The Additional Sessions Judge, Dr Neelima Shangla, here today sentenced Anil Kumar to life imprisonment and fined him Rs 65,000 for raping a minor girl. An accomplice of the rapist, Sandeep, has been sentenced to seven years of rigorous imprisonment and fined Rs 15,000 by the court.

4 youths killed in mishap
Ambala, November 30
Four youths were killed in an accident on the Ambala-Chandigarh highway late last night. The accident took place when the Maruti car, in which six youths were travelling, collided with a truck near Dhulkot barrier.

The Haryana Transport authorities have decided to tackle tomorrow’s proposed strike of roadways employees firmly and tactfully.

The Haryana Roadways Employees Union, affiliated to the Sarv Karamchari Sangh (SKS), a Left-oriented trade union, has given a call for boycotting the Delhi territory tomorrow from 8 am to 5 am in protest against the “arbitrary challaning” of Haryana buses by the Delhi Police. The penalty for a chalan has to be paid by the drivers themselves.

According to sources, teams headed by senior officers of the Transport Department have already been stationed within the Delhi borders at seven points from where Haryana buses enter the national Capital. A number of buses have also been stationed there so that if a driver refuses to take his bus inside Delhi, the passengers can be taken to the destination in the standby buses.

While the Deputy Transport Controller (DTC), Mr S.K. Goel, has been stationed at the Kundli barrier on the GT Road, Mr J.B. Singh, DTC, will be based at Tikri on the Jhajjar-Delhi road. Mr Udey Vir, Traffic Manager, and Mr Balwant Singh Godara, General Manager, Haryana Roadways, Kaithal, will supervise the Badarpur (Faridabad) and Kapashera (Gurgaon) entry points.

Besides these four major entry points, officers have also been stationed at three minor entry points of Ochandi, Dhansa and Jharoda. The authorities are planning to station videography teams also at the entry points so that disciplinary action can be taken against the erring drivers.

In future random videography will be conducted inside Delhi territory so that if there is any arbitrariness on the part of the police there, it can be confronted.

The Financial Commissioner and Principal Secretary, Transport, Mr Raminder Jakhu, has taken up the grievance of the roadways drivers with the Delhi Police Commissioner, Mr K.K. Paul, though Mr Jakhu said here today that statistics relating to challans were not alarming. The Joint Commissioner of the Delhi Police, Traffic, Mr Qamar Ahmed, has assured Mr Jakhu that it would be ensured that the Haryana Roadways buses were not challaned on “arbitrary grounds or for whimsical reasons”.

Mr Jakhu said no driver had communicated to the authorities that he was challaned by the Delhi Police arbitrarily. If such arbitrary action was brought to the notice of the authorities and the driver chose to contest the challan, the government would give him legal assistance and pay the penalty, if any.

The sources say the Chief Secretary, Mr Prem Prashant, has also directed the Deputy Commissioners, particularly of the districts around Delhi, to ensure law and order. Similar directions have also gone to the Superintendents of Police.

There are indications that the union, which gave the call for tomorrow’s protest, has expressed its inclination to hold talks with the government on the issue.

Describing the day-long protest call as “unjustified”, Mr Jakhu said the issue concerned road safety and no government could give permission to anyone to violate the traffic rules. He said the strike call was given by unrecognised unions.

He said the scrutiny of the statistics revealed that contrary to claims by some employees, the challaning of the Haryana buses was not a widespread phenomenon. Haryana Roadways daily operated 1,780 trips to Delhi and challans would come to around one per day, which was not an unusual figure given the strict implementation of the traffic rules.

Youth killed in encounter: murder, allege villagers

The killing of a youth by the police in an encounter near Noona Majra village here has left villagers angry who said an innocent was killed in cold blood.

The police shot dead Vikas alias Vicky, of nearby Dulhera village in an encounter at 11am. He reportedly was fleeing after looting Rs 1.70 lakh from a post office in Bahadurgarh. The police chased his Crusher jeep in which some other persons including a woman were travelling. On being chased, he turned the vehicle to an approach road but it overturned. Vikas tried to hide himself on the outskirts of the village but the police tracked him.

