Instead of checking growth, govt relaxes regularisation norms

Rather than keeping a tab on the growth of unapproved colonies, the Local Bodies Department has relaxed the norms for their regularisation. The move is being seen as a step to further add to the urban chaos, especially in cities like Jalandhar where the number of such colonies has jumped from 167 in the past few years to 400 now.

Members of the Employees Front, Punjab and Chandigarh, and the Asha Workers Union of Punjab held a protest against the Fifth Pay Commission report and submit their charter of demands to the Chief Minister through the Deputy Commissioner. Manjeet Lal of the Asha Workers Union and Neelam Kumari of the Contract Multi-purpose Health Workers Union said class III and IV employees are not satisfied with the Pay Commission report. They said Asha workers were being exploited as there was no implementation of labour laws.

Shaheed Bhagat Singh continues to be the modern-age hero for the younger generation to this very day. The fact that the popularity of the revolutionary freedom fighter is not just restricted to the celluloid or the myriad marches, speeches and celebrations commemorating his birth and death anniversaries, can be gauged from the number of hits a blog created by a nephew of Bhagat Singh has been getting.

Though the blog has been primarily created for posting related articles, documents, pictures and web links, the tech-savvy youngsters have also been posting interesting comments, penning their thoughts about the Shaheed-e-Azam and freedom struggle and even putting up their queries on the kind of information which they have been seeking about the martyr online.

Prof Jagmohan Singh, Bhagat Singh’s nephew and representative of Shaheed Bhagat Singh Research Committee, said the blog had been a great hit with the youth. “They visit it and leave some very touching, patriotic messages. These messages make an interesting reading and help us know the pulse of the young generation,” he pointed out.

Some of the messages posted on the blog of the main site www.shahidbhagatsingh.org read, “To be born in a country which produced greats like Bhagat Singh is an honour”, “I have been a huge fan of Bhagat Singh. The more I read about him, the more impressed I am. I wish he lived to see a free India”, “Reading about Bhagat Singh and his comrades, their letters were eye openers. We have never been taught in schools in depth about their struggle for the freedom. The sacrifices they have made are equal to none. We salute our shaheeds,” and “I owe Bhagat Singh and his comrades so much. It is because of their sacrifices that I live free and am able to hold my head high.”

One in Hindi reads “Yeh shaheed koi aur nahi the. Yeh khudh bhagwan the jo hamen bachane aye the. Mujhe bahut dukh hai ki aaj hamare desh mein in avtaron ka koi bhi mandir nahi hai”.The guest book that runs into 76 pages has over a dozen messages on each page. A huge chunk of messages gets posted, especially on the birth and death anniversaries of the martyr.

Is he hoping against hope? A 1984-riot victim Satwant Singh (65) is down with fatigue as he has failed to get the promised benefits by the state government till date.

A red-card holder, Satwant Singh, has been running from pillar to post for a chunk of land promised by the state government for his rehabilitation. The senior citizen has been bringing up his family of seven members by operating an auto-rickshaw in the city for the past many years.

For the past over one and a half years, Satwant Singh goes to the bank every month for the withdrawal of his old-age pension but every time returns disappointed after finding no money in his account.

His repeated representations to the Prime Minister, Chief Minister, Deputy Commissioner and other authorities concerned had failed to yield any results.

Hands smeared with lubricants, Satwant Singh finally reached The Tribune office to narrate his tale of woes. A resident of the local Gurunanak Nagar, Satwant Singh lamented that the government had promised a plot for his rehabilitation but repeated requests and representations to PUDA officials had failed to mobilise the “thick skinned” officers.

After Partition his parents shifted from Tawi (now in Pakistan) to Bareli in Uttar Pradesh and started business. With the passage of time the family shifted to Varanasi and the family started business in cloth. The business flourished but faced the heat of 1984 riots. The rioters ruined the business and the family was forced to shift to Jalandhar.

The agony is that the elderly man is now unfit to earn bread and butter for the family and the family is on the mercy of the relatives and friends.

The old man has appealed to the government for releasing the old-age pension that has been due for the past 18 months and fulfil its promise by allotting him a plot.

