Cops clueless about minor’s rapist
Mandi, November 12 The medical report of the victim had confirmed that she had been raped about five days before she was brought to the hospital on Thursday last week. But the doctors are yet to specify the exact cause of her death. According to sources the girl was raped when she was alone at her room near Saniardi bridge in the town. She has no mother and her father, a Nepali labourer, had gone to Lahaul for some work. She was staying with her grandfather who is an alcoholic. The father of the girl stated that he had gone out of town for some work and had left his daughter with her grandfather. "I did not know what had happened in my absence. When I came back here she was sick so I took her to the hospital where she died". Mr Rajesh Kumar, the Station House Officer, Mandi Sadar, who is investigating the case said the police was questioning suspects in the case. While giving details he said, “The post-mortem report mentioning the cause of death is yet to be received from the hospital. We expect a breakthrough in the case shortly." |
Muslims seek quota in govt jobs
Kangra, November 12 Mr Durani was addressing a press conference here last evening. He said in Himachal there was 4 per cent Muslims and Chief Minister Virbhadra Singh should redress their grievances and provide them government jobs. Muslims in the state were not educated properly but they be provided jobs according to their qualifications. He also demanded that opportunities for Muslim women in anganwari centres as the process was on to appoint 22000 anganwari workers in the state. Muslims here were backward educationally and economically and steps should be taken to improve their lot. He expressed concern over encroachment of the Waqaf land in the state either by people or by the government and demanded vacation of encroachments. Muslims in the state faced dearth of graveyards and land for it be provided to them. He said AICC president Ms Sonia Gandhi would launch a
website in December to keep minorities updated about the government schemes relating to them. On minority educational institutions in the country. Paper leak case: cops seek custody of accused
Shimla, November 12 Jaijeet Kumar was arrested by Punjab police in Ambala as he is alleged to be involved in the Punjab PMT paper leak case also. Police sources said that they were hopeful that they would get the custody of Jaijeet from the Punjab police within a week. It is after interrogation that it would be known who all were directly in contact with Jaijeet. Police sources said that Jaijeet was apprehended by a team of the Himachal police who had a tip-off that he was going to surrender in Shimla. However, being wanted in the Punjab PMT paper leak case, he was arrested by Punjab police. A team of Himachal police had conducted several raids at the native place of Jaijeet in Devaria in eastern Uttar Pradesh during the recent past. Though the Himachal police has made about 15 arrests in the HP-CPMT case, these were only confined to touts and medical college students had tutored the candidates. Jaijeet was one of the main accused in the case as after his arrest names of many other top people behind the paper leak could be exposed. |
Meeting on border roads on Nov 20
Reckong Peo, November 12 Mr Raju, who is also the Chairman of the board, along with senior officials of the Defence Ministry, visited the border areas of Kinnaur to review the progress on development of border roads early this week. It may be mentioned that the last year’s flash floods in the Sutlej had damaged the border roads, particularly the road. The Hindustan-Tibet road was damaged at 122 points in a total stretch of about 165 km. Many bridges were also washed away in the floods. The amount for bridges’ repair was immediately released by the BRDB, but for metalling of the damaged road stretches on the Hindustan-Tibet road, the amount has so far not been sanctioned. Though engineers and work force of the 68 RCC of the Border Roads Organization (BRO), with the funds available for routine repair work, repaired the Hindustan-Tibet road for the traffic, the shortage of funds had left the work of metalling of the roads pending. In the meantime, the work was also stalled for a few months due to the tussle between the district administration and the BRO as the district administration was pressing the state government to approach the Union Government for transfer of the Hindustan-Tibet road from Wangtoo to Pooh to the state Public Works Department. This demand was turned down by the BRO authorities as well as the Defence Ministry. Mr Raju said the development of the border roads in this belt would now be given a top priority and the required funds would also be made available in the coming meeting. |
Restriction on Tibetan activist
Dharamsala, November 12 The notice comes in view of Chinese president Hu Jintao’s official visit to India from November 20 to 25. Mr Tsundue had climbed atop the Indian Institute of Science in Bangalore on April 10, 2005, when Chinese Premier Wen Jiabao was interacting with top scientists on the ground floor. Waving the Tibetan national flag, he shouted slogans and threw pamphlets, which read “Let there be peace in Tibet.”On 16 January, 2002, Tsundue had reached the 12th floor of the Oberoi Hotel in Mumbai, where Chinese Premier Mr Zhu Rongji Zhu was holding a meeting with Indian business leaders. Talking to The Tribune, Mr Tsundue, said the police feared that he might not again hold a protest in Delhi. “Two police constables have been following me wherever I go since morning,” he said. Mr Tsundue added that he had sent a letter to the Indian Prime Minister, seeking an appointment with the Chinese President so that he could discuss the issue of Tibet with him without having to hold a protest. “We are driven to such a desperate position because the Chinese leadership does not give us a platform to discuss the Tibet issue in a better way. The Chinese Government does not meet our delegations or those representing the Dalai Lama. Even if I’m not able to make it to Delhi, there would be so many other Tibetan youth who would like to step into my shoes,” he said. Asked about his way of protesting by climbing atop buildings, he said India was a democratic country and he had always held peaceful demonstrations. “The Indian Government is doing its duty but we as Tibetan youth have to fight for our cause,” he said. The general secretary of the Friends of India, Mr Tsundue, had won the Outlook-Picador Award for Non-Fiction in 2001 for an essay on the anguish of being a refugee and also has a book of poems “Crossing the Border” to his credit. |
Debris lands power firm in trouble
Shimla, November 12 Tunnelling work was being carried out by the company near Prini and the debris was being thrown on the slopes. Even the dumping sites created for the purpose did not have embankments to hold such a huge quantities of muck. Mr S.P. Vasudev, secretary of the board, said the company had been asked to provide protection walls to prevent the debris from going down and take other required steps to strengthen the dumping sites. It would not be allowed to resume work unless the necessary steps were taken. He said improper disposal of debris had been a major concern at all the hydroelectric projects as a result of which nullahs and streams got choked which often led to flash floods due to change of their course. The board had now made it mandatory for the projects to create dumping sites in accordance with the EMP before starting work. Besides hydroelectric projects, construction of roads also generated huge debris. To begin with, it had been decided to make the EMP mandatory for national highway projects involving a road length of the more that 30 km. Under the EMP, dumping sites would have to indicated and provided before starting work. Meanwhile, the board has disconnected power supply to four pesticides manufacturing units in Baddi which failed to implement guidelines issued by it to check pollution from secondary sources. |

