New Delhi, June 23
A 26-year-old software professional was arrested today for allegedly murdering the husband of his cook, with whom he had illicit relations. Rahul Dev from Bokaro in Jharkhand was arrested when he was stuffing his victim Diwakar Choudhary’s body into a gunny bag at his rented house in Pitampura of North West Delhi at around 2.30 a.m.

The police said Rahul, who is currently jobless, first slit Choudhary’s throat and then stabbed him with a butcher’s knife.

“Rahul then cut the body into five pieces in his kitchen and was packing them in the gunny bag when his three roommates returned from a party. They found blood all around the house and Rahul drenched in blood,” said a police official.

“His roommates immediately alerted neighbours and informed the police. Rahul was arrested from the house and the knife was seized from him,” said the officer. Choudhary, 24, was from Satna in Madhya Pradesh and worked as a rickshaw puller in Delhi.

According to the police, Rahul admitted that he had developed illicit relations with the victim’s wife who used to visit his house daily to cook food.

“Rahul said Choudhary scolded his wife and sent her to his village a couple of days ago, after he came to know about the illicit relations,” the official said.

“Rahul said he called up Choudhary for drinks at his house on Monday evening. After few drinks, a fight broke out between them. Rahul thrashed Choudhary and in a fit of rage he slit his throat. It seems to be a pre-planned murder. We have arrested him on the charges of murder,” the official added. — IANS

2 terrorists finally buried

Noida, June 23
The bodies of two terrorists killed in a gunbattle in Noida in the early hours of January 26 — Republic Day — were buried on Monday night.

The Noida police had preserved their bodies in a mortuary for six months while waiting for the Pakistani authorities to accept them. However, the Pakistani authorities had refused to accept them as Pakistani nationals.

Finally, the two terrorists identified as Abu Ismail and Ali Ahmad were buried near Sector-94 on Monday night.

Around 3 a.m. on January 26, a joint team of Uttar Pradesh’s anti-terrorist squad (ATS) and the Noida police had gunned down the two in a gun battle.

The police had recovered two AK-47 rifles, four magazines, 120 live cartridges, five hand grenades, nine RDX rods (equivalent to 1.5 kg RDX), some detonators and Rs 18,000 from them.

A Pakistani passport bearing the name Farooq and an address at Rahim Yar Khan district in Pakistan’s Punjab province was recovered from Ali Ahmad. While a Class-X student identity card bearing the name of Sameer, issued by Shivan Modern Senior Secondary School at Pushta, New Usmanpur in Pakistan was recovered from Abu Ismail.

The Noida police had requested the ministry of external affairs to ask Pakistan about the bodies. At the same time, some Muslim organisations of Noida came forward and vowed not to let the Pakistani terrorists’ be buried on Indian soil, particularly in Noida.

“We waited for six months for the authorities in Pakistan to come and claim the bodies but no one came forward. At last we had to do it on our own, as the bodies were decomposing,” Noida’s senior superintendent of police (SSP) Ashok Kumar said. — IANS

Bamboo classrooms — answer to DU’s space crunch

You have heard of bamboo houses, but classrooms? Yes, the idea has taken seed in many Delhi University colleges that are gearing up to cope with thousands of additional entrants amid an infrastructure crunch.

“We cannot keep waiting to hear from local bodies a permission for construction. The fact is the college needs classrooms and we have decided to build them with bamboo. The classrooms will have the capacity to accommodate over 45 students,” said Savita M. Dutta, principal of Maitreyi College.

Gargi, Sri Venakateswara, Daulat Ram, Maharaja Agrasen and Acharya Narender Dev colleges are also planning to greet students in the coming academic session with classrooms and canteens built with bamboo instead of concrete.

Last year, 42,000 seats were made available in the university whereas this year it will be extended to 49,000. The additional 7,000 seats were added across all undergraduate courses.

“In a meeting a month ago, vice-chancellor Deepak Pental suggested the use of bamboo as a material to build new classrooms,” said Sunil Sondhi, principal of Maharaja Agrasen College.

Meera Ramachandran, principal of Gargi College, said, “We are not sure how much time will be required to build these bamboo rooms; the plan is under consideration.”

According to DU’s administrative officials, the idea of these classrooms came from the bamboo hut canteen in the university’s south campus inaugurated a few months ago.