Rather than keeping a tab on the growth of unapproved colonies, the Local Bodies Department has relaxed the norms for their regularisation. The move is being seen as a step to further add to the urban chaos, especially in cities like Jalandhar where the number of such colonies has jumped from 167 in the past few years to 400 now.

In a recent meeting chaired by the Local Bodies Minister Manoranjan Kalia at Chandigarh with officials of the department, commissioners and mayors of the five MCs, it has been decided that even those unauthorised colonies be regularised where 50 per cent of the plot holders paid up the development charges.

The MCs were earlier regularising only those colonies where the payment had been received from at least 75 per cent of the owners. In another bid to attract the residents for a quick payment of the charges, the department has also decided to waive off 10 per cent of the total amount from all the residents in case 100 per cent plot holders were ready to pay up the dues.

A copy of the proceedings of the meeting dispatched to the MC offices reads that the amendments pertaining to relaxation of the norms applied only till six months and new charges will be levied from March 1, 2010.

The MC officials had to face a major embarrassment this Sunday when during a day-long camp organised by the town planning section at Mithapur Chowk only two residents from six unauthorised colonies turned up with a total payment of Rs 40,000 on Sunday last. The officials, however, blame it on the area councillor for having rather dissuaded people from making the payment.

The councillors have long been insisting that some kind of development work be started in colonies where a part payment had been received during camps so that the residents felt a little relieved and encouraged to pay up more. They also believe that the new incentives would hardly evoke a better response.

Balraj Thakur, a Congress councillor, said reaching out to 50 per cent of the residents was also a Herculean task in cities like Jalandhar, where a vast population included NRIs who returned once in a few years. The number of built up houses in most such colonies is also 40 to 45 per cent, further making it difficult to trace the owners, he added.

The councillor too opined that relaxation of such norms would further give a boost to those making big money by coming up with irregular colonies, cutting plots and selling these off to the gullible residents. The MC officials should rather pay more attention on bringing about public awareness and making it mandatory for the land purchaser to take NOC from it before getting the land registered in his name, he stressed.

Developed into Chhoti Baradari by the Punjab Urban Development Authority (PUDA) with residential plots auctioned for Rs 1.2 lakh per marla about five years ago, the area has seen a phenomenal growth.

The price of a residential plot has gone up to Rs 7 lakh per marla and that of a commercial area up to as much as Rs 30 lakh per marla. The auction of a yet-to-be-constructed shopping mall, bagged by the Reliance group, has touched Rs 107 crore for three acres of land.

The opening of a private co-education school this year and the announcement regarding opening of the Punjab Institute of Medical Sciences (PIMS) by October-end have further led to a spurt in prices.

Even rentals have soared, touching as much as Rs 6,500 to Rs 7,000 for a two-bed room accommodation on the first floor. There has been a clear spate in construction activity around the area.

Rajan Chopra, a real estate developer, says, “There has been an increase of up to 10 to 15 per cent in the prices of the land around the area for the past one month. The reason for the boom is clear. Everyone knows that there are going to be some 4,000 people on rolls in the institute who would need an accommodation in the area. There will be patients and attendants who would have their own shopping needs. So both residential and commercial properties will witness a further boom.”

Arun Pal Singh, another property dealer in the area, said the approach to the colony was another factor. “It falls near the bus stand. The market area and the residential colony are well planned. So the scope for a boom is higher,” he pointed out.

The owners of booths, SCOs and residential areas, however, rue that PUDA had failed to provide the requisite facilities.

“The roads are in a very bad shape. The roads in the parking lots in the market need to be relaid, for there are deep trenches that prove to be a major obstruction and get filled up with rainwater. The parks need to be maintained well, especially in this season when growth of wild shrubs and grasses is very fast,” the members of welfare associations pointed out.

Innumerable are the forms of Goddess Durga. People worship the great goddess as Shailputri, Brahmacharini, Chandraghanta, Kushmanda, Kaalratri, Mahagori and Sidhidhatri. The divine chanting of the mantras of Durga Saptashati can be heard in temples these days. Kumari pujan is performed while observing proper rituals. Shakti mantras are recited to fulfil the efficacious desires.

These nine days definitely invoke our latent powers which lie in hibernation otherwise. With the celestial kripa of Bhagwati Durga devotees are able to transcend this immaterial world and get an entry into the very substratum of her infinite form. Devi Durga showers illimitable blessings upon her devotees. People get drenched into this sententious hue and feel themselves gratified. Such is the magic of these Shradiya Navratras.

