Ambala, July 18 He said today’s incident had caused great annoyance among the Sikh community of Haryana and Punjab. He demanded that the state government should withdraw the security of the dera chief as he was “misusing” it. He said the dera chief should not be allowed to hold a meeting of his supporters anywhere in Haryana except Sirsa. He said workers of the Akali Dal would lodge their protest on July 26 when the dera chief would visit Ambala to attend a hearing in the CBI court. Former president of state Akali Dal Sukdev Singh Gobindgarh and district president of the party Ajeet Singh Sonda also criticised the dera chief. Meanwhile, a high alert has been sounded in Ambala district. |

Chandigarh, July 18 His open support to BSP president Mayawati has led to rumours that another Congress MP, Atma Singh Gill, may also go Sharma’s way. However, Gill, who is the MP from Sirsa, told The Tribune that he would remain with the Congress “under all circumstances”. When contacted on phone, Gill used abusive language against Sharma for betraying the Congress and said: “I am a contented person and not a saleable commodity. I will remain with Chief Minister Bhupinder Singh Hooda.” Gill was confident that even Sharma would remain with the Congress after the party “satisfies” him. The speculation was afloat for the past several weeks that Sharma was in touch with the BSP leadership. Sharma, a highly ambitious politician, informed sources said, had been demanding from the BSP that he should be projected as its Chief Minister candidate in Haryana as the price for quitting the Congress. Even before the recent Assembly byelections in Haryana, Sharma had reportedly contacted the BSP and had offered to quit the Congress when the ruling party was facing an acid test in the state, provided the BSP agreed to his terms. The move fizzled out after the BSP refused to project him as its Chief Minister candidate in the state “so soon”. The party was reportedly afraid that if Sharma was projected as its Chief Minister candidate, it might obstruct the entry of other prominent leaders, who, it hoped, would join the BSP near the Lok Sabha and Assembly elections. Sources said Sharma’s disenchantment with the Congress started after his ambition to head the state unit of the party was not fulfilled. A few months before Phool Chand Mullana was chosen by the high command as president of the Haryana Congress, supporters of Sharma had even distributed sweets after rumours spread that their leader had been made the party chief in the state. However, rumours remained rumours. Instead the high command made Mullana as the state Congress chief and Kuldeep Sharma, an arch rival of the Congress MP, was appointed working president of the party. This came as a big disappointment to Sharma, who started looking for greener pastures beyond the Congress. Sharma, who was once very close to former union minister for petroleum Captain Satish Sharma, first made to the Lok Sabha as an Independent by winning the Jat-dominated Sonepat seat. Next time, he contested against Hooda from Rohtak. He lost his deposit. In 2004, he bagged the Congress ticket from Karnal and defeated BJP nominee, I.D. Swami, the then union minister of state for home. Last year, he was involved in a land dispute with Congress MP from Kurukshetra Naveen Jindal, who had lodged a criminal complaint with the Sonepat police against certain relatives of Sharma. Later, a compromise was reached after Jindal was paid about Rs 70 crore. |

