Officers ‘not serious’ about re-employing retrenched staff Chandigarh, December 27 Re-inducting these employees was an important poll promise of the ruling Congress party and a committee constituted by the Chief Minister, Mr Bhupinder Singh Hooda, under the chairmanship of the Finance Minister, Mr Birender Singh, had formulated a policy for adjusting the retrenched Group C and D employees below 55 years of age. However, some of the departments, it is learnt, are trying to block the entry of the retrenched employees by insisting on compliance of certain formalities by such employees. The Chief Secretary shot off a letter recently to reprimand those who were dilly-dallying in the matter of offering appointments to the retrenched employees. The Chief Secretary wrote that as per the decision taken by the state government, recommendations for the adjustment of retrenched employees were sent to various departments, boards and corporations. “It is observed that most of the departments/boards/corporations have issued appointment letters to the persons concerned . However, it has come to the notice of the state government that some of departments/boards are insisting for medical examination and character verification of such aspirants”, the Chief Secretary wrote. The letter said medical examination was required only in the case of adjustment of a retrenched employee who was a driver. Character verification was not needed at all for re-employment of any category of the retrenched employees. The Chief Secretary has asked the recipients of his letter to give reason in case they were not able to offer appointment to a retrenched employee whose name was recommended. The letter has been marked “top priority”. |

State moving towards collaborative policing
Chandigarh, December 27 Although modern gadgetry is available for crime detection, the state police has failed to prevent
crime. It has been able to solve some cases, only to discover that criminals are much smarter than it had thought. According to senior state police officials, “micro-level planning and district specific plans are being prepared to deal with criminals and gangs”. A special wing is being prepared that will coordinate with Central intelligence agencies to remain on top of every possible situation that can cause a law and order problem in the state. It is learnt that the
ADGP, CID, Mr P.V. Rathee, has prepared a blue print of what ails the state intelligence and how it should be rectified. A plan has been cleared by the Chief
Minister, Mr Bhoopinder Singh Hooda, to revamp the intelligence setup. The new plan that will come into force shortly includes the formation of five Inter-State Intelligence Support Teams (ISISTs) that will collaborate with neighbouring Punjab, Chandigarh, Rajasthan, Himachal Pradesh, Delhi and other states to maintain and update a list of wanted persons and keep a close watch on the activities of anti-social elements. Though none of the police officials is willing to
admit, it is learnt that the state police under directions from the Director-General of Police, Mr R.S Dalal, is strengthening the CID wing of the Haryana Police. Besides, intelligence gathering, the role of the CID wing will be to get a better hold on the political situation in the
state, especially to monitor the dissension within the Congress party. The activities of Mr Bhajan Lal and his son, Mr Kuldip Bishnoi, will be monitored by an SP-level officer in the CID. As part of a
revamp, the Haryana Police has taken a decision in principal to strengthen the district security branches. For better surveillance, high-tech toll plazas are being set up on National Highway (NH) No. 8 with an integrated checkpost to prevent ferrying of arms and ammunition and monitoring every vehicle that crosses
the point. Anticipating acts of terror, especially in the National Capital Region (NCR), the Haryana Police has announced the setting up of five bomb disposal squads at range headquarters. These will be stationed at Ambala, Hisar, Rohtak and Gurgaon ranges and one for the Haryana Armed Police
(HAP), Madhuban. Concerned at the deteriorating law and order situation, the state police will use mobile interceptors to check crime. The major jails at Ambala, Kurukshetra, Karnal, Sonepat and Gurgaon are being equipped with jammers. Haryana has also ordered satellite phones that will be used for disaster management. The state is also concerned about the spread of Maoists influence in select pockets.
This, along with the problem of illegal Bangladeshi nationals and overstay of Pakistani nationals and their potential for espionage, has caused serious concern, forcing the state to adopt the collaborative approach to policing. |

