The police today claimed to have cracked a blind murder case within 24 hours with the arrest of Mohinder of Panadi under Munatoo police station (Jharkhand), Nand Kumar, alias Dhannu Ram, of Milli Dilliaian and Sushila Devi, wife of deceased migrant labourer Pardesi, whose body was found in the fields at Dadiana Kalan village yesterday.

Balwinder Singh (20) of Basti Thakurdwara (Mukerian) was stabbed to death, while Pardeep Kumar of Naya Bhangala escaped unhurt when three unidentified youths, who had given them lift in their car, attacked the former with a dagger on Thursday.

Irresponsible ASI blocks rail traffic

Rail traffic on the Amritsar-Ludhiana section remained disrupted for more than two hours following the incident of manhandling of gateman Gurwinder Singh by ASI Kulbir Singh at Gate B-28 between Amritsar and Mannawali on the Amritsar-Jalandhar rail section this afternoon.

Patwari nabbed on graft charge

The Vigilance Bureau (VB) nabbed on Thursday Madan Lal, a patwari posted in halqa Hajipur of Mukerian subdivision of Hoshiarpur district, red-handed while accepting a bribe of Rs 2,000 from a Sandhwal village resident for giving him a copy of the mutation of his land.

Some block development and panchayat officers (BDPOs) and junior engineers (JEs) posted here are on the target of the Vigilance Bureau (VB) for their alleged involvement in corruption cases.

VB SSP Dilbagh Singh Gill stated this while talking to The Tribune here today, only a day after the VB nabbed Kartarpur halqa panchayat secretary red-handed while accepting bribe.

Gill said they received complaints from several village sarpanches in which they had alleged that BDPOs and JEs were forcing them to give bribe for releasing cheques of grants for different development works. Instead of taking bribe directly, they had asked them to hand over the money to the panchayat secretary, the sarpanches have stated in their complaints.

The nabbed panchayat secretary, Hari Krishan, has admitted that BDPOs and JEs allegedly demanded bribe from panchayat secretaries who, in turn, pressurised sarpanches to give them at least 10 per cent as bribe for getting their bills of different development works cleared, according to VB sources. The panchayat secretary disclosed that such a practice was in prevalent in most districts of the state, sources add.

When contacted, VB DSP Navtej Singh, said investigation would also be conducted against the BDPO and JEs allegedly involved in this case. “The involvement of the previous BDPO transferred from here just a few days back is also under suspicion as the new BDPO had joined recently,” he added.

Meanwhile, Hari Krishan was remanded in one-day police custody by chief judicial magistrate Virinder Aggarwal.

The DSP said a thorough interrogation would be conducted to investigate the alleged involvement of other officials of the Panchayat Department in corruption.

Trade unions want ALC shifted

The joint action committee (JAC) of national trade unions organised a dharna outside assistant labour commissioner (ALC) Inderjeet Singh’s office in the district administrative complex here today.

The demonstrators were demanding immediate transfer of Inderjeet Singh from Jalandhar, alleging that he was overlooking labourers’ rights provided to them under different labour laws. He had also failed to get the several years old orders of the labour court implemented, alleged trade union leaders.

Later, the representatives of the JAC submitted a memorandum, addressed to Chief Minister Parkash Singh Badal, to deputy commissioner Ajit Singh Pannu.

Earlier, the JAC representatives, including a large number of labourers, gathered at Desh Bhagat Yadgaar Hall. From there, they held a procession to the ALC office.

Main trade unions, including CTU, INTUC, Hind Mazdoor Kisan Panchayat, AITUC, HMS, NSMTU and BMLU joined hand a few days ago and formed a joint action committee (JAC) to spearhead a campaign against the labour department.

The convener of JAC Hari Muni Singh (from CTU) and its other representatives Ravi Wadhawan (INTUC), Lalji Bhardwaj (Hind Mazdoor Kisan Panchayat) and Rajesh Thapa (AITUC) demanded immediate transfer of assistant labour commissioner Inderjeet Singh due to his lacklustre attitude in implementing court orders.