Let us venerate the great goddess with all her grandeur and stateliness.

Each district to get vet polyclinic

The Punjab government will set up veterinary polyclinics in every district of the state at a cost of Rs 33 crore.

Animal Husbandry Minister Gulzar Singh Ranike stated this after laying the foundation stone of a Rs 1.58-crore veterinary polyclinic on the premises of veterinary hospital here today.

Ranike said one such polyclinic had already been set up in Ludhiana.

Earlier talking to mediapersons, he said the Animal Husbandry Department had decided to do the vasectomy of stray animals to check the menace of stray dogs attacking children and old persons. A special training was being imparted to a team of veterinary doctors at Ludhiana for the vasectomy of stray animals, he added. Ranike said an increase in the population of stray animals was noticed due to a ban on the killing of stray dogs and the government had decided to sterilise them to check their population.

Ranike disclosed that cow sheds were being constructed in towns of Punjab under the Central scheme for the shelter of stray animals.

He planted a sapling in the old veterinary hospital on the occasion.

Verma acquitted in dishonoured cheque case

Judicial Magistrate (First Class) Sanjeeta has acquitted Pawan Kumar Verma in a dishonoured cheque case filed against him by Surinder Kumar of Jalandhar.

Surinder Kumar had complained that he had advanced Rs 95,500 to accused Pawan Kumar and the accused had issued cheque No 343838 dated 23.5.2003 for this amount in his favour on the assurance that the cheque would be honoured on presentation, but the cheque was returned unpaid with the remarks “funds insufficient”.

After going through the facts of the case, the magistrate opined that the complainant had failed to prove his financial capacity to advance the loan for which the cheque in dispute was issued.

Rather defence evidence proved that the cheque was never issued by the accused but was misused by the complainant who had managed to get it from the cheque book of the accused.

Observing that the complainant had failed to prove the notice of accusations served upon the accused, the court acquitted Pawan Kumar in the case.

Cong dharna today

The District Congress Committee (DCC) will stage a dharna outside the Deputy Commissioner’s office on Friday against alleged anti-public policies of Parkash Singh Badal-led government in Punjab.

Stating this, PPCC secretary Virendra Sharma and DCC president Arun Walia said PPCC president Mohinder Singh Kaypee, former CMs Rajinder Kaur Bhattal and Capt Amarinder Singh and former PPCC chief Shamsher Singh Dullo would also attend the dharna.

The protesters will gather at Congress Bhavan and proceed towards the DC office to stage dharna on the directions of the PPCC, they added.

Sharma and Walia alleged that the Badal government had failed on every front. The law and order situation was deteriorating, economic crisis had deepened, they alleged. — TNS

Laser brings revolution in varicose vein treatment

Treatment of enlarged and torturous veins, termed as varicose veins in a surgeon’s glossary, might achieve a landmark with the use of laser which will transform major surgical treatment into non-invasive surgery.

Varicose veins, which indicate the malfunctioning of the venous system, are generally painful and can be characterised by aching, heaviness, bluish bulge under the skin and swelling of legs and may transform into chronic non-healing ulcer.

Dr Ravul Jindal, an eminent endovascular surgeon who has treated approximately 450 cases of varicose veins by using laser, said, “The laser procedure involves puncturing of veins and then burning them by using diode laser. This technique is combined with foam sclerotherapy to ablate small veins.

After this surgery, a patient can be relieved after one hour as compared to the conventional surgery which requires hospitalisation for two to three weeks.”

As surgery with this latest technique can be done under local anaesthesia, patients’ compliance is much enhanced as there are no chances of post-general anaesthesia complications.

“During initial days, patients felt scared and opted for open surgery. As this technique causes minimal damage to tissues and can easily be used in patients on blood thinners, obese, groin infection, old-age patients and even patients who are scared of major surgery, thus patients’ response is increasing,” said Dr Jindal.

IFB told to pay 15,000 to complainants

Laveena Passi and Subash Passi of Guru Gobind Singh Avenue had filed a complaint stating that they had purchased a machine for Rs 26,300 on April 9, 2007, from the IFB’s authorised dealer Kohli Sales, Sanjay Gandhi Market. They said he was told by the dealer that if any defect came within 24 months from the date of purchase, it would be taken care of immediately without any replacement charges for parts.