However, by this evening, hundreds of people from Delhera and its nearby villages started congregating in the village to protest against the killing. Sarpanch of the village Jaiveer maintained the youth was innocent. He held they had blocked the Jhajjar-Bahadurgarh road and demanded a case under Section 302 of the IPC be registered against the policemen who killed Vikas.

Mr Umed Singh, an uncle of killed youth, said his nephew was disabled from his leg and unable to run. He owned a maxi cab and was plying on the Jhajjar-Bahadurgarh road. He held the jeep was being driven by another person and a woman of his village and Vikas were sitting in the vehicle when the police started chasing it. On seeing the police, he maintained, Vikas might have thought that he could be challaned for being caught and thus asked his driver to speed away. The police had mistaken him as a robber and killed him in cold blood. He held the police had fabricated a false story about recovery of pistol after it realised that an innocent had been shot.

Heavy police force was deployed in the villages to control the situation which became explosive by late this evening. SP, KK Rao said the youth fired three shots on the police party following which the police exchanged fire in which he died. He added they had recovered a .25 bore pistol and some amount from the robbed cash from him, while the jeep he was driving was stolen one.

Inspector General of Rohtak Range Sharad Kumar, SP, Jhajjar KK Rao, and SP Rohtak also reached the spot and maintained the killed youth was an accomplice of the robbers who struck at post office. The SP held the robbers were four in number who looted cash from the post office. While three others had not been tracked, the fourth one killed in the encounter.

Sources said that a group of looters barged into the post office at Bahadurgarh this morning when the cashier was disbursing pension. Two youths pounced upon him and decamped with the bag containing Rs 1.70 lakh. The robbers entered the post office as there was no security in place; neither the room of cashier was locked nor any security man deployed outside the office. Two of the robbers reportedly were carrying pistols. Sources added that a countrymade pistol had also been recovered from near the post office, which was used to scare people.

However, as the youths rushed towards the main gate, the people, present in the post office, tried to stop them. One of the robbers fired two three rounds from his pistol after which they succeeded in clearing their way out of the post office.

In the meantime, the police sealed all exits of the town and cordoned off the suspected areas. After a while, the police team got suspicious about a Crusher jeep and chased it. The jeep sped towards Jhajjar in which a woman was sitting besides the driver. The police succeeded in cornering him near Noona Majra village, 8 km from Bahadurgarh. On finding him encircled by the police, he turned his jeep on an approach road but he lost control of the vehicle and it overturned near Lowa village.

Delimitation panel meets to take views of people of 8 districts

The Delimitation Commission which met here today was flooded with objections and suggestions from politicians regarding the panel’s proposals.

The panel met here to have objections of people from eight districts of Rohtak, Hisar, Jind, Bhiwani, Jhajjar, Sirsa, Fatehabad and Sonepat.

Justice Kuldeep Singh heads the Commission. Haryana Assembly Speaker Raghbir Singh Kadian, Hisar MP Jai Parkash, Sonepat MP Kishen Singh Sangwan and Karan Singh Dalal are its associate members. Haryana’s Chief Electoral Officer Chander Singh was also present.

Mr Anand Singh Dangi, MLA from Meham, Health Minister Kartar Devi and Hassangarh MLA Naresh Malik from Rohtak district pleaded their case before the commission.

Mr Dangi opposed proposed transfer of some villages of Lakhanmajra block to Kiloi segment saying culturally these villages were closer to the Meham area than Kiloi. Ms Kartar Devi was opposed the renaming of Kalanaur constituency and suggested instead of disbanding it, the segment might be categorised as a general seat. Kalanaur at present is a reserved constituency. Mr Malik wanted Hassangarh to be renamed as Garhi Sampla after the birth place of Sir Chhotu Ram.

BJP MLA from Narnaund constituency in Hisar pointed out the four panchayats of Baas village of his constituency had been included in two different constituencies which was unfair. He presented maps and other documents to support his case.

Mr Puran Singh Dabra and Congress MLA Chhatarpal Singh presented objections with regard to changes proposed in Ghirai segment of Hisar.

Haryana Transport Minister Randeep Singh Surjewala presented his objections to the proposal to declare Narwana as a reserved seat. He made a case for keeping his constituency intact. At one stage he hinted that the changes in Narwana were politically motivated. At this the chairman remarked the panel had independent opinion and there was no question of any influencing it.

