HFUCTO rejects it, calls for stir

The Haryana Federation of University and College Teachers Organisations (HFUCTO) has rejected the revised UGC pay scales notified by the state government for university and college teachers in the state and given a call for mass casual leave from August 25 to 27 to register their protest.

Info chief’s law degree under scanner

The degree of law obtained by the Haryana State Information Commissioner has come under the scanner of the Bar Council of Punjab and Haryana. A resident of Naraingarh, Narender Singh, in a complaint lodged before the council, has alleged that Information Commissioner Ashok Mehta, while applying for licence for practice in the court, had concealed facts from the council.

Quashing the dismissal order passed against a cop, the Punjab and Haryana High Court has issued directions to the Haryana police to reinstate him into the service forthwith. Also, the cop’s dismissal from service after putting in 37 years of service led Justice Ranjit Singh to order a probe by Haryana Director-General of Police.

Notification issued on teachers’ pay

The state Finance Department has issued notification for the revision of structure of pay for the employees in the category of teachers and equivalent cadres in university and colleges in Haryana. The notification has been issued on August 20.

Tension in village as two communities clash

A dairy owner was murdered in the wee hours here today. The deceased, identified as Bhim Singh (47), was a resident of Dhanwapur village, near here. Sumer Singh, his partner, was also attacked by the killer(s).

HFUCTO rejects it, calls for stir

The Haryana Federation of University and College Teachers Organisations (HFUCTO) has rejected the revised UGC pay scales notified by the state government for university and college teachers in the state and given a call for mass casual leave from August 25 to 27 to register their protest.

Addressing a press conference here, president of the HFUCTO N.S.Kaushal alleged that the notification issued by the state government was a complete “distortion” of the notification of the Union HRD Ministry.Even the fitment table released by the government was not in consonance with the authentic fitment table of the UGC.

The notification was also a breach of the assurance given by Chief Minister B.S.Hooda to a delegation of the HFUCTO in the presence of Rajya Sabha member Ram Prakash that the UGC scales would be implemented in toto, he added.

Dr Rajbir Parashar, general secretary, HFUCTO, said resentment prevailed among university and college teachers and it had been decided to observe Teachers Day on September 5 as a “black day.” A demonstration would be held in Rohtak on August 27.

Dr R.S. Kundu, president, Haryana Government College Teachers Association, and Dr U.V. Singh, president, HCTA, have also criticised the state government for “distortion” in the fitment table and designations, violating the spirit of the MHRD notification. This deviation was not acceptable to the teachers at any cost, they added.

They maintained that the December 31, 2008, notification of Union HRD Ministry stated that Readers with three years’ experience would be placed in Pay Band 4, but the state government had tinkered with the recommendations to deny the Readers their due.

HFUCTO spokesman Bhagwan Singh Chaudhary said there was a clear mention of minimum pay for professors and enhancement in the retirement age but the government notification was silent on these aspects.The dilution of the UGC recommendations as also the watering down of the HRD Ministry notification had reduced the entire exercise of pay revision to a farce, he added. The Haryana Government had delayed the notification of revised UGC pay scales by nearly eight months and acted only when the HFUCTO gave a call for an agitation, teachers went on mass casual leave and announced the future course of action.

Later Rajya Sabha member Ram Prakash intervened in the matter and arranged a meeting of HFUCTO leaders with the Chief Minister.The situation was defused following an assurance by the Chief Minister that the revised scales would be notified by August 12. However, the notification issued by the government did not bring cheer to teachers and the situation was back to square one with the HFUCTO giving a call for agitation to get justice.

Info chief’s law degree under scanner

The degree of law obtained by the Haryana State Information Commissioner has come under the scanner of the Bar Council of Punjab and Haryana.

A resident of Naraingarh, Narender Singh, in a complaint lodged before the council, has alleged that Information Commissioner Ashok Mehta, while applying for licence for practice in the court, had concealed facts from the council.