Probe Sarita case, HC tells CBI
Chandigarh, July 18 Apparently unhappy over the Union government’s failure to initiate prompt action on Haryana’s request for CBI probe, the Division Bench of Chief Justice Vijender Jain and Justice Mahesh Grover directed CBI’s DIG not to wait for Union government’s formal approval and start the investigation immediately. The officer was present in the court at the time of hearing. The Bench directed the DIG to forthwith take over the investigations from the special investigating team of the Haryana police and to ensure the probe was fair. The Haryana police was also directed to immediately handover the relevant papers to the CBI for enabling it to complete the investigations within three months. The court directed the investigating agency to place the action taken report before the court by October 31. The Judges added that the DIG would appoint a suitable officer not below the SP’s rank to conduct the inquiry. The Bench asked the CBI to take the blood samples of the accused for DNA test and closely monitor the DNA test proceedings. Sarita had ended her life on June 9, in front of her two little daughters by consuming poisonous substance at the Haryana Police Headquarters in Panchkula. Accusing the Rohtak police of protecting the accused, the rape victim had alleged two police personnel, head constable Balraj and constable Seelak Ram, had raped her two months back. Posted at CIA police station in Rohtak, the duo was compelling her to withdraw the complaint, the victim had added. As the matter came up for resumed hearing, the Bench observed that the Haryana government had on June 17, requested the secretary, union ministry of personnel, public grievances and pension, to issue necessary instructions to the CBI to take over the investigations. The Bench observed despite the request, the necessary notification for entrusting CBI the investigation had not been issued by the Centre. Speaking for the Bench, the Chief Justice ruled no one should lose sight of the fact that a married woman had committed suicide after levelling allegations of rape. The Chief Justice added in view of such serious allegations and Haryana’s desire to seek prompt CBI investigation, the union ministry ought not to have sat over the matter for issuance of notification under Section 5 of the Delhi Special Police Establishment Act, 1946. The ministry concerned should have issued the notification immediately. In a related development, Forensic Science Laboratory, Madhuban, has confirmed the presence of human semen in the under garment of head constable Balraj and in salwar, as well as shirt, of the rape victim. The report, handed over to the court, said the laboratory examinations had revealed semen on clothes of the accused and the victim. |

Kaithal, July 18 Hooda, who was addressing a gathering after dedicating Satya Bharti Primary School in Sotha village in Kaithal district to the people, said a multi-pronged approach was being adopted to ensure that the benefit of quality education percolated down to the poorest of the poor. He said a Rs 485 crore scheme for giving a monthly stipend to students of the Scheduled Castes and the BPL families had been implemented in the state. Giving details of the benefits being given under the scheme, he said a monthly stipend ranging between Rs 100 and Rs 400 was given to such students. Besides, a one-time annual allowance ranging from Rs 740 to Rs 1,450 was also given to them to meet the expenditure towards uniform and stationery. A scheme of giving a monthly stipend of Rs 1,000 to Scheduled Caste students and Rs 750 to BPL students studying in colleges was also being introduced from this academic session, said Hooda, adding that a one-time annual allowance of Rs 2,000 would also be given to these students for purchasing books and stationery. He said over 13 lakh students would benefit from these schemes. Lauding the role of the Satya Bharti Foundation in disseminating knowledge, the Chief Minister said the foundation had set a target to provide quality education to two lakh children in country, which “is great service to the nation”. The Chief Minister went round the school and inspected the classrooms where education was being imparted to the tiny tots through computers. |
PGIMS to have dept of geriatric medicare

S.S.Sangwan, PGIMS director and vice-chancellor of the Pt Bhagwat Dayal Sharma University of Health Sciences, while talking to a delegation of senior citizens today. “The department will have the necessary medical facilities and specialties like cardiology, medicine and orthopaedic surgery, etc, which are crucial for the healthcare of the elderly,” Professor Sangwan said, adding that a single-window service would be provided at the department for the convenience of the senior citizens. A team of health experts from the central government recently visited the PGIMS to work out the modalities regarding the establishment of the geriatric ward. “We can also approach the state authorities for financial and other assistance in this regard,” he added. The vice-chancellor assured the delegation that effective steps would be taken to ensure the provision of medical facilities to elderly residents on priority. Later, talking to The Tribune, Dr Prem Singh Dahiya, president of the Senior Citizens Council, said that under a major policy initiative under the 11th Five Year Plan, the union government had decided to establish two national institutes of ageing, eight regional centres and a department of geriatric medical care in one medical college/ tertiary-level hospital in every state. “It was in this context that we met the health university vice-chancellor,” Dr Dahiya said, adding that the setting up of a geriatric ward at the PGIMS was a welcome step. Change in approach needed While the move to establish a separate wing for geriatric care is a step in the right direction, elderly patients feel the PGIMS staff should also adopt a sympathetic and cooperative approach towards
them. “We understand the doctors and the paramedical staff have to manage a heavy rush of patients during peak hours, but they should also understand our situation and have a courteous attitude,” said an elderly patient waiting for his turn at the OPD. |