In the second post-lunch session the commission took up Assembly segments from Bhiwani district where several changes have been proposed, including the one to rename Bhiwani Lok Sabha seat as Bhiwani-Mahendragarh by including several Assembly segments of Mahendragarh district into it.

Several politicians, including Tourism Minister Kiran Chaudhary, Maj Nripender Singh, Dr S.S. Bhardwaj and former bureaucrat R.P. Singh opposed the renaming of Bhiwani Lok Sabha seat. They pointed to political importance of Bhiwani and said it would be great injustice to the area.

All of them were unanimous in their opposition to the inclusion of Bhawani Khera constituency in Hisar Lok Sabha seat area.

Former MP Om Parkash Mann suggested that since the area of Bhiwani tehsil was sufficiently large, there should be two Assembly seats Bhiwani-1 and Bhiwani-2.

The commission was to take up Jhajjar and Sonepat districts at the time of filing the report.

2 sentenced for raping minor

The Additional Sessions Judge, Dr Neelima Shangla, here today sentenced Anil Kumar to life imprisonment and fined him Rs 65,000 for raping a minor girl. An accomplice of the rapist, Sandeep, has been sentenced to seven years of rigorous imprisonment and fined Rs 15,000 by the court.

According to the facts of the case, a 15-year-old girl was abducted from her house in the Arjan Nagar locality here on the night of April 27, 2004, by Anil Kumar, one of her neighbour, with the help of his friend Sandeep.

The girl was sleeping along with her sisters and brothers while her parents were sleeping in the adjoining room. The culprits, to ensure that the girl did not make any noise, gagged her.

They took her to Karnal and kept her in a room at Vikas Nagar for five days. It was alleged that the accused administered her some intoxicants and during her unconsciousness she was repeatedly raped.

Her parents, failing to trace the girl, lodged a complaint with the police. The police raided a room at Karnal and recovered the girl in a semiconscious condition.

Anil Kumar and his friend Sandeep were arrested by the police. The girl was brought to Kaithal and got medically examined, which confirmed that girl was raped.

The court ordered that the amount of fine recovered from the accused be paid to the victim in the form of compensation.

4 youths killed in mishap

Ambala, November 30
Four youths were killed in an accident on the Ambala-Chandigarh highway late last night.

The accident took place when the Maruti car, in which six youths were travelling, collided with a truck near Dhulkot barrier. While four youths died in the accident, two were referred to the PGI Chandigarh. The condition of the victims is stated to be serious.

Gaurav Gupta, Bharat Bhushan, Sachin Chauhan and Sandeep Chauhan died in the accident. Sachin Chauhan and Sandeep Chauhan were brothers. Surakshit Mehta and Gaurav Chauhan sustained injuries.

The incident took place when the youths were returning after attending a function of a telecom company in Drive-in 22. A case has been registered at Baldev Nagar police station.

Three of the deceased hailed from Aloo Godam area in Ambala Sadar while the fourth was from Defence Colony.

Villagers stealing power beat up UHBVN staff

Employees of Uttar Haryana Bijali Vitran Nigam (UHBVN) who had last evening gone to Sabhapur village of the Sadhoura block to check power theft were allegedly manhandled by the village Sarpanch and a few villagers. Today morning the employees went on strike and demanded action against the accused.

On the other hand, Vinod Saini, sarpanch of the Sabhapur village, refuted allegations levelled against him and said the employees were 'cooking up' stories. The sarpanch said he had gone to meet the SDO concerned when this incident took place.

According to sources, UHBVN employees led by Mr Subhash Taluja, Junior Engineer, went to Sabhapur village after receiving information about power thefts being committed by a few villagers and took action against them.

Mr Rajinder Singh, SDO, said that this irritated villagers. The village sarpanch along with a few villagers reached the junior engineer’s house and hurled abuses on the occupants. Later, they went to the UHBVN complaint centre and abused employees present there and assaulted Mr Chaman Lal, also another UHBVN employee. After this incident the employees lodged a police complaint. In the morning the employees went on a strike and demanded arrest of the accused.

In another incident, agitating activists of the Haryana Government PWD Medical Workers Union did not allow the Executive Engineer concerned to come out of his office today morning. The Executive Engineer, Mr S.K Sharma, could come out of the office only after the police intervened.
