Construction along Parwanoo-Shimla highway banned
Shimla, November 21 The Principal Secretary, Public Works Department, has issued directive to all agencies concerned not to allow construction within 22.5 m on both sides of the road. The directive has been issued after the National Highway Authority of India (NHAI) brought to the notice of the state government that in view of the haphazard constructions all along the highway, there will be a problem at the time of four-laning of the highway. The NHAI said the ribbon development along the route was taking place along the right of way of the existing road as well as the proposed right of way of four-lane project. Their main concern was that in case these constructions were not stopped, the cost of the proposed project would escalate as all these structures would have to be acquired. Besides, it would also lead to serious problem of rehabilitation as all these structures close to the road would have to be removed for the four-laning of the road. The Principal Secretary, PWD, has directed the Town and Country Planning, Urban Development and Public Works departments, Deputy Commissioners of Solan and Shimla and all various local bodies not to allow any further construction activity. The government has already banned construction above 1.5 m on the valley side along all national and state highways. The Principal Secretary, PWD, has said there should be strict compliance of the orders as the process of acquisition of land and structures was already in progress. |
Safety audits of buildings suggested
Shimla, November 21 Presiding over a conference on disaster management, jointly organised by the Department of Revenue and National Disaster Management Authority here yesterday, he said lifeline structures like hospitals should be strengthened and ready information be provided to the public. Directories containing information about specialists and blood banks should be compiled for the purpose. He said there was a need to sensitise both the people and the public representatives about tacking disasters. There was a need to mobilise volunteers for the Red Cross, Nehru Yuva Kendra and other such organisations which could play an effective role during relief operations. Mr Menon held detailed discussions with the departments concerned about their preparedness for disasters. There was no shortage of resources for strengthening the infrastructure but concrete proposals were required for it. He said the website of the authority was being launched soon which would provide related information. He asked the government to depute sufficient manpower in quake-prone areas of the state and the state Disaster Management Department should coordinate with the Science and Technology Department regarding information about early warning signals of disasters so that the people could be alerted well in time. Mrs Parminder Mathur, Additional Chief Secretary, said a disaster management framework had to be drawn up covering the aspects of institutional mechanism, mitigation and prevention measures, legal and policy matters, preparedness and response, human resource development, early warning systems and capacity building. She said the Department of Relief and Rehabilitation had been redesignated as the Disaster Management Department so as to focus on mitigation and vulnerability reduction. She said the state government was in the process of adopting the Central Disaster Management Act with modifications and notifying the Disaster Management Authority at the state level. The state and district disaster management plans were also being finalised which would have long-term mitigation measures as well as short-term emergency responses. Control rooms had been set up in all districts and the state capitals with free toll numbers through which reports of the occurrence of disasters could be received.She said the training institutes in the state were functioning to their optimum capacity. |

Mandi, November 21 The supporters of Mr Rao burnt the effigy of Mr Mohinder Singh today in Sarkaghat, hometown of Mr Rao. BJP men had burnt the effigy of Mr Rao there yesterday, demanding his resignation from the Cabinet. Defending Mr Rao, the Chairperson of the state Congress minority cell, Mr Rahmat Ali Khan said at a press conference here today that neither Mr Mohinder Singh nor the leader of the Opposition in the Vidhan Sabha had a moral right to demand the resignation of Mr Rao. Mandi district BJP president Inder Singh, however, has come in support of Mr Thakur. "The appointments of Mr Rao's family members should be probed by the CBI," he said. |
Man denied bail in cheating case
Sundernagar, November 21 They had a jewellery shop here — Ganpati Jewellers and started a scheme and collected huge amount and jewellery from people and went missing from August 17, 2006 with cash and jewellery of people. They had cheated more than 100 persons. They also had shops at Ner Chowk and other places in Mandi district. They closed all these shops and disappeared cheating people of crores. Cases against them were registered at Sundernagar and Balh police stations. The police raided Ludhiana, Jalandhar, Ambala and Amritsar to arrest them. They were arrested on October 31 and lodged in Subjail Mandi. |

Student dies in accident
Shimla, November 21 The mishap took place in the morning when Nishant with his classmate, Anuj, was on his way for tuition. The two, students of DAV Public School, New Shimla, were taken to the nearby Indira Gandhi Medical College. Doctors at IGMC tried to save Nishant but he succumbed to his injuries. Anuj is still in hospital. The driver of the truck has been arrested. |

Shimla, November 21 The persons who surrendered today include Mr D.C. Yadav, Mr Duli Chand, Mr Sher Singh all from Mandi, Dr Khanna from Dharamsala and Dr Dhiman. With this number of parents who have surrendered has gone up to nine. The police had arrested six parents before some people started surrendering. |
