Docs warn of infections as dengue spreads
New Delhi, July 23 Dengue fever is characterized by severe pain in the eyes, head and extremities. It is transmitted by the bite of Aedis Aegypti mosquito. A person develops fever within three to 14 days of being bitten by the mosquito. Dengue Hemorrhagic Fever (DHF) is a more severe form of disease, which may cause death. It happens in severe cases when the blood platelet count becomes dangerously low. Speaking on the effects of dengue on patients suffering from heart disease, Dr Umesh Gupta, senior cardiologist, Umkal Healthcare said “Dengue very rarely affects the heart but if the virus travels to the heart, it may lead to a severe condition called Mycarditis which leads to the swelling of the heart muscles leading to the decrease in the pumping capacity which might lead to strokes. It also causes Pericardial effusion—a condition in which the pericardium layer that surrounds the heart, fills with water.” This infectious disease is manifested by a sudden onset of fever with severe headache, muscle and joint pains (myalgias and arthralgias — severe pain gives it the name break-bone fever or bone crusher disease) and rashes; the dengue rash is characteristically bright red and usually appears first on the lower limbs and the chest. In some patients, it spreads to cover most of the body. There may also be gastritis with some combination of associated abdominal pain, nausea, vomiting or diarrhea. Dengue fever can also cause some complication in case of pregnant women. Dr Shivani Sachdev Gaur, infertility specialist and gynecologist Phoenix Hospital, says that “pregnant women should practise extra precaution in case of dengue infection otherwise it could lead to conditions such as pleural effusion (water in the lungs), lung enlargement and complication in labour as in baby passing meconium in the uterus, reduced fetal movements, high need for caesarean section for delivery, excessive bleeding during the delivery or poor healing of the wound of the cesarean”. In some rare cases, the onset of dengue fever might be cancerous in nature. Expressing views on this topic of grave concern, Dr Amit Bhargava, consultant oncologist, Max Healthcare, says, “The decrease in the level of blood platelets should be taken very seriously and a Dengue Serology test should be conducted immediately to check for dengue symptoms and if the test results come negative then an ITP test (Idiopathic Thrombocytopenic Purpora Test) should be done to rule out any possibility of blood cancer”. Dr Sonali Gaur, pediatrician, Umkal Healthcare, Gurgaon, states that “kids below the age group of 15 years or so are more prone to this severe infection which can express itself in the form of hemorrhagic fever or dengue shock syndrome in severe cases”. “The Aedis Aegypti mosquito is most active during the daytime and has a short flight span, meaning that people in close vicinity of the infected person are the most likely to get affected by the disease,” adds Dr Gaur. |
Opposition disrupts MCD meet in school rape case
New Delhi, July 23 Brushing aside the BJP, ruling party’s agenda to discuss the incident in the meeting, leader of opposition, Jai Kishan Sharma and his colleagues just wanted to know how the incident had occurred. Girls are not safe in municipal schools that is why people do not send their wards in government schools, Sharma said. Sharma and his colleagues raised slogans against the BJP, chairman, Standing Committee, Vijender Gupta, Mayor and Leader of the House. Having seen adamant attitude of the opposition members, the chairman adjourned the House for five minutes. When the members again assembled in the meeting hall, the opposition members raised slogans and disrupted the meeting. In the din, the municipal commissioner K. S. Mehra presented his report before the committee. Later, the chairman adjourned the meeting. Addressing a conference after the meeting, Vijender Gupta condemned the act of the opposition saying that they were not serious to solve the problems.Discussion should have been made on the issue to get the solution. Rape is a heinous crime. This should be taken seriously, Gupta said. “I told them that the issue will be discussed and the ruling party members will also participate. Certain decision would be taken to make security in and around the schools. But opposition members were not ready to cooperate,” he said. The Standing Committee has decided to deploy security guards in and outside schools, boundary walls of schools would be raised and barbed wire would be erected. Girls will be imparted judo karate training for self-defence, the chairman said. Standing Committee also passed a resolution condemning the Delhi police’s inaction as the suspect had not been arrested even after six days of the incident, Gupta said. Condemning the opposition role in the meeting, Mayor Arti Mehra said that the school principal has been suspended on charges of careless and callous behaviour and watchman has been transferred. One hundred sixty vulnerable points have been identified where security guards would be deployed. The Municipal Commissioner in his statement mentioned that security arrangement would be made in and around all girl schools run by the MCD. |

Driving licences to be smarter
