Class IV girl raped in MCD school
New Delhi, July 17 The victims, student of Classes II and IV in a school run by the Municipal Corporation of Delhi in northwest Delhi’s Ashok Vihar, had gone to the toilet on the premises during the school hours when two unidentified men, who were waiting there, caught them. According to the police, the men had jumped the school boundary wall to enter the premises. The school is barely a stone’s throw away from the Ashok Vihar police station and the office of the deputy commissioner of police, Northwest Delhi. The men allegedly took turns to rape the Class IV girl. One of the three girls managed to escape while the second girl was held back by the men. The girl who fled from the toilet rushed to the teachers and informed them about the incident. The teachers, who went to check, found one of the girls in the toilet with her hands and legs tied. The other girl was found lying in a semi-conscious state. The school officials called the police, who took the victims to the Sunder Lal Jain Memorial Hospital. The doctors confirmed rape on one of them. “Doctors have confirmed rape on the 10-year-old girl. We have registered a case and are investigating the matter,” deputy commissioner of police (Northwest Delhi) N.C. Bundela told IANS. The news spread in the area and angry residents protested outside the school and the police station. They raised slogans against the police and the school officials. The mother of the rape victim accused the school authorities of misrepresenting facts and mounting pressure on them to suppress the case. “When I reached the school, a teacher told me to go away and said nothing had happened. But when we pressurised, school principal Neelam offered us money and said they would take care of the treatment expenses if we leave the matter here,” alleged the victim’s mother, a factory worker. The principal refused to speak to the media. An angry protester who lives near the school said there have been many complaints of unknown people entering the school premises without any purpose but no one bothered to take any action.

Ballimaran shootout case cracked, 3 held
New Delhi, July 17 All the accused were arrested from the Trans-Yamuna area. According to the police, they have confessed to their involvement in the case. The incident was the fallout of marriage that took place without the consent of the couple’s family. Sadiq, 23, married Rubina, 22, against the wishes of their families about one and a half years back. Rubina’s paternal uncle Zargham, who had a criminal background, was not happy with the marriage. Fearing the consequences, the couple left Ballimaran and shifted elsewhere. Sadiq was supported by his brother Tasleem. But, two months ago, after Tasleem got arrested in a case of murder of one Saleem Pahalwan, the couple with their child moved back to Ballimaran. On July 7, Zargham tracked Sadiq and his brothers Sariq, Tariq, Taiyeb and Tahir. Zargham’s brother Saleem and nephews also joined him and attacked the couple. Sadiq somehow managed to escape but his brothers Tariq and Taiyeb were injured in the incident. |
Dadwal briefs CM on street shootouts
New Delhi, July 17 The Chief Minister conveyed to the police officers the sentiments of the people, who were feeling insecure because of the recent incidents of indiscriminate firing by motorcycle-borne goons. She directed the police to initiate steps to end the menace and to ensure that residents do not feel insecure. The police commissioner and his officers briefed the Chief Minister of their efforts to trace the suspects. They informed her that patrolling, both foot and mobile had been intensified. Barricades had been set up at all vantage points to carry out physical checking of motorcycle riders. The Delhi Police has also sought the help of the neighbouring states to trace the suspects and the checking at border checkposts had also been intensified. There have been at least nine incidents in the last two weeks in which motorcycle-borne desperadoes fired indiscriminately at people in crowded markets and escaped. The police has announced a cash reward for anybody providing clues that could lead to their arrest. Sketches of the two suspects have also been released. Delhi being a limited statehood, law and order is directly under the Centre and the Delhi Police reports directly to the LG. Today’s meeting was convened only to convey the sentiments of the people and their elected representatives, a Delhi government official explained.
Senior citizens feel insecure, says Goel
New Delhi, July 17 Senior citizens comprise 9.4 lakh of total population of the Capital that is 8.5 per cent. But the government is doing nothing for their well-being, Goel regretted. Addressing a conference, he demanded that all senior citizens should be provided with identity cards, one old age house in each assembly constituency, insurance of persons of above 70 years, medical claim policies and 50 per cent rebate in railway fares. Besides, the DDA should grant land to senior citizens on concessional rates. |

