NDA are overall champions

The Overall Hexagonal Cup Championship trophy was bagged by the National Defence Academy (NDA). The Indian Military Academy (IMA) won the Hexagonal Basketball Trophy. In the final, IMA defeated NDA by 17 points. It was a closely contested final between the IMA and NDA.

Following much hue and cry, Uttarakhand Congress spokesperson Suryakant Dhasmana today submitted his resignation to state party chief Yashpal Arya in connection with the firing incident on statehood agitators in 1994.

After the Rampur Tiraha incident at Muzzafarnagar in Uttar Pradesh where Uttarakhand statehood agitators proceeding towards Delhi for a rally were fired upon by UP police, there was great resentment against the UP government led by Samajwadi Party.

The violent mob had attacked the house of Dhasmana, then a Samajwadi Party leader, on October 4, 1994, following which UP police guards opened fire.

Rajesh Rawat was killed while Rajiv Mohan was injured in the incident. It was alleged that Dhasmana was responsible for the firing.

Later, all the cases of violence and police firing during the agitation were referred to the Central Bureau of Investigation (CBI) by the Allahabad High Court. The CBI had subsequently filed a chargesheet against four policemen for firing and Dhasmana for ordering the same.

The CBI also chargesheeted four statehood agitators for violating curfew order and attacking the house of Dhasmana.

However, the case against statehood agitators was withdrawn by the state Congress government after permission from the Central government.

But the case against Dhasaman and the policemen was on. The present imbroglio started following the statement of Rajiv Mohan, an eyewitness in the case. He stated that he saw policemen and Dhasmana firing on the agitators.

In the present scenario, this had become a potent election issue for the political parties, particularly the ruling Bharatiya Janata Party (BJP) and its alliance partner Uttarakhand Kranti Dal (UKD).

"The case has been on for the past 15 years and it was on my petition in the Nainital High Court that the case was expedited. I have submitted my resignation so that my party does not feel embarrassed during elections. I have requested the state party chief to give me responsibility only after I am exonerated of the charges," he said.

Meanwhile, Yashpal Arya said a decision on the issue would be taken soon.

CM’s pride at stake in Pauri

A keen contest is on the cards for the Pauri-Garhwal constituency during the ensuing polls, as the seat has produced Chief Ministers, Union Cabinet Ministers and State Ministers during earlier times.

One of the distinct feature of the constituency is that people here vote in accordance with the national agendas and don't seem too perturbed by local issues.

Till the 1970's, Pauri Garhwal constituency remained a bastion of the Congress party, whose candidates won from here in 1952, 1957, 1962, 1967 and 1971. Bhakt Darshan won the first elections. The Congress had such an impact that even a candidate of the stature of Vir Chander Singh Garhwali could not win the Pauri seat during the 1962 Lok Sabha elections as a CPI candidate.

But the magic of the Congress began to fade after the 70's, with a nationwide criticism of the party due to the alleged atrocities committed during the emergency. As a result, the Janata Party won with a whopping 70% votes.

However, the Congress regained the seat after controversial election with former Chief Minister of Uttar Pradesh Hemwati Nandan Bahuguna winning from here. In 1984, Chandra Mohan Singh Negi was voted to power.

But in 1989, due to the Hindutva wave, Negi joined the Janata Dal and the Congress lost the seat.

Subsequently, the Bharatiya Janata Party (BJP) secured a thumping victory in 1991, when the present Chief Minister BC Khanduri contested for the first time. He defeated Satpal Maharaj of the Congress. However, Maharaj equalled the score in 1996 and was appointed Union minister of state (Railways) in the Inder Kumar Gujral government. With the government breaking down and paving the way for 1998 general elections, Khanduri regained the seat and became the Union cabinet minister for Shipping, Road and Highways in the Atal Bihari Vajpayee government.

In 2004, although the BJP faired poorly in the whole country, in Pauri, Khanduri won over his Congress rival Lieutenant General Tej Pal Singh Rawat (retd) by 40,000 votes. Byelections were held here in 2007, after Khanduri was appointed the Chief Minister of the state and had to vacate the seat.

It was keen tussle, in which BJP's candidate TPS Rawat won by a slender margin of 4,000 votes against Satpal Maharaj. His victory was largely attributed to a large chunk of postal votes he secured.

This time round, the fight for the seat is likely to be more intense after the fresh delimitation has put Dehradun out of the purview of the constituency, which would work in BJP's favour.

Now, Ramnagar seat, which was previously in Kumaon division, is in Pauri, along with DevPrayag and Narendra Nagar divisions.

