media Adopting a shockingly casual stance over the manhandling of a news channel reporter, Gurgaon police commissioner S.S. Deswal advised him and the accompanying journalists to forget the incident. However, on being told that the policemen had also snatched his camera and the cassette, Deswal managed to get them returned to the reporter. But when the reporter pointed out that the cassette had been washed, the commissioner first tried to brush away the matter and then advised the journalists to fill news with a photo shoot of “the visiting foreign actress” (Julia Roberts who is in the district for a movie). Meanwhile, the police has arranged a photo shoot of Julia Roberts, who has been inaccessible due to security reasons.
Gurgaon, September 23 The workers of Sunbeam factory, near Hero Honda Chowk here, were protesting against the factory management that had reportedly sacked some employees a few days ago. Last night, some drivers working for Sunbeam factory tried to take their vehicles out. They were stopped by the protesting workers, following which the policemen deployed there intervened and a clash ensued. More than a dozen workers were injured in the lathicharge. The policemen also manhandled Roshan Bhardwaj, a reporter of a news channel who had come to cover the incident. They also snatched his camera. The policemen did not accept his identity card that the local police commissioner had issued him recently. Following the reporter’s assault, several journalists assembled outside the residence of Gurgaon police commissioner S.S. Deswal. After keeping them waiting for long, Deswal came out and regretted the incident. Meanwhile, the injured workers have been admitted to local Civil Hospital. |
Hundreds of farmers gherao GNIDA office
Greater Noida, September 23 The farmers said if the demand was not met, they would be forced to intensify the agitation and take it to district headquarters. In view of the agitation, the administration had made adequate security arrangements from early morning and the area resembled a cantonment with SP (rural), SDM and three tehsildars being present at the spot. The Authority complex was fully barricaded. Farmers from Saini, Soonpura, Madhopur, Kulesra, Surajpur, Devla, Khodna Khurd, Thap Kheda, Dhandhola, Luksar, Patwadi, Bisarakh and Tusyana villages reached the GNIDA office in tractors. The farmers accused the GNIDA of breaching its promise. According to them, before acquiring the land, the GNIDA had given written assurances that ancestral lands would be spared from acquisition after an on-the-spot examination. But in spite of this, Abadi lands were not spared from acquisition. The farmers now demand that all such acquisitions should be cancelled. After the demonstration, the farmers handed over a memorandum to additional CEO of the Greater Noida Authority Sudhir Kumar. |
12-yr girl falls in pit; dies
New Delhi, September 23 Kaku was playing with other children when she fell into the pit near Kalkaji Temple in the Astha Kunj area at 1.55 pm. She was a resident of a nearby slum. The other children raised an alarm and the officials of the Delhi Fire Service and the police were pressed into service to rescue her. She was fished out of the water after one and half hours and was rushed to the Safdarjung Hospital where doctors declared her brought dead. Her father Gopal said the pit has been dug for the past some time and despite several complaints to authorities it was not covered.

Police stations to be made disabled-friendly
New Delhi, September 23 Bearing in mind that the people with disabilities and the elderly often find it difficult to go to police stations, the NGO had urged the state home minister Ajay Maken to make provisions of ramps for providing ride-up and ride-down of wheelchairs in the police buildings. While work is in progress in the 90 buildings, which house police stations and offices of deputy commissioner of police, there are some structures, like the headquarters where complying to the norms might be tough. Additional commissioner of police with land and buildings department, L.S.Sandoo, said, “In buildings like the Delhi police headquarters, making ramps might be tedious as the stairs are at less elevation. And for building ramps from one floor to another, the slope has to be long. However, where public dealings take place on the ground floor, the provisions can easily be incorporated.” Similarly due to constraints on technical grounds, like police stations functioning from rented buildings, developing a disabled-friendly environment might be difficult. As of date, the Delhi police has 169 police stations, 90 operating from buildings under its possession, 10 at police posts and 69 are in rented buildings. The spokesperson of Delhi police, assistant commissioner of police Rajan Bhagat, outlined “Till now about 80-90 per cent of the existing buildings, like those at Tilak Marg, Civil Lines, Roop Nagar, Sabzi Mandi, Parliament Street, have been made disabled-friendly. However, there are certain places like the police station at Ashok Vihar, which cannot take the required steps.” Currently provisions of ramps, small steps, separate entries and exits are being made in the 20 under-construction buildings at Nabi Karim, Timarpur, Mandawali, Mandir Marg. With renovation work at all police stations and buildings, except at pre-fabricated (porta cabins) and rented offices, being carried by the Public Works Department, the Delhi police assures that all building projects would now be disabled-friendly right from the planning stage. “As per the instructions from the ministry, directions have already been issued to DCPs, CPWD and PWD that all buildings in future would be in compliance to the disabled-friendly norms. Tomorrow, we are going to seek an enquiry from the CPWD and PWD on the progress of work,” stated Ajit Singhla, additional deputy commissioner of police. |
Govt to check if Apollo is treating poor free of cost
New Delhi, September 23 The high court had issued the direction following a public interest litigation (PIL) filed by an NGO. The state government has an agreement with Apollo, according to which, the hospital is supposed to reserve 40 per cent of the OPD (out patient department) and 30 per cent of the indoor beds for the poor. On these terms, Apollo was allotted free land for its building and the government had also shared the cost of construction. Delhi health minister Kiran Walia said that the department would appoint a team of officers to find out whether Apollo was treating poor patients free of charge. Talking about the referral committee, Walia said, “We already have one, which refers patients to private hospitals. However, the patients avoid going to these hospitals as they are scared of the hype created there. They think they will be charged hefty amount, though this is not the case.” There are 25 private hospitals which were allotted land free of cost in lieu of the promise that they would treat poor patients without taking money from them. The department would also convince poor patients that they would not be charged heavily at private hospitals. |
Online monitoring of water flow
HC pulls up DJB Taking serious view of the fact that a locality in east Delhi has not been receiving water supply for the past 87 days, the Delhi High Court on Wednesday pulled up the DJB and asked it to ensure water supply there. A division bench of Chief Justice Ajit Prakash Shah and Justice Manmohan said: “DJB will ensure water reaches to every home in the locality.” The court asked the chief engineer to formulate a plan to ensure this and asked him to submit it on September 26.

