Five Doon School students down with HINI
Dehradun, September 8 “We received a total of 12 medical reports of patients who were tested on September 5; reports of six are positive. Among those infected are Sumitra Devi, who has been admitted to the isolation ward of Doon Hospital, and five students of Doon school,” said Dr Pankaj Jain, Nodal Officer. The school authorities held a marathon meeting with the health department for initiating suitable measures to contain the spread of the disease. “Four boys with the HINI virus have been sent home and are recovering, while one has been quarantined at school,” said Piyush Malviya, school dean. It is believed that the students contracted the virus during the Doon School Model United Nations (DSMUN) Conference held from between August 21 and 23. |

Dehradun, September 8 Led by local councillor Sachin Gupta, BJP workers gathered at the Clock Tower and resorted to large scale sloganeering against the Union government before setting ablaze the effigy. Gupta alleged that infiltration by Pakistan, Bangladesh and the recent one by China revealed that the nation’s frontiers were not being guarded properly. Seeking resignation of the foreign affairs minister, BJP workers alleged that Congress government had always adopted a complacent attitude towards security matters. Mahanagar BJP president Sunil Uniyal Gama recalled the failure of the then Congress government to guard the nation’s frontiers during the 1962 Indo-China war. Kamli Bhatt, Rajkumar Tiwari, Rajesh Chowdhary, Pankaj Gupta and Deepa Shah were prominent among those who took part in the protest. |

Security up in Vikasnagar, bypoll tomorrow
Dehradun, September 8 Polling parties would be moving from Dehradun on September 9 and reach the polling stations by the evening. MA Ganapathy, Inspector General of Police (IGP), Garhwal division, today said four policemen would be deployed at each polling station instead of the two deployed earlier. “Since it is a single byelection, we can spare more forces. Apart from
the police, Provincial Armed Constabulary (PAC) men will also be on duty to prevent any untoward incident,” he said.
Meanwhile, political parties made last-ditch efforts to woo voters today. Chief Minister Ramesh Pokhriyal Nishank admitted workers from the Congress and other parties from Vikasnagar area into the BJP fold at a function held at the party headquarters today. Swami Yatendranand Giri, BJP party candidate from Haridwar Lok Sabha seat, was also present on the occasion. Nishank hoped that the entry of so many youngsters into the party would immensely benefit the BJP. While a win for BJP would ensure a majority in the state assembly, Nishank wants to ensure a victory in the first election that is being fought under his command. Meanwhile, both BJP and Congress leaders have held election rallies that were addressed by senior party leaders in the past two days. Senior BJP leaders of the state, including former Chief Ministers BC Khanduri (retd), Bhagat Singh Koshiyari and Nityanand Swami, along with several other ministers have addressed gatherings. Uttarakhand Congress chief Yashpal Arya, Tehri MP Vijay Bahuguna, Leader of Opposition Harak Singh Rawat along with some Congress legislators, including Pritam Singh and Tilak Raj Behad, have also been intensely campaigning for the party candidate Navparbhat. Independent candidate Munna Singh Chauhan has also campaigned vigorously along with his wife Madhu Chauhan who is Dehradun district president of zila panchayat. the Ganga and the Yamuna also witnessed rainfall
that led to a dip in temperature. Continuous rains disrupted daily life in Uttarakashi district with debris blocking the National Highway at several places. Bhagirathi River also witnessed a sudden rise in water leve, which even affecting power generation at certain hydropower stations. Communication services were hit. |

Talks fail, power corpn employees hold dharna
Dehradun, September 8 The employees of all the three power corporations of the state today organised dharnas at their respective divisional offices to press the government to take decision on the issue. Since the demand has been pending for long, the committee might observe indefinite strike if these were not accepted. But a formal announcement in this regard would be made after the proposed protest rally. In a release issued here, the committee members informed that a memorandum in this regard has been submitted to the Chief Minister Ramesh Pokhriyal Nishank through secretary, power. It reiterated that no action has been taken so far to remove the anomalies inspite of written representations to the CM by employees’ unions of three power corporations of the state. Even the reminders failed to elicit any positive response. Although the committee appreciated the implementation of the pay revision in March 2009, some anomalies existed in it that were related to the Fifth Pay Commission. Employees were under the impression that date of acceptance of revised salaries was extended from July 23 to August 16 because the government wanted time to study the anomalies. But no order has been since issued after expiry of this period. |

