HC cancels MBBS admissions

Just over a fortnight after the high court ordered the holding of fresh examination for MBBS at two centres in Rohtak, Justice Permod Kohli today directed the cancellation of admissions of candidates unable to qualify the “fresh examination”.

HC cancels MBBS admissions

Just over a fortnight after the high court ordered the holding of fresh examination for MBBS at two centres in Rohtak, Justice Permod Kohli today directed the cancellation of admissions of candidates unable to qualify the “fresh examination”.

The directions follow a petition by a Bhiwani resident, Preeti Sangwan, against Pandit Bhagwant Dayal Sharma Health University, Rohtak, and other respondents.

“Students who have failed to qualify/clear the fresh examination and were provisionally admitted to the course earlier, their admission shall be cancelled. The university is permitted to hold fresh counselling on the basis of fresh examination of the students, who appeared from centres 108 and 113, and also other students who have qualified from the other centres to fill the available vacancies/seats in MBBS/BDS in the state of Haryana for which original entrance test was conducted. The university will fill the available seats on the basis of fresh counselling that may be conducted before or on September 30,” the court said.

The case will now come up for hearing on October 29.

The entrance examination was held on June 14, but following allegations of irregularities during the test, an inter-varsity committee of three professors was constituted. Justice Kohli had then ordered the respondents would hold a fresh examination for the students appearing from the two centres, Jat College and Pd NRS Government College.

In another petition filed in public interest, a lecturer of the National Institute of Technology has sought directions to the Haryana Urban Development Authority (HUDA) to include lecturers and employees of government universities in the list of government employees entitled for HUDA plots under the government employees category.

The petitioner, Mahesh Kumar Gupta, had sought for setting aside the instructions issued by HUDA chief administrator on May 25, 1988.

These instructions had excluded autonomous bodies like government universities, cooperative federations and district rural development agencies from the list for reservation of residential plots for various categories of government servant in Haryana.

Chautala, Randeep, Venod file papers

Former Chief Minister and INLD supremo Om Prakash Chautala, Haryana Industries Minister LD Arora and MDLR Airlines chairman Gopal Goyal, alias Gopal Kanda, were among 37 candidates to have filed their nominations from five assembly seats in Sirsa district today.

Chautala filed his nomination as INLD candidate from Ellenabad. Aditya Chautala, son of his youngest brother Jagdish Chander, filed papers as his covering candidate.

Devi Lal Beniwal (HJC), Prassan Khosa (BSP), Anil Khod (INC), Sudhir Kumar (Samast Bharatiya Party) and Raje Ram (Ind) also filed their papers from Ellenabad.

LD Arora filed his papers as INC nominee from Sirsa. Padam Jain (INLD), Rohtash Jangra (BJP) and Gopal Kanda, Saraswati Devi, Sham Sunder, Krishan Kumar, Pawan Kumar and Jugal Kishore, all independents, also filed their nominations from Sirsa. Rattan Lal Bamnia (BJP), Major Singh (BSP) and Charanjit Singh (SAD) filed their papers from Kalanwali.Renu Sharma (BJP), Kuldeep Bhambo (HJC), Preet Mohindera (BSP) and Ravi Chautala, Sunena and Sadhu Ram, all Independents, filed nominations from Dabwali.

For the Rania seat, Krishan Kamboj (INLD), Shish Pal Kamboj (BJP), Gurmeet Singh (HJC), Veer Singh (BSP) and Independents Parkash Rani, Raj Rani, Surjeet Kaur and Kulwant Singh, filed their papers.

Former parliamentary secretary Dura Ram (INC), Swatantar Bala Chaudhary (INLD), Satyawan (BSP) and Jagdish Kumar (Ind) filed papers for the Fatehabad seat.Gian Chand Odh (INLD), Gurdeep Singh Gill (INC) and Sarasi Devi, Amarjit Kaur and Joginder Singh, all Independents, filed their papers from Ratia

.Former parliamentary secretary Paramvir Singh (INC), Jagdish Chander (Samast Bhartiya Party) and Seeta Ram (Independent) filed their papers from Tohana.

Former union minister Venod Sharma filed his papers from Ambala city, former MLA Nirmal Singh from Ambala cantonment and Phool Chand Mullana, state Congress president, from Mullana (SC).

From Ambala city, Charanjit Kaur Mallour of the SAD, Sanjay Sharma of the BJP and, Makhan Singh of the BSP filed their papers. Minister for Cooperation Meena Mandal, sitting Congress MLAs Sumita Singh and Varinder Rathore and Karnal MC chief Balwinder Singh Kalra filed their papers in Karnal district

Our Correspondent report from Kaithal: Randeep Singh Surjewala filed his nomination papers with returning officer Hawa Singh as Congress nominee for Kaithal here today.

He was accompanied by Randhir Rana, HPCC secretary and Kavi Raj Sharma, DCC president.

Later, MP Naveen Jindal reached Jawahar Park where thousands of supporters of Randeep Singh had assembled. Randeep addressed the gathering.

He reiterated his commitment to accelerate the pace of development in Kaithal.

Kailash Bhagat of the INLD, a local industrialist and philanthropist, also filed his papers today. Suresh Garg, a local business man, filed his nomination papers as the BSP candidate.

Out of the frying pan, into the fire. So it seems for Congress men dislodged after delimitation and rehabilitated by the party high command at new seats.

At all such constituencies with “insiders” sore at being ignored in no mood to accept “outsiders” thrust upon them, it is likely to be Congress versus Congress.The dissidents have begun to raise their heads, sharpen their swords and prepare for the final assault.

