Computer Teachers’ Reluctance

The computer teachers across the district seems to be up in arms against the state Education Department following a decision of the authorities concerned to conduct an entrance examination for the teachers under the aegis of the Punjab ICT Education Society (PICTES) on July 5.

A notice in this regard was issued by the Director-General of School Education (DGSE), Chandigarh. The notice stated that the computer teachers in government schools would have to appear for the examination, failing which they would face suspension. However, the computer teachers said they were being forced to appear in the examination despite a promise of regularisation earlier.

Last year, 15,050 computer teachers across Punjab appeared for the entrance examination conducted by C-DAC, Mohali, of which only 85 teachers cleared it. The sanctioned posts were 1,500. And despite lower merit, 1,285 teachers were recruited which was followed by another group of 285 teachers later. At present, the authorities have asked 1,580 teachers across Punjab to appear in the examination.

“In Jalandhar, 115 teachers appeared for the entrance and only 15 passed. We have been asked to appear on July 5 once again,” said Pawan Sharma, adviser of the Computer Teachers Union, Punjab.

The rest of the computer teachers across Punjab who failed to pass the examination at that time were recruited on the condition that they would have to appear in the entrance examination in the next one year.

DGSE Krishan Kumar said the recruitment of teachers was approved at a meeting of the board of governors which was headed by the Chief Secretary at that time. “The decision was taken in the larger interest of the students and the teachers concerned,” he added.

While the computer teachers said they had not been provided any syllabus for the examination, the authorities concerned said everything had been made available to them. The DGSE said, “The syllabus is present on our official website ssapunjab.org. The teachers are trying to escape from the examination which is ridiculous,” he said.

Sharma said nearly 3,500 teachers in the state had so far resigned their jobs owing to false promises made by the education authorities. “Despite a promise of regularisation and better facilities, the fate of computer teachers hangs in the balance,” he added.

A majority of the computer teachers said they were forced to manage the show with makeshift arrangements. At present, there were about 500 computer teachers in the district. At the local government school, Talli Mohalla, a lone computer teacher was teaching at three different schools in shifts. Similar conditions prevailed at other parts of the district.

Route dispute: Army, residents still at loggerheads

The ongoing dispute between the Army and civilians pertaining to the usage of the route situated on the periphery of Dhina and Subhana village, Jalandhar, does not seem to be coming to an end as both the parties are at loggerheads over this issue.

The Army authorities have already dug up foundation of a wall right in front of the entrance of the houses, which has drawn flak from the residents.

While the residents of the lane from pillar number 22 to 23 maintained that the houses are within the reach of the lal lakir of the village, the Army authorities on their part maintained that the houses have been constructed on defence land, which is illegal.

Parvinder Kaur, one of the affected residents, said the Army authorities did not even bother to inform the gram panchayat before taking action against them. “Where were the authorities when we started constructing our homes years back? Had they intervened at that point of time at least we could have thought of some other option. We are rendered helpless and forced to accept their barbaric attitude,” she added.

The authorities also maintained that they had been requesting the residents of this lane to remove their encroachments, but nobody acceded to their demands. “Earlier too the authorities had put up wire mesh in front of our houses which we got removed after a lot of efforts,” said another resident.

Pal Singh, another resident, said, “Despite repeated meetings the authorities did not budge from their stand. We have been demanding that the passage should be provided and retained for the occupants of this village who are already using this route. The passage has been used by the residents of both the villages since the time immemorial.”

However, Balwant Rai, the sarpanch of the Dhina village, said station commander of Vajra Corps, Brigadier A.K. Sharma assured us of possible help in this matter. “We are hopeful of some necessary action soon,” he added.

Talking in this regard on the behalf of the army authorities, the defence spokesperson said, “The Army has taken this initiative due to security point of view. We are in possession of sophisticated army weapons, which we need to protect.

What is wrong if we are protecting our boundaries? Moreover, the construction of houses has taken place on defence land which is unlawful.”

However, he said, we have assured the residents that the passage would not be closed for public use. “The residents have another option of alternative way behind their houses which they are free to use,” said the spokesperson.

