Rohtak, February 3 She submitted an application to the SSP, demanding immediate action. Though the police authorities have posted a team of five policemen led by an ASI at the house of Azad Singh (Kavita's father-in-law) at Kheri Meham village in the district, it is the first time that a member of the affected family has sought action against the panchayat. The couple has an infant son. The panchayat had insulted Kavita’s father-in-law publicly, putting a shoe into his mouth and directed the family to send the woman back to her parental village Bhagi in Bhiwani district along with her child. It had asked Satish to deposit a certain amount for the upbringing of the child. The khap body had maintained that since the couple hailed from Berwal and Beniwal gotra, they could not marry as the two shared “bhaichara” and the marriage was unaccepatable. The Chaubisi panchayat of Meham (a larger body of elders of 24 villages) has announced to intervene on the issue and reportedly convened a meeting on February 9 even as Kavita has shifted to her parental house. She met the SSP today for police cover, action against the khap members and help in getting the family together. Kavita reportedly told the SSP that she would not hesitate appraoching the Punjab and Haryana High Court if the police did not book the culprits. The SSP, AK Rao, said while protection had already been provided to the family, the application regarding the demand for registration of a case against the khap panchayat was being examined. On the alleged humiliation of the family at the panchayat meeting, he said the family could seek legal help. |

Hisar, February 3 “The gotra virus was confined to the Jat community so far. We Dhanaks never had any such problem in the past. We are simply baffled,” said Ravi at his bride’s home. Ravi’s father died sometime ago comes. He earns a living working in the farms. His bride Kavita is daughter of a poor farm labourer. Ravi said his family was not a party to the decision to banish them from his village. “I don’t accept the decision and will only abide by my mother’s decision. She is determined to have Kavita in Khanda Kheri, come what may, and I agree,” he added with a sense of determination. Kavita’s father Karamvir is distraught too. “I’m a poor man with three more daughters to marry. What have I done to merit this fate? I have married Kavita to Ravi. Now it is up to him to take her to his village,” he said. He said Kavita and Ravi were engaged in March last. Till a week back, no one had raised any objection. “Now, suddenly some members of the Dhanak community are raising objections which have no basis whatsoever. “They came to me with my village sarpanch. I told them I had promised Ravi my daughter’s hand in marriage and I would keep my word. If Ravi’s family could be convinced to call off the marriage, I had no objection. “Now that they are married, only death will do them part,” he added. Ravi and Kavita, who face an uncertain future, are illiterate. Some residents of Ravi’s village have objected to the marriage, saying that since Nagar families reside in the village and Kavita is a Nagar, she could not be allowed into the village as a “bahu”. The Jat community has such a tradition. Now, for the first time, members of a SC have also adopted it. |

