out her premises for commercial purposes over the years.

Taking action against the misuse of the property, the Land and Development Office had claimed charges of around Rs.1.7 crore for misusing the premise between 1976 to 1992 and imposed a penalty of about Rs.16.8 lakh on her.

Savitri Devi approached the Delhi High Court where a single judge bench granted her relief but a division bench headed by acting Chief Justice Madan B.Lokur set aside the order and asked her heirs to pay the charge and the penalty. — IANS

Three more persons have succumbed to the effects of illicit liquor in Ghaziabad and Meerut, taking the toll to 38. In Ghaziabad's Mehmudnagar village, two persons Rajpal and Saleem died after consuming liquor while in Meerut, Manoj Chaudhri died in Dulehra village on Sunday.

Rajpal who had drunk the killer booze on Holi day was rushed to hospital when his condition became serious. He died in Meerut's Subharti Hospital yesterday.

A youth in Kacchi Serai was also rushed to hospital late last night where he died during the treatment. The families of the victims have approached the district magistrate for financial assistance.

In Meerut, when the superintendent of police inspected the spot in Dulehra village where Manoj Chaudhri had died, three bottles of country liquor of Kareena brand were recovered near the body.
