The bitter rivalry between supporters of the Irrigation and PWD Minister, Capt Ajay Singh Yadav, and those of Union Minister for Defence Production Rao Inderjit Singh came to the fore at a Congress activists’ meeting held at Bawal today.

Their pro-Captain Yadav and pro-Rao Inderjit Singh slogans marred the party’s first election meeting held at Bawal today.

While Captain Yadav left the place in a huff, chairman of the state campaign committee Venod Sharma as well as HPCC chief Phool Chand Mullana too had to leave the place without addressing the meeting.

Hundreds of Congress activists of the Bawal region had assembled to hear Venod Sharma and Mullana in particular.However, as soon as Captain Yadav, Bawal’s Independent MLA Shakuntala Bhagwaria, former minister Jaswant Singh Bawal and other leaders entered the venue of the meeting, supporters of Captain Yadav started raising slogans in favour of their leader which promptly provoked Rao Inderjeet Singh’s supporters, who, too, went into a frenzied competition of slogan shouting with their rivals. In the meantime, Venod Sharma and Mullana reached the venue.

However, when the leaders’ repeated appeals to pacify the rival slogan chanters failed, they abandoned the meeting in a huff.

Ajay Chautala woos rural voters

The INLD today sought to appease rural voters on its home turf and promised them that the direction of the coffers of the Central Government would be bent towards villagers once the National Democratic Alliance (NDA) came to power at the Centre.

Ajay Singh Chautala, secretary-general of the INLD, who was addressing a series of rural meetings in the Dabwali Assembly segment of the district today, said when Atal Bihari Vajpayee was at the helm, a major share of the Union Budget was spent on villages, but the flow of money had been reversed after the UPA government came to power.

The Dabwali Assembly segment, which has recently been de-reserved after the delimitation, is being “groomed” as INLD supremo Om Prakash Chautala’s home constituency after Rori and Narwana have become reserved constituencies.

Accusing the Congress of working for the benefits of capitalists and some elite families of the country, Ajay Singh said people would see the change once Lal Krishan Advani “takes over” the reins of power in the country and Om Prakash Chautala becomes the Chief Minister in Haryana.

Ridiculing the claims of the Haryana government of having provided benefits to farmers, Chautala alleged that when paddy was lying with the farmers, the government pursued policies that forced farmers to sell their crop in distress and when the same crop landed in the godowns of industrialists, the government removed the export duty of Rs 800 per quintal on rice.

Chautala toured Sukhera Khera, Giddar Khera, Lambi, Goriwala, Matdadu, Malikpura, Mithdi, Chormar and Lohgarh villages today and was accompanied by Sushil Indora, an MLA, and Krishna Phogat, district president of the women wing of the INLD, besides other leaders.

Bishnoi to attend Third Front rally

Haryana Janhit Congress (BL) chief Kuldeep Bishnoi said here today that North India needed a Third Front to safeguard the interests of the people of the region.

Talking to newspersons before commencing the next phase of his “Chalo Chaupal Ki Ore” campaign, he said he had held talks in this connection with Prakash Karat, Jayalalithaa, HD Deve Gowda and Chandrababu Naidu.

He said he would attend the Third Front rally being held in Bangalore on March 12. Bishnoi said his father Bhajan Lal could contest the Hisar Lok Sabha seat, but no final decision had been taken in this regard as yet. He said he wanted to contest the newly created Bhiwani-Mahendragarh Lok Sabha seat provided the party executive committee asked him to do so.

However, in any case, someone from the family would certainly contest the Hisar seat, he added.

He said regional parties were a necessity in present times as these understood the needs of the people of the area better than national parties. Regional party leaders were in a better position to take up issues concerning their area at the appropriate level.

He said Chief Minister Bhupinder Singh Hooda’s announcements of sops would not help improve the chances of the Congress in the coming Lok Sabha polls as people had already been fed up with poor governance.

Had the Chief Minister been so confident of his popularity, he would have gone in for the Assembly polls alongside the parliamentary elections, Bishnoi added.

As part of his campaign, he visited Bhatla, Pabra, Mirchpur and Kharak villages of the district.

The appointment of the chairman of the local market committee has become a contentious issue for the state government in general and local MLA and parliamentary secretary Dura Ram in particular.

The chairman’s appointment, which had been delayed for over three years, has now been made and then replaced in a period of three days causing a lot of embarrassment to Dura Ram.

As if it was not enough, the Haryana Janhit Congress has compounded problems for him and the state government by alleging that the new chairman, Jagdish Jakhar, has been appointed after the model code of conduct for parliamentary elections came into force.

The HJC made a formal complaint to the Chief Election Commissioner in this regard today and demanded removal of Jakhar from the post. However, Dura Ram has denied that the appointment has been made after the announcement of the elections.

After years of dilly-dallying on the issue, Krishan Rohaz, who had recently joined the Congress after bidding goodbye to the HJC, was appointed chairman of the market committee, Fatehabad, on the recommendation of Dura Ram.

The appointment was made by the state government on February 28 along with the appointment of a number of chairpersons of other market committees of the state.

