Parmindar Singh

Noida, July 10
The CBI has subjected Dr Anita Durani’s domestic help Raj Kumar to another narco test in its desperation for a breakthrough in Aarushi-Hemraj double murder case. Hemraj’s son-in-law Yam Prasad has also been interrogated by the CBI. Meanwhile, the Parvasi Nepali Sanyukt Jan Morcha has raised many questions on Hemraj being dubbed as accused.

The Samiti has expressed anger and protested against the CBI investigations in the case. The Samiti had handed over a five-point memorandum to the district magistrate, G.B. Nagar, in which it has been demanded that Nepali youth should not be harassed on the pretext of investigations. It has also demanded stringent punishment to those accused in the crime.

A copy each of the memorandum has been sent to the CBI, Central home minister, Nepali embassy in New Delhi and UP Chief Minister Mayawati.

The memorandum alleges that lakhs of Nepalis living in India have been insulted by calling Yam Prasad an accused without any proof. It has hurt the Nepali Samaj’s sentiments, the memorandum said. A high compensation has also been demanded for Yam Prasad’s family.

Samiti member J.K. Singh said the CBI, which was repeatedly visiting Noida to question Nepalese here, has terrorised them. The Samiti has also opposed the way Dr Rajesh Talwar’s servant Krishna was taken away by the CBI and allegedly tortured during his interrogation.

Meanwhile, another narco test has been conducted on Raj Kumar, domestic help of Dr Praful and Anita Durani, the family friends of the Talwars. The CBI had arrested Raj Kumar on June 27. A number of forensic tests, including narco analysis, brain-mapping, polygraph test, etc. were performed on him for which the CBI had taken him to the forensic science laboratory in Gandhi Nagar.

Noida to get a bird sanctuary

Noida, July 10
Many rare birds, such as the animated yellow wagtail or the flamboyant black-necked stork, would soon come calling home here, with the government planning to build a sanctuary for these winged visitors.

The state forest department has identified a 330-hectare area in the Greater Noida region to develop it into a prime bird habitat, with water bodies and roosting trees that will be home to different bird species.

The state government has already given its consent to build the Greater Noida Bird Sanctuary, adjacent to a reserve forest. The project is also expected to boost eco-tourism.

Nature lovers from across the country would now get another opportunity to watch this spectacular show of birds of different size, shape and colour, in their natural surroundings.

The sanctuary would be built in the Surajpur area on the outskirts of the city, at a cost of Rs 56.4 million. The forest department is expected to complete the project by 2010.

“The site is being closely monitored and the work on the project would begin soon. Currently, a study is being conducted, mainly in the jheel (lake) area,” district forest officer N.P. Singh said, adding that the final drawings from the architect are awaited.

“The area is rich in bio diversity and has pythons, snakes, nilgai (antelope), jackals, besides many species of amphibians and plant species. The Greater Noida Authority has expressed keen interest in the project,” he said.

A lake covering 108 hectares in the site would be cleaned and plantation work would be carried out, he said.

“The sanctuary would provide safe home to migratory as well as local birds. We also plan to take up various eco-developmental activities there,” Singh said.

Many rare and migratory birds such as the little egret, night heron, Indian reef heron, painted stork, open bill stork, white-necked stork, black-necked stork, comb duck, coot, common teal and yellow wagtail are expected to congregate at the sanctuary.

Small islands would be created on the lake to provide resting grounds for various aquatic birds. Fichus and Babool trees would be planted on the islands, Singh said.

The sanctuary is expected to attract tourists from the National Capital Region, besides Uttar Pradesh and other states.

To get a better view of the birds, a mound would be built in the middle of the lake. The forest department would grow various plants during monsoons that are food for birds.

The bird sanctuary would be equipped with a watchtower, communication facility, bird information centre and pedal boats among others.

Singh said the new bird sanctuary would be free from noise, air and water pollution. — IANS

Colonies cannot be regularised before polls: Gupta
Tribune News Service

New Delhi, July 10
Standing Committee chairman Vijender Gupta today said that unauthorised colonies in the Capital could not be regularised before the assembly elections. He said that he received a letter from Delhi urban development minister Raj Kumar Chauhan yesterday. It read that the Delhi government had accepted the fact that unauthorised colonies could be approved in a year only. The assembly elections are scheduled for November this year.

The letter, reportedly, has been sent to all civic bodies.

Chauhan has explained that provisional certificates have been issued for the regularisation of these colonies and all local bodies and officers had been directed to complete the formalities within one year. An amended gazette notification has also been issued.

He said that the regularisation of unauthorised colonies was only an election stunt to gain political mileage and woo 40 lakh voters in these colonies.

Gupta said that Chauhan had also informed that the Delhi government had handed over the work of demarcation of boundaries of unauthorised colonies to I.P. University, which will complete it by September or October this year.

As per the gazette notification on March 24 this year, the process would have been completed by April but now the Delhi government has itself accepted that it will be completed by September or October. The matter has already been delayed for six months, he said.

The layout submitted by resident welfare associations has been submitted to the Municipal Corporation of Delhi (MCD). The MCD has appointed 100 town planners on contract basis and the layout of 750 colonies has been scrutinised.

To rectify the deficiencies in the layouts, the MCD is going to organise special camps in collaboration with the RWAs.

The MCD will try to regularise these colonies as early as possible but it is hardly possible due to the government’s announcement, Gupta said.

The standing committee is prepared to approve the plans as soon as the formalities are completed.

The MCD is committed to providing better living standards to residents living in such colonies. For the past many years councillors have been getting the work of sanitation and cleanliness. As soon as the government provides funds, the development work will be carried out, he said.

4th Cut-Off
Colleges still have seats
Tribune News Service

New Delhi, July 10
In an unexpected development, with the admissions at Delhi University entering the fourth list stage, the rush has considerably come down. This is the scenario as seats, both in the OBC and general category, are yet to be filled in popular colleges like Hindu, LSR, Ramjas and Hansraj.

The situation is being attributed to the high cut-off set for the first list, which were only marginally lowered in successive ones.

Colleges like Hindu, Lady Sri Ram College for Women and Ramjas have come out with a fourth cut-off list for admissions to several courses including Science, Sanskrit and Hindi. Further, surprisingly, Hindu and LSR still have seats for one of the most popular courses of the university, English.

Many other colleges like Acharya Narendra Dev, Deshbandhu, Hans Raj, Kirori Mal, Kamala Nehru and PGDAV have also announced a fourth list for popular courses like B.A., B.Com. (H), B.Com (Programme) and English (H).

At Hindu, admissions are still open in B.Com (H) at 93.25 - 96.25 per cent, with a dip of 0.25 per cent. Seats are also available in B.A. at 83- 85 per cent. However, the dip is just too marginal and it is likely that some seats may remain unfilled.

Meanwhile, the B.Com (Programme) is also available in some good colleges. While, Motilal Nehru College has lowered its cut-off to 79.5 percent, which is a considerable decrease, Ramjas has slashed its cut-off for the B.Com (Programme) to 89.5- 91.5 per cent. A few seats are also available in Ramjas for Economics (H) at 87.25 - 92.75 per cent and at 87 percent for Mathematics (H).

At LSR, courses which are still not full include Mathematics (H) at 87.5 per cent, Hindi (H) at 60 per cent and Philosophy (H) at 80 per cent. Seats are also available for Science courses like physics (H) and Chemistry (H).

Most of the colleges have brought down the OBC cut-offs by the full 10 percent allowed. Hindu College has given a 10 percent relaxation in the English (H) and History (H) programmes for the OBCs.