New Delhi, July 23 Talking to the media after the cabinet meeting today, Chief Minister Sheila Dikshit stated that smart card-based driving licences will now be issued in Delhi as per directions of the Union ministry of road transport and highways (MORTH). The ministry has embodied the smart cards specifications in the Central Motor Vehicles Rules, 1989 to ensure their uniform applicability throughout the country. A number of other states have already implemented the smart card-based system. In Delhi on an average five lakh licences are issued every year. She further stated that to ensure transparency and eliminate touts, agents and brokers, it has been decided to deliver licences and other documents by courier to the applicant. The cabinet has also given its approval for implementation of ACP scheme from August 9, 1999 to the teachers of aided schools under Directorate of Education, Delhi government. This benefit has already been granted to the teachers working in the government schools. Besides, the cabinet has given its nod to proposal for issuance of certain directions on the labour laws while outsourcing of certain services in the government and the bodies under the control of government. The various departments of city government and the autonomous bodies have been procuring services like sanitation, security, catering, paramedics, data entry, vehicles etc. It has been noticed that due to certain deficiencies in selection process of the bidding service provider, the government suffers on two accounts. Firstly, the quality of the service is substandard, and secondly, the manpower engaged by the service provider does not receive minimum social security in terms of wages, leave and provident fund, bonus, etc. The Chief Minister expressed confidence that with the implementation of approved directions, compliance of the labour laws would be ensured. |
HC: Give flats to 58 coop society members
New Delhi, July 23 More than 100 housing societies had come under the CBI scanner after the housing scam came to light in 2005. The suspects had tried to sell flats at exorbitant prices to non-members by forging documents. The then RCS and some others were charged with manipulation of documents and selling flats to non-members at higher prices. The high court directed the CBI to clear all societies, which are not involved in the scam and to disburse the flats to their respective owners. The members had urged the court that they were being victimised for no fault of theirs as they had taken loans and paid huge amount of money for the flats. They were being doubly victimised, as they had to pay the interest on the loans as well as the rent of the houses they were staying in. The RCS told the bench headed by justice Manmohan Sarin on Monday that his office planned to put advertisements inviting bona-fide members of the 58 group housing societies and the allotment process will be over within three months, the RCS assured the court. |
JNU students sore over
SIT admissions
New Delhi, July 23 Four students from M.Tech. course of the school were asked to leave the university when they could not score the minimum required grade of five by the end semester. The students included one Other Backward Caste (OBC), one Scheduled Tribe (ST) and one Physically Handicapped (PH). They are not ready to leave JNU till they are shown their break-ups. “This particular department does not have guidelines to deal with these cases. They enrolled the same students in second semester when they scored less in first at their own discretion. Now, if these students are asked to leave the university they would end up wasting two whole years,” said Pallavi, general secretary, Jawaharlal Nehru University Students’ Union (JNUSU). According to the university guidelines, the department should calculate the final grade of a student based on the results of mid-term, end-semester and quiz. However, these three students were not shown their individual break-ups even after they approached the higher authorities in the university. “The attitude of the school administration is problematic. With their anti-student approach, they are not ready to indulge in a rational dialogue with the students,” said Shephalika, vice-president, JNUSU. Even though one of the three students topped the entrance exam of the university, the administration claims that his grades have not been up to the mark. “This is a case of discrimination as the ST student was not even provided the Rajiv Gandhi Scholarship. We only demand a fair transparent handling of these cases,” said Shephalika. Meanwhile, the JNU administration said that they have the separate break-up marks of these students and there has not been any discrimination. While subsequent meetings with the administration failed, JNUSU also staged a demonstration at the university campus last night. “It is the responsibility of a university to help needy students. Instead of victimising these students, who come from deprived backgrounds, the university should help them improve,” said Pallavi. |

Dhobi Ghat man fined Rs 3.83 lakh for power theft
New Delhi, July 23 Khalil Ahmed was caught stealing 12KW by way of direct theft in December last year. The enforcement team of the BSES found him stealing power with the help of a PVC wire tapping into the nearby BSES LV Mains. Subsequently, according to the provisions of the Indian Electricity Act 2003, a penalty of Rs 3.83 lakh was levied on him. When he failed to deposit the amount within the stipulated time frame, BSES filed a case in the special court in March 2008. After hearing arguments of both sides and looking at the evidence presented by the BSES, the judge rejected the bail plea of the accused and sent him to judicial custody. Even the arguments presented by his counsel that the client was not stealing electricity and was regularly making payments to the owner of the meter could not stand scrutiny. He was subsequently granted bail. According to a BSES official, power theft in the Minto Road Dhobi Ghat area is around 40 per cent. Most of the stolen power is used to work the heavy-duty washing and drycleaning machines. In recent weeks, BSES enforcement teams have booked around 15 cases of theft in the area cumulatively stealing around 160 KW of electricity. According to a BSES spokesperson, since July 2002, BSES discoms have achieved considerable success in power theft reduction. During the period, they have booked over 85,000 cases of power theft stealing a whopping 5.85 lakh KW. |