“Colleges like Sri Venkateswara, Gargi and Kirori Mal have got inspiration from the bamboo canteen and they plan to make classrooms from the same,” said Dinesh C. Varshney, deputy dean of students’ welfare (DSW), DU’s south campus.

The university has given thumbs-up to the proposed structures and has released funds for it. Each college will construct these classrooms on its own.

Seema Parihar, deputy DSW of DU, said, “We do not require clearance from the Municipal Corporation of Delhi (MCD) for building bamboo classrooms. The principals of colleges have made their presentations and money has been allotted to them accordingly.”

Many students, however, are not upbeat about the proposed bamboo classrooms.

“If the fees is the same, how can they put one set of students in bamboo shacks and others in the concrete rooms! There should be equal infrastructure provided for everyone,” said Nikita, a third-year student of Kamala Nehru College.

Another student who did not want to be named said, “There are private colleges where my friends study where they have some classes with asbestos sheet roofs. There, students had to face jeers like ‘oye slum JJ colony’ — that could happen in our colleges as well. I don’t like the idea.”

Shagun, another student, said, “It is not a good idea! I mean bamboo classrooms for Delhi’s extreme hot and cold weathers would be torture for us.” — IANS

Although Haryana Urban Development Authority (HUDA) and ‘Efficient Service’ do not seem to gel together in view of the state of affairs prevailing at the urban body’s offices across the state, yet an effort was made here today to bring these two together.

With a view to inducing transparency in the functioning of HUDA and fix accountability and time frame for the officials supposed to redress public grievances, the new HUDA administrator and former deputy commissioner Deepti Umashanakar organised ‘HUDA Efficient Service Camp’ at her office here today.

The camp, where as many as 85 complainants turned up to get their grievances redressed, was a sort of modern avatar of the open darbar. An e-mail address (hudaopendarbar@gmail.com) had been provided to enable the residents to register their problems online.

“The action taken on the residents’ complaints will be e-mailed to them and also uploaded onto the department website, www.huda.nic.in,” said Deepti Umashankar while talking to The Tribune after the camp. She added that from now on, such camps would be organised every Tuesday.

The administrator asserted that the underlying idea behind the move was to streamline HUDA’s complaint redressal system and redress the maximum number of complaints at the local level.

“Apart from helping redress the residents’ grievances promptly, we also hope to evolve a self-monitoring mechanism through these camps,” she maintained.

An estate officer, a district town planner and several other officials of HUDA’s engineering wing and other departments concerned were also present on the occasion to assist the administrator in prompt redressal of residents’ grievances.

The move elicited a positive response from residents’ bodies of HUDA sectors in the city. K.L.Chawla, senior vice-president of the Residents Welfare Association, Sector-4, welcomed the new system and said it was a step in the right direction, provided the decisions taken at the camp were properly implemented.

Budget ignores development: Mukhi

BJP leader Jagdish Mukhi today said that the budget tabled by finance minister A.K. Walia lacked focus and had no policy for the development of city. The budget was only a detailed report of the revenue and expenditure of the government, said Mukhi.

Mukhi said that before composing the budget, the government should have discussed its pros and cons with the planning board consisting of experts, academicians, senior officers and other knowledgeable people. But it seemed the government did not bother to do that and that was why the budget was full of lacunae.

Normally, every state allocates maximum fund for plan budget, but the Congress government in Delhi allocated more finance for non-planned budget. The Delhi finance minister has allocated 57 per cent of the finance for non-planned expenditure, while the plan budget is limited to only 45 per cent, said Mukhi.

With lesser plan budget, no development work would take place this year, he claimed.

Discussing the budget in the assembly today, Mukhi said that agriculture and allied services and co-operation head were totally ignored in the budget. Last year, the government had allocated Rs 15.9 crore for agriculture and allied services and Rs 1.3 crore for co-operation head.

Mukhi said the government had reduced funds for rural development, minor irrigation and flood control, general education, technical education, welfare of SC-ST and OBC and labour welfare.

Mukhi, who was the finance minister in the BJP government in Delhi, claimed that from 2002 to 2007 the average growth of tax revenue was 18.65 per cent, but now it was going down. In 2007-2008, it was 16.02 per cent and in 2008-2009 it has come down to 3.08 per cent.

