HUDA asks Vishwas to vacate school
Chandigarh, September 21 The notice comes at a time when the management is struggling to send a satisfactory reply to the show-cause notice of the Director-General, School Education, Haryana, threatening recommending disaffiliation to the Central Board of Secondary Education after its Director was accused of molesting a school student. Sources in HUDA confirmed that a notice was issued on Wednesday under Sections 17 and 18 seeking the vacation of the school premises for the demolition of construction undertaken in violation of the building bylaws. In case of non-compliance with the notice, HUDA has threatened to seal the school with the help of the Hisar district administration. HUDA officials said the notice was issued following complaints from Hisar residents, who pointed out irregularities in construction. Police agencies investigating the case of molestation are also believed to have stumbled upon startling facts that indicate that the construction of the school building was undertaken without getting prior sanction and approval etc. Though HUDA officials are silent on the manner in which the land was allotted to the Vishwas Foundation way back in 1984, they are confident that all illegal construction would be demolished. Sources said there were inherent lacunae in the allotment itself. The 8.64 acres allotted to the Vishwas Spiritual Organisations in 1984 had been cancelled following the organisation’s failure to deposit the required amount within the stipulated time period. Ten per cent of the cost was deposited by the organisation at the time of allotment, but it failed to deposit the remaining 15 per cent within 30 days. The allotment was then cancelled in June, 1985, and the already deposited amount forfeited. Since this cancellation of the allotment was not challenged within a period of 30 days, the decision was considered to be final. In December, 1986, HUDA again issued a notice asking the school management to stop construction and get the already constructed building demolished as the allotment had been cancelled. The notice issued on December 31, 1986, bearing reference number 33830, also issued a warning saying that if demolition of the construction was not done immediately, it would be got done by HUDA and the cost of doing so recovered from the school management. In the meantime, a senior IAS officer in the Chief Minister’s office then had written to HUDA seeking the regularisation of the allotment to the Vishwas Education Foundation. Subsequently in September, 1988, in violation of the HUDA rules and beyond a 30-day appeal period, an appeal was filed. Many notices issued from time to time to the Hisar Urban Estate -2 based Vishwas Foundation were thrown in the dustbin. In September, 1995, the possession of the land was given to the Vishwas Foundation by HUDA. A senior HUDA official said: “At this time we have sought the vacation of the school to carry out the demolition of the unauthorised construction. But we are looking at other aspects pertaining to the allotment and if something is found amiss, we can consider issuing a resumption notice”. The official, however, added that the interest of the students would be kept in mind before taking any decision. Investigating the case of sexual harassment and molestation against Vishwas Senior Secondary School Director Rishi Sagar, the Haryana Police has reportedly stumbled upon accounts revealing property and other wealth amounting to several hundred crores of rupees. The Vishwas Foundation is running several schools, meditation centers and other institutions. The police are trying to establish linkages to find out the source of the huge wealth. |