With Khanduri hailing from Dhumakot, a win from Pauri constituency has become an issue of prestige for him.

Notably, there are more women voters in this constituency and the party that secures a win has to be in their good books. However, no women candidate has won from this seat.

Another factor that is likely to play a major role is the presence of a large population of ex-servicemen and their dependents in the constituency.

5 volumes of Nirkut Project complete, says Punjabi University VC

Dr Jaspal Singh, Vice Chancellor, Punjabi University, Patiala, today said the Nirkut Project, underway to trace the historical evolution of every single word used in Guru Granth Sahib, will be a path breaking achievement for the Patiala University that is providing assistance to the Dr Balbir Singh Sahitya Kendra, here.

“The scholars have already completed work on five volumes and they will compile 20 volumes in total.

“Since the work is ambitious we have not set any deadline for the completion of the project,” he said.

He was speaking at a seminar on the subject of ‘Shabad-Guru’ dedicated to the tercentenary of Guru Granth Sahib’s coronation held at the Punjabi 
University.

Singh said to mark the tercentenary celebrations of Guru Granth Sahib the University had decided to organise a series of seminars at all the 12 centres.

“The Patiala University is also spearheading a pioneer project on Guru Granth Sahib. Scholars are now engaged in the compilation of monographs on the different aspects of Guru Granth Sahib that would be completed by the end of July,” he said.

Drawing a clear distinction between Shabad and Vani, Dr Harbajan Singh said both have enriched the Guru Granth Sahib. While shabad exists in the form of bhaav, vani is voice or vachans of the Gurus that can be compiled in the Granth form.

He said Guru Granth Sahib is the highest form of divine expression combining the power of Shabad and Vani. “While all languages have one bhav (meaning), Vani can be both good and bad but its exalted form is Gurubani,” said Dr Harbajan Singh while presenting his paper on Shabad and Vani at a seminar.

In her paper, Dr Jaspal Kaur of Dehradun Kendra shed light on some of the historical sikh sources on the importance and evolution of Guru Granth Sahib.

She said one is a non-Sikh if he does not study Guru Granth Sahib. “In the 18th century, the Sikh community went through terrible times for their faith in Granth Sahib,” she said.

On the other hand, Dr Daljeet also attached with Dehradun Kendra while presenting paper on Shri Guru Granth Sahib said the sikh values continue to guide 
the society.

“Guru Granth Sahib speaks about selfless service without worrying about the fruits. One has to repose faith in the Guru and not bother about the rewards.

“Guru Har Rai, the seventh Guru, held a free dispensary for the poor such acts of piety need to be emulated by the common people,” he said.

At the end of the seminar Mohinder Kaur honorary director of Punjabi University, Dr Balbir Singh Sahitya Kendra said the centre observed the centenary in a novel way by organising a feast of Shabad and Sangeet.

Earlier, Guru Granth Sahib Ka Raag Parv was also held where renowned artistes like Roopinder Kaur (vocal), Gursharan Singh (sitar) Rajiv Marathe (vocal) and Ajit Singh (veena) presented a soothing performance.

Soon, drug and food testing lab

Decks have been cleared for the opening of the first Food and Drug Testing Laboratory in Rudrapur from next week.

Delays and shortage of manpower had stalled the project that is expected to strengthen the hands of the Health Department that was forced to send the food and drug samples to Kolkata and Lucknow.

Built at a cost of Rs 4 crore the State government has spent on the construction of a building while the equipment has been installed by the Central government.

In the absence of a laboratory in the state the samples were sent to Central Drug Laboratory in Kolkata or to Lucknow.

“But due to the rush at these central laboratories, one had to wait for several days to get the results of the samples.

“At a time only 100 samples were tested at these laboratories that did not serve our purpose.

“The Central government directed states to set up their own laboratories. The process was started in 2003 and has picked up pace now. The state also received assistance from the World Bank,” said Dr Prem Lata Joshi, director General Health.

The government has appointed JR Dhayni, as government analyst (Drugs) on deputation and two analysts have also been appointed, on deputation, who will be working under the chief medical officer, Doon Hospital.

The laboratory has been fitted with GLC, spectrophotometer and PH meter. “Initially, we will be testing 100 drug samples in a month. As we have not been able to appoint a food analyst, only drugs samples will be tested here,” said DD Upreti, state drug controller.

He said that with the launch of the laboratory samples could be tested and disposed off quickly and there would also be a greater control on the activities of drug manufacturers and chemist stores selling spurious medicines.

Voters here are unhappy with Uttarakhand Power Corporation Limited (UPCL) targeting them for realising outstanding power dues, while looking the other way when it comes to powerful politicians.