He also said that the Sheila Dikshit-led government was under huge debt and had to pay Rs 3005 crore interest on loan taken by it from the centre and other agencies. The interest amount was 25 per cent of the total tax revenue, he said.

English entrance cut-off stays below 90%

Delhi University’s (DU) English department today sent the compiled results of Combined Aptitude Test for English (CATE) to all 12 colleges that had signed for the test.

The result is likely to provide a sigh of relief to students, as the cut-off has not gone beyond 90 per cent. “The topper has scored less than 90 per cent in CBSE. So the benchmark set is not sky-high. We have also considered 30 per cent of the marks scored by candidates in Class-XII exams,” said Sumanyu Satpathy, HoD, English.

The results were sent to respective colleges this afternoon, after the English department held a meeting. “The results would be uploaded on DU website tonight and the colleges would put up the cut-off list on their notice boards tomorrow,” said Satpathy.

There were speculations that CATE would increase competition in colleges which students, usually, do not prefer and whose cut-offs remained low. “No such thing has happened. The result is based on the marks scored by students in the test,” said Satpathy.

A total of 6,700 students had appeared in the CATE for 350 seats in English (hons). The colleges that had signed for the test are Delhi College of Arts and Commerce, Hindu, Indraprastha, Kamla Nehru, Maharaja Agrasen, Ram Lal Anand (evening), Satyawati (evening), Shivaji, Shyamlal, Swami Shradhanand, Zakir Hussain and Zakir Hussain (evening) colleges.

DU first cut-off list tomorrow

As less than 48 hours are left for Delhi University (DU) to release its first cut-off list, it’s time that applicants pull up their socks.

After the cut-off list is released at 10 a.m. on Thursday, students would be given two days to submit their fee and get themselves registered in the college of their choice.

Students who make it to the list have to submit their documents and fee from Friday to Monday.

Meanwhile, counsellors have advised students to keep their documents ready.

“Along with the college fee, students have to submit the original and photocopies of almost all documents they have since they passed out Class-X,” said Smriti, a counsellor at Delhi University.

Candidates must have Class-X and XII marksheet, passing certificate of Class-X and XII, character certificate, migration certificate, transfer certificate, five passport size photographs and OMR acknowledgements that they were given at the time of filing their application forms.

“These documents should be brought in original and photocopies and should be attested by the candidates. The original documents have to be submitted at the college,” she added.

In case a student does not have the required documents, she or he is advised to get a provisional document from his or her school.

Minor maid commits suicide in Gzb

Ghaziabad, June 23
A 16-year-old maid, hired only last week, allegedly committed suicide by jumping off her employee’s ninth-floor apartment in Ghaziabad today.

The girl, Pratima Singh, working in the house of HDFC bank manager Sulabh Srivastava, jumped off the ninth-floor apartment Mahagun Mosaic in Sector-4 in the town’s Vaishali area, according to superintendent of police (city) Rahul Yaduvendu.

Pratima had her dinner at around 9 p.m. on Monday after which she went to her room in the flat to sleep. When the family woke up around 7 a.m today, they found her missing. When they opened the balcony of her room, they found Pratima lying on the ground.

The girl is suspected to have committed suicide between 5 to 7 a.m. “The exact cause of her suicide is not known. We are talking to the employers and the girl’s family,” Yaduvendu said, adding no suicide note had been found.

Pratima was hired by the Srivastavas through a Delhi-based placement agency — Metro Jobs Consultant — and began work last Tuesday. Srivastava’s family has just three members — he, his wife and their three-year-old son.

Pratima was from Kultala village in South 24-Parganas district of West Bengal. Her father Soren Singh works at his small farm-holding in the state while her mother works in New Delhi. They had come to the national Capital to earn enough to sustain the family, a family source said.

Pratima was the youngest of three siblings and had studied till Class-IX. Her elder sister is married, while her elder brother is a farmer. — IANS

Rape in police station
Assembly demands inquiry

The Delhi Assembly today witnessed noisy scenes when senior Congress MLA Ramakant Goswami demanded Speaker Yoganand Shastri to constitute a committee to inquire the alleged rape of a woman in a police station in Inderpuri.

The MLA alleged that the police had taken the woman, who belonged to a poor family, to the station when they failed to arrest her husband in connection with a case. She was later allegedly raped inside the police station.