New Delhi, July 17 The Committee was constituted after Chief Minister Sheila Dikshit conducted a surprise check of the Delhi Metro section between Central Secretariat and Vishwa Vidyalaya following complaints of lack of cleanliness and maintenance. This particular section of the Metro is one of the busiest and has been in operation for the last five years. The Chief Minister was accompanied by chief secretary Rakesh Mehta, her principal secretary P.K. Tripathi and transport commissioner R.K. Verma. According to a spokesman, Dikshit was satisfied with the maintenance inside the coaches. She found the signages in perfect condition. Dikshit boarded the train from the Central Secretariat station and terminated her journey at Vishwa Vidyalaya with short breaks at Rajiv Chowk, New Delhi, Chawri Bazar and Kashmere Gate stations to inspect the general cleanliness situation at the stations. However, the chief minister did observe some deterioration in the standards of cleanliness. She urged the concerned officers to take extra care and deploy mechanical cleaners and vacuum cleaners. The Chief Minister later said that seepage was the main concern and also some commuters were littering and spitting here and there. It was time to educate them about the need for general cleanliness. Some seepage was noticed at the Rajiv Chowk station and this was because of a fountain over the ground level in the Central Park. Apart from this, cobwebs were also noticed in some places. She directed the staff to take care of the cleaning of the station and to place plastic plates beneath the flowerpots. |

New Delhi, July 17 This was discussed at a power review meeting held here today. Chaired by the minister, the meeting was attended by power secretary, senior officers of the power department, Delhi Transco and CEOs of
Discoms. It was stated that the city-government would spare an amount of Rs 225 crore per annum to meet subsidy on restricting monthly consumption up to 150 or 200 units during non-peak and peak months. It was reported that 14.26 lakh out of 32 lakh consumers availed themselves of subsidised electricity on consumption up to 200 units per month during peak months of May and June. It is evident that 45 per cent consumers were able to restrict their consumption, which is a big boost to power conservation. Dr Walia directed Discoms to further upgrade their systems to ensure zero-level breakdown in all parts of the city. It is the prime responsibility of Discoms to ensure uninterrupted power supply and enhance consumers’ satisfaction. They have been told to take measures in this direction. The minister reminded them that their functioning should not reflect their commercial interests as foremost. They have much more to contribute as their social responsibility. |

Five jewel thieves arrested
New Delhi, July 17 A theft was reported at a jewellery shop, Gems and Jewelers Art, on June 9. While collecting related information, police observed that the conduct of one Shayam Verma was suspicious. The alleged accused was working in the area in an artificial jewellery shop. However, he was found missing since the time of the theft. Raids were conducted at the native place of the accused in Rajasthan. He could not be traced there as well. On July 14, a source informed that Shayam was present in the Kashmere Gate area. He was arrested and interrogated. During interrogation, the accused revealed that he planned the burglary along with other accomplices. All the alleged accused were eventually arrested. Interrogations revealed that Shayam was known to the brothers of the shop owner. He found out that the keys to the main shop were always lying in a neighbouring shop rather carelessly. Police said that Shayam made duplicate keys to the shop and entered the shop on the night of June 7 along with his accomplices. However, the accused could not open one of the locks, which forced them to spend one full Sunday inside the shop. On Sunday night, the alleged accused came out of the shop and escaped with the cash and jewellery. Police recovered Rs 30 lakh, 17 packets of diamond pieces, one piece of gold, one gold bracelet, two silver bricks, a pair of diamond earrings and several diamond rings from the accused. |