Chandigarh, September 21 The water supply will no longer be treated with ordinary chlorine that has a short period of action (only two hours) and has to be repeated every time there is a disruption in water supply due to power or motor failure. Chlorine dioxide through liquefied twin oxide, on the other hand, will remain potent for 18 hours and the water supply chain will require to be treated only once a day with better results. Disclosing this, the Haryana Minister for Transport and Public Health, Mr Randeep Singh Surjewala, said: “Work on the project has already started and 66 cities of Haryana will be covered by the ‘twin oxide’ treatment scheme over the next three months”. Besides considerably reducing waterborne diseases, the advantage of this method of water treatment was that it does not leave any odour in water and no deposit at the base of storage tanks. Only one or two South Indian states had so far adopted this technique of water treatment. Mr Surjewala also said that the state government had outsourced the maintenance and cleaning of water storage tanks in the state to parties who had knowledge and expertise to handle this work. They would be required to annually clean the water tanks, undertake amoeba treatment along with ultra violet ray treatment, besides special filtration. The twin oxide project would cost the state about Rs 1.5 crore annually. Mr Surjewala said that Haryana would start 15 airconditioned buses run on compressed natural gas (CNG) in the National Capital Region linking Gurgaon and Faridabad with New Delhi within the next three months. The state had already ordered the purchase of these buses at a cost of Rs 7.5 crore and their delivery was expected in the next 45 days. In the next two weeks Haryana also proposed to start CNG buses from Sonepat and other parts of the state. |
Move to increase power generation
Kurukshetra, September 21 Stating this at a public meeting after inauguration of a primary health centre at Amin village, 8 km from here, today the Chief Minister, Mr Bhupinder Singh Hooda, said the Haryana Government had saved farmers' crops by purchasing electricity at the rate of Rs 5 to 7 per unit from other states and in future too, the state government would help farmers. The bonus of Rs 40 per quintal on paddy was possible only due to the persuasion of the Haryana Government, he claimed. Mr Hooda said that keeping in view the interests of farmers, the purchase of paddy would be started within a couple of days so that farmers could get full value for their crop. Talking about the Haryana Government's commitment towards health services, Mr Hooda said the government had enhanced the budget for health and it was trying its best to provide basic health amenities in every village. Accepting the demand of Amin village residents, Mr Hooda declared that the village 'phirni', and streets would be cemented and drinking water facility would be provided in Indira Colony. He also announced a grant of Rs 2 lakh from the Social Welfare Department for construction of Dr BR Ambedkar Bhavan. The Health Minister, Ms Kartar Devi, highlighted various schemes and achievements of the state government in health services. The Haryana Congress working president, Dr Ram Prakash, praised Mr Hooda for ensuring allround development in the state. Dr Arvind Sharma, MP, also declared a grant of Rs 2 lakh for the construction of Dr BR Ambedkar Bhavan at Amin from his discretionary fund. Mr Jai Singh Rana, MLA from Nilokheri, welcomed the chief guest. The Agriculture Minister, Mr Harmohinder Singh Chattha, Revenue Minister Captain Ajay Singh Yadav, MP from Kurukshetra Naveen Jindal, MLAs Ramesh Gupta Sumita Singh, and Dinesh Kaushik, Karnal Congress president Surender Narwal, Financial Commissioner and Chief Secretary, Revenue, Ms Promila Issar, Deputy Commissioner TK Sharma, district police chief Sanjay Kumar were among those who had accompanied Mr Hooda during his visit. Earlier, Mr Hooda laid the foundation stone of 'Ved Vidyapeeth' being run by Matri Bhoomi Seva Mission. He announced a grant of Rs 5 lakh to the mission from his discretionary fund. Dr Arvind Sharma, MP, also announced a grant of Rs 2 lakh for the mission. Mr Hooda also laid the foundation stone of a stadium to be constructed at a cost of Rs 50 lakh at Amin. Infant dies after ‘DPT injection’
Yamunanagar, Sept 21 Ms Angoori Devi and villagers told Deputy Commissioner J.P. Kaushik that the child died after being injected a DPT dose at an Anganwari of Naharpur yesterday. They told him that they went to lodge a complaint about the same to the Naharpur police but the latter did not entertain them. “Now we have come to you (Deputy Commissioner) to seek justice,” said Ms Angoori Devi. Mr Kaushik ordered an enquiry into the incident and assured the aggrieved family members and agitated villagers that the guilty, if any, would not be spared. The CMO, Dr P.K Jain, told The Tribune that a team of doctors had been sent to Naharpur to look into the matter. The police later registered a case under Section 304-A of the IPC against the multi-purpose health worker Mahinder Kaur who had reportedly administered the injection. A postmortem on the body was performed by a panel of doctors and the report was awaited. The CMO said most likely the viscera from the body would be sent to a forensic laboratory in Karnal for a chemical examination. Rahel, born on May 11, was given the second dose of the DPT at the Anganwari by a multi-purpose health worker last afternoon. Ms Angoori said Rahel kept sleeping after the injection. Later his body started turning blue. The family rushed the baby to a private hospital in Naharpur in the evening, where he was declared dead. “In the evening, I along with other villagers went to Naharpur police post to lodge a complaint but we were not entertained,” said Mr Sanjeev, father of Rahel, who is a daily wage labourer. Meanwhile, the condition of Ms Sushma, mother of Rahel who had gone unconscious after the death of the child, is said to be stable. Dr Jain said death due to DPT injection was unheard of. “We have started an enquiry into the matter,” said Dr Jain. |