They said that they were also assured that the service would be done free of cost till warranty period. The complainants said they took an extended warranty for a period from April 12, 2009, to Apirl 11, 2011, by paying Rs 1,684.

The complainants said on August 20, 2008, water along with detergent started oozing out from the door of the washing machine. They said they contacted the dealer who told them to get in touch with service centre but no one attended the call.

On August 26, 2008, the complainants said they again operated the machine but the same problem persisted and the door of the machine got struck. They said they were given an SMS number for lodging a complaint. A company official who visited the house said the defect in the machine could not be corrected permanently.

The problem reoccurred on September 4. On a complaint, a mechanic checked the problem and as an alternative arrangement, replaced the defective part with a new one while demanding Rs 260 as cost in addition to labour charges. As the complainants protested against the demand showing the extended warranty card, the mechanic left the machine in open condition.

The forum represented by A.K. Sharma, president, and Gulshan Prasher, member, observed that it was obligatory on the part of the company to replace the defective doorframe without insisting on unjustifiable demand of petty amount of Rs 260. The complainants sent several SMSes but the officials turned deaf ears and left the washing machine unscrewed, which further amounted to deficiency of services.

While unfolding the details of programme, Dr Sanjeev Sharma MS (ENT), who is also the Director of Club Service of Rotary Jalandhar Central, said, “Four out of 1,000 newborns suffer from deafness, which usually becomes evident after two years of age and may not diagnosed up to age of 6-7 years. This leads to marked damage to speech development and compromised expression of patient.”

“The elderly in our country are the most ignored lot in terms of hearing loss. Isolation and loneliness are the outcomes of this ignorance for our elderly. On the other side increased use of high intensity music system, DJs and Mobile phones has made Indian youth at the risk of hearing related problems,” said Dr Parvinder Singh, who is also the Project Director of Programme. “There will be free screening and Audiological assessment will be done. We will try to provide subsidised equipments to patients,” he further added.

According to World Health Organisation, there were 278 million deaf in the world in the year of 2005 and one out of 40 suffering patients use hearing aids. Only 10 per cent of actual required hearing aids are being manufactured globally. With newer technique named ‘Accoustic Emmission’ screening of even one-day-old neonate can be performed.

Lady’s finger witnessed a decline of Rs 2 per kg. The price of lady’s finger is Rs 18 per kg as compared to Rs 20 per kg last week. Similarly price of tomato has declined from Rs 22 per kg last week to Rs18 per kg this week.

Price of cauliflower remained same (Rs 40 per kg) as that of last week. Similarly prices of onion also remained same (Rs 14 per kg) as that of last week.

There is marked decrease in price of ginger, which slashed down from Rs 100 per kg of last week to Rs 60 per kg this week. On the other side, prices of peas bounced back from Rs 45 to Rs 70 per kg after brief decline of Rs 5 per kg last week. Same is the case of potato, which witnessed an increase of Rs 4 per kg. Apeejay students fare well in physiotherapy exams

Students of the Apeejay College of Fine Arts bagged fourth and 10th positions in the Bachelor of Physiotherapy-III examination, conducted by Guru Nanak Dev University in April. Nandani Juneja secured 599 and Pomila Chopra secured 578 marks out of 900.

Isha and Prabhjot Singh of Bachelor of Physiotherapy-IV bagged second and eighth position by securing 775 and 754 marks, respectively, out of 1150.

HMV toppers

Students of Hans Raj Mahila Mahavidyalaya (HMV) Anu Pallavi Gosain and Tanisha got first and second positions in BSc-II (Fashion Designing) exam in the university by securing 880 and 856 marks, respectively, out of 900 marks.

Beauty pageant

Payal Dua of Kanya Maha Vidyalaya (KMV) has been chosen “PTC Punjabi Miss Jalandhar”. The girl was chosen on the basis of her beauty, intelligence, poise, elegance and knowledge of Punjabi culture.

The Principal of the college, Dr Anita Sharma, congratulated Payal on her success.