Unhappy with the party’s choice of candidates from their respective seats, some have decided to jump into the fray. Others have decided to lie low and not extend any help to the party candidate. Satvinder Singh Rana, displaced from Rajaund, which was abolished after delimitation, has been allocated the party ticket from Kalka where there were a handful of “hopefuls”.

Realising that he stood no chance in the Congress, local man Vijay Bansal moved out of the Congress fold to become the BSP candidate. Bhagat Singh, son of former minister and MP Lachhman Singh, disappointed with Rana’s candidature, has decided to file his papers as Independent from Kalka tomorrow.

From Ambala cantonment, DK Bansal has been shifted to the newly carved seat of Panchkula. The move was necessitated after Naggal, represented by Nirmal Singh, was abolished. Panchkula seems as much a trouble spot as Kalka with local aspirants unanimously deciding to “reject an outsider”. While local Congress Shashi Sharma has joined the HJC and will file his papers tomorrow, other Congress leaders have decided to keep up their tirade against the candidature of an “outsider.”

In Ganaur, the going is likely to be tough for working president of the HPCC Kuldeep Sharma with local leaders up in arms against his candidature. A former minister in the INLD regime, Ved Pal Malik, who joined the Congress in the byelection in Gohana earlier this year, will be in the race for the seat as an Independent candidate.

Similarly, it is likely to be a tight ropewalk for Jai Tirath Dahiya who replaces Ramesh Kaushik from Rai and Geeta Bhukkal who has been moved from Kalayat in Kaithal to Jhajjar and Anita Yadav who goes from the dissolved Salhawas seat to Ateli, earlier represented by Independent Naresh Yadav who has joined the Congress. Discontent is brewing in Assandh too.

Though Power Minister Randeep Singh Surjewala has been forced to move out of Narwana, now a reserved constituency, he replaces his father Shamsher Singh Surjewala as the party candidate in Kaithal.

Given the fact that he has been touring the constituency extensively pumping in funds for development works, opposition by dissidents here is likely to be muted.

INLD, too, faces rebellion

Close on the heels of several local BJP leaders openly protesting against the candidature of party nominee Umesh Agarwal, a revolt has broken out in the INLD as well. Sukhbir Kataria, former vice-president of the state INLD’s youth wing, today filed his nomination papers as an Independent from the Gurgaon constituency after being denied the party ticket.

In fact, the INLD choice of party nominee from Gurgaon has surprised political observers.

The party has decided to field MR Sharma, who canvassed for the HJC candidate in the Lok Sabha poll. Several loyal workers of the INLD, especially those from the party’s youth wing, have resigned and have come out in Kataria’s support.

The resentment among these workers is largely against former Haryana Deputy Speaker Gopi Chand Gehlot, the party nominee from Badshahpur.

Punjab Deputy Chief Minister Sukhbir Singh Badal alleged today that the demand for a separate SGPC for Haryana was being raised by some vested interests to mislead the Sikh masses in the state.

Sukhbir Badal was talking to mediapersons in Ellenabad where he had come to be with former Haryana CM Om Prakash Chautala for the filing of his nomination papers.The INLD was sure to do well in the polls, he said.

Sukhbir maintained.Certain parties in Haryana were misleading people by propagating that Sikhs in Haryana were demanding a separate SGPC for this state which was totally wrong.

While Shamsher Singh has been replaced with Jawahar Saini in the Julana seat, the party will field Satpal from Israna (SC), Rajesh Bhardwaj (Baroda), Rohtash Jhangra (Sirsa), Mamanram Saini (Hansi), Madan Kumar Rawalvasia (Nalwa), Omprakash Mann (Loharu), Ghansham Saraf (Bhiwani), Ajeet Singh Ahlawat (Mehan), Dr Ashok Dikshit (Beri), Dayaram Yadav (Nangal Chaudhary), Jawaharlal (Bawal) and Mukesh Pahalwan (Badhshahpur).

Minister ‘rebuffs’ NGOs’ call for support

While prominent leaders of political parties filing nominations for the assembly elections supported the cause of Kalpana Chawala Medical College, Minister of State for Cooperation Meena Mandal invited the ire of NGOs and social organisations sitting on hunger strike to espouse the cause by not responding to their request to come to the dharna site and announce her support.

Leaders, including sitting Congress MLA from Karnal Sumita Singh, Municipal Council president Balwinder Singh Kalra of BSP, Varinder Rathore (Congress) amd Harvinder Kalyan (BSP), who filed nominations today, visited the strike venue and announced their support for setting up the medical college. However, Meena Mandal did not visit the venue earning the wrath of social organisations.

“We made announcements on the mike inviting her to come to the venue when she came out after filing the nominations from the Nilokheri (SC) constituency, but she ignored the call,” said Pritpal Singh Pannu, NIFAA president.

70-yr-old raped, murdered

Kaithal, September 24
In a shocking incident, a 50-year-old man allegedly raped a 70-year-old woman and strangled her to death in Bhagal village here yesterday.

The man also allegedly took away the woman’s earrings and a gold bangle.

The accused has been identified as Sat Pal, alias Pala, of the same village.

He has been arrested by the police.

SSP Sandeep Khirwar said here today that the elder son of the victim had lodged a complaint that his mother, who had been living with his younger brother, was raped and killed when his brother had gone to attend a marriage along with the family members.

He said when he went to meet his mother yesterday, he found Sat Pal in the room. The accused escaped from the spot when he tried to catch him.

The body was sent for a postmortem, which confirmed rape.

The accused was produced in a court, which sent him in two days of police remand.