Maryog, the Speaker said the developmental scenario in entire Pachhad constituency had vastly improved with strengthening of infrastructural facilities in every village of the rural area. He said that prior to 1982, 371 km of road network was in existence in Rajgarh Division which rose to 706 km now. Out of 106 bridges in entire Sirmaur, 38 were in Pachhad constituency. He further said that road network was being extended not only through PWD but also with the assistance of Rural Development Deptt and Forest
Deptt. Forest Department in 1982 was maintaining only 12 km of road. Now the length has gone to 135 km. Forest and Rural Development Department spent Rs 3 crore on these roads. He said that priority was given to providing drinking water facilities to every village in Pachhad constituency. On provision of electricity, he disclosed that from 85 transformers in 1982 the number has increased to 254. The number of houses connected with electricity now had increased to 21378. Industry and Cooperation Minister Kuldeep Kumar inaugurated the 23rd branch of Cooperative bank at Yashwant Nagar. Later, addressing the public meting at Maryog he said that facility of banking services in the area would create new business opportunities. |

Shimla, November 12 Speaking at a civic reception, hosted by the local Bar Association at Rampur Bushehar today, he said the modern communication system had revolutionised the information network and every information from all over the world was accessible through the Internet. He said legal professionals should take benefit of the latest judgements of apex courts from all over the world. He said it would also lessen the burden of libraries being maintained by the professionals. He announced a grant of Rs 3 lakh for strengthening and modernising the Bar library at the district and sessions judge court. Earlier, the Chief Minister inspected the upcoming modern bus stand at Rampur and took stock of the progress of the construction work. He said the new bus stand would be equipped with modern facilities and have parking for about 200 buses. He also inspected girls senior secondary schools at Rampur and directed the authorities to extend the playground. |

Secondary teachers’ dharna on Nov 23
Bilaspur, November 12 Lakhs of teachers and employees of other All-India Coordination Committees and unions will also participate in the protest. Addressing media persons here on Friday, federation vice-president Roshal Lal Sharma, and other office-bearers said that this programme of action would highlight the four-point demands charter. It includes the setting up of a national education commission and allocation of at least 6 per cent of the national Budget and 25 per cent of the Budget of sates for education and filling of all 2.15 lakh vacant posts of teacher through regular appointments and also Central government taking full responsibility for enforcing and providing Constitutional obligation of Right to Education of children between 6 and 14 years. He said this charter was unanimously approved after detailed deliberations of three days in the federation’s 23rd National Convention recently held at Jwalamukhi in Kangra district. |

Paraglider killed, another injured
Kulu, November 12 police sources said today. Ishwar Dass and Prem Chand had taken off for a joy flight from the Solang nullah in the district, but they came hurtling down soon because of a change in the wind direction. The sources said while Ishwar succumbed to his injuries, Prem, seriously injured in the accident, was undergoing treatment at Mission Hospital at Manali.