Civil Hospital staff crunch worsens
Roorkee, September 8 The health employees had opted for the parent cadre after Uttarakhand came into being. The state employees were given the option to choose the state for which they wanted to work at that time. Dr RP Badoni, CMS of the hospital, said that they would join duty in Uttar Pradesh in a week or two. The hospital houses the biggest blood bank in the state and only three lab technicians are looking after the affairs of the pathology lab and blood bank. Now, with the transfer of two technicians, the work of the hospital is bound to “One can imagine how a 100-bedded hospital that treats, on an average, over 500 patients daily apart from the ones who are admitted, would be run with only five nurses and one lab technician,” said Dr Badoni. In the hospital, the number of sanctioned posts of nurses is 11. “Against the requirement of 31 doctors, only 17 posts of doctors have been sanctioned. We have a requirement of 51 nurses to take care of patients round the clock,” said the CMS. A huge increase in delivery cases was witnessed in the hospital after the launch of ‘Janni Suraksha Yojana’ recently. “Over 200 deliveries take place in the hospital every month. The hospital has only two lady doctors. Two posts of senior nurse are lying vacant. “We have only one Emergency Medical Officer against the sanctioned post of three. In such a scenario, it is very difficult to cope with the rush of patients in the hospital,” said Dr Badoni. Due to staff shortage, the trauma centre of the hospital that was constructed at the cost of Rs 69 lakh (proposed budget Rs 3 crore) around 11 months before, is yet to start functioning. The CMS told that the authorities have been apprised of the problem and our demands to smoothly run the hospital which houses over 12 departments including surgery, medicine, ENT, gynaecology, radiology and pediatrics. |
Women panches need to get proactive: Experts
Dehradun, September 8 He was speaking at the inaugural session of the two-day workshop on ‘Role of Panchayati Raj Institutions in protecting Human Rights and Promotion of Democracy’ held today at Rural Litigation and Entitlement Kendra here. A total of 140 elected women representatives of panchayats from Bageshwar, Jaunpur and Pauri district participated in the workshop that was held in collaboration with the Taiwan Foundation for Democracy (TFD). Justice Sinha said, “Good governance can only become a reality if the panchayats adhere to full participation, rule of law, transparency, responsiveness, consensus orientation, equity, effectiveness, ability, strategy and vision.” He said that Mahatma Gandhi had envisaged Panchayat Raj institutions to be apolitical bodies but that did not happen. “Perhaps Karnataka is the only state in the country where political parties do not participate in panchayat elections. Retired Supreme Court judge Justice GN Ray, who is the Chairman of the Press Council of India, in his address stressed on the role of women representatives in strengthening the panchayats. He said, “Elected women representatives of panchayats need to play a proactive role and also ensure that human rights of their sisters are protected.” |

Time to focus on women literacy
Dehradun, September 8 He was speaking today at the International Literacy Day function held at the local Phool Chand Nari Shilp Inter-College. He said that the state has done well in the overall literacy average but now, the focus should be on making women literate. Dr Santosh, Project Manager, State Literacy Mission, said that the state should set its sight on achieving 100 per cent literacy and surpass Kerala’s record. Speaking on the occasion, Geeta Nautiyal, District Education Officer, said that the focus of the Sarv Shiksha Abhiyan was now on making slum children literate. She said that the problem can be addressed if students of schools and colleges take the pledge to at least make one child literate. City area Dehradun bagged the first prize for staging a play on literacy. The awards honouring neo-literates could not be distributed due to the Model Code of Conduct that is in place for the Vikasnagar byelection. |
Renu, Anjana to take part in UN meet
Dehradun, September 8 As many as 13 students from across the world are participating in the event. Renu Saklani (15) is a resident of Saklana village of Rudraprayag while Anjana Juyal (15) belongs to Sumerpur village of Pauri district. These girls will represent India at the convention. Both girls, apart from their studies, are associated with an NGO Sri Bhubaneshwari Mahila Ashram. Around 130 children of the NGO had prepared a charter that will be presented at the conference. The charter titled as ‘As We See It’ deals with several problems faced by children in remote areas of the state. The three points highlighted in it are sex discrimination, exclusion of mid-day meal in government schools and optional requirement of birth certificates. Former Chief Minister Maj Gen BC Khanduri (retd) today met the two girls and congratulated them on their achievement. He hoped that Renu and Anjana would bring laurels to the state in the future. He added that such endeavours should be encouraged so that the country can prosper in all respects. |