Chief Minister Sheila Dikshit, supporting the MLA, said that the case should be sent to the National Commission for Women so that they could also make an independent inquiry.

Leader of opposition Vijay Kumar Malhotra said that the incident was a serious issue and the government should take strict action. Delhi is called the crime capital and women do not feel safe in the city, he said.

BJP MLA Karan Singh Tanwar said that incident like this had not happened in the city for the first time and that recently a woman was allegedly raped inside the central jail.

Targeting the Chief Minister over the issue, he said that instead of taking action against the culprits, she was referring the case to the NCW.

Heat wave to continue

If you thought Delhi has turned into an oven and it can’t get any worse, the weatherman has bad news — it may get hotter over the next few days. The maximum temperature was a good five degrees above average — at 43.7° Celsius today.

“A heat wave condition continues to prevail over the national Capital due to hot westerly winds blowing from Rajasthan,” said an official at the Safdarjung meteorological department.

The temperature could go up on Wednesday. The Met department has forecast a maximum of 44° Celsius and a minimum of 31° Celsius on Wednesday.

The minimum temperature today settled at 31.9° Celsius, three notches above average. The temperature at 8.30 a.m. was 34.4° Celsius.

The high mercury levels have caused a power shortage across the city.

A senior Delhi Transco official, admitting to the power shortages, said, “The rotational loadshedding across the city today was between 20 to 300 megawatts.”

“The peak demand today was 3,848 megawatts,” the official added.

The Met officials said that the sweltering summer heat wave is likely to stay for a few more days following the delay in monsoon.

The monsoon has been delayed by 10 days and is now expected to hit the Capital by July 1. — IANS

Two interstate bag-lifters held

With the arrest of two bag-lifters of the infamous ‘Thak Thak’ gang, the South district police has solved eight cases of bag lifting.

The interstate gang has carried out operations in Delhi, Haryana, Chandigarh, Punjab and Gujrat.

The accused — Sunny (20) and Raja (25) were caught with Rs 4 lakh, two knives, a stolen driving license and several other stolen articles. They are illiterates and belong to a tribe of south India.

They said they mainly targeted vehicles parked in the parking area or on the roadside. They also targeted vehicles in which the driver was sitting inside.

DCP (South) HGS Dhaliwal said the gang followed a unique modus operandi. The gang members broke open the vehicle’s window and opened its door from inside. As a result, the anti-auto theft devices in the vehicle could not trace their movement and they managed to steal articles from the vehicle.

“Sometimes a gang member would lure the car driver by throwing notes of Rs 10 or Rs 20 near the car’s window. When the driver got distracted, the other gang members would decamp with the valuables kept in the car,” said Dhaliwal.

According to the police, the gang leader Shiv Kumar is a notorious bag-lifter and has network throughout India. He has been arrested by the police of Bhathinda (Punjab), Gujrat and Delhi. He has been involved in more than 50 cases of bag-lifting. Sunny is his younger brother while Raja is his relative.

MCD’s fund cut by 40 crore
Reduction due to civic body’s failure to fully utilise last year’s fund

The Delhi government has reduced the funds of the Municipal Corporation of Delhi (MCD) under the plan head account from 100 crore to 60 crore.

The reduction has been made in view of the MCD’s failure to utilise last year’s fund allocated under the account.

For the year 2009-10, MCD schools had demanded a budget of Rs 200 crore from the Delhi government for enhancing infrastructure. However, the government, overlooking the demand, allocated only one-third of the amount asked.

The MCD had this year demanded a total of Rs 321 crore— Rs 200 crore under plan head and Rs 121 crore for other educational schemes. However, the government granted only Rs 135 crore— Rs 65 crore for construction of schools and Rs 70 crore for other schemes.

“Our target was to make all the kaccha and semi-pucca MCD school buildings into pucca ones by 2010. But the government, instead of increasing the budget, has reduced our budget. This is a step-motherly treatment towards us,” said Prithvi Raj Sawhney, chairman of the MCD’s education committee.

Peon of Cong leader’s firm found dead in office

The peon of a construction firm was today found murdered in his office in village Jharsetli, near here.

One of the partners of the firm, involved in construction of roads on contract basis, is Congress leader Satbit Daggar.