However, before Rohaz could take over the charge, he was replaced by Jakhar by an order of the state government that landed here by fax on March 3.

What prompted the state government to replace Rohaz before he could take over is a fact known only to the government but sources revealed that a large number of Congress workers opposed to Dura Ram met Haryana Chief Minister Bhupinder Singh Hooda in Delhi on March 2 and complained about rewarding a person, who had been speaking against the party till recently.

They apprised the Chief Minister that old and loyal Congress workers were feeling humiliated and demoralised at the appointment of Rohaz.

The new chairman of the market committee again is a Dura Ram loyal and the parliamentary secretary was present when Jakhar took over the new office yesterday.

Now, the Haryana Janhit Congress workers, who again were once Dura Ram’s loyalists, when the parliamentary secretary had good relations with his political mentor and former Haryana Chief Minister Bhajan Lal, have taken cudgels against Jakhar’s appointment.

The HJC workers led by former MLA Ran Singh Beniwal, former district president Rajinder Chaudhary and Suresh Kakar today met Deputy Commissioner JS Ahlawat and forwarded a memorandum to the Chief Election Commissioner taking strong exception to the “appointment of Jakhar during the model code of conduct.”

Dura Ram has, however, denied that the chairman was appointed after the announcement of elections and maintained that Jakhar had been appointed on the day of announcement but his orders landed here a day later.

Police tightens noose around pvt security firms

The Gurgaon police has launched a drive against inefficient and lax private security agencies operating in the city with a view to making these accountable for the purpose they are engaged for.

At a meeting with representatives of security agencies and residents’ welfare associations (RWAs) held here yesterday, Gurgaon Police Commissioner Surjeet Singh Deswal blacklisted a security agency, 24 Security Guard Pvt Ltd, and warned another, SLV, against laxity in functioning.

Gurgaon, often referred to as the millennium city, houses a number of corporate establishments, shopping malls, multiplexes and housing societies, which usually engage some private security agency to protect their premises.

However, till now, there was no check on the working of these security agencies or the performance of the security guards employed by them. Expressing concern over the fact that certain such security agencies charged substantial money from the residents but failed to perform the task they were employed for, Deswal appealed to the residents and the managements of private institutions not to hire the services of blacklisted security agencies.

“The Palam Vihar area, in which 24-Suraksha Guard Pvt Ltd was providing services, a total of 242 incidents of crime, including snatchings, thefts and burglaries, were reported between March 1, 2008, and February 28, 2009,” he maintained, adding that as many as 94 incidents of crime had taken place in the area “secured” by the SLV security agency.

Deswal asserted that while 24 Security Guard Pvt Ltd had been blacklisted, SLV had been warned to improve its functioning or face the consequences.

Clash over construction near shrine

Members of the two communities clashed with each other over the construction of a shop along a shrine on the local railway road here today.

The incident was triggered when the owner of the shop, who won a legal battle against the Wakf Board, started construction work on the shop.

However, members of one community did not take to it kindly and staged a protest against the construction. Meanwhile, other shopkeepers of the market gathered there and got into a confrontation with the protesters.

According to sources, the two groups clashed with each other in which some people sustained injuries.

Jai Bhagwan, a local resident, had bought a piece of land on the Railway road adjoining a shrine. The state Wakf Board moved the court against the sale of the piece of this land, following which the court stayed the construction of the shop. However, the court recently pronounced a verdict in favour of Jai Bhagwan, who today started the construction work on the shop.

A team of police officials reached the spot, which after verifying the court orders allowed Jai Bhagwan to go ahead with the construction work.

The protesting group, however, went to the office of the Deputy Commissioner and lodged a complaint. They later held a protest on the Railway road and blocked the road.

The protesters also pelted police party with stones, in which two policemen received injuries.

However, the police managed to get the blockade removed and the traffic was restored. Later, shopkeepers in other markets of the city also joined the protest and closed their shops.

Later, the police formed a committee in which five members from both the communities were included to sort out the matter.

The district administration in a statement stated that the situation was completely under control and effective measures were being taken to resolve the issue.

The administration maintained that the situation had been created by some anti-social elements.

Power staff protest pay cut

Employees of power utilities of Faridabad circle today went on a two-hour flash strike against the Haryana government’s decision to reduce their pay scale to bring it at par with the employees of other departments.

The strike, called by the employees of group C and D categories, was observed by the employees of power utilities in all circles of Haryana. The employees under the All Haryana Power Corporation Workers’ Union, stopped work right at the commencement of office hours in morning.

According to them, the Haryana government has injected an anomaly while implementing the recommendations of the 6th Pay Commission. They said that as per the 5th Pay Commission’s recommendation, the employees of the power utilities were given higher pay scale in comparison to employees of other departments. This was on account of the “essential services” that they were involved with. They added that the employees of power utilities were prone to casualties and that was the reason why they were given higher pay scales.

The union has demanded the government to fix a pay scale according to which employees of power utilities should get 10 per cent higher pay than that drawn by the employees of the central government.

