Master Plan focuses on weekly markets New Delhi, December 27 The Master Plan notes that the informal trading sector, with highly reduced needs of floor space and investment, is important as a source of employment and services in the economic fabric of the city. In new urban localities, informal bazaars could be part of the planned commercial areas and these could be implemented in the initial planning stages along with development of residential areas, states the draft Master Plan for Delhi 2021. The plan involves looking at the location and concentration of the present trading units on a case-by-case basis and taking steps for relocation or improvement as needed. Lauding the ‘systematic manner’ in which weekly markets have been functioning, the Master Plan says parking and other open spaces in the service markets and commercial centres could be so designed that such markets can operate in these areas during non-working hours. “Weekly markets, the traditional style of retail shopping, is quite popular in Delhi, especially among the lower and middle-income groups,” it states. On the policy for existing informal trading areas, the Master Plan states it should be ensured that such activities shall not spill over on the right of way. “The government or concerned local agencies should coordinate the policy,” it says. According to the MPD-2021, the trading areas should have suitable public conveniences and solid waste disposal arrangements. Guidelines will have to be formulated, such as defining the ‘hawking’ and ‘no hawking’ zones, and the local authorities will have to take up new designs of stalls, push carts and mobile vans. Traders demand extension of notified date for online registration New Delhi, December 27 The public notice issued by the MCD that appeared in various publications has added to the confusion prevailing among the community. There are reports of the Standing Committee meeting which was convened to discuss the issue of sealing. As per the reports, the statement issued by the Municipal Commissioner justifiably purports to draw distinction between the commercial activity which is going on in the Notified Commercial Areas as per the Master plan and those which are established in the so called areas carrying ‘Mixed Land Use’. The traders’ body, Confederation of All India Traders (CAIT), said that in view of the current situation, the traders found it extremely difficult to understand the real picture. “Therefore, the process of registration cannot be expeditiously done by the notified date of December 31 and therefore, the extension of time is all the more necessary,” it said. The CAIT has urged the Union Urban Development Minister, Mr Jaipal Redy and the State Minister, Mr Ajay Maken, to direct the MCD to seek extension of the date from the monitoring committee in the larger interest of the trading community of Delhi. Meanwhile, responding to their demands, the MCD today announced to have made arrangements to help traders file their online registration at Citizen Service Bureau in all 12 zonal offices. They would be helped by the staff of the civic body in filing the format on computer. They would be subsequently required to deposit the printed format along with draft and necessary documents at Easy Bill Centres. |

Sec 144 imposed to check traffic snarls Gurgaon, December 27 In his order, the District Magistrate mentioned that heavy vehicles like buses, trucks, trailers and containers ply on the national highway without caring for the earmarked lane system. This often results in traffic snarls, added the order. The District Magistrate has ordered that heavy vehicles like Haryana Roadways buses, private commercial vehicles like trucks, trailers, containers, etc will ply on the left hand on the national highway in future. He has further ordered that the 10-km stretch on NH-8 from Sarhaul border to Haldiram Crossing has been barred from heavy vehicles for seven hours from 8 am to 11 am and 5 pm to 9 pm. The order will be applicable on NH-8 in the entire district and will be effective from January 5. Here, it may be recalled that around 80,000 private and commercial vehicles move on NH-8 on the stretch of Gurgaon to Delhi daily as per a study conducted by the department recently. Traffic jams have become a routine feature particularly since the work for super expressway started on the stretch. |

BJP leader accuses DDA of not developing industrial area New Delhi, December 27 He claimed that he had got sanctioned Rs 12 crore from his MLA area development fund in 1998 following which some development in the area took place. However, he added, the situation could not be improved, as it required more money for more infrastructure development. He said that he had met Lieutenant Governor of Delhi and many officials of the MCD over the issue, but nothing had been done in this connection. He claimed that he again got sanctioned money from his area development fund but it had not been used. He had written a letter to the Lt. Governor in this connection who subsequently ordered an inquiry to find out where the sanctioned money had been spent. Mr Tanwar pointed out that the administration charged crores of rupees as taxes from the industrialists of the area, but nothing was being done for their welfare. |

