With an aim to facilitate the formation of a third front in Uttarakhand, the state units of the CPI and CPM today jointly asked Uttarakhand Kranti Dal (UKD) to pull out of the BJP-led coalition government and join hands with them. Leaders of the Left parties are of the view that in the context of emerging possibilities of formation of a third front at the national level, a similar arrangement can we worked out in the state as well.

It will be restored as soon as data update is received from the concerned departments. Inconvenience to users is regretted”. The above message could be seen while visiting at least 22 per cent websites of the various departments while surfing the state portal Uttara.

The DAV (PG) College website has lot of anomalies, that has added to students problems. Hundreds of students had to rush to college to get their admit card at the last moment as they failed to get these on net as said by the college website.

With an aim to facilitate the formation of a third front in Uttarakhand, the state units of the CPI and CPM today jointly asked Uttarakhand Kranti Dal (UKD) to pull out of the BJP-led coalition government and join hands with them.

Leaders of the Left parties are of the view that in the context of emerging possibilities of formation of a third front at the national level, a similar arrangement can we worked out in the state as well.

But for this to happen, the UKD leadership should immediately take a clear decision about withdrawal of support to the government. Both parties think that UKD has no option but to be part of the third alternative to regain lost political ground.

After the 2007 polls, UKD supported the BJP with its three legislators to help form the government. Chief Minister BC Khanduri took Diwakar Bhatt as the cabinet minister while official positions were given to two key party leaders.

Now, despite pressure from various quarters, the UKD leadership has failed to take a decision on withdrawal of support to the BJP. “The continuing dilemma will do no good. The sooner UKD leadership decides on the issue the better, or else it will face a serious crisis of maintaining its political identity,” said state CPI secretary Samar Bhandari.

He said the possibility of a third alternative in the state had emerged from sharpening inner contradictions in the BJP-led government. Independent legislator from Pauri Assembly constituency Yashpal Benaam has already withdrawn his support.

The strong dissent shown by BJP legislator from Vikas Nagar Munna Singh Chauhan is another headache for the party. To cap it all, there is palpable dissatisfaction among masses with the performance of the government, which makes it vulnerable to anti-incumbency factor.

Should UKD becomes a willing partner in giving shape to the third alternative, both parties will have no qualms in accepting its leadership to pose a joint electoral challenge to the BJP as well as Congress.

“We accept that UKD has a larger vote base in the state as compared to us. We have no problem in supporting its candidates, but it should first shed the confusion over continuing support to the BJP,” said CPM candidate from Tehri Bachhi Ram Kanswal. CPI has fielded Lalita Prasah Bhatt from Pauri Garhwal seat. The former had unsuccessfully contested for the seat in 2004 Lok Sabha election, while the latter did not contest at all.

Government website remains blocked

The above message could be seen while visiting at least 22 per cent websites of the various departments while surfing the state portal Uttara.

The blocked sites also include the most important public interest departments of Rural Development, Social Welfare and Information and Public Relation.

As many as 26 sites out of the total 119 sites of various government departments have been blocked since February 15 last year. But no step has been taken to restore them. The departments concerned have taken no interest to provide the updated information to the portal administrator, who then left with no option but to block the sites.

“Just see the lethargy of the concerned authorities. Despite asking repeatedly, these departments take no interest in sending the required data. So we are forced to block the sites,” said HK Verma, deputy director of IIT-Roorkee.

The issue was raised last year by the IIT team following which the then secretary of IT Department, Shatrughan Singh ordered all the departments on February 8, 2008 to provide the update information to the portal administrator. On February 15, last year he asked the portal administrative to block the sites of all the departments, who were not providing the data.

The portal administrator had to block all the 114, the total number of sites last year, including the IT Department’s site as all the departments were found offenders on the issue. While the others have started sending data after that, a total of 26 sites are still blocked. The state portal has 15 sub-portals, 233 websites, and 3,377 governement orders besides all the required information about the state. 

