UGC notification blow to varsities
Sirsa, June 23 Chaudhary Devi Lal University, Sirsa, in particular, will lose half its strength in the distance education programme due to the notification, UGC (minimum standards and procedure for award of M Phil/ PhD degree), Regulation, 2009, issued by the UGC. The regulation has come into force with effect from June 1, 2009, the day it was notified in the gazette. The notification says notwithstanding anything contained in these regulations or any other rule or regulation for the time being in force, no university, institution deemed to be a university and college/institution of national importance shall conduct MPhil and PhD programmes through the distance education mode. Though Chaudhary Devi Lal University has not been conducting PhD programmes through distance education, its MPhil programmes have attracted students from far-off places in the country. Even PhD programmes were being conducted through distance education by some private universities. The university, which introduced MPhil through distance education in 2006-07, admitted more than 8,000 students in MPhil programmes in more than 16 subjects that year. Even science subjects that required practical training were included in the distance education programme that year. However, the university regulated the number of seats to 200 per subject and restricted MPhil to six subjects, Management, Commerce, English, Economics, Computer Science and Education from the next year. Despite a decrease in the number of students, MPhil students formed the single largest chunk of students of distance education as out of the 2,200-odd students of distance education of the CDLU last year, 1,200 belonged to the MPhil programmes. Likewise, other universities of the state, too, have a large number of MPhil students in their distance education programmes. The craze for MPhil programmes through distance education increased after the UGC exempted the condition of NET for candidates with these degrees for the appointment of university teachers. Confirming the receipt of the new regulation, Prof Sultan Singh, Director of Distance Education, Chaudhary Devi Lal University, said the university was in the process of deleting these courses from the prospectus. “Our draft for the handbook of information(HBI) for the distance education courses is ready and we were about to publish our admission notice. But now we will have to redesign our HBI,” he said. |
Building collapses after fire, 10 hurt
Gurgaon, June 23 Nearly 10 persons, including the District Fire Officer, firefighters and workers at the unit, were injured due to the collapse. According to sources, some persons may be buried under the debris. Smoke was coming out of the debris of the collapsed building even while the rescue and relief operation was on till the time of filing this report. While more than a dozen fire engines were deployed at the spot to extinguish fire, three were stationed there till late evening. District Fire Officer Hanuman Sihag said the unit stored highly combustible material like shoes, garments and large quantity of perfume, due to which the firefighting operation became a long and tedious task. “We had extinguished about 90 per cent of the fire by midnight, but shortly after there were two blasts in the basement when the perfume containers exploded around 1.30 am,” said Sihag. Though the officials at the Adidas unit are tight-lipped about any human casualties, Commissioner of Police, Gurgaon, SS Deswal conceded that a staffer of the company was reported to be missing. “However, no death can be confirmed till any body or survivor is found under debris,” he maintained. |
Demand to make Sanskrit compulsory in schools
Rohtak, June 23 Chautala was addressing the Haryana Sanskrit Evam Sanskriti Raksha Samiti’s activists, who have been sitting on a dharna outside the deputy commissioner’s residence here for about two weeks to press their demand for making Sanskrit a compulsory subject in the Haryana school curriculum. Chautala said his party would support the ongoing agitation till the end and would also provide all possible help to the samiti in this regard. The demands include continuation of the formula of counting the marks of best five subjects in the matriculation examination results, making Sanskrit language a
compulsory subject in the schools from sixth to plus two, creation of the post of Sanskrit lecturer in the 350 government schools, upgraded during the last four years in the state and release of the promotion list of Sanskrit teachers for the post of headmaster in government schools. |
IGNOU to have new regional centre
Karnal, June 23 Besides Chandigarh, the new regional centre will cater to the students of Ropar, Patiala, Mohali and Fategarh Sahib in Punjab, Ambala and Panchkula in Haryana and Una in Himachal. At present the regional centre for Haryana is located at Karnal and covers the entire state except Faridabad and Gurgaon, falling in the National Capital Region, and now Ambala and Panchkula will be attached to the Chandigarh centre. Similarly, the regional centre for Punjab located at Khanna has been catering to the entire state of Punjab and Chandigarh but now Patiala, Ropar, Fategarh Sahib and Mohali will be out of its jurisdiction and attached to the Chandigarh centre. In Himachal, Una was the only district to be attached to Chandigarh while the remaining districts will continue to be served by the Shimla regional centre. The notification for the Chandigarh regional centre was issued on June 15. It will become fucntional from July 1, Director, Regional Centre, Karnal, Ashok Sharma said. |

Sirsa, June 23 The project, which will ensure augmentation of the capacity of these water bodies besides ensuring the supply of irrigation water till their tail-end, will be completed at a cost of
Rs 5 crore. KV Singh, Officer on Special Duty with the Chief Minister, Haryana, presided over the proceedings. KV Singh said over 1,700 acres of the Dabwali area would start getting irrigation water till the tail-end. Earlier, addressing his first meeting with district-level officers at the mini secretariat, Tanwar said making Sirsa the number one district of Haryana would be his motto. “Providing quality education, good healthcare services, clean drinking water, uninterrupted supply of electricity, good roads and cleanliness to residents requires not only the commitment of officers but also coordination among different government departments,” the MP, who is also the president of the Indian Youth Congress, said. |
Cloned calf operated on, in fine health
Karnal, June 23 The cord, which was unusually thick, was swollen and making the calf uncomfortable. Now the calf is fine and taking the normal feed. The weight of the calf was 43 kg when it was born on June 6 and there was a normal increase in weight which had risen to 50 kg. A team of five doctors performed the operation, which lasted about 35 minutes. The calf was feeling more comfortable after the operation, said Dr Rameshwar, spokesman of the NDRI. The first clone under the buffalo cloning project under national Agricultural Innovation Project was born on February 6 this year but it died after six days while the second clone aborted after seven months and the scientists were extra cautious this time to ensure survival of

3 buried alive as earth caves in
Panipat, June 23 The three persons identified as Balbir, a resident of Dadlana village in Karnal district, Gopal, a resident of Lehrata village in Bihar, and Sudhir, a resident of Madhopur village in Bihar, were working at the site of private company that was constructing houses in the said sector. The three had descended into the septic tank to construct its walls. According to eyewitnesses, the septic tank had been dug quite deep. As the earth along the brinks gave in, a huge chunk of earth fell over the three, instantly burying them alive. Though other labourers tried to save the trio, their efforts proved futile. A team of police officials reached the spot and initiated rescue operations. However, the three had died by that time. The police has registered a case against the contractor under whom the three were working. |
2 youths drowned
Sirsa, June 23 The bodies of the youths were recovered by the police with the help of villagers and taken to the Civil Hospital, Dabwali, for a postmortem. The youths have been identified as Amarpreet, alias Rinku (19), and Pawan Kumar (18), residents of Dabwali village. According to reports, the two had gone to Maujgarh Head to participate in a function to lay a foundation stone, where Sirsa MP Ashok Tanwar and the OSD to the Haryana CM, Dr KV Singh, had addressed a meeting. The two started bathing in the BMB canal after the function and drowned. Some onlookers jumped into the canal to rescue them, but could not save them. |