Freebie offers to attract students

With the opening of a number of colleges offering an array of courses to attract the meritorious students seems to have become an extremely difficult task.

The issue is driving the institutes to make freebie offers to get brighter stuff on their campuses, produce good results and improve academic records. With admission season at its peak, the institutes have already started advertising about their offers such as fee concessions, scholarship schemes, free foreign tours, free laptops and free books to the students.

The novel feature this time is that the offer does not necessarily go to those from economically weaker sections or are dependent on the parents’ annual income. Such offers are rather being made to all the bright students slab-wise depending on their percentage or rank in the qualifying examination, irrespective of the affordable factor.

The authorities of Lovely Professional University had gone ahead making an offer of free study tours to the USA, Europe, Singapore and Malaysia to all those scoring 80 per cent and above in class XII or above 20,000 AIEEE rank. Those attaining 75 to 79.9 per cent had been offered laptops in an advertisement issued last week. The university had offered to spend Rs 5.5 crore under the scheme to draw the youth who could have easily fallen prey to free foreign tour attraction.

But in a revised advertisement issued today, the university has offered scholarships to the first 1,000 enrolled students securing more than 70 per cent marks in the qualifying examination. Students aspiring to take admission in graduation courses of engineering, pharmacy, architecture and bachelor in hotel management and catering technology would be provided with a scholarship worth Rs 1 lakh per year in case they had obtained above 90 per cent marks in class XII or above 10,000 rank in AIEEE.

A press release from LPU mentioned that the scholarship would be extended throughout the course, provided they maintained a grade point of 8 on an annual basis.

There are different brackets of scholarship - Rs 75,000 for students scoring more than 80 per cent and Rs 50,000 for students scoring more than 70 per cent.

The scholarship would come in two parts as fee waivers in the first and second semesters.

The authorities of Doaba College have been circulating pamphlets giving details of fee concession and free books offer to the students getting above 66 per cent marks. The slab-wise concessions vary from Rs 1,000 to Rs 5,000 with offers of free textbooks throughout the session.

In a similar bid to get maximum enrolment of toppers in B.Tech, the DAV Institute of Engineering and Technology has played smart. It has surrendered 18 per cent of its 33 per cent management quota seats to Punjab Technical University.

Since the college is on students’ priority list, most of the high rank holders the Common Entrance Test would automatically join it.

Following non-compliance of its orders, the District Consumer Disputes Redressal Forum yesterday issued notice for conditional arrest warrants against the owners of an electronics company based at Sodal Road here for July 14.

The forum, in its orders passed on November 10 last year, had asked the owners of Mohindra Electronics, Preet Nagar, Sodal Road, to replace the defective Samsung refrigerator of complainant Kulwinder Singh or refund him Rs 8,700 with 9 per cent interest from the date of filing of complaint till the actual realisation. Even as seven months had passed, the owners had failed to compensate the complainant. It was on June 6 last year that Kulwinder of Baldev Nagar, near Kishanpura, had purchased the refrigerator. Hardly a few days after the purchase, he found that water had started leaking due to some defect.

He said he had made several complaints to the dealer requesting him for the rectification of the defect but to no avail. He said he made the last complaint on August 11 but the fridge was neither repaired nor replaced. The forum had to decide the case ex-parte as none appeared on behalf of the defendant. The members said they had no reason to disbelieve the affidavit filed by the complainant in support of his allegation. The forum had then called for replacement or refund with a compensation of 9 per cent rate of interest of the cost.

Months after non-compliance, the complainant filed an application under sections 25/27 of the Consumer Protection Act calling for the execution of the orders on April 21, 2009. Getting no respite for the consumer, the forum, comprising Surinder Mittal and Rakesh Kumari, yesterday issued notice for conditional arrest warrants.

In another case, the forum has directed ICICI Bank Ltd, Jalandhar, to issued a no-due certificate to a complainant who had deposited the entire loan amount for the Honda City car that he had purchased. The forum also entitled Sanjeev Kumar, a partner in Parkash Agro Food Products, Kapurthala, for Rs 10,000 as compensation and Rs 2,000 as costs of litigation.