Another leaves students in lurch

The DAV (PG) College website has lot of anomalies, that has added to students problems. Hundreds of students had to rush to college to get their admit card at the last moment as they failed to get these on net as said by the college website.

Website misspelled the names of students and their parents that forced students to rush to college to avail their admit cards from the website.

Rajesh Rawat, a student leader, said, “College affair is badly managed, with too many loopholes in its working. Just a day before the examination student are made to rush to the college to collect their admit cards. The website is of no use to the students as most of them have to come to the college to get their admit card after they failed to get it from the net due to various reason.” Most of the B.Com students had to hang around in the college till the afternoon today to their admit cards despite the fact that they have their exam tomorrow.

NSUI student leader, Jaswindar Singh said these students had submitted their forms two day back, therefore, the college will receive their cards in the afternoon. Although, the due time for submitting the examination forms was in January.

BA and B.Sc students are still submitting their forms as their exams are scheduled for April 6 and April 8 respectively.

Talking on the role of professional and technical courses in the age of information technology, Uttarakhand Health Minister Pokhriyal said: “If you have to keep up with the times, professional courses are a must if India is to become a potent power in the IT and management sector.”

Pokhriyal said making the nation proud should be the aim of every student and honesty at work the success mantra.

In the second session, Urban Development Minister Diwakar Bhatt said only cultural values would help the students in the struggle of life.

“Customs and culture are the roots if you have to grow like a tree,” he said. Both ministers kept mum on the political situation in the state in the wake of Pauri’s Independent MLA Yashpal Benaam holding talks with the UKD for the Pauri Garhwal parliamentary constituency while wooing the BJP for support.

Among the guests were Shivdale Public School manager Sharad Puri Maharaj, BJP organisation secretary Surendra Singh and student leaders.

RPF officials held for graft

The designated CBI court Dehradun today sent three personnel of the Railway Protection Force (RPF), accused of accepting bribe, in judicial custody. A CBI team from Dehradun had caught the accused, posted at Tanakpur railway station in Udham Singh Nagar district, red-handed on Thursday.

They had demanded a bribe of Rs 40,000 from a contractor who was allotted land on which the famous Purna Devi mela is organised annually at Tanakpur. The land, under control of North-Eastern Railway, is auctioned every year to private bidders who put up stalls here during the mela. One of the contractors was given the land for Rs 8.11 lakh during the auction.

But the accused, identified as the RPF post incharge Ghanshyam Meena, and constables Virender Bahadur Singh and Avdhesh Mishra, threatened the contractor that he would be booked under the RPF Act if he failed to pay the money.

Sulochana: Don’t distort music

A votary of pure form of music, Sulochana Brahaspati, the only woman representative of the Rampur Gharana, says musicians and composers should not interfere with the rhythm and meaning of compositions that form part of our traditional inheritance.

“I regret the tendency among our composers who are hell bent upon distorting the ‘bhav’ of old compositions. One cannot experiment with Ramayana and Bhagwad Gita or the ‘dohas’ of Surdas and Tulsidas. The distortion is akin to serving ‘apsara’ brand of music and giving prominence to her instead of ‘Saraswati’ brand, the goddess of music and knowledge,” says Sulochana.

Speaking on the sidelines of the concert organised by SPIC MACAY, she said distinctions in music existing in popular discourse do not deserve attention. “Music exists in one form only and it cannot be light or popular. I see very few musicians and singers coming up with new compositions, but at the same time I must say that rendition of Vande Mataram by singer and composer AR Rehman did try to bring in that certain untouched element of melody that has not been explored,” she adds.

Making an early foray into music at the tender age of four years, Sulochana was greatly influenced by the cultural environment prevailing at her home in Prayag in Allahabad. Her elder sisters initially tutored her.

An exponent of ‘Dhrupad’, ‘Khayal’, ‘Thumri’, ‘Dadra’ and ‘Tappa’, it is her rendition of ‘Tappa’ that she sings in ‘Dut taal’ and ‘Anang Rang’, a composition in ‘Brij bhasha’, that has won her several admirers. With great aplomb, she brings in variations relying on decorative ‘taan’, which leaves the listeners spellbound.

