Sirsa, February 2 The BCI is the statutory body that lays down standards of legal education and recognises universities, whose degrees in law shall be the qualification for enrolment as an advocate. Sources in the university said the provisional recognition granted to the university had ended in the academic session 2008-09 and the issue of permanent recognition from the BCI was hanging fire due to some inadequacies pointed out by the council. The Law Department of the university has been running three-year and five-year bachelors course in law as well as masters degree in law, though the recognition from the BCI is required for the undergraduate course only, according to the sources. These courses were started at Sirsa in 2000, in the regional centre of Kurukshetra University, which was later converted into a full-fledged university, named CDLU, in 2003. The sources said when the first batch graduating from this university approached the Punjab and Haryana Bar Council for their enrolment as advocates, they were informed to their dismay that their university was not recognised by the BCI for conducting this course. The university, according to the sources, sorted out their problem, by getting them degrees from Kurukshetra University, as part of their studies was conducted under that university. The inspection team of the BCI that visited here in 2003, after the university applied for recognition, found several shortcomings in the department. The BCI norms said the department should have an independent block of building and an independent library besides having a legal aid clinic, a seminar hall and separate common rooms for boys and girls. However, the department shared the building with some other departments, which still share the block with it. The BCI team also pointed out shortcomings of faculty of the pre-law subjects, which are taught to students of the five-year law course. The university managed to get provisional recognition after giving an undertaking that the adjoining block that was under construction at that time, would be allotted to the Law Department. However, when the BCI team visited again in October 2009 in view of the application of permanent recognition by the university, the shortcomings pointed by the council in 2003 still existed. Registrar RK Sehgal said the university was in the process of fulfilling all requirements. “Earlier, we had the shortage of space, but that has now been removed after the completion of the science block,” Sehgal added. |
Disproportionate Assets
New Delhi, February 2 Special Judge PS Teji sought presence of the Chautala brothers before the court on February 15. The CBI had on December 24 filed a charge sheet against the two sons of former Haryana Chief Minister Om Prakash Chautala for allegedly having assets more than their known sources of income. The CBI claimed that Ajay was in possession of assets to the tune of Rs 27.74 crore, much more than his declared income of Rs 8.17 crore during 1993-2006. The second charge sheet against Abhey alleged that the latter’s assets were 522 per cent more than his income of Rs 22.89 crore as per Income Tax records during the period 2000 to 2005. The agency claimed to have found Rs 119.69 crore worth of assets. The CBI had registered a case in a designated court here in April 2006 and searched 24 premises of the Chautalas in Delhi, Haryana, Rajasthan, Himachal Pradesh, Uttarakhand and Chandigarh, during which it seized Rs 13 lakh in cash and froze five bank accounts containing Rs 1.34 crore belonging to Chautala and his family members. The investigating agency's FIR listed moveable and immoveable properties belonging to either Chautala or his family members that had been acquired between July 1999 and March 2005 when they were public servants. The FIR alleged Chautala and his family members had plots at prime locations in Gurgaon in Haryana, Karol Bagh in Delhi, Manali in Himachal Pradesh, Nainital in Uttarakhand and Chandigarh besides a hotel and a restaurant in upmarket Karol Bagh, a shopping mall, six plots of agricultural land, six farmhouses and cash and jewellery worth Rs 50 crore. The CBI had conducted a market survey and claimed in its FIR filed in April that the total value of all the properties was Rs 1,467 crore.