New Delhi, July 17 The supreme council, clearly on a rebound, announced that the college doesn’t have a faculty quota per se but it would give preference to Christian candidates for the teachers’ post. The council’s advocate Sunil J. Matthews categorically denied that there is any reservation for Christian candidates in the college’s faculty. The announcement comes in the wake of a major ongoing battle between the teaching faculty of the college and acting head M.S. Frank on the appointment of two Christian candidates, a gold-medallist and an old Stephanian, as ad hoc teachers in the history department. “There has been a misunderstanding between the faculty and Dr Frank regarding the appointment of two teachers in the history department. The supreme council, which has assumed the role of a peacemaker, met both the parties yesterday and asked them to sort out the problem between themselves,” Matthew told reporters at a press conference held in the city. He elaborated that the supreme council is the custodian of the religious character of the institution and doesn’t interfere in the appointment of teachers in the college. However, he also came out in support of favouring Christian teachers. He said “Considering that St. Stephen’s is a minority institution, just five of the 70 teachers being Christians is simply not on. We don’t want to comment on what Dr. Frank’s intentions were while appointing both the Christian teachers, but the supreme council’s stand is clear - there is no reservation.” He added that whether the appointments will be withdrawn depends on Frank and the faculty members. He said that all the heads of the departments of the college have reasserted their support to the supreme council to safeguard the religious character of the college. He also added that the “furore” started when the faculty’s general opinion of appointing one non-Christian candidate for the two vacancies of the history department was not met with. |

framed against Pandher
Ghaziabad, July 17 According to Khalid Khan, advocate for the victims, the special CBI judge, Rama Jain had earlier framed charges of murder, rape and concealing evidence in six cases. Additional charges were framed in the cases in which Pandher had been given a clean chit by the CBI. These included murder cases of Jyoti, Pinky Sarkar, Madhu, Anjali and Rya Haldar. Pandher’s advocate had filed a plea in the Allahabad High Court on the basis of which the High Court asked Rama Jain to examine four cases afresh. On the basis of the second assessment, charges of rape, murder and concealing the evidence have been framed. On Wednesday, the CBI court framed the charges of rape, murder and concealing the evidence against Moninder Singh Pandher in the cases of Pinky Sarkar, Madhu, Anjali and Rya Haldar. CBI’s senior public prosecutor J.P. Sharma had presented constable Ganga Dhar Sharma as a witness during the hearing of Nithari case yesterday. This constable registered the missing reports of Depavli and Nanda Devi. The clothes produced by Pandher’s servant Surinder Koli had been identified by the relatives of the deceased. It may be recalled Surinder Koli was arrested for interrogation on December 28, 2006 while on December 29, 2006, accused Surinder and Moninder Singh Pandher had been formally arrested. On January 5, 2007, the investigation of Nithari case was handed over to the Central Bureau of Investigation and on January 11, 2007, the CBI took both the accused on remanded by moving a special application in the court. |

Noida, July 17 In an effort to protect the “hapless Nepali domestic helps”, Nepali Ekta Samaj has come forward and appealed for help from the country’s legal system, said Ghirdhari Lal, the president of the Nepali Samaj. According to Krishna’s brother, Mohan, Dr Rajesh Talwar’s compounder was being implicated in a well-thought-out conspiracy. He had been detained for a number of days by the CBI before being formally arrested. He was framed against Raj Kumar while Raj Kumar was pitted against Krishna during this period. Krishna was forced to make a statement that Raj Kumar was involved in the murders, it was alleged. And Raj Kumar was persuaded to give a similar statement of Krishna’s involvement. Raj Kumar’s uncle who has specially come to India, said Raj Kumar could not kill even an insect, how he could be involved in such a savage murder. Dr Anita Durani in whose house Raj Kumar was working had stated that their servant was in their house with them on the night of murders. Raj Kumar had gone to his room to sleep after taking his dinner. The keys of his room were with them. In these circumstances, how he could go to Dr Rajesh Talwar’s house and kill Aarushi and Hemraj, he asked? The Nepali Ekta Samaj failed to understand as to what could be the reason for the CBI to frame the Nepali domestic helps in the crime and use one against the other, Girdhari Lal said. |
Over 500 home-based women workers march for their rights
New Delhi, July 17 More than 500 home-based women workers marched for their demands and rights for the first time in the city. A photo exhibition by Kanishka Prasad and Shruti Singhi on women from different working class areas around the Capital was also organised at the venue. Minister of state for labour and employment Oscar Fernandes addressed the gathering and assured the workers that enacting the Unorganised Workers’ Social Security Bill was the first priority for the government. “All sections of unorganised sector work will be identified and a detailed discussion on the issues facing home-based workers will be held with the AIDWA delegation subsequently,” he said. Rajya Sabha MP, Brinda Karat said that the Left parties have withdrawn support from the government precisely because the UPA was not interested in fulfilling the promises made in the Common Minimum Programme (CMP). “Most of the promises included in the CMP were pending, including the long standing demand for social security of unorganised sector workers,” said Brinda. She also highlighted the impact of rising inflation on women in general and home-based workers in particular and advised the government to refrain from surrendering before George Bush and concentrate on ameliorating the condition of the people. Delhi AIDWA undertook an interview-based survey of home-based women workers in different working class areas of Delhi like Bawana, Badarpur, Tughlakabad Extension, Jamia Okhla, Sonia Vihar, Sri Ram Colony, Old Delhi, Karol Bagh, Manak Pura and Kishen Ganj in the month of June this year. The survey revealed some shocking stories about home-based women workers. On the basis of the findings, the organisation submitted a memorandum to the minister demanding enactment of the pending Bill for the Social Security of Unorganised Sector Workers immediately as promised by the UPA in the CMP. AIDWA also asked the ministry to take up measures to ensure social security to the home-based women workers. |
4 held for murder, robbery
New Delhi, July 17 On the night of July 6, the accused along with associate Pawan broke the door locks of Suresh Kumar’s house in Rama Vihar. Suresh was asleep with his family and the accused started taking away articles from the house. But soon he woke up and tried to resist. On this, one of the accused Harihar whipped-out his country made pistol of 12 bore and fired on him before fleeing with a LPG gas cylinder. Suresh, a teacher, was rushed to Sanjay Gandhi Hospital, where doctors declared him dead.