The body of the peon, a native of Jharsetli, was found this morning. The murder, as per the evidence available, was committed late last night.

According to the post-mortem report, the victim was strangulated. The rope used to strangulate him was found near the body.

The police says that it has registered a case and the investigation was on.

Daggar, who is also a native of Jharsetli, said that the deceased was working with his firm as a peon for about three years. He was an alcoholic and did not have any enemy, Daggar added.

According to Daggar, the body was spotted by a servant who comes for duty in the morning. When he entered the office the front side was locked, but the rear side was open. He spotted the body near the staircase.

Rs 20-lakh hashish seized

Noida, June 23
Eight men and three women were arrested here for smuggling and selling drugs in the National Capital Region (NCR) and 100-kg hashish worth Rs 20 lakh was seized from them.

On Sunday night during a routine check at the Sector-8 check-post in Noida, the police stumbled upon a car carrying a man in an Army soldier’s uniform and three women, the police said.

“When the car was checked, some boxes containing hashish worth Rs 20 lakh was found,” superintendent of police Ashok Kumar Tripathi said.

The police took the four for interrogation. They confessed to have links with the notorious Shekhar Hari gang. They also said that they sourced the drugs from Orissa, Bihar and Nepal and sold them in Delhi and the NCR.

On a tip-off from former Assam Rifles soldier Gadi Ram Gohat and the three women, seven more persons were arrested, the police said.

The arrested persons were identified as Gadi Ram Gohat, Shibu Gohat, Lochan Gohat, Sauhaday Gohat, Boxer Bhera, Chahar, Raj Kumar, Devi Deen, Pushpa, Reena and Poonam. However, the mastermind of the gang Ram Babu managed to flee. — IANS

The spree of influenza A (H1N1) patients coming to the Capital continued on Tuesday, as four new confirmed cases of the infection emerged. Though, as per the National Institute of Communicable Diseases, the number of positive cases of the flu remained at three.

A Delhi health department official informed that the four new cases here included a 35-year-old man admitted to Ram Manohar Lohia Hospital, a 57-year-old lady undergoing treatment at Guru Tegh Bahadur Hospital, a 29-year-old woman quarantined in Madan Mohan Malviya Hospital and the fourth victim admitted to Baba Rao Ambedkar Hospital.

He said that the number of flu cases in the Capital might go up as three more suspected cases also came up in the day. All of them are males around 30 years of age. They have kept in the isolation ward of Deen Dyal Upadhyay Hospital (DDUH).

One of the earlier confirmed cases—a 66-year-old woman, who was reported to be critical due to lung infection, is presently stable, though still on ventillator, informed a doctor from DDUH.

“Constable Jaipal Singh fell on the tracks around 8.50 am and was hit by the train at the Civil Lines station on the Central Secretariat-Jehangirpuri underground metro stretch,” said a CISF official. Jaipal has been admitted to Aruna Asaf Ali Hospital in a critical condition.

Delhi Metro officials said the driver applied the emergency brakes after he saw a man in uniform on the tracks. The CISF trooper was immediately rushed to the hospital.

However, the officials denied commenting on the circumstances that led to the incident and said the matter was under investigation.

150 shanties gutted, 2 burnt to death

New Delhi, June 23
Two persons, including a three-year-old girl, were burnt to death in a fire that gutted at least 150 shanties in east Delhi on Monday, an official said.

The victims were identified as Muskan and 45-year-old labourer Shehzad. The fire broke out in the slums of Vishwas Nagar, behind the Karkardoma courts complex around 2.30 pm, the police said.

According to the officials, a couple of gas cylinders kept in the shanties also went off, which further resulted in spreading the flames. At least 18 fire fighting engines were pressed into the service and fire could only be controlled around 6 pm.

“The cause of fire is being ascertained,” said a police officer. — IANS

Fraud victim ends life

New Delhi, June 23
A man, allegedly duped of large money by businessman Subash Aggarwal, allegedly committed suicide after he came to know about the fraud.

Ashok Gupta, 25, consumed poison at his Aman Vihar house in at 3:30 p.m. He was rushed to the Sanjay Gandhi Memorial Hospital where he died during treatment.

Aggarwal was arrested by the economic offenses wing (EOW) on June 13 for cheating people to the tune of a billion of rupees. — IANS