She mastered her art under Pt. Bholanath Bhatt of Allahabad, Ustad Mushtaq Hussein Khan of Rampur and her late husband, musicologist Dr Acharya KCD Brahaspati. Today, she continues to sing several compositions of her husband. Carrying forward the legacy of Rampur gharana, which she recalls became firmer after her marriage because the great grandfather of her late husband, Pandit Datt Ram, performed at the Rampur Darbar and was a contemporary of Bhadur Hussein Khan Sahib.

Over the past few years, classical vocalists have been extensively touring foreign countries. A musical mélange in France, in which Sulochana along with several Indian artistes performed with a French group, was a great hit with the audience.

“People usually say the French do not understand vocals, but that was not the case. The music played by the group was church music while my recital was based on shastriya sangeet but without mikes. We continued with the practice for all subsequent concerts and it was widely appreciated,” says Sulochana.

Never to hanker after awards, she says: “Singing is a prayer for me. I belong to the old school and initially I even shunned publicity and interviews. But slowly I realised that it has to be done.”

Sulochana received the Sangeet Natak Akademi award in 1994, Tansen award by the MP government in 2006 and Dagar Gharana award by Maharana Mewar Foundation in 2007.

Police gears up to check liquor smuggling

To check inflow of smuggled liquor during the ensuing general elections, the police here will soon be convening meetings with officials of neighbouring districts, including that of Saharanpur in Uttar Pradesh and Sirmour in Himachal Pradesh.

The top brass of the police has also proposed to set up at least 10 inter-state barriers to prevent smuggling.

Notably, liquor is smuggled into Doon from various districts of Himachal Pradesh, Uttar Pradesh and Chandigarh. A major chunk comes from Chandigarh where it is available at almost half the rates than Uttarakhand. However, police officials said this time round they are all prepared to check any smuggling.

“We will be working in close coordination with the police of border districts from where liquor is being smuggled into Dehradun. We have already convened a meeting in this regard with officials of Sirmour districts (Himachal Pradesh) and got a positive response. Meetings with officials of Chandigarh and Saharanpur will also be held during the coming days,” said Dehradun SSP Amit Kumar Sinha.

He said if cops of the border districts set up barriers and remain extra vigilant, it would help a lot in checking smuggling.

Meanwhile, the Doon police is also preparing a dossier pertaining to criminals from Uttar Pradesh, who may try to hamper the free and fair election process. The dossier would be sent to the UP police so that they can keep a check.

Giving details about other steps, SSP Amit Kumar Sinha said in order to ensure that no untoward incident occurs on the polling day, there are plans to constitute mobile teams that will maintain a strict vigil on the polling day on May 13. The SSP also informed that an exercise for identification of highly sensitive and sensitive polling stations is underway and will be completed soon.

Expert: Seed certification important

Uttarakhand State Council of Science and Technology (UCOST) organised a day long workshop on ‘Non Timber Product and Seed Certification’ here today.

Dr Jagdish Kishwan director general Indian Council of Forestry Research and Education emphasised on the usage of scientific techniques towards categorisation of seeds. He said the suggestions on the part of scientists held much importance in carrying forward the works of seed certification.

Dr P Bhattacharya from Indian Institute of Forest Management Bhopal said the workshop was aimed to create a scientific method towards seed certification.

He said it was commendable that states like Madhya Pradesh, Chhatisgarh and Uttarakhand have progressed much ahead in seed certification.

Dr Ram Prasad former director IIFM said the seed certification will help in the improvement of seed quality. He said the seed certification would lead to creation of employment opportunities.

Scientific officer Dr DP Uniyal said UCOST has recently started a research project that would go a long way in helping the state in seed certification sector.