Pay compensation of Rs 50,000, trader told
Jind, July 18 The forum has directed the accused to pay the money within a period of two months or pay an additional sum in the shape of interest on the delayed payment thereafter. The complainant identified as Mahender had purchased iron (steel) bars from M/s Chiranji Lal-Neeraj Kumar, a trading company, for constructing the roof of a building of a poultry farm. In the complaint lodged on April 9, 2007, he alleged that the roof of the building, which was built with the help of steel bars that he had purchased from the trader on June 22, 2005, collapsed exactly after a year due to rainfall. The collapse, he said, resulted in injuries to some of the labourers employed by him and a loss to other equipments lying in the farm. He said the incident occurred due to the poor quality of iron bars, which led to the collapse of the roof. He said the material was bought against a payment of Rs 50,160 and the seller had provided a guarantee regarding the quality of the product, but when he approached the trader, he declined to give any compensation for the damage. |

Chandigarh, July 18 The Bench also directed Gurgaon’s superintendent of police to expedite the investigation in an FIR registered in connection with attempts to grab the land and to present the chargesheet in the court. Apprehensive about the safety of the property, legal representative of the Anand family Sahib Ram Sehrawat had earlier moved the high court by filing a public interest litigation to ensure proper protection to the land belonging to the author and prevent its forcible possession by some property dealers. Sehrawat had filed a case against some persons in this connection that was registered at Udyog Vihar police station, Gurgaon, on October 20, 2007. Anand had died on September 28, 2004 his lone heir and daughter Sushila Rajani Kumari Anand also passed away last year. Anand had spent some years at Panjab University. He had headed the Tagore chair in literature before returning to Mumbai to continue with the publication of his prestigious art journal ‘Marg’. |
PTI held for lewd remarks
Fatehabad, July 18 The accused, Dalip Singh, who belongs to Rajasthan, had allegedly been making comments and obscene gestures to women teachers for long. Even girl students were not spared and they had been complaining against the conduct of the PTI for long. Though the principal tried to restrain him, he was unperturbed. Dalip Singh allegedly entered the common room of the women teachers yesterday and started misbehaving with them. He allegedly made obscene remarks about them and when he was asked leave the room, he allegedly threatened to kill them. He also threatened the other teachers who tried to stop him. Agitated teachers complained to the principal and held a demonstration, demanding action against him. The principal informed deputy commissioner O.P. Sheoran about the incident, who, in turn, deputed additional deputy commissioner
C.G. Rajnikanthan to look into the matter. After listening to the complaints of women teachers, Rajnikanthan forwarded their complaint to the police for the registration of an FIR. The police today booked the PTI under sections 294 and 506 of the IPC and arrested him. |

Ex-magistrate gets 3-yr RI for embezzlement
Rewari, July 18 A large amount, which was collected from local industrialists for organising the Rewari Industrial Development Exhibition (RIDEX) here in 1994 by the then deputy commissioner, Ram Niwas, was reportedly entrusted to Sharma. Subsequently, when the records of the above amount was probed by officials of the state vigilance bureau, misappropriation of over Rs 7 lakh was detected, following which a case of criminal breach of trust was instituted against Sharma after a nod in this regard was accorded by the then chief secretary. The court today pronounced its verdict in the above case. |
Villagers gherao SDO’s house
Yamunanagar, July 18 However, SDO S.B. Goel managed to escape from the back door of the house when angry villagers entered his house and allegedly damaged a television set and other belongings. A complaint in this regard was lodged today. Villagers alleged that they had been facing blackouts for several days and none of the officials took their problem seriously. However, officials said villagers had been facing power problem due to a technical problem that had been developed in the Bilaspur feeder. |
