Nainital, December 13 Talking to The Tribune, Vice-Chancellor Dr VPS Arora said, “We have decided to re-conduct the probe against him. For the time being he has been attached to the office of the Dean of his faculty at Almora. The committee that will probe the matter will be shortly set up and it will also go into the details regarding the grievances which he has against the students.” The man in question, Professor MS Mawadi has been in the eye of a storm since September 2009, when students levelled charges of misconduct against him. It is learnt that a girl had charged him with inappropriate behaviour and a boy had charged him of being partisan while conducting the practical examinations in his subject. Following the allegations, a probe had been initiated against him and he had been sent to Almora from the university campus in Nainital. However, the allegations against him could not be proved as the students did not turn up for deposition before the committee probing the charges against him. “As people did not turn up despite being invited by the enquiry committee, the latter did not have much to say as there was no clear cut evidence,” said Dr Arora. Following this, Professor Mawadi was asked to join back last week and the authorities ensured that he would neither be made the Head of the Department nor would he be involved in conducting the practical examinations. He was just supposed to teach. But his arrival created a storm in the campus with the students seeking his ouster. They tried to manhandle him and created an “undesirable” atmosphere on the campus. Thereafter, the authorities advised him not to come to office till he was asked to, but he turned up the next day with some outsiders. This further infuriated the students and there was a ruckus for second day as well. When pointed out by the university authorities that the teacher had been exonerated by the expert committee, the students protested by saying that they were never asked by the committee to come and depose before it. Meanwhile, Professor Mawadi also proceeded to lodge a police complaint against the students who had tried to manhandle him. It was amidst these set of events that the university authorities decided to attach him to the office of the Dean of his faculty and re-initiate a comprehensive probe that would look into the allegations from both the sides. “The working had become difficult in such a situation and hence the decision was taken,” said Dr Arora. |

Media needs to have macro outlook on Kumbh works: CM
Haridwar, December 13 Perturbed after some media reports and opposition political parties’ terming the mela preparations as delayed and invisible, the Chief Minister urged media, both print and electronic, to view the Kumbh works with a macro view. He said when works to the tune of Rs 400 crore were going on its apparent that till the completion of the works, both city and construction sites would bore a scattered and rough look. Nishank said, “Wait for sometime and you will see a whole new Haridwar as then all works will be duly completed and those things which you point out as low quality, posing problems for people, will themselves speak of.” He further added that if there was some minor problem, then it could be rectified. Nishank was in the city to inaugurate 20 new Kumbh works worth Rs 17.37 crore and commencing four projects worth Rs 25.87 crore. He once again reiterated that for the Kumbh this is for the first time that funds tuning to Rs 400 crore have been put in while in previous ones it was barely Rs 50 crore to Rs 100 crore. Taking the critics and people, who are questioning on Kumbh works, Chief Minister openly invited them to have a direct talk with him and said it’s easy to criticise but did not see the way the state government and mela administration was working to make Kumbh a successful mega fair. He said state Urban Development Minister Madan Kaushik would be in Haridwar district only for next four months till the competion of the Kumbh and would not be bounded to tour other districts due to ministry compulsions and works. “We are taking stock of Kumbh works every hour and from Principal Secretary to mela officer everyone is working assiduously to make sure the Kumbh is peacefully and successfully hosted,” said Nishank. The works inaugurated include Saptrishi-Bharat Mata Mandir path, Shankaracharya-Kankhal-Singhdwar road, Pantdeep underpass, 33/11KV power sub-station construction, link path from NH-58 to Bhimgauda, Sharda Nagar CC road and several other works. Hunt on to nab 13 under-trial criminals
Dehradun, December 13 According to the data available with the police, after the state was formed, there are 27 under trials that fled from the police custody and 13 of out of them are yet to be caught. While 13 other of the criminals have been arrested and one was shot in an encounter when he was trying to dodge the cops. The 13 fled criminals have become a pain for the police. According to the sources they commit crime in different states and come to Uttarakhand on a particular interval of time and after committing crime move back to other place. “It is very difficult that the one who fled from the police custody is caught again as they move to other states to commit crime and the networking of the police with other state’s police is not that strong that criminals could be traced,” said a senior police official. “Secondly this is also the factor that these criminals are very clever that they change their names with every crime. And even if they are arrested in some other state or district sometimes it doesn’t come to notice as they obviously wouldn’t reveal the places where they are already booked,” added the official. IG Garwhal MA Ganapathy said we fixed rewards on the information of miscreants depending upon the profile of the criminals. And besides this our own efforts are there to trace them. In most of the cases the cops from whose custody the miscreants have fled are suspended and enquiry is ordered against them. The two under trials who fled from the police custody recently in less than a fortnight were terminated from their services by the Senior Superintendent of Police (SSP) Abhinav Kumar. The police is taking the matter seriously and all efforts are on to trace the two fled under trials. The police teams have been sent to different places in the look out of the two
criminals. — SSP, Dehradun |