New Delhi, September 23 The online data system will check the quality of water, control its flow and centrally monitor its availability. “This project involves designing, installing and commissioning of an online data monitoring system that would help measure the flow, pressure and water quality parameters,” confirmed DJB officials. They said the data would help the DJB check water loss and expedite emergency response. According to sources, the DJB is losing crores of rupees due to illegal connections. Nearly 40 per cent water is lost due to leakages, 10 per cent can be accounted as technical losses and the remaining 30 per cent are hidden losses, the officials confirmed. Of the 720 MGD of water, around 200 MGD is lost daily. To monitor this distribution network, the DJB has started installing 400 bulk water meters across the city. |
Surviving landmine blasts on border
New Delhi, September 23 Residents of around 20 villages in Punjab, next to the no man’s land near Firozpur district, also live in constant fear of the landmines put around the border by the Indian security forces. More than 50 lives have been ruined after the security forces took that one step. “Something that is supposed to save them is taking away their lives and limbs in these villages,” said Vinay, a volunteer with Society for All Round Development. Vinay and his colleague Sandeep have been working in the border areas of Punjab and helping the victims of landmines. The duo along with journalist Tripti Nath narrated stories of several surviving victims from this region at a seminar “Women in Conflict Zones: Survivors and Peace Makers”, organised by Women’s Feature Service (WFS) in the Capital today. “There are several victims who stepped on the mines while chasing their cattle. The cattle do not understand the signage,” said Sandeep. Talking about how the lives of the victims changed after they were crippled in the blast, Nath said a young boy sustained severe injuries on his face after he picked up an old landmine. “After a lot of efforts, people have now started identifying the boundary and landmines, but most of the accidents happen when they are following the cattle,” said Vinay. The volunteers said it was very difficult to get government’s assistance for the affected people. “Their artificial limbs have to be changed every two years. While we are helping the victims with that, permanent solutions are needed,” he said. Talking about rehabilitation of the people living in the affected areas, the volunteers said the livelihood of these people could not be shifted even though most of these residents were landless labourers working on the fields of big landlords. Telling another set of stories from Phoolan Devi’s land was journalist Yogesh Bajpai who talked about the widows of the Bahmai massacre. He pointed out that rehabilitation should be made a part of justice delivery system. He said, “Political parties just picked up the issue of Bahmai widows and Phoolan Devi, but nothing improved on the ground.” |
Stampede: Report blames school staff
New Delhi, September 23 In an inquiry report submitted on September 18, four school officials were blamed for “mismanagement”. “The school officials have been found guilty of mismanagement of the crisis and their suspension has been recommended,” said chief secretary Rakesh Mehta. “Had they been able to control the panic created among the students, the incident could have been averted,” Mehta said. The report of the probe ordered by the Delhi government has also suggested that the Delhi Disaster Management Authority train students and teachers to avert such mishaps in the future. “Teachers and students of all government schools will be given training by the disaster management department. Training sessions will soon be chalked out,” said Mehta. Five girl students were killed and at least 34 were injured on September 10 in a stampede at the Government Senior Secondary School (Classes VI-XII) in Khajoori Khas area of northeast Delhi. The victims had come to school in the pouring rain for their mid-year examinations. — IANS |
Woman held for killing husband
New Delhi, September 23 The south district police has arrested five persons, including victim’s wife Reena (34), for the murder. According to H.G.S. Dhaliwal, DCP (south), during the course of investigation, the police learnt that Reena was Singh’s second wife and that relationship between the two was strained. “There were frequent fights between them after which Reena used to leave the house and would go missing for a few days. She was missing on the day of the murder also. When she did not return, suspicion regarding her involvement in the crime was raised.” said DCP Dhaliwal. The police nabbed her from her sister’s house. She was put to intense interrogation during which she confessed to the killing. According to Reena, Dalbir had recently sold a property in Sainik Farm for Rs 5 crore, but had not given her any share. She wanted to avenge this. She promised to pay Rs 2 crore to Praveen, her sister’s boyfriend, in lieu of his help in killing