Mehta, before he was made the Information Commissioner by the Haryana government last year, had been practising as a lawyer in Ambala after he was enrolled as an advocate in 1991 with the council. Before this, he was appointed as a bus conductor with the Haryana Roadways at the Yamunanagar depot.

While applying for the licence from the Bar Council, Mehta had claimed that he had passed his three-year LLB professional degree from Agra College, Agra, (Agra University) in 1989 as a regular student.

According to the documents with The Tribune, Mehta, who was an employee of the Haryana Roadways, was granted permission on December 11, 1986, to take his exams as a private student of law from Agra University. He was also told that the department would not grant any leave for pursuing his studies. Interestingly, Mehta was able to complete his three-year “regular” course of law in December 1989 without taking any leave.

According to information provided by the Haryana Roadways under the RTI Act, Mehta, after going on earned leave in December 1986 for seven days, never availed of any such leave till his study of law was completed in 1989. After his leave in December 1986, the next time he went on earned leave was in June 1991 only.

Now, it has become a mystery for the Bar Council to find out how he could have studied as a regular student in Agra University.

Mehta, however, said he had already got his licence cancelled and the allegation was politically motivated.

Bar Council president BK Goel said the licence of Mehta was cancelled on his request recently. However, in case he was found to the accused of filing wrong facts before the council at the time of applying for the licence, an FIR could be lodged against him.

Before this an inquiry has been initiated to find how Mehta managed to get a degree as a regular student when he could not have attended classes in Agra while being present on duty elsewhere, he added.

HC quashes Haryana cop’s dismissal

Quashing the dismissal order passed against a cop, the Punjab and Haryana High Court has issued directions to the Haryana police to reinstate him into the service forthwith.

Also, the cop’s dismissal from service after putting in 37 years of service led Justice Ranjit Singh to order a probe by Haryana Director-General of Police. He has been asked to find out whether an ex-parliamentarian’s intervention to protect the accused in a rape case led to the police official’s victimisation.

Dharam Pal was dismissed from service on the ground of getting a statement of the prosecutrix recorded in a court under Section 164 of the CrPC.

“One may wonder what offence he has committed to face dismissal and lose over 37 years of service,” Justice Ranjit Singh asserted.

“Such a strong reaction from generally known insensitive police would sound a bit out of place. A little peep into the background of course would disclose the reasons for this wrath. The reply filed by state to the petition would give an indication in this regard,” the Justice said.

“Ex-Member Parliament stationed at Delhi had made a complaint to the Director General of Police, alleging false implication of the persons in the FIR at the instance of DSP Deepak Saharan and his brother Chander Parkash. This led to an enquiry and finally an action against the petitioner….

“This background is enough for the Superintendent of Police to ignore fairness in exercise of his power. To him, this would look to be a gravest misconduct…. He would also not consider the petitioner was detailed to go to the court by the SHO and identify the lady for recording her statement….

“What misconduct would be on the part of investigating officer-police officer, if he takes the prosecutrix to the court to make a statement? No answer would be forthcoming to these posers. These did not invite any attention of the Superintendent of Police. This appears to have become misconduct, when Ex-member of Parliament intervened.

Allowing the writ petition, Justice Ranjit Singh asserted: “The order of dismissal passed against the petitioner is quashed. Direction is hereby issued to reinstate the petitioner into the service forthwith.”

Notification issued on teachers’ pay

The state Finance Department has issued notification for the revision of structure of pay for the employees in the category of teachers and equivalent cadres in university and colleges in Haryana. The notification has been issued on August 20.

According to the notification, the arrears of pay would be paid in two instalments.

The first instalment would be restricted to 40 per cent of the total entitled arrears of the employees becoming due within the period from January 1, 2006, and December 31, 2008, and would be paid in cash.