Plant-based fibres alternative to wool
Dehradun, December 13 The Uttarakhand Handloom and Handicraft Development Council (UHHDC) has begun giving training to weavers and craftsmen on value-addition by tapping industrial hemp, nettle grass, Bhimal and Ramabans. “The weavers are learning how to use the plant-based raw material for making shawls and other clothes material, without ignoring wool, the main raw material. Even angora wool is being used in a big way,” emphasised SC Nautiyal, Additional Director, Industries. Harsil in Uttarkashi is known to produce best variety of wool, but due to declining output, efforts are on to enhance the quality of sheep and introduce new breeds and change in shearing methodology. Uttarkashi, Pitthoragarh and Chamoli are major centres of wool production. “Fearing that handlooms might take a backseat, the council is engaged in reviving them. Our production may be less compared to Himachal Pradesh but we are keen to make our presence felt. Our weavers are getting good response at various exhibitions and fairs,” said GC Pandey, Deputy Director, Industries. In addition, six handloom clusters functioning in the state are at Chinka (Chamoli district), Mangalur (Haridwar district), Dunda (Uttarkashi district), Munsiyari and Dharchula (Pitthoragarh districts) and Kalsi in Dehradun district. In these six clusters, one yarn bank has been established. A main yarn bank is functioning at Kashipur. The corpus fund for each small yarn unit is Rs 3 lakh. Similarly, under the Ambedkar Hast Shilp Vikas Yojana, weavers of Kashipur and Jaspur are engaged in block printing. As many as 1,000 artisans are directly benefiting from the scheme that involves, loans, skill enhancement and other benefits. A total of 29,000 households are directly engaged in wool and cotton weaving in the state. Integrated Handlooms Development Scheme is benefiting self-help groups that have around 300-500 weavers. “The scheme involves the creation of self-help groups, setting up of yarn depots and design development and common facility centres,” said

H1N1: Health dept to set up private labs during Kumbh
Dehradun, December 13 “The Kumbh Mela area has been designated as a Kumbh district and 31 sectors have been set up manned by a nodal officer who will keep track of the number of patients who are testing positive and give them treatment as the medicines are only available with the government hospitals,” said Dr CP
Arya, Director General DG (Health). In the absence of any swine flu testing facility in the state, the state health department’s preparedness in containing the spread of swine flu virus will be severely tested during the fair in which lakhs of pilgrims from different parts of the country are expected to participate. However, once the collection centres come into form, the problem of pending sample results is expected to be solved, especially for the Kumbh district that would function independently without burdening the over stretched staff. Only few laboratories in Dehradun have facility for undertaking real time Polymerase Chain Reaction
(PCR) tests. In Haridwar too chances are bleak, “The cost of the test at any private laboratories could be between Rs 2,500-3,000, our intervention is aimed at keeping the cost under control,” said Dr
Arya. Further, the central government has agreed in principle to allocate two lakh tami flu capsules and 50,000 suspensions (syrups), 15,000 triple layer masks and 1,500 N95 masks for the

Roorkee rly station being spruced up
Roorkee, December 13 Apart from replacing old sheets of platform sheds at the station with the new ones, two specially designed shops will be set up there to facilitate visitors. Two existing shops will be remodelled to make those attractive and more beautiful. A sum of Rs 11 lakh has been sanctioned for the purpose. The railways authorities said under the plan, they were going to change the old cemented and tin shed sheets with new attractive fibre and plastic sheets. “This will help in beautifying as well as changing the existing looks of the station,” said Station Master Rajendra Singh. The two new stalls are made of pure steel and are specially designed at a cost of Rs 6 lakh, he added. Cleanliness will be maintained at the station during the mega fair. Notably, the 100-year-old station, which falls in ‘A’ class category, has been crying for attention badly. There is a long-pending demand from visitors for a separate waiting room for women at the station. At present, there is only one common waiting room at the station. Besides, there is also need to construct more toilets at the station. The condition of the only two toilets here is quite miserable. Stink and dirtiness rein all over there. Many a time, the toilet at platform No. 1 is found locked. People can generally be seen urinating in the open. “Being the gateway of the state, the town’s station should be equipped with top-class facilities,” said Ravinder Singh, a local resident. |