According to UPCL records, several political bigwigs of the state, including ministers, MLAs belonging to BJP and Congress as well as their senior party leaders residing in official houses in Yamuna Colony and Subhash Road, together owe more than Rs 35 lakh on account of outstanding power bills. The payment is pending since 2001 in some cases. Notably, the UPCL is facing a loss of Rs 200 crore.

Since the issue has cropped up during the election time, it has become a cause of public resentment even as the payment has to be made by the government estate department. “It is sheer discrimination that power is disconnected in the case of any common defaulter, but the same does not happen to political bigwigs. After all, the cost of power consumed by them is paid from the taxpayers’ money,” said Rupesh Agnihotri of Rajender Nagar.

Anil Srotia of Dalanwala area wondered why the UPCL felt powerless in recovering the dues from such defaulters, even as it has launched a special drive in which recovery camps are being organised in different localities to realise the pending bills from individuals. UPCL MD Jagmohan Lal, however, said this was not the case. “The process to recover pending bills from them is on. It may take some time,” he said.

XEN Electrical and Mechanical Division, PWD, Lalit Verma informed that the pending bills dated between 2001 and 2008 were sent to his office about a week ago. No current bill was pending since he joined last November.

Bigwigs likely for SP rally

Mulayam Singh Yadav, Laloo Prasad Yadav and Ram Vilas Paswan would jointly launch the election campaign of Samajwadi Party in Uttarakhand during a rally in the second week of April.

National general secretary of Samajwadi Party Vinod Barthwal said the date and venue of the proposed rally would be decided after a nod from the party high command, although it is likely to be held in Haridwar, the SP stronghold from where its Uttarakhand unit president Ambrish Kumar is the candidate.

Rajinder Badi is the sitting party MP from this seat. Besides Haridwar, the party has given the Nainital ticket to former UP minister Prem Pal Singh. The names of candidates for the remaining three seats would be decided in the coming 3-4 days.

As the state leadership has predicted victory of its candidates from both seats, it has planned to bring in Bollywood actors-turned politicians for campaigning. “Our central leadership has accepted the request made by state leaders at a recent meeting of the national executive in this regard. Jaya Prada, Sanjay Dutt, Jaya Bachhan and popular Bhojpuri singer-actor Manoj Tiwari will be our star campaigners,” said Barthwal.

Interestingly, besides the national manifesto of the party, the state unit has also decided to release its own state-centric manifesto. “The idea is to highlight our party’s development agenda specifically on the issues related to the hill state and its people who have suffered at the hands of the Congress and BJP governments. Both parties have neglected the aspirations of people who waged a sustained struggle for a separate state,” said Ambrish Kumar.

To expose both parties, the SP leaders announced to make public the enquiry report about police firing that took place in Haridwar in 2004 during the Congress regime. They accused the ruling BJP government of sitting on the report.

“We are trying to obtain a copy of the report under the RTI and make it public during the campaign,” said Barthwal. Meanwhile, a BSP leader of Haridwar Haneef Ahmed Ansari joined the SP as its state general secretary. Barthwal said all leaders joining the SP fold would be given respectable positions.

Terming famous Hindi poetess Mahadevi Verma as a first feminist philosopher of India, prof Pandey, ex-president, Indian Languages Department, Jawahar Lal University, said she was not only a popular literary figure of her times but also stirred the consciousness of society.

“She was a far ahead of her times,” he said. “Her writings are not only revolutionary in approach but also sensitively dealt with issues that may have disturbed her,” said prof Pandey.

He was speaking today at a function “Lok Geet Mey Stri”, held jointly organised by Mahila Samakhaya, Uttarakhand, and Mahadevi Verma Sarjan Peeth, Kumaon University.

Prof Pandey said she was the only one among her contemporaries who was directly connected with the freedom movement.

“She was personally in touch with Mahatma Gandhi, Jawaharlal Nehru and also distributed literature related to the Indian freedom struggle,” said Pandey.

On the other hand, prof Vishwanath Tripathi, renowned Hindi critic said Mahadevi Verma was against any exploitative tendencies of our society and would have been perturbed with the emerging new global order, an off-shoot of capitalism.

A souvenir magazine commemorating the literary achievements of Mahadevi Verma was also released on the occasion.

It may be mentioned that the Kumaon University has taken over the house owned by Mahadevi at Ramgarh and is developing it as a literary centre.

Gush Cricket Club won its second consecutive match at the 2nd Uttarakhand Cup by defeating Uttarakhand Police Cricket Team by a huge margin of 118 runs here today.