The entitled amount of the said first instalment would be worked out separately after fixing the pay in the revised structure and drawing and disbursing the same in terms of the revised structure anytime after September 1, 2009.

Orders for the mode of payment of the balance of the entitled arrears of the employee as the second instalment would be issued separately.

In case of promotion from one post to another in the revised pay structure, the fixation would be done as one increment equal to three per cent of the pay in the pay band and the existing grade pay would be computed and rounded off to the next multiple of 10.

This would be added to the existing pay in the pay band.

The grade pay corresponding to the promotion post would thereafter be granted in addition to this pay in the pay band.

In cases where promotion involves change in the pay in the pay band after adding the increment is less than the minimum of the higher pay band to which the promotion is taking place, pay in the pay band will be stepped to such minimum.

Tension in village as two communities clash

Tension prevailed in Thakurpura Kalalti village, 30 km from here, following a conflict between members of the two communities here today.

Deputy Commissioner Samir Pal Saro and SP Y Puran Kumar have been camping in the village along with a large number of police personnel to avoid any untoward incident. The administration is persuading both the communities to maintain communal harmony in the village.

The dispute between the two communities over the construction of a religious place in the village had been continuing for the past one month.

Members of a minority community wanted to construct a religious place in the village, which was being opposed by the other community.

Two days ago, SDM, Barara, Ashwani Mengi and DSP Ashok Kumar had summoned a meeting of both the communities. The members of the minority community agreed not to construct their religious place in the village and the matter was resolved amicably.

Today noon when a youth of the village, Om Pal Dhiman, was crossing the village’s street, a few members of the minority community allegedly attacked him. Om Pal sustained a minor injury. Later, members of the other community reached there and a clash took place between the two groups. Three persons belonging to the minority community sustained injuries and they were admitted to Medical College, Mulana.

Some of the villagers attempted to torch a few houses of the minority community, but they could not succeed as the police was present there.

According to the DC, the situation was under control. He said the matter would be resolved soon.

Boiler of power project lighted up

Chief Minister Bhupinder Singh Hooda lighted up the boiler of the first 600 MW unit of the prestigious 1,200 MW Rajiv Gandhi Thermal Power Project at Khedar in this district today.

Hooda said the unit would be synchronised with the northern grid within two months after the boiler light-up followed by coal firing as per the normal practice at thermal power stations. After the completion of all tests and procedures, the unit would start generating power on a commercial basis by December. Work on the second 600 MW unit was also proceeding according to schedule and it was likely to be commissioned before March next year.

R-Infra is erecting the plant as contractor.

He said the government was determined to add 5,000 MW installed capacity by 2012-13. Commissioning of the Khedar plant would prove to be a milestone in this endeavour. The plant would add 288 lakh units of power daily to the state’s grid.

He announced compensation of Rs 1 lakh each in the case of four Indian workers who lost their lives in a tragic accident which took place at the project site last week. This compensation would be over and above the compensation to be paid by the contractors.

After reviewing the progress of the construction activities at the site, Power Minister Randeep Surjewala said most of the major construction activities like boiler erection and turbine generator erection were going on as scheduled or ahead of schedule.

Dairy owner murdered

A dairy owner was murdered in the wee hours here today. The deceased, identified as Bhim Singh (47), was a resident of Dhanwapur village, near here. Sumer Singh, his partner, was also attacked by the killer(s).

The deceased’s wife told the police that her husband and Sumer stayed back at the dairy last night.

In the morning, when she reached the dairy, she found both of them lying in a pool of blood. Bhim had already died, while Sumer was lying in a critical condition.

The accused first reportedly fired at them and then hit them with an iron rod on their head.

The police has registered a case of murder.

With a caretaker government in place in Haryana following the dissolution of the Assembly, the process of winding up began here today.

Sources said the Transport Department, Haryana, in a communication to the Chief Parliamentary Secretary and the Parliamentary Secretaries, has asked them to send back their official vehicles latest by tomorrow morning.