Security arrangements in schools would be reviewed after a week. GGSIPU offers more seats this year
New Delhi, July 17 The university has gone in for a revision of the intake of its more popular courses. This includes BBA, in which 415 more seats have been added this year; B. Tech., with 280 more seats; BCA with 210 added seats; MCA will have 60 additional seats; 40 more seats have been added in B.A. LLB and the Bachelor of Journalism and Mass Communication will include 30 additional seats. The BBA intake has increased due to addition in the number of seats at its existing institutions including Chandra Prabhu Jain College of Higher Studies, Delhi Institute of Rural Development, Jagannath International Management Institute, BLS Institute of Technology, and Trinity Institute of Professional Studies. Moreover, second shift in BBA has been started at Maharaja Agrasen Institute of Management Studies. Evening shift has also been introduced in the BCA programme from this year. Some institutes where it is available are 60 seats each at the Jagannath International Management School and the Maharaja Surajmal Institute of Management. The Delhi Institute of Rural Development is also initiating BCA programme this year with an intake of 90 seats. Similarly, for B. Tech. programme, the number of seats has increased due to an addition of two institutions. An existing affiliated institution, Ansal Institute of Technology will now offer B.Tech. programmes in Electronics and Communication Engineering, Computer Science Engineering and Information Technology, with an intake of 60 each. Delhi Institute of Tool Engineering is the new institution added this year to offer an unconventional B. Tech course in Tool Engineering with 40 seats. Over 1,61,000 students have already applied for different programmes of GGSIPU this year, which was an increase of 20% from last year. |

New Delhi, July 17 Delhi unit chief of the BJP, Dr Harsh Vardhan, said this while inaugurating the construction work of five roads to be built at the cost of Rs 5 crore in Rajiv Nagar and other unauthorised colonies. He laid the foundation stone of a community hall at Begumpur in West Delhi. He said the Congress government in Delhi made the announcement for regularisation of unauthorised colonies at the time of elections. The party had been in power for the past 10 years, but it did nothing for these colonies during these years. This was only election stunt, he claimed. When the BJP was in power in Delhi, a proposal to regularise these colonies was sent to the union government. But it was not implemented. Similarly, during the NDA rule at the Centre, the union urban development ministry forwarded the approval to regularise the unauthorised colonies of Delhi to the Sheila government. The state government put hindrances in it. The Congress had declared in its election manifesto that the colonies would be regularised without charging any fees. This promise was yet to be fulfilled. The government was again trying to fool people. |