Centre okays Rs 1,400 cr for Song,
Dehradun, September 8 Construction of Jamrani dam has been hanging fire since the last 34 years and the Nainital district, including Haldwani, has been facing scarcity of irrigation and drinking water supply. According to a press release issued after Nishank’s return today, a consensus regarding both the projects was reached in the meeting between the CM and Bansal yesterday. A high-level meeting of the empowered technical committee would be held in this regard at New Delhi soon. The CM later told a delegation of Bharatiya Janata Party (BJP) workers from Haldwani that their long-pending demand would be met following approval of the Jamrani dam.
The delegation members thanked the CM for his efforts. Nishank hoped that the construction of Jamrani dam would start soon. He said the Union Water Resources minister had approved Rs 900 crore for the purpose, adding that with concerted government efforts, work on the project would be expedited. Similarly, Nishank said construction of the dam on Song river near Dehradun would be started soon as Rs 500 crore had been approved for it. After construction of the dam, the supply of potable water in Dehradun city and irrigation facility in the district would be augmented. |
Online stamp papers from Sept 12 likely
Dehradun, September 8 This will replace stamp papers required to deposit stamp duty on various instruments of incorporation and regulation of companies under Companies Act, 1956. The system is likely to be launched on September 12 only in the states that have given authorisation to the MCA for e-stamp generation. About 20 states, including Uttarakhand, and two union territories have done so to avail e-stamping facility for MCA services. However, applicants from other states will have to continue with the traditional stamp papers, said AK Pandey, Additional Inspector General, Stamp Duty and Registration Department, Uttarakhand. The new facility, which is part of the MCA21 e-Governance project covering all aspects of incorporation and regulation of companies, had been successfully implemented in 2006 but stamp papers remained the only paper transaction in MCA. At present, the processing of a new application is held up till the receipt of stamp paper documents even though e-forms reach the Registrars of Companies instantly. Since e-stamping facilitates hassle-free, transparent and efficient delivery of services in an anytime, anywhere manner, it promises great relief for entrepreneurs of a state like Uttarakhand which has no office of the Registrar of Companies (ROC). The applicants wanting to set up a new company here have to approach the ROC at Kanpur. It involves wastage of time and money, added Pandey who attended the recent meeting organised by the MCA in Delhi. For the state authorising it, the MCA will electronically generate the stamp papers through MCA21 system and collect payment on account of stamp duty from users. The money collected will be deposited in the state government’s account with the RBI. Necessary software for the purpose is being developed by the MCA. |

Dehradun, September 8 In the first semifinal, THS Mussoorie outplayed Doon School to win the match 3-2. Doon School played aggressive football right from the beginning. They scored their first goal in the 12th minute. THS Mussoorie had to struggle hard to find the
equaliser. It was Tampa in the 26th minute who scored the equaliser for his side.
At the end of the first half, both teams were locked 1-1. In the ninth minute of the second half, Tenzin scored for THS to make it 2-1. Their third goal came in the 10th minute through Kunga. Doon School tried to make a comeback in the game and scored in the 32nd minute of the second half through Vahin to reduce the lead. In the second semifinal between Tibetan Nehru Memorial School and Asian School, Tibetan Nehru Memorial School won 3-2. For Tibetan Nehru Memorial School, two goals were scored by Tenzing Younten in 20th minute of the first half and ninth minute of the second half. Their third goal was scored by Leedo in the 24th minute of the second half. Dehradun, September 8 The 6/8 Gorkha Rifle team failed to score against their weaker opponents.
They came close to scoring a goal on a number of occasions but could not convert their chances into goals. The second half was no different. Both teams launched attacks on each other’s goals but their forwards could not find the net. Meanwhile in the second match, Cantt Blue defeated Vijay Cantt 3-1. Vijay Cantt took an early lead in the match to score the first goal in the 20th minute. Cantt Blue found the equaliser in the 59th minute of the match through
Rahul. One minute later, Dipen scored the second goal for the Cantt Blue and in the 63rd minute, Manish made it 3-1 in Cantt Blue’s favour.