The representatives of the JAC said, “It is the duty of the labour department to get the court orders implemented but owing to their vested interests the labour officers are not getting it done.”

They said, “Labourers usually avoid knocking at the door of the Punjab and Haryana High Court for an appeal due to their bad financial condition, but this time the situation demands so.”

The police today claimed to have cracked a blind murder case within 24 hours with the arrest of Mohinder of Panadi under Munatoo police station (Jharkhand), Nand Kumar, alias Dhannu Ram, of Milli Dilliaian and Sushila Devi, wife of deceased migrant labourer Pardesi, whose body was found in the fields at Dadiana Kalan village yesterday. The alleged illicit relations of Sushila Devi with Mohinder and Nand Kumar emerged to be the motive behind the murder.

SSP Anita Punj stated here this evening that Rajiv Kaplia of Hariana said Pardesi, who along with his family, had been residing in his haveli, had gone for collecting green fodder in his fields at Dadiana Kalan on Tuesday evening but did not return. His body was found in the fields yesterday. Marks of strangulation were found on his neck. A case had been registered.

A team headed by SP (D) Sushil Kumar had been formed to trace the accused. On the basis of evidence collected from the scene of crime, the police arrested Mohinder, Nand Kumar and Sushila Devi. During interrogation, the trio confessed that Mohinder had lent Rs 5,000 to Pardesi, but the latter did not clear his debt. Mohinder later developed illicit relations with Pardesi's wife Sushila and started visiting the haveli frequently. Mohinder and Nand, who had also been residing in the haveli, became friends and the latter also developed illicit relations with Sushila. When Pardesi came to know about the matter, he tried to persuade the trio to give up the relations and had frequent quarrels on the issue. The trio, however, decided to eliminate Pardesi and on the evening of November 13, they strangulated him. — OC

Mukerian DSP Naresh Dogra said Pardeep and Balwinder were standing at a bus stop at Bhangala, when an Indica car appeared before them and offered a lift to them. Pardeep and Balwinder told them that they had to go towards Dasuya and boarded the car.

On the way, the trio instructed Pardeep and Balwinder to hand over whatever they had. Pardeep gave Rs 600 and his mobile phone set, while Balwinder resisted. On his refusal, they stabbed Balwinder with a dagger. They threw Balwinder and Pardeep on the bank of a canal near Uchhi Bassi and sped away. Meanwhile, people strolling there noticed them and took them to the civil hospital, where Balwinder was declared brought dead and Pardeep was discharged after adminsitering first aid. A case has been registered.

Irresponsible ASI blocks rail traffic

Rail traffic on the Amritsar-Ludhiana section remained disrupted for more than two hours following the incident of manhandling of gateman Gurwinder Singh by ASI Kulbir Singh at Gate B-28 between Amritsar and Mannawali on the Amritsar-Jalandhar rail section this afternoon.

Railway sources, while confirming the incident, said the gateman requested the police officials not to set up a naka close to the level crossing but instead of lifting the naka, the ASI beat him up and forcibly opened the gate which had been closed for the Ludhiana-bound 2AJL train, which was detained near the level crossing. Meanwhile, the Amritsar-bound 2497-UP Shan-e-Punjab Express train was also stopped near the gate. On the other hand, several rail passengers and people of surrounding areas held demonstrations and raised slogans against the high-handedness of the police. Later, several officials of the Railways, GRP and the RPF rushed to the site and restored the normal rail traffic after registration of a case against ASI Kulbir Singh. Meanwhile, the Delhi-bound 2498-DN Shan-e-Punjab Express train could leave Amritsar two hours behind schedule.

Patwari nabbed on graft charge

The Vigilance Bureau (VB) nabbed on Thursday Madan Lal, a patwari posted in halqa Hajipur of Mukerian subdivision of Hoshiarpur district, red-handed while accepting a bribe of Rs 2,000 from a Sandhwal village resident for giving him a copy of the mutation of his land.

VB SSP Dilbagh Singh Gill stated in a press note that a trap was laid by a team led by Hoshiarpur DSP Daljeet Singh.

An FIR under relevant sections of the Prevention of Corruption Act has been registered against the patwari.
