Fatehabad, July 23 The police resorted to a lathicharge at Fatehabad resulting in injuries to at least six dera followers, while two Sikh youths were injured at Ratia, when they were allegedly attacked by dera followers. Sukhwinder Singh Khalsa, president of the Shri Guru Granth Sahib Satkar Sabha, who rushed to Fatehabad from Sirsa after hearing about the incidents, was rounded up by the police and taken to the Police Lines on the Hisar road. He was later let off after an hour. Representatives of Sikh organisations today organised a procession in the town to appeal to the shopkeepers to close their shops. While most shops were closed since morning, some dera followers refused to close their shops on the Thana road. An altercation between the two groups was, however, averted by the authorities. But when the Sikh agitators went towards the local ‘DSP road’ after handing over a memorandum to the authorities in the PWD rest house, they were confronted by a group of dera followers. The two groups had an altercation followed by incidents of stone throwing. A stone hit duty magistrate Gian Parkash Bishnoi on the arm. At this point, the police resorted to a lathicharge. While the Sikh agitators left once the police prepared to take action, the dera followers resisted, resulting in injuries to six of their members. When some more dera followers came to their rescue in a canter, they, too, were beaten up by the police and later 16 dera followers were rounded up. Suresh Kumar, a dera follower, was rushed to Hisar due to his serious condition. The police has registered a case under sections 148, 149, 188 and 341 for rioting and violation of prohibitory orders against several persons, while three dera followers, Vipin, Vinod and Ram Lal, have been arrested. Parvinder Pal Singh and Jagdish Singh Brar, two Sikh youths were injured at Ratia, when they were beaten up by a mob of dera followers. The youths had gone to the main market of Ratia town to ask shopkeepers to close their shops. They had an altercation with dera followers Balwant Rai, Kala and Ashok Kumar, who refused to close their shops. While the Sikh youths were involved in exchange of hot words with the shopkeepers, a group of dera followers reached there and allegedly beat them up. They were admitted to Ratia hospital. The police has registered a case but no arrest has been made so far. SIRSA: The bandh passed off peacefully in Sirsa, Dabwali, Rania, Ellenabad and Kalanwali towns of this district. Markets wore a deserted look, as almost all shops remained closed in Sirsa and other towns of the district since morning. Even at Dabwali, where the authorities had given a relaxation in the curfew from 9 am to 5 pm, no shop was seen open. Haryana Roadways buses remained off the road. YAMUNANAGAR: Tension prevailed in the district following a bandh observed here on a call given by Sikh organisations demanding the arrest of the dera chief. The police resorted to a mild lathicharge to disperse Sikh youths who were holding a rally while passing through the city on two-wheelers, raising slogans against the dera chief. The bandh call failed to generate much response in most parts of Panipat city. Live remained unaffected as most shops remained opened and business was carried out as usual. State to purchase 1,320 MW
Chandigarh, July 23 Announcing this after a meeting of the state cabinet here, Chief Minister Bhupinder Singh Hooda said China Light Power Ltd. (CLP) would be the first independent power producer (IPP) in the thermal sector in the state. The company had been selected on the basis of the competitive bidding mechanism. He said the government would purchase power from the company at a levelised tariff of Rs 2.996 kwh. He said this worked out to be Rs 2.82 kwh on applying the latest escalation indices notified by the Central Electricity Regulatory Commission and actual coal linkage and it was comparable to the best rates contracted by the other states in the country. He said the tariff for setting up of 2 x 660 MW super critical technology coal-based thermal power plant in Jhajjar district was finalised through the transparent competitive bidding. The entire process was duly approved by the Haryana Electricity Regulatory Commission (HERC) as envisaged under the Guidelines for Procurement of Power, 2005, and the National Tariff Policy, 2006, of the union government. He said the CLP would establish a thermal power plant of 1,320 MW capacity, which would supply 90 per cent of the power generated to Haryana for 25 years. It would come to 7,826 million units per annum. The period of contract could be extended thereafter as per a mutual agreement with the state retaining the first right of refusal. Hooda said the CLP was a 100-year-old company generating more than 13,000 MW in Hong Kong, Australia, China, Thailand, Taiwan and India among other countries utilising different sources of energy including nuclear, thermal, gas and wind. He added that in India it was already generating power in Gujarat, Karnataka and Maharashtra. |
Civic bodies to get share in state’s tax revenue
Chandigarh, July 23 The cabinet, which met under the chairmanship of Chief Minister Bhupinder Singh Hooda here today, decided to devolve 2 per cent of the state’s tax revenue upon rural and urban local bodies for three years, from 2006 to 2009 after adjusting the funds already released to them. This decision was taken by the cabinet while accepting the recommendations of one of its sub-committees. The cabinet set aside Rs 637.94 crore for local bodies from 2006-07 to 2008-09. The state’s total tax revenue for this period is Rs 36,840.18 crore. The state government has made a provision of Rs 199.28 crore in the budget for 2008-09 for devolution to local bodies. The government has already released Rs 275 crore during 2006-07 and 2007-08. Minorities’ welfare
The cabinet designated the department of social justice and empowerment as the nodal department for the welfare of the minorities. The department will now look after the implementation of the Prime Minister’s new 15-point programme for the welfare of the minorities, follow-up action on the recommendations of the Sachar committee report and multi-sectoral district development plans for districts having concentration of the minority communities. Roads to be upgraded
The cabinet also decided to upgrade five roads on the build-operate-and-transfer (BOT) basis at a total cost of Rs 537.54 crore. These are the 6.10 km Chandimandir-Jallah road, the 32.83 km Bhuria-Khadri-Deodhar-Nainawali road, the 73.97 km Yamunanagar-Ladwa-Karnal road, the 69.96 km Gurgaon-Faridabad road and the Ballabhgarh-Pali-Dhauj-Sohna road.