Surcharge fuels Oppn attack
Chandigarh, February 3 The INLD and the BJP have criticised the move and have alleged that power consumers will have to pay for the inefficiency of the distribution companies. Senior Congress leader and former Power Minister Sampat Singh has also urged the state government to immediately intervene and save the consumers from unnecessary burden. In a statement issued here today, secretary-general of the INLD Ajay Singh Chautala said if the proposal was accepted by the Haryana Electricity Regulatory Commission (HERC), the consumers would have to pay additional 33 paise per unit for the next three years. Already the HERC had allowed the companies to impose a fuel surcharge of Rs 723 crore from April next. He said the companies had also moved a proposal before the HERC for increasing power tariff to collect additional Rs 5,597 crore from the consumers. If the HERC gave its approval, the power rates would go up by Re 1 to Rs 1.50 per unit. Media in charge of the Haryana BJP Rajiv Jain said while the public was already suffering from unprecedented price rise under the Congress government, the imposition of fuel surcharge would further add to their miseries. He said by no argument, additional fuel surcharge could be justified. Congress MLA from Nalwa Sampat Singh said the state government was a stake-holder in the power companies and it gave an annual subsidy of Rs 3,000 crore on the agricultural power bills. Therefore, the consumers could not be left at the mercy of the
companies. He also alleged that the people and the state government were suffering due to the inefficient working of the companies, so the consumers cannot be left at the mercy of them. He said the reduction of Rs 353 crore in two proposals to charge fuel surcharge for the same period of 2008-09 had proved the “casual, negligent and non-professional” attitude of the distribution companies in calculating the surcharge, he added. Sampat Singh said the HERC should not work only to protect the interests of the power
companies. The concept was to safeguard the interests of the consumers as had been ably done by the TRAI in getting the telephone tariffs reduced. But the HERC had failed to safeguard the consumers’ interests. |
Paliwal Exports sealed & shut
Chandigarh, February 3 The Regional Officer, Panipat, has been asked to ensure compliance of the closure order of the unit and submit a report in this regard within three days. Sources said the order had been pronounced after giving adequate time to the unit to check violations. One of the bigger export units of Panipat, the export house is said to belong to a close relative of a central Congress leader. Located on Babail Road, the unit, engaged in the process of dyeing of yarn and bathmats among other items, was intimated on January 22 this year that the unit was inspected in December last year and a sample of the effluent from the outlet of the unit was collected. As per the report of the analysis, the sample was found exceeding the tolerance limit prescribed by the board. Maintaining that the sludge-drying beds provided by the unit were inadequate, no fresh sludge was found generated in the storage, indicating that the effluent treatment plant was not running regularly and effectively. Further, the logbook of the ETP, too, was not found to have been maintained properly. The sources claimed that though the ETP was found working, the trade effluent was being discharged without treatment directly into the sewer through the bypass. “This shows that the ETP installed is inadequate to handle and treat the whole effluent generated by the unit and needs to be upgraded,” the order states. A show-cause notice for closure was issued to the unit in mid-December under Section 33-A of the Water Act. However, the reply from the unit was found to be unsatisfactory. The unit further submitted a bank guarantee of Rs 1.50 lakh on January 29 this year valid up to September 30 with an undertaking that the unit would construct two additional sludge-drying beds within two months. Though the unit stated its intention, it failed to submit its scheme as per the policy of the board, prompting the board to take action for non-compliance. A copy of the order has been sent to the Deputy Commissioner of Panipat and also the local officials. |

Sirsa, February 3 Allegations of money having been used to lure voters has been levelled by the Congress as well as by the INLD with Abhey Singh claiming that his party was in the process of collecting affidavits to be submitted with the Election Commission soon. Talking to mediapersons at his residence, Abhey Singh alleged that some voters had approached him with the complaint that “counterfeit currency notes” of Rs 500 denomination each, had been distributed in some villages of the Ellenabad constituency. “We are collecting evidence and getting affidavits from the persons concerned and will soon approach the Election Commission with a formal complaint,” he said. On summons by a Delhi court to him and his brother Ajay, Abhey Singh said it was a routine procedure adopted by the courts. “We are innocent, have nothing to hide and rather want the case to be decided soon,” he said. Addressing meetings in Mallekan and Umedpura villages to thank the electorate for his victory, the newly elected MLA claimed the ruling party’s defeat indicated the mood of the people who wanted a change. “The government is not going to last long now and the moment the legislators defecting from the Haryana Janhit Congress are unseated, the countdown for the government fall will begin,” he told the people, while assuring them that even as the Opposition MLA, he would get their day-to-day works done. Meanwhile, Ajay Singh will sit on dharna from 10 am to 4 pm at Bathinda Chowk in Dabwali tomorrow against the state government’s “indifference” in giving compensation as decided by the Punjab and Haryana High Court to victims of the Dabwali fire tragedy. “The government has been insensitive and is preparing to move the Supreme Court against the High Court orders,” alleged Ajay Singh, who represents Dabwali in the assembly. |