Chandigarh, December 27 Just before the year end, Chief Minister Bhupinder Singh Hooda has directed the Haryana Urban Development Authority (HUDA) to construct at least one lakh low-cost houses in the National Capital Region (NCR) to facilitate the poor, in view of the escalating cost of land. The rural sector too got due attention with the launching of a new programme known as “Seedha Samvad” under which the Chief Minister ordered inviting representatives of Panchayati Raj Institutions (PRIs) at his residences in Chandigarh and Delhi from each district to redress their grievances and get feedback from them. The panchayats were empowered to undertake developmental works up to Rs 3 lakh and now they get funds directly to their accounts. Encouraged by a tremendous response, the state has announced the constituting of a Haryana Rural Development Authority on the pattern of similar authority for urban areas. The state launched the Indira Gandhi Drinking Water Scheme to provide individual water connections, free of cost, to eight lakh families belonging to Scheduled Castes (SCs). In case of consumers in the general category, the connection fee would not be charged for one year. The connection fee is Rs 500 per connection in rural areas and Rs 1,000 in urban areas. The government tried hard to project its human face and its commitment to the cause of the underprivileged. An example of this was that while TV viewers all over the world were glued to their sets for the 50-hour-long ordeal that finally resulted in the safe extraction of six-year-old Prince from a borewell at Haldera in Kurukshetra district on July 23, the Chief Minister stood by the child’s parents at the spot. He took a personal interest to ensure that all possible efforts were made to give the child a new life. He announced free medical aid and Rs 2 lakh as financial assistance to the child. The government also honoured those who had taken the child out of the borewell of 16-inch diameter. Towards the end of the year, the Haryana Cabinet gave its approval to the promulgation of the Haryana Police Ordinance 2006 to replace the Police Act, 1861 and Punjab Police Rules, 1934. This will go a long way in protecting the rights of the underprivileged. |
Analyse facets of farmers’ debt, Hooda urges economists
Kurukshetra, December 27 He expressed concern about plight of farmers in the country, which mainly was due to debt. He urged the economists gathered to analyse the problem in crucial manifestations afresh. One of way to better their for, he argued, was to encourage public and private investment in agriculture. He said, we are to ensure the WTO agreement on agriculture got approved on the terms and conditions of the developing countries. On female illiteracy and female foeticide, which have serious negative social consequences, Mr Hooda stressed education to wider sections of women and their greater participation in the reconstruction of economy and society. He emphasized turning Young India into “Young Skilled India”. From his experience of a recent visit to China, the Chief Minister favoured increasing Budget on technical education in the state. The Chief Minister said, he was committed to promoting technical education in the state. The Chief Minister said FDIs inflows were important for creating social and economic infrastructure through public-private partnership, for reaping benefits of globalisation. He said the government had drawn up plans to speed up creating of special economic Zones, education and technology cities, and industrial parks. The impact of these steps needed to be researched and assessed in bringing about economic prosperity. He said his government would look forward to the proceedings of the conference as valuable input for intellectuals and policy makers. In his presidential address Prof K.C. Reddy, focused on importance of invention and innovation in higher education for long term economic progress. Prof Reddy emphasized education priorities needed to be reshuffled in favour of technology and engineering to produce right kind of human resource. He averred in the emerging knowledge economy, building a strong human capital base to complement the natural resource endowments and available physical capital was the highest need of the country. Prof Reddy stated access of higher education must also be ensured to the weaker sections of society to make them active participants in the economic growth. Besides there was need, on the pattern of China to equip youth with technical skills. Prof Anil Thakur, Secretary and treasurer of the Association, said two-fold aims of the IEA, included promotion and accentuation of a young generation of the economists and professionals from the country, and pursuance of quality research in economics. Haryana to act against staff not wearing uniform Yamunanagar, December 27 The government gives more than Rs 1 crore each month as uniform allowance to its Class IV employees. The Chief Secretary and the Financial Commissioner have ordered all department heads to take action against employees who do not wear uniform. The letter was written, as per sources, when a Kurukshetra resident using Right To Information Act (RTI), asked for information regarding the fortification of monthly allowance of Class IV employees if they violated orders on uniform. The sources said as per the orders all departmental heads had been asked to take action against erring employees and deduct their monthly uniform allowance. |

Farmers fear land acquisition, to meet DC today
Yamunanagar, December 27 The villagers apprehend the exercise was for acquiring their land. When they could not find why the survey was being carried out they formed a 11-member committee the ‘Kisan Insaf Samiti’, which would meet the Deputy Commissioner tomorrow. Vice-Chairman of the Zila Parishad and INLD leader Khela Ram Narwal who has been elected President of the committee said the villagers did not want acquisition of their lands and would take to agitation if the government went ahead with acquisition. Several farmers from villages including Tigra, Tigri, Kamalpur, Dusani, Mandoli, Hariyabans, Akalgarh, Naharpur and Todarpur held a meeting in Tigri village and decided to meet the Deputy Commissioner to know why the survey was being carried out. |

Victim's family blocks highway
Ambala, December 27 Traffic on the highway was disrupted for about half an hour following the blockade. It was lifted only after an assurance was given by Sub-Divisional Magistrate M.K. Ahuja that the police would look into the matter. The relatives and acquaintances of deceased Rekha blocked the highway near the Civil Hospital, Ambala Cantt. They demanded action against the doctor who had operated upon Rekha. They stated that the condition of Rekha had deteriorated after she was administered an injection yesterday. The family of Rekha said she was operated upon for tumour and the doctor concerned had stated that the operation had been carried out without any trouble. But Rekha complained of pain in her stomach and she was administered an injection. Later in the evening, Rekha again complained of pain in her stomach and was administered another injection by a nurse. A little later, they found that she was not breathing. Mr Lalit Batra, Rekha's husband, said he had been assured last night that a case would be registered against the doctor but nothing had been done in this regard. |
SDO caught taking bribe
Ambala, December 27 According to information, a shopkeeper of Barwala had filed a complaint with the DIG of the Bureau Mr
M.S. Ahalawat, and alleged that the SDO had been demanding Rs 2,000 from him. The DIG constituted a raiding party to nab the bribe seeker. This noon the SDO had come to the Ambala office located in Ambala City when the shopkeeper offered him the bribe. The raiding party caught him red handed. The Bureau has registered a case under the Prevention of Corruption Act against him.

One held for killing deer
Chandigarh, December 27 According to the Haryana Minister of State for Forests, Ms Kiran Choudhry, the accused had killed the deer on December 25. A case was registered against him on December 26 and he was arrested the same day. Further investigation of the case was in progress. She said another female deer died of dog bites in Karnal the same day.

House burgled
Ambala, December 27 The owner of the house, Mr Mahinder Kumar, had gone to meet his relative two days
back. When he came back this morning, he found that the main gate of his house was opened. Three youths came out of his house and attacked him. Mahinder Kumar was injured in the process. After the incident, when he entered the house, he found that some cash and jewellery was missing. The police has registered a case in this regard. |