Dengue larvae found in water samples
Sonepat, July 23 According to information, water samples were taken from 281 houses and 1,170 containers from Sector 14, Kalian Nagar, Mahavir Colony, Om Nagar, Mam Chand Colony, Balmiki Colony and Vishal Nagar in which dengue larvae were detected in 16 houses and 17 containers. Similarly, the teams inspected 3,012 houses and 1,987 water containers in 32 villages of Kharkhoda block and larvae were found in the samples collected from nine houses and 37 containers. Civil surgeon M.S. Ahlawat reviewed the situation at a meeting of the senior doctors of the government hospital, the community health centres and the primary health centres. The other medical teams led by deputy CMO Mahender Singh, DHO Jagbir Singh, DMO B.R. Jawa and DSHO Sukhbir Singh not only lifted drinking water samples from different areas in the town but also detected leakage of water in pipelines in many areas and informed the public health authorities for taking necessary action. The district health officer Dr Jagbir Singh informed that on the pattern of Delhi and Mumbai, the department in coordination with the education department had formed teams of students in every village of the district that will inspect 10 houses in a day for any leakage in water pipelines or storage of water. The team will submit their reports to the school teacher on every Saturday. |
Two die in clashes
Faridabad, July 23 Today a person lost his life in a violent clash between two groups in Mewla Maharajpur village, near here, in connection with making efforts for illegal possession of a piece of land. The land measuring about 500 sq yds, is basically part of a pond in the village, which has been filled up. The police has registered a case against Kailash Singh, a councillor of the area, along with 15 others in the case. As per the FIR, the councillor and his supporters started making efforts to take possession of the land another group from the village opposed it. This lead to violent clash with the contestants armed with lathees and other country made weapons. One of the members of the group opposed to the councillor was allegedly attacked who succumbed to his injuries in a hospital. No arrest was made till the time of this dispatch. The councillor has alleged that he was being framed in the case on political ground. In another incident, last night, a youth was murdered in Immanudeen village. Two families were locked in a dispute for long regarding possession of more than five acres of land. The youth was murdered last night. His body was found in the field by his relatives. The youth belonged to the family which claimed to had purchased the land and was presently having its possession. A case has been registered against five persons. |
DC’s staff caught stealing power
Jind, July 23 The accused have been identified as a superintendent in the office of the deputy commissioner and a personal assistant (PA) in the same office. The district has the maximum cases of power theft in the state with almost 78 per cent of power going unrecorded and un-billed. The incident came to light when a team of the department, headed by an SDO, conducted the raid in at least four houses of government employees residing in the colony. The meter installed on the premises of an official, who is reported to be functioning as PA, was allegedly found tampered with. The meter was removed and was sent to the laboratory for test. The raid followed after a complaint to the office of the IG (vigilance) of the Haryana Vidyut Prasaran Nigam in this regard. However, some of the residents of the colony complained that the new electronic meters installed by the nigam during the past couple of years have technical problems. |

Fatehabad, July 23 The situation is likely to continue for a week, DHBVN sources at the substation said. A transformer of 4 MVA installed at the Baropal substation was being replaced with a 10 MVA transformer. Kitab Singh, junior engineer, in charge of the Baropal substation, said power supply to villages Kharakheri, Baropal, Bhoda Hoshnak, Khasa Mahajan, Chinder, Bhana, Bhodia Bishnoian and Sarangpur, coming under the Bhoda feeder, Dhangar and Dhani Majra, coming under the Dhangar Feeder, Kajal Heri, Kumharian, Sabarwaas, Gorakhpur Dhanis and Mohamadpur Rohi, and Salemkhera, Chablamori and Dharnia, coming under the Salemkhera feeder, had been hit by the replacement work. |
Man, wife held for thefts
Karnal, July 23 SP A.S. Chawla said Wazir Chand, alias Wazira, son of Lakhmi Chand, a resident of the Ashok Nagar locality, was arrested by a team of police officials of the CIA I from the Sector 7 road. The SP said of the 130 cases registered against him, 69 had been registered in the district alone. After being arrested by the police, Wazira confessed to having committed several crimes. The police also made recoveries worth over Rs 3. 5 lakh from him that he had collected through committing various crimes. The SP said during interrogation Wazira told the police that his wife Kela Devi used to shelter him after he committed a crime. Following this revelation, the police raided his house and arrested his wife. He was later produced in a local court which sent him in police custody till July 26. His wife Kela Devi was also remanded in judicial custody by the local court. |
4 jailed for baby’s death
Sirsa, July 23 The newborn had died as it lay unattended in the fields for the whole night. Roop Singh, a resident of Rajasthan, lived at Dabwali with his wife Banto and an unmarried daughter. His daughter allegedly developed illicit relations with someone and became pregnant. She delivered a baby girl at the general hospital and while the family was returning home from the hospital with a son-in-law of Roop Singh, they threw the baby in agricultural fields near Dhani Chautala. The land owner, Amar Singh, found the body when he went to the fields in the morning and informed the police. The police booked Roop Singh, Banto, their daughter and the son-in-law in this connection. The fast-track court that tried the matter sentenced the four accused to three years of imprisonment and a fine of Rs 500 each yesterday. |

Panipat, July 23 He said with an increase in the demand for power, it had become necessary to sign the nuclear deal, which was the only solution to meet the power needs. He said the stand taken by the Congress proved that it could go to any extent for the welfare of the nation, even if it meant risking its government. |