Ex-pradhan’s son killed over political rivalry
Ghaziabad, September 23 Harinder later succumbed to his wounds in a Meerut hospital while his wife who was also attacked is in a serious condition. There was tension in the village Sikri Khurd after the murder. Following a report lodged by the brother of the deceased against seven persons of the same village, police has arrested three persons. The deceased was a realtor and contractor. Dalbir Singh of village Sikri Khurd was having a running feud with Brijender. Late on Monday night, an exchange of gunfire took place between their supporters. One group with lathis and swords attacked Dalbir Singh’ house. Dalbir’s son Harinder, his wife Sarita, elder brother Vikal and others were present in the house. Assailants attacked Harinder with sharp-edged weapons and when his wife Sarita intervened, they dealt deadly blows on both of them. Harinder, was referred to a Meerut hospital where he succumbed to his wounds. Vikal lodged a murder report in Modi Nagar police station. A police force has been deployed in the village. |

Man kills girlfriend, self in Gzb
Ghaziabad, September 23 The incident occurred around 10 am on Wednesday in Lohia Park under Sahibabad police station in Ghaziabad. An eyewitness told the police that a man, identified as Alok Vikram and a woman, identified as Rachna, both residents of Bulandshahr, came to the park around 10 am. After walking around the park for 15 minutes, Vikram pulled out a gun and shot Rachna. As she fell on the ground he shot himself also. The eyewitness called the guard, who informed the police. “We have seized the bodies and registered a case,” circle officer Happy Guptan said.

New Delhi, September 23 “Even though the government has already issued repeated advisories, urging people to report at designated health facilities, people are refraining from seeking medical advice with the onset of flu-like symptoms in the initial days. There have been many H1N1 cases in the past that went out of the hands of doctors, costing the life of patients just due to the reason that cases were reported and identified late,” said a doctor at a designated government hospital. The health minister Kiran Walia said with 64 children being among today’s fresh cases of the disease, the total tally of children infected with the fatal virus till date has reached 1,082. Meanwhile, as announced yesterday, the anti-flu medicine would be available at 28 authorised retail chemists in the city. |

DU teachers protest over service rules
New Delhi, September 23 The teachers are determined to carry on an agitation on this issue. On Thursday, they will hold a demonstration outside the UGC office. The FEDCUTA opposes the kind of quantification of teachers’ activities which the UGC plans to introduce for their career advancement scheme. There is a feeling of being let down among the teaching community at DU. Aditya Narayan Misra, president of DUTA and FEDCUTA informs, “The UGC failed to keep its word on consulting FEDCUTA about the proposed regulation before listing the same on the agenda of the commission. We insist that views of the teaching community of central universities should be taken into account while finalising the regulations.” Earlier in the month, a delegation of university teachers from both the FEDCUTA and the DUTA had met with the union HRD minister Kapil Sibal, informing him that the UGC had not kept its assurance of consulting FEDCUTA on the main features of the regulations on service conditions of teachers. New Delhi, September 23 While briefing media after the cabinet meeting, Chief Minister Sheila Dikshit stated that around 4,000 employees of the Indraprastha Power Generation Company Limited (IPGCL), Delhi Transco Limited (DTL), Pragati Power Corporation Limited (PPCL) and Delhi Power Company Limited (DPCL) would be benefited by this decision. The recommendations would be implemented with effect from January 1, 2006. The WRC headed by Justice Lokeshwar Prasad (retd) submitted its report to the city government on December 10, 2008, which was further examined by a review committee. |
Girl found dead
New Delhi, September 23 Shabnam was found dead by her mother when she returned home after visiting some relatives. “There were marks on her neck and it looks like suicide. The body has been sent for the post-mortem and the cause of death will be known when report comes,” said the police. Meanwhile, the family says that their girl has been killed and the police is trying to shut the matter by calling it a suicide case. “Some body had entered the house with the intention of robbery or other motive and on resistance by our child, she was killed,” said
Javed, maternal uncle of the deceased girl. A forensic team along with dog squad reached the crime scene. According to police sources, a torn photograph of a boy was found near the body.

New Delhi, September 23 “Banzi Babatunde, a resident of Lagos in Nigeria, was arrested yesterday near NBCC Building at Lodhi Road with 1.017 kg heroin,’’ said DCP (special cell) Alok Kumar. Kumar informed that Banzi had come to India in 2006 on a tourist visa and had been staying here even after the expiry of his visa. He used to receive drug consignment from an Afghani national and send it to other countries. |