11 criminals, including 4 brothers, banished from Noida Noida, December 27 Dozen of cases, including murder, dacoity are pending against all the expelled criminals in different police stations of the district, it is learnt. The police have been ordered to arrest them and send them to jail forthwith, should any of them be seen in the district. The four brothers are Krishen Pal, Om Pal, Umra, alias Amar Pal, and Sheesh Pal of village Dabha under Kasna police station. All of them are wanted in cases of murder, threatening, assault and loot after inflicting stab injuries. They had come out on bail from the High Court recently. The District Magistrate had asked the SDM to review their cases. The SDM in his report said that the four brothers continued their old activities. The DM then ordered their expulsion for six months from the district. Apart from them, Vikram Singh, Padam Singh, Than Singh, Gyanchand, alias Gyan, Babloo, alias Rajinder, Ajay Kumar of GC Complex, Noida, and Kanhya from Khora under Sector 58 police station are the other criminals expelled from the district. All these criminals have also been bound with a security challan of Rs 50,000 each, police said. Should any of these 11 criminals be seen within the boundaries of Gautam Budh Nagar district, without specific permission, they will be arrested. |

SSP accused of ‘dereliction of duty’ in Yuvraj case Gurgaon, December 27 Qureshi is also being criminally prosecuted by Neelam under Section 166 of the Indian Penal Code (IPC) in Gurgaon district court, for allegedly being a ‘law offender rather than a law protector’. She told ‘The Tribune’ that Mr Qureshi in connivance with Yuvraj Singh, his mother Shabnam Singh and their associates, instead of protecting the public under the law allegedly supported them. Neelam has mentioned in her letter that her son Siddhartha was beaten up by the hosts and other guests in the early morning of December 1. He was ‘murderously’ assaulted by cricketer Yuvraj Singh, his relatives and friends, stated the letter. Neelam has stated that a Haryana Police constable also threatened her son and forced him not to pursue the matter. A complaint has been filed against Yuvraj Singh and his mother, Shabnam Singh, who reportedly abused Neelam and her son in the presence of police.
Shabnam was also accused of making defamatory statements to the print and electronic media on December 13. Yuvraj Singh’s younger brother has been accused of making vulgar gestures at the complainant. Ankur Singh and Sodhi, friends of Yuvraj, have been named in the case besides Uday, the security in-charge of Yuvraj Singh’s residence and Ranjit Bajaj, the son of Bharat Bajaj, Principal Secretary to Govt. of Punjab. According to Yuvraj Siddhartha, Ranjit Bajaj was accompanied by some armed and uniformed constables who, at his direction, criminally assaulted him. It is submitted that Ranjit Bajaj has criminal cases pending against him in the courts. The complaint has been filed in the court of Gurgaon Judicial Magistrate Raj Rani Gupta for criminal prosecution and conviction of the above accused under various sections of the IPC. The hearing is scheduled to take place on January 6. Ms Neelam added that she would also write a letter to the Punjab Governor and urge him to take action against the erring police officials of Punjab who accompanied Ranjit Bajaj and beat up his son. |

Self-styled DM held for duping New Delhi, December 27 The accused, Sajid Ali (42), is a school drop out and a resident of Uttam Nagar in Delhi. Initially, he used to work as a peon in Naib Tahsildar office in Pilibhit, UP where he sensed the glamour of bureaucracy and decided to pose as a civil servant. However, he opted this self-styled image to dupe innocent and needy people only to make easy and quick money. The accused used to claim as the DM of neighbouring districts and even issue appointment letters of various government departments to innocent youngsters. Following a tip-off, a decoy policeman of the police team was constituted who contacted the accused for a job. Ali agreed to arrange for a job of peon in the Court of Civil Judge, Allahabad and demanded Rs 35,000 from him. He told the decoy policeman that the Civil Judge was in Delhi for some official work and he would manage an appointment letter for him there. Ali was apprehended while he was giving a fake appointment letter to the decoy policeman. He revealed of having duped numerous people on the pretext of providing them government jobs in various departments in exchange of money ranging from Rs 30 to 50 thousand. He used to target uneducated job seekers so that they would seldom muster the courage to make a complaint against him. After targeting one area, he used to shift to another area and execute the work. He used to keep an air pistol with wooden butt to gain the confidence of his victims, informed a police official. |