Gush Club was off to a flier after it decided to bat first. Its opening pair scored 32 runs in the first five overs. Opener Ankur Julka played a steady knock of 45 runs off 55 balls. The other opener Sagar Sandhu made 14 runs.

It was Manav Sharma who accelerated the run-rate and helped his team reach 244 runs in the allotted 40 overs.

Manav made a blazing 101 runs off 73 balls, hitting 14 fours. For Uttarakhand Police, Ravindra and Lalit picked up two wickets each.

In reply, Uttarakhand Police opener Yogendra Chauhan gave his team a fine start. He made a steady 59 runs off 74 balls hitting three fours and one six.

But no other batsman occupied the crease for long and the whole team was out for 127 runs.

Gush Cricket Clubs bowlers bowled a tight line and length not allowing the Uttarakhand Police batsmen to free their arms.

For Gush club, Sarabjeet did the major damage and claimed five wickets in his 3.5 overs. Sandeep took two wickets.

IMA’s cycle expedition ends

A week-long cycle expedition of Indian Military Academy concluded today. The expedition team members returned back to the Academy from Shimla. Lauding the participants on their successful completion of the expedition, Lt. Gen. RS Sujlana flagged in the expedition.

He said adventure was a integral part of Army life.

Team leader Maj. Abhishekh Jha termed the expedition as a wonderful and adventurous one.

“On our way, we met lot of people and appraised them about Indian Military Academy. We had also interacted with primary and middle school children in Harbertpur, Subathu, Solan, Nahan and Shimla,” said Major Jha, “The response was overwhelming.”

The aim of the expedition was to create awareness among the youth all over the country and to inculcate volunteer spirit to join defence forces and also to project the glorious part of the Indian Military Academy.

These daring adventure activities by the officers and Gentlemen Cadets of the IMA reiterate the fact that adventure is a way of life in the Army and has a long standing tradition of fostering the spirit of adventure amongst all ranks.

Adventure constitutes an essential component of military training and these activities develop Esprit-de-corps and leadership qualities which are essential during war and peace.

The Indian Military Academy (IMA) won the Hexagonal Basketball Trophy. In the final, IMA defeated NDA by 17 points.

It was a closely contested final between the IMA and NDA. In the first quarter, IMA managed to take a two-point lead (19-17).

IMA played an attacking game to increase the lead to eight point making the score 39-31.

Thereafter, it was no looking back for IMA who led 55-37 at the end of the third quarter. IMA wrapped up the match at 73-56.

Gentleman cadet SS Wajwa scored the highest points (24) for IMA whereas cadet R Kaushik scored 16 points for NDA.

Earlier, in the Hexagonal cross country, NDA athletes won the first three positions: cadet Hridaya stood first, cadet V Bhardwaj settled for second position and cadet Praveen Kumar had to be satisfied with third position.

Yoga student’s body found

The body of a student of yoga at the Dev Sanskriti University here was found in the Ganga today. The student was identified as Ravi Pratap (18 years) and was a resident of Dhampur Bijnor in Uttar Pradesh.

According to Ravi Pratap’s friends, on Wednesday, he, along with a group of friends, visited the Ganga ghats. Ravi drowned in the river and his friends could not save him. The university administration came to know of the incident that evening.

Even after two days of search operations by the special trained police life-savers, the body could not be found. Early morning today, the body was found hinged to the river side. According to the post-mortem report, drowning was stated as the cause of death.

To put forward the concerns of industry in Uttarakhand, Prantiya Industries Association met Dr Ajay Gairola, member secretary of Uttarakhand Environment Protection and Pollution Control Board, on Tuesday.

Led by NP Dewan, state president of the association, they sought special efforts towards review of the Doon Valley Notification of Forest and Environment Minister Order of 1989 asserting that the Act that was implemented then had no relevance now due to technological advancement.

The members also sought a quick action plan for redressal of pending cases with the board.

Dr Ajay Gairola assured the delegation that he would promptly look into their concerns.

Elephant calf dies

The elephant calf that was injured in a tiger attack in Corbett National Park a fortnight back passed away today despite efforts on the part of Pantnagar veterinarians.

According to Corbett warden DS Rawat, the elephant calf, which was grievously injured in a tiger attack on March 11, died today after a long battle for survival. The calf had been undergoing treatment at the veterinary hospital at Pant Nagar University.

A team of veterinarians led by Dr Rajiv Singh operated on the pachyderm twice but could not save it as the swelling on its hind legs continued to grow each passing day. “Prima facie, the calf died of infection,” the vets observed. However, the post-mortem report is awaited.

Meanwhile, the calf has been buried by the Pantnagar hospital authorities.