Gotra row resolved; couple directed to leave village
Hisar, February 2 The two sides agreed not to force dissolution of the marriage. Instead, the couple would have to leave the village for now. No timeframe for their expulsion has been worked out. It was decided that no girl belonging to Nagar and Khanagwal gotra would be allowed to marry a boy from the village. The status of the criminal case registered against several villagers in this connection was not immediately known but sources said these would be withdrawn later. An uneasy lull prevailed in the village following the decision. A police picke was posted outside the groom’s house as a precautionary measure. The couple who were sent to the groom’s sister’s house in Baroda village in Sonepat district last is reported to have left the village early this morning for an undisclosed destination. Reports said that the bride and the groom would be taken go the girl’s village, Nangthala, accampanied by the SHO, Baroda police station. |
Industrial waste polluting handpumps, say villagers
Ambala, February 2 A few villagers met officials of the Haryana pollution Control Board at Panchayat Bhawan today. The chairman of the board addressed a meeting of panches and sarpanches on the precautions to be taken to check pollution in their villages. The Haryana government had declared this village industrially backward a few years back. Later, several industries were set up here but the industrial department and the Pollution Control Board did not make any arrangements for disposing of the liquid waste of the factories. A resident of the village, Karnail Singh, who met officials of Pollution Control Board and the district administration a number of times, said underground water was getting polluted by chemical waste. The water from handpumps had become unfit for consumption. Another resident of the village, Mehtab Singh, said waste liquid from some of the factories was drained into the village nullah, polluting the village pond. A doctors in the village, Paramjit Singh, said the polluted water was causing asthma among the villagers. He said the administration should set up a treatment plant for the sake of villagers’ health. One of the villagers complained of the pungent smell emanating from the chemical factories. He said agriculture land adjoining the factories was also being affected. When contacted, SDO, Pollution Control Board, Ambala, B K Sharma, said that he had received a complaint from the villagers today. He would visit the village next week to ascertain the situation. |
Teacher booked for obscenity
Kaithal, February 2 Confirming the registration of case against guilty teacher Dilbagh Singh this evening, Deputy Commissioner Amneet P Kumar said the teacher had been suspended by DEO Kamla Midha yesterday after an inquiry. The administration had decided to register a criminal case against the teacher on a complaint by Block Education Officer, Guhla, Gopi Chand. Earlier, on complaints against the teacher, Midha and his deputy Jasbir Singh visited the school. They talked to the students and some parents. The students told the officials that the teacher besides making obscene gestures had tried touching some of them. The students said the teacher had threatened them with dire consequences if they dare to tell their
parents. by the continuous harassment, some students informed their parents, following which the matter came to light. The DEO has appointed another teacher in place of the suspended teacher. |
Kids rescued within hours of kidnap
Gurgaon, February 2 Gurgaon Police Commissioner SS Deswal said the children - an eight-year-old boy and a six-year-old girl - were going to their school along with their mother in an Ambassador car from their residence in New Greenwood Building. They are students of Lancer International School. On the way to the school, they stopped at the Wazirpur petrol station to get fuel. There, the children were kidnapped along with their mother. The kidnappers let off the mother at some distance and later demanded Rs 1 crore ransom from the family. “The kidnappers used three vehicles - a Santro car, a Swift car and an Optra car,” Deswal said, adding that a passerby, who saw the incident happening, informed the police control room about it. The police swung into action and rescued the children and arrested a kidnapper near the Kapashera border. The arrested person has been identified as Sachin Bhardwaj. The Optra car bearing number HR-26 Z 2034, used in committing the crime, has also been impounded. The children have been safely handed over to their parents. The Police Commissioner disclosed that Bhardwaj was an MBA from Kurukshetra University. He used to work as a sales manager at a home loan branch of Citibank. He left the job in February last and started his own company, M/s Goodlife. However, his company suffered losses. Deswal said Bhardwaj had come in contact with Anshul Gupta, the father of the children, who was a client of Citibank. “Thus, he knew about the assets of the family and used this knowledge to extract ransom from Gupta,” he maintained. Bhardwaj originally hails from Bahadurgarh in Jhajjar district and was putting up in Palam Vihar at Gurgaon. He is married and has an issue. |
BSF daredevils showcase skills
Madhuban (Karnal), February 2 The team of the daredevils, led by Inspector Gurpreet Singh, was credited with creating a world record by carrying 40 men on a Royal Enfield 350 cc motorbike and covering a distance of 325 metres in 48.11 seconds in New Delhi on March 17, 2006. It set a world record again by carrying 27 persons on three motorcycles up to a distance of 1 km in one minute and 16 seconds. Some of the breathtaking acts performed during the show included climbing the ladder on a speeding 350 cc motorcycle and maintaining the precarious balance, reading a newspaper, riding with face towards the back seat of the motorcycle, leisurely reading a magazine and displaying acrobatics. The daredevil show was followed by a highly professional demonstration of non-lethal ammunition by the Tear Smoke Unit of the BSF. |
Preserve cultural heritage, youth urged
Rohtak, February 2 He urged the students and teachers to help and contribute towards preserving and promoting the rich cultural heritage of the country. As many as 1,000 participants from 63 universities across the country are taking part in the national jamboree. Hooda said the youth fest was like a “Mahakumbh” of culture so that people could interact with each other especially the youth. Highlighting the uniqueness of the Indian culture, he lauded the talent at various levels that had already made a mark in the global scenario. Regarding the efforts and moves of the state government, he said various programmes and policies had been launched to promote the higher education in the state as well as to promote the vibrant Haryanvi cultural heritage. Referring to development on the educational front, Hooda said the government was committed to making the state an education hub. Noted Bollywood musician Annu Malik was also present on the occasion. |

Man held on rape charge
Rewari, February 2 Sources said Pradeep, a married man of the neighbouring Bodia Kamalpur village who lived in a rented accommodation in the colony, had developed intimacy with the girl following which they eloped to Delhi on January 22.The girl was kept there for over a week and repeatedly raped by the accused. However, when the girl grew restless after she learnt that Pradeep was already married, they returned to the colony here yesterday. He has been remanded in judicial custody for 14 days.

The report on Beniwal Gotra khap panchayat directing the annulment of a marriage solemnised in violation of the gotra norms was placed before Chief Justice Mukul Mudgal by Punjab and Haryana High Court advocate Navkiran Singh. Acting on the report, the Chief Justice directed the issuance of notice for February 11 to the state of Haryana and others. |