Employees hold protest against pay panel report

Members of the Employees Front, Punjab and Chandigarh, and the Asha Workers Union of Punjab held a protest against the Fifth Pay Commission report and submit their charter of demands to the Chief Minister through the Deputy Commissioner. Manjeet Lal of the Asha Workers Union and Neelam Kumari of the Contract Multi-purpose Health Workers Union said class III and IV employees are not satisfied with the Pay Commission report. They said Asha workers were being exploited as there was no implementation of labour laws.

Sarabjot Kaur and Ravinder Singh of the Union of Employees working on contract basis said the implementation of contract system in different departments was making mockery of the Constitution. They demanded minimum wages of Rs 3,500 and rule of equal wage for equal work. — TNS

Waiter found dead in guest house

Jalandhar, September 24
Mystery shrouds the death of a waiter at a guest house located adjacent to Shastri Market here today.

The body of waiter Vinod Rawat was found on the floor of “Royal” guest house by the owner, Rakesh Kathuria, early this morning.

While the police claims it a natural death, the guest house waiters have raised questions over the unexpected death of Vinod.

Sources revealed that Vinod had worked with the guest house for two years and had left the job. He rejoined here two months ago.

The police claims that no injury marks were found on the body. The body has been sent to the Civil Hospital for post-mortem examination after informing his family members in Bihar, said Satish Malhotra, SHO, Division No 4 police station.

The guest house owner has been rounded up by the police for questioning. The SHO said the viscera sample would be sent for examination to find out the exact cause of death. Meanwhile, the police has initiated inquest proceedings in the case.

Students debate environment conservation,

The Economics Association of PCMSD College for Women organised a debate competition on the topic ‘Economic Development is more important than Environment Conservation’.

The opponents were of the view that it is mad rush for rapid economic growth having a negative impact on ecological management causing severe pollution problems in the form of emission of various leading to global warming and green house effect. Supporters were of the view that developing countries like china, Brazil Russia and India point out that industrialization and economic development is their priority because they have to support their growing population. The students also suggested the remedial measures like plantation, ecological use of energy, recycling of waste products.

Shooting tourney

District shooting championship in PAP Shooting Range has concluded. H.R. Chadha, IPS, ADGP Armed-cum-Battalions and President of PAP Shooting Range, distributed prizes to the winners. Paramjit Singh Gill, IPS, P.K. Uppal RTC/PAP, Shivdev Singh, Sports Secretary, Punjab Police, and Rakesh Kaushal, Secretary General, PAP Shooting Range, were also present during the closing ceremony. About hundred students participated in the championship.

Panel discussion

With an idea to provide a clarified view to the young generation on the issues regarding the Partition and Independence and role of Jinnah, a panel discussion is going to be organised in Doaba College by the Department of Journalism and Mass Communication.

Chander Mohan; Editor-in-chief of Veer Partap, Dr Amarjot Singh, Prof Kurukshetra University, Satnam Manak, Associate Editor of Ajit Group, Dr Harish Puri, Former Dean GNDU will be on the panel of experts.

Martyr Mahavir Singh

The National Martyrs Memorial Committee today organised a function in memory of martyr Mahavir Singh, a close associate of Shaheed-e-Azam Bhagat Singh on his 105th birth anniversary. Shaheed Mahaveer Singh was awarded the life sentence and transferred to Kaale Paani prison of Andaman. He was part of Lahore conspiracy case in which Shaheed Bhagat Singh, Rajguru and Sukhdev were awarded death sentence.

The programme commenced with ‘Vande Matram’ followed by ‘Jyoti Prajawalan’ and welcome address by Balwant Singh Kindra, President of Committee. Dr. Bhai Mahavir former Governor of Madhya Pradesh was the Chief Guest and Lt. Gen A.S. Bahya (Retd) presided over the function.

Quiz competition

Inter House Quiz competition was organised for Class 3rd to 10th at State Public School here today. The quiz was organised to evaluate the knowledge of students in science, social science, sports and current affairs. Team C (Sahibzada Zoravar Singh House) won the first prize, Team B (Sahibzada Jujhar Singh House) won the second prize and team A (Sahibzada Ajit Singh House) won the third prize.