In his complaint, Sanjeev Kumar said he had bought car (PB-08-V-4503) and started paying instalments regularly. He said he paid the entire remaining loan by depositing Rs 2,88,000 and there was no outstanding against the loan.

He said he asked the bank to give him a no-due certificate but the bank failed to issue the same. The counsel for the bank controverted the allegation saying that there was some outstanding amount due after the payment but he failed to prove in the statement as to how much amount was due. The complainant contended that there was no balance payment shown in the receipt. Finding clearcut deficiency in service, the forum passed the judgement in favour of the complainant.

‘Enact law for social security of scribes’

The Punjab Media Academy demanded urged the state government to enact a law to ensure social security for the journalist fraternity.

Academy President Baljeet Singh Brar stated this while speaking at a function which was held to honour distinguished journalists for their contribution.

Presiding over the function, a CWC member, Iqbal Singh, flayed the Parkash Singh Badal-led SAD-BJP government for the Ludhiana incident in which several SAD leaders had beaten a tehsildar.

Chairman of the Punjab Udyog Board Mohinder Bhagat, Barnala DC and writer Harkesh Singh Sidhu, Jalandhar DD Director Dr Daljeet Singh, journalists Jatinder Pannu and Satpal Manak also expressed their views. — TNS

In the heartland of NRIs where flaunting foreign culture has been a regular practice, newer trends keep emerging every other day. Till sometime back, an NRI youth enjoyed donning scarves, ties and T-shirts depicting foreign flags so as to have a distinct identity. Men wearing heavy gold chains and bracelets with gelled and highlighted hair formed a separate class. Use of French Limousine cars available on hire for bringing doli home too has been a part of the same phoren culture since the past few years.

The most recent one has been the trend of presenting garlands bearing dollars and other foreign currency notes to the NRI groom during marriages. Take a round of the stretch from PNB Chowk to Jyoti Chowk and one can spot seven to eight vendors busy stitching notes in unique patterns, adding on glittering threads and weaving them into long garlands.

While these men get orders for garlands bearing Indian notes almost daily, they tell that the demand for dollar garlands has just begun and is on a steady rise. Deepak, a garland manufacturer, says, “None of us deals in the money exchange business. Those wanting to get such garlands made have to bring the foreign currency notes along.”

Another garland maker, Pardeep Kumar, revealed, “Since most of such customers are NRIs, the deal often brings us a brisk business for we charge anything between Rs 200 to Rs 350 from them depending on the pattern and number of notes that have to be fitted in. The charges for the Indian note garlands are nearly 40 per cent less for the same job.”

While marriage parties are the most common clientele, there are other occasions too for which such garlands are made. Bhupinder Singh of Banga, who is settled in the US, was in Jalandhar two days back to get a similar garland made. “We have a Guru Punya puja at our place on July 7. People make different types of offerings. But I have a desire this garland before my Guru. I had brought dollar notes worth Rs 10,000 with me for the same purpose,” he said disclosing his plans.

At 27, Smriti Kapoor specialises in sports physiotherapy and has been the official therapist during various national tournaments. But she has many more facets to her personality. She is a rap artiste, a playback singer, lyricist, music composer and an anchor for DD Punjabi programmes.

A postgraduate in physiotherapy from Guru Nanak Dev University, she is currently serving as a lecturer in physiotherapy at Apeejay College here.

She has served as a sports injury therapist in the 33rd National Games at Guwahati in February 2007, All-India Police Games held in the PAP complex in November 2008 and Junior National Aquatic Championship at Guru Nanak Dev University in September last year.

At the Guwahati games, she was also part of the medical anti-doping committee.

Before taking up the college job, Smriti worked as the sports physiotherapist at BSF Hospital in Jalandhar cantonment. This does not end her professional achievements. She has won the best paper presentation award from among 36 participants from various countries at an international conference on sports medicine held at Pune in 2006.

She has eight publications to her credit published in reputed health journals. She specialises in pranayama, kriya and other mind exercises for combating anxiety among shooters.