Sal House bags trophy for parade

Sal House won the marchpast trophy at the VIII Annual Sports Meet that was inaugurated by Dr SS Negi, director FRI, here today. The sports meet was coordinated by the honorary sports officer, RS Bhandari, head of Entomology Division.

All the students, scholars, scientists and other staff attended the inaugural ceremony of the sports meet.

The function started with colourful march past by the athletes, divided in four houses.

Dr. RD Jakati, director, IGNFA, also graced the occasion and encouraged the student to play in the sportsmen spirit.

Dr. RK Aima, dean, FRI University and TC Nautiyal, registrar, FRI were also present on the occasion . The four day long sports meet will conclude on March 23.

Tanush Cricket Academy registered a huge 94 run victory over UCA Kumaon team at the 2nd Uttarakhand Cup underway at Ranger’s Ground, here today. Blistering inning of 67 runs from 38 balls by Karan Negi helped his team win the match.

Batting first, Tanush Cricket Academy made 285 runs in allotted 35 overs. Despite losing their first wicket early at 16 runs, Tanush Cricket Academy batsmen scored at steady pace. Adil Khan and Karan Negi had a 77 runs partnership to put their team at a commanding position. Adil scored 40 runs with seven fours in his innings.

Karan Negi played a scintillating knock of 67 runs from 38 balls, hitting 13 fours and one six in his innings. Lower order batsmen Sushant Chauhan and Bharat Veer made useful contribution by scoring 48 and 30 runs respectively. For UCA team Monty was the pick of the bowler, he claimed three crucial wickets in his seven overs while, Sonu and Maqsood took two wickets each.

Chasing a mammoth target of 285 runs, UCA Kumaon was all out for 190 runs falling short of 94 runs. It was a poor show put up by UCA batsmen as they failed to adjust themselves to the tight line and length bowled by the Tanush Cricket Academy. UCA’s first three batsmen got out when the team score was 17 runs in five overs. Navneet showed some resistance to score 66 runs from 35 balls. Afsar also played a good knock of 43 runs. The team was all out for 190 runs. For Tanush Academy Rohit was the pick of the bowlers as he claimed three wickets. Bharat, Manish and Karan took two wickets each.

Civil Sectt win

On the fifth day of the Inter-Institutional Cricket tournament being hosted by ONGC at Dr. Ambedkar Stadium, Civil secretariat team defeated ONGC Blue.

ONGC Blue won the toss and elected to bat first. ONGC Blue scored 123 runs in 18.4 overs. Ankur was the top scorer for the team with 28 runs. Bhupendra took four wickets for Civil Secretariat.

Civil Secretariat scored 126 runs at the loss of 1 wicket in 12.3 overs. TH Khan scored 72 runs not out, Amit Ghai scored 25 while Vikram was unbeaten on 12 runs.

Vidhan Sabha won the second match played between LIC and Vidhan Sabha. Batting first, LIC scored 142 runs at the loss of 7 wickets in 20 overs. D Negi scored 53 runs, Rupender Negi scored 19 and Diwaker Negi scored 18 runs.

Vidhan Sabha scored 145 runs for the loss of 8 wickets. BS Negi scored 40, Vishal scored 31 and Yogesh Joshi scored 29 runs.

Cycle expedition flagged off

A weeklong cycle expedition of the Indian Military Academy (IMA) was flagged-off today by commandant Lt. Gen. RS Sujlana.

The cycle expedition led by Major Abhishek Jha with 20 gentlemen cadets, two other officers and two non-commissioned officers plans to cover a distance of 500 km. The team will reach Shimla via Nahan and Sabatoo on March 24 and will return to academy on March 29 via Solan and Nahan.

The aim of the expedition is to inculcate awareness amongst youth to join defence forces and also to project the glorious past of the Indian Military Academy (IMA). “The adventure activities by the officers and GCs of the IMA reiterate the fact that adventure is a way of life in the army. Adventure constitutes an essential component of military training and these activities develop espirit-de-corps and leadership qualities essential for war and peace,” said Lt. Gen. RS Sujlana.