Environment Ozone Day has been celebrated in Government Elementary School (Boys) at Garha village. Science teacher Anita Kumari told importance of ozone layer to students and Lakhwinder Singh Lakh, social worker, working in the field of education, shared importance of plants. ‘Indian Maths Year’

S Ramanujan Society of Mathematics of PCMSD College for Women celebrated ‘Indian Mathematics Year 2009’ on Tuesday. Neera Seth, Head of Department of Mathematics, explained that objective of celebration is to present mathematics in an entertaining way.

An exhibition of chart presentation regarding different branches of mathematics was also organised. Competition of skits on mathematics and group dances were also organised.

Date with patients

Students of Guru Amar Dass Public School Jalandhar (Junior Wing) visited the ward of cancer hospital of Patel Nursing Home on Rose Day to boost up the morale of the patients. Vice-Principal Gurleen Kaur Sethi and teachers Maninder Kaur and Rajwant Kaur accompanied the students and presented roses to the patients and prayed to the almighty for their speedy recovery and happy life.

‘Kavi Darbar’ was organised in Apeejay College of Fine Arts on the occasion of ‘Hindi Diwas’. This annual programme was held under the guidance of Dr Anjana, Head of Department of Hindi in collaboration with State Bank of India, Jalandhar branch.

The programme comprised rendition of self composed poems by students and staff members from diverse departments on themes such as environment pollution, female foeticide, relationships etc. Dipender Kaur of BPT-III, Saravjeet Kaur of BA-III and Rubina BSC (Economics)-I won first, second and third prizes, respectively.

NRI couple thanks city hospital

An NRI couple turned up at a city hospital and paid gratitude to the doctors and other staff for enabling them in bearing babies. The couple came with their babies and celebrated with the staff.

The couple, after getting satisfactory treatment for almost one and a half years ago, came back to Virk Fertility Hospital here last week to convey their gratitude.

Planning for further family expansion , the couple from Norway - Tommy Nodset and Rachna David - visited the hospital with their twin babies (a girl and a boy).

Dr S.P.S Virk, Director of the hospital, revealed that Rachna (32) had been suffering from primary infertility for the past 10 years. After undergoing IVF treatment she delivered healthy twins in Norway in November, 2008.

Another couple, Kuldeep Singh and Manpreet, was also in the hospital with their twin male babies for thanking the doctors.

PSEB employees to hold protest rallies on October 1

Punjab State Electricity Board (PSEB) employees will hold protest rallies on October 1 at its zonal offices and thermal plants in favour of their demand of providing them increased salaries as per the recommendations of the Fifth Pay Commission.

Stating this, state vice-president and zonal president of the PSEB Council of Junior Engineers, Punjab, Raj Kumar Chaudhary said increased salaries were being provided to the government employees of all departments, except the PSEB.

Being an autonomous body, the PSEB had set up a wage-formation committee, headed by K.D. Chaudhary, which submitted its report on September 18 recommending hiking the salaries of PSEB employee on the pattern of the Fifth Pay Commission, he added.

Despite submission of the report, no decision was taken for providing increased salary to PSEB employee, he added.

Chaudhary said two-hour protest rally would be held in front of PSEB zonal offices at Bathinda, Patiala, Ludhiana, Jalandhar and Amritsar and at three thermal plants on Bathinda, Ropar and Lehra Mohabbat.

All the associations of the PSEB, including Engineers’ Association, JE Council, Joint Forum and Accounts and Audit Association, have joined hands for the common cause of getting increased salary on the pattern of the Fifth Pay Commission, he said, adding that a memorandum regarding the protest rally had already been submitted to the PSEB Chairman.

Arrest of Maoist ideologue flayed

The CPI (ML) New Democracy has condemned the arrest of Maoist ideologue Kobad Ghandy and has said he had been allegedly framed in false cases.

A press statement released by party’s State Secretary Darshan Khatkar said, “Kobad is renowned intellectual and to align with any political idea is his democratic right. He was not at all involved in any terrorist activities. By popping up the threat of Maoism and Naxalism, the state and its police is finding excuses to unleash violent campaign against revolutionary peoples’ movements. Crores of rupees, which are being spent by the state on anti-Naxal operations are just adding tax burden on common masses.”

The release further said string of terror was not only used against Naxalites but also against common people of Jalandhar, who were protesting against fee hike in private schools, against people protesting against death of youth in police custody and against students demanding for continuation of free bus pass facility.