Besides remaining engaged in academic pursuits, Smriti says she manages enough time to fulfil her passion in singing. She has composed and sung rap as a co-singer in Sukh Sarkaria’s number “Injh lagda mainu pyaar ho gaya”.

She has done rap for music director Daljit in numbers “Bhuleya ni jana satho mar ke ve yaara” and “Akhian”. She has even sung title songs for radio programmes “Fantastic Four” and a doli song for Punjabi movie “Viah Te Mein Karake Rahanga”.

A dynamic youth, she has been a host for a programme titled “Rawayati Sangeet” on DD Punjabi. She has also anchored a programme Khoobsoorat on DD Punjabi. Combining both her facets, she has delivered talks on physiotherapy on radio and TV on a couple of occasions.

Smriti’s stint in music began as a student at the school and college levels. She has won several trophies in singing events, including solo bhajan, western vocal and ghazal singing held during the Guru Nanak Dev University youth festivals. She has taken training from music gurus Siya Behari Saran, Vishwajeet Rana, Sukhdev Sagar and Dr Arun Mishra.

Apeejay students shine in B.Com (I) exam

Students of B.Com-I of the Apeejay College of Fine Arts bagged top positions in Guru Nanak Dev University. Jyotika Prabhakar and Garima Arora won the first position by scoring 78.67 per cent marks, while the second position was achieved by Kaveri Seth by securing 78.50 per cent marks.

Meanwhile, Nandini of BD Arya Girls College, Jalandhar cantonment, bagged top position in the college by scoring 451 marks out of 600.

Plantation drive

Students of the Paradise College of Education organised a plantation drive “Har manukh lavay ek rukh” on Monday. Students planted saplings on the college campus and pledged to save the environment.

English speaking

The KMV School of Communication organised a course on “English speaking and communication skills” level which concluded here recently. The participants were provided training in conversation skills and functional use of English. Apart from students, the classes were attended by housewives.

Traffic rules

A lecture on traffic rules was held at Kanya Maha Vidyalaya on June 21 for cadets at the annual training camp of two Punjab (G) NCC battalion. ASI Sewak Singh explained traffic rules to the cadets.

Power shortage
Wadala to meet Badal

Farmers of Doaba have been suffering a lot due to an acute power shortage in the four districts of Jalandhar, Hoshiarpur, Kapurthala and Nawanshahr, especially during the season of paddy sowing.

Veteran Akali leader Kuldeep Singh Wadala said the Punjab State Electricity Board (PSEB) was supplying power for not more than five hours a day when it had announced to supply power for at least eight hours.

The Doaba farmers irrigate crops only through tubewells. If power is not supplied regularly, the farmers of this region would be ruined, he added.

Wadala said he, along with a deputation of Doaba leaders from all political parties, would meet Punjab Chief Minister Parkash Singh Badal by June 27 to request him to ensure power supply to Doaba farmers for at least eight hours a day.

If the proper power supply was not restored within a week after his meeting with Badal, they would hold dharnas at all the four district headquarters of the region.

Implement labour laws: Trade unions to govt

Members of the Joint Action Committee (JAC) of the National Trade Union decided to urge the Ministry of Labour to implement labour laws in the region. A meeting in this regard was held here which was attended by various trade unions.

JAC convener Lalji Bharadwaj said the union would ask the government to implement the labour laws in letter and spirit. The union would also submit a memorandum in this regard to the Punjab Labour Minister.

The members also urged to take concrete steps for attendance of workers on registers in the factories at Jalandhar. “We have also mentioned the need to implement minimum wages in private sectors as the Assistant Labour Commissioner has failed in this initiative,” he added.

The house further resolved to stage a dharna against the Labour Minister at Hoshiarpur in the coming days in case no step was taken to redress the grievances of the workers.

Passport, when?

I applied to the Jalandhar Passport Office for the renewal of my passport on April 15, 2008, vide file No. 0012987. But till date they have neither send me my old passport nor the new one. I have send many registered letters and e-mails to the office but have not got any response. On its website they always write that “your passport will be dispatched within a week”. This message has been coming for the past 10 months.