Hapur jeweller duped of ornaments worth Rs 4 lakh Ghaziabad, December 27 A smart young man carrying the visiting card of a Garg provision store across the road came to Shriji Jewellers on Wednesday evening and said, “Mr Garg’s sister was getting married, but since she had injured her foot and was not able to walk, he had been asked by the family to bring some jewellery samples for approval.” The man first took six silver glasses and six sets of silver anklets. He soon returned and told the jeweller that five pairs of anklets had been liked. Only some minor changes were desired, the jeweller was told. Subsequently, he again took some artefacts and returned after some time. When the youth was convinced that he had won the trust of Shriji Jewellers, he took six gold chains, six gold bangles and five rings for approval. When the youth did not return for quite sometime, the jeweller went to Garg provision store to find out as to why the young man was taking that long. When Mr Garg said he had not sent anybody to him with his card nor there was any marriage in the family, the jeweller was aghast to realize that he had been duped of Rs 4 lakh.

DDA park named after Mirza Ghalib New Delhi, December 27 Mr Farhad Suri, Speaking on the occasion, Dr Kidwai said, “It is heartening that after 150 years, we are remembering Ghalib and have realised that his contribution needs to be recognised. Remembering him by naming this park is a great tribute to him as he enriched the culture of this city with his poetry. His philosophy contained in his poetry and prose has relevance even today.” According to him, naming parks and places after reputed personalities, whose creative contribution to the society needs to be remembered, is a good tradition. He said that there had been a request that this park should be exclusively for ladies and he suggested the DDA to consider this suggestion. Recounting the details of the three-day function being held in the memory of Ghalib, he said that there cannot be a better befitting tribute to this person than having different cultural programmes in his memory even though it is after 150 years. He advised to take forward contributions of Ghalib to generations so that nuances of life and his experiences contained in his philosophy benefit the society. Mr Pawan Verma, Director General, ICCR, recounted the life and times of Mirza Ghalib and said that Ghalib was a very spirited person and lived his life fully. According to him, it is a misfortune that the prestige, which should have been bestowed to him, could not be bestowed during his lifetime but his works kept him alive through the years. He suggested that an Annual Mussehra should be held in this Bagh. |

Rains cause sharp fall in temp New Delhi, December 27 At least 16 flights from Indira Gandhi International Airport were cancelled today, while 30 others were diverted to other destinations as the Runway Visibility Range
(RVR) was reduced to 100 metres, an airport official said. Northern Railway sources said that because of poor visibility eight long-distance trains were running behind schedule with Farakka Express from Malda to Delhi was delayed by eight hours and thirty minutes. However, there was no disruption of schedule of any train leaving Capital’s three major stations – New Delhi, Old Delhi and Hazarat Nizamuddin. The Capital received 3.2 mm rainfall overnight which brought down the temperature. The minimum temperature was recorded at nine degree Celsius. The weatherman has forecast a partly cloudy sky with a possibility of rain in some parts of the National Capital Territory of Delhi. Yesterday, with thick cloud cover throughout the day, several parts of the city received a light drizzle adding to the chill factor. The chill was apparently brought about by strong easterly breeze, the Meteorological depatment officials said. |

Noida, December 27 While all the Noida vehicles were rushing to Delhi petrol pumps for fuel where long queues of UP vehicles could be seen, many three-wheeler drivers were seen refusing to take passengers to Greater Noida and other destinations.