Syllabus of legal education revised

The Bar Council of India (BCI), which is the apex regulatory body for legal profession in the country, has completed the job of revising the curriculum of legal education in consultation with the state Bar councils and universities imparting legal education in India.

BCI Chairman SNP Sinha has now written to the vice-chancellors of all universities providing legal education besides principals of all law colleges in India requesting them to implement the new curriculum from the academic year 2009-2010.

Chaudhary Devi Lal University has already decided to introduce the new curriculum from the coming academic session.

KC Bhardwaj, vice chancellor of the CDLU, said he had already taken cognisance of the letter and issued necessary instructions to the Department of Law so that the new curriculum could be introduced as per the BCI timeframe in this regard.

“The curriculum for the LLB course, which is now in force, was prepared and implemented more than a decade ago. Drastic changes have taken place in all spheres of life and most important of those are the economic changes that have been witnessed as an impact of globalisation,” Sinha said in his letter to the universities imparting legal education.

A pregnant woman of Saragthal village has been allegedly raped by Ram Pal of the same village.

The incident led to her miscarriage and the woman has been admitted to the local Civil Hospital.

After recording her statement, the police registered a case under Sections 323, 376, 316 and 506 of the IPC last evening. The alleged accused absconded after the incident.

According to her complaint, she along with her two-year-old son was waiting for a bus at the village bus stop to go to Gohana on Wednesday evening when she was asked by a village woman to take a lift on the motorcycle of Ram Pal, who said he was going to Gohana.

However, after reaching Khanpur Kalan village, Ram Pal allegedly raped her threatening that he would kill her son. When she resisted to his attempt, he inflicted injuries on her stomach resulting to her miscarriage.

However, after hearing her cries, people from the neighbouring fields reached the spot. However, the alleged accused managed to escape.

The villagers took her to Gohana and got her admitted in a private hospital. Later, she was shifted to the CHC, Gohana.

Man gets death for raping, killing daughter

Additional District and Sessions Judge Darshan Singh today pronounced death sentence upon a resident of Bilaspur, Neel Kumar, for raping and murdering his four-year-old daughter.

The accused had raped his daughter and then murdered her brutally in June 2007.

As per the prosecution, a resident of Deh Colony in Bilaspur, Roopa, had lodged a complaint in June 2007 that her daughter had been missing, following which the police had rounded up a few family members of the victim. During interrogation, the facts about the girl’s murder came to light.

The postmortem report had revealed that the girl was first raped and then murdered.

The police had registered a case of rape, murder and of destroying evidence against Neel Kumar on the complaint of his wife Roopa. Besides, four others persons were also booked for destroying the evidence.

Couple commits ‘suicide’

A 50-year-old man and his wife were found hanging in Begampur Khatola near here today. The man, Jagan Prasad, a resident of Chapra, Bihar, was working as a security guard in Gurgaon district.

While his body was found from the upper floor of the building, his wife’s body was recovered from the ground floor.

The police found a suicide note in which Prasad held five persons responsible for his death. The police said in his suicide note, Prasad had stated that he suspected that his wife Rita (35) had illicit relations with the five.

The police said it would investigate the reason behind Rita’s death.

Milk vendors end strike

The six-day-old strike of Milk Vendors Union of Gohana area over the demand for increase in the milk prices ended here today after an agreement with the representatives of the Halwai Union of Gohana town.

The agreement was signed by the representatives of the unions in the presence of Gohana SDM Jagdish Sharma and chairman of the Market Committee, Gohana, Bhupinder Malik.

It has been agreed in the agreement that milk vendors will supply milk to halwais at Rs 22 per kg and the halwais will sell it to consumers at Rs 24 per kg. The milk vendors have been demanding a rate of Rs 25 per kg.

Woman kills stepson

A four-year-old child was allegedly strangled to death by his stepmother, Shiv Kumari, in Balawas Ahir village, 7 km from here, this morning. The deceased has been identified as Nitin, son of Anil Kumar Yadav. Shiv Kumari is the third wife of Anil Yadav.

The police has registered a case of murder against Shiv Kumari on a complaint filed by Yadav. Meanwhile, the police has taken Shiv Kumari, who is pregnant, into custody for interrogation.

Servant kidnaps shop owner’s daughter

Eight-year-old daughter of a printing press owner has been allegedly kidnapped by a servant working at the press.

Vijay Kumar, a resident of Hira Nagar locality in the city, runs a printing press. In a complaint lodged with the police, he alleged that one Kamlesh, a migrant worker from Bihar, had been working at his press for the past about two months.

As per the complaint, Kamlesh went to his employer’s house and took his daughter, Ria, along with him on some pretext. When he did not return, the family grew suspicious and informed the police.

The police has registered a case and investigations are on in this regard.

Praveen Kumar Yadav (21) of Balawas Jamapur village was shot dead by a motor-cycle borne assailant at Chowki No. 2 village, near Jatusana, last night.

On a statement given by Naveen Kumar Yadav, elder brother of the deceased, the Jatusana police has registered a case of murder.

The police has detained a suspect, Pradeep Yadav, of Berli Khurd village for interrogation.