Sirsa, February 3 INLD’s Abhey Singh Chautala today produced a couple before mediapersons, who alleged that a confidant of Haryana minister Gopal Kanda and a nephew of Bharat Singh Beniwal, who lost the bypoll, had been intimidating their family with an eye on their agriculture land. They alleged that the police was not taking action on their complaint lodged on January 27 because of the influence of
these leaders. “Anil Goyal, a Kanda confidant, and Umed, nephew of Beniwal have made our life hell,” alleged Darshna and her husband Pardeep Dhamija. “Goyal, who is our neighbour, had helped us get our land vacated by our tenants two years back. Now, he has started demanding 33 per cent share in our landholding and along with Umed has unleashed terror on our family,” the couple alleged. They alleged that the minister summoned them on the pretext of a compromise, but were intimidated by the accused who used abusive language in the presence of Kanda. The couple met the Additional SP with their complaint on January 27, but till date no FIR had been lodged. Kanda and Beniwal denied the allegations. Kanda admitted he had intervened to bring about a
compromise, but denied that abusive language was used against the couple. Beniwal maintained that his nephew had nothing to do with the matter. He said there was a property dispute between Goyal and the Dhamijas and his nephew’s name was being dragged into it due to political reasons. Goyal maintained that Dhamija had promised to sell the land under possession of his tenants to him, but was now going back on his word. Hans Raj, SHO, said his superiors had informed him about the complaint, but none had approached him. |
Suit lands shopkeeper behind bars
Yamunanagar, February 3 President of the Consumer Disputes Redressal Forum Dina Nath today sent the proprietor identified as Maninder Singh to a day’s judicial custody under Section 27 of the Consumer Protection Act. Passing the order, Dina Nath said Naresh Kumar had purchased a suit for his daughter from the proprietor’s shop worth Rs 595. Later, when he found that the suit was defective, he asked the proprietor to replace it. However, he refused to do so, following which Naresh Kumar approached the consumer court for the compensation for the harassment and damages. The court said taking note of the complaint the court had sent a summon to the proprietor, but he did not appear. Later, the court had directed the proprietor to pay Rs 595 (suit’s cost) to the complainant with 9 per cent interest from the date of purchasing with Rs 1,000 as compensation. However, the proprietor did not comply with the orders of the consumer court. Therefore, the court ordered
non-bailable warrants against the proprietor using special judicial
powers. Maninder Singh appeared before the court today for bail. However, following
non-bailable warrants against him, he was sent to judicial custody for one day while his bail application will be heard tomorrow by the consumer court. |
Rehabilitate the displaced, court tells HUDA
Chandigarh, February 3 The ruling came on a petition by Chirmoli and
others. They were seeking alternative accommodation in terms of the rehabilitation
scheme. Justice K. Kannan asserted: “ Counsel for the petitioner states that as per the directions of the Supreme Court in Civil Appeal numbers 1153-1167 of 2001, HUDA has formulated a rehabilitation scheme to provide alternative accommodation to persons who have been ejected from legal occupation of the land of HUDA at Panchkula/Faridabad. “All the petitioners require consideration of the scheme for alternative accommodation in terms of the rehabilitation scheme. “The petitioner shall now make the representations to HUDA and they will be considered in the light of the rehabilitation scheme formulated by HUDA and appropriate allotments to be made. Since the issue concerns the housing of needy persons, it is only expected that HUDA is sensitive to their present problems when they have been displaced from the present places of occupation and the rehabilitation is made within a period of six months.” |
Ruckus at youth fest
Rohtak, February 3 The police, which was called to shunt out the mob, had a tough time in controlling the situation which led to a brief disruption in the event proceedings. The cops, who were posted on the main gate, were not allowing students and youths who could not produce an identity card. They only allowed the entry of selected ones keeping in view the capacity of the auditorium, said an official on duty. However, a large number of students and youths, especially outsiders, thronged the venue and occupied the seats before the competitions could start creating problems for the
organisers, who felt helpless in providing seats to the guests and the participants inside the venue. The hall has a capacity of 1,800 seats while the number of youths who had entered the venue was over 5,000, said an organising official. |

Varsity guest faculty to get more
Sirsa, February 3 The university, through a notification issued here recently, has allowed the same remuneration to its guest faculty as is being given by Kurukshetra University to its guest teachers. The guest faculty of the university will now get salary at the rate of Rs 12,000 per month for those exempted from the NET, SLET or PhD and Rs 15,000 per month for others. Earlier, these teachers had been getting salary at the rate of Rs 150 and Rs 250 per period, respectively, subject to maximum of Rs 10,000 per month. The university had taken the decision to provide remuneration on a par with that being provided by Kurukshetra University in a meeting of its executive committee held on December 14, 2009. However, the notification has been issued now. The notification, however, mentions that the guest faculty would get the new rates during the current academic year. |

Chandigarh, February 3 While the MDs, guilty of withdrawing the full amount of arrears which is being given in slabs to other employees, have been suspended, a number of head clerks, inspectors and other employees are also facing the music. A total of 23 employees have been suspended on the orders of Minister for Cooperatives Paramvir Singh. Some of the employees, guilty of 100 per cent withdrawal of arrears, have already retired.