Bill flayed Ambala, September 21 Association president Dr U.V. Singh said the Bill would lead to rampant commercialisation of higher education. He said it would affect the existing system of public-funded education adversely and lead to its dismantling. It would make higher education inaccessible to the common man, he said. Dr U.V. Singh observed that the state government had not consulted college and university teachers regarding the Bill. Instead of looking into its long-term repercussions to society, the government had turned a blind eye to the devastating potential of this policy shift, he said. Policy makers in Haryana were now throwing higher education into private hands in a systematic manner, he said. He stated that the Haryana Government had deliberately ignored the unpopular experiment of Chhattisgarh, where private universities had been allowed to play with the future of lakhs of students, leading to irregularities and corruption in higher education. Such universities had to be closed down due to public pressure and an apparent lack of credibility, he added. Dr U.V. Singh said the Haryana Government had allowed self-financing tendency in higher education and the growth of B.Ed colleges had taken a turn for the worse. The ultimate victims and sufferers of this policy of privatisation were students and the common man, he rued. The government should review its decision to allow private universities immediately and fund and consolidate the existing system of higher education, he said. He said the association would not accept this step of the government and would coordinate with like-minded organisations and associations to thwart this move. |

INSO criticises Bill on pvt varsities
Chandigarh, September 21 A press release issued by the INSO said the step would lead to further commercialisation of education in Haryana. The Bill had been introduced to cater to the interests of big capital, it said. It added that by allowing private universities to be set up in Haryana, the state government was shirking its responsibility of making educational avenues accessible to all. The press note said the Bill prescribed a minimum of 10 acres for setting up a private university. In 10 acres, one could not even set up a proper college, said the INSO. The INSO also alleged that 25 per cent reservation of seats for Haryana domicile students was mere eyewash. The previous government had laid down 85 per cent seats for Haryana domicile students and this rule should have been followed by the present regime as well, the press note said. |
HUDA directions on
misuse of residential premises
Chandigarh, September 21 A spokesman of HUDA said here today that the directions had been issued in compliance with the orders of the Punjab and Haryana High Court. The court had ordered that commercial activities being unauthorisedly carried out on residential premises should be stopped within a week. The persons carrying out these activities should also submit an affidavit in this regard after stopping the misuse of residential premises to the Estate Officer, HUDA, of the urban estate concerned. The affidavits should be filed by the owners or occupants of the premises being misused for commercial purposes. |
State signs power-purchase agreements
Chandigarh, September 21 Mr J.C. Kinra, Director, HPGC, and Mr Rajiv Bhardwaj, Senior Vice- President, PTC, signed the agreements in the presence of Mr R. N. Prasher, Financial Commissioner and Principal Secretary, Power, Haryana, and other senior officers of the Haryana power utilities. An official spokesman said here that these arrangements were 70 MW from the Budhil hydro-electric project and 200 MW from the Karcham Wangtoo hydro-electric project, both located in Himachal Pradesh; 300 MW from the Amarkantak thermal power project in Chhattisgarh; and 200 MW from the Teesta Stage-III hydroelectric project in Sikkim. Power from these projects would be available from 2008 onwards. |

Hooda takes stock of
development projects Ambala, September 21 Mr Hooda discussed development projects in the Naggal area with the MLA. Mr Nirmal Singh spoke about the major problems being faced in the area. Mr Hooda said development projects would be carried out in different areas of Haryana and there would be no partiality or discrimination. He directed Deputy Commissioner O.P. Langyan to complete development projects in the stipulated period. He said development of urban areas and villages in a systematic manner was the priority of the government so that villagers stopped migrating to cities after facilities were provided in villages. He said the Haryana Government was in favour of decentralisation of power and Panchayati Raj institutions were being empowered. Mr Hooda said special attention was being paid to the Ambala
district. But now, development would take place at a fast pace, he asserted. |

‘Haryana ignored in Rajiv-Longowal pact’
Hisar, September 21 Addressing a news conference here today, Prof Sampat Singh remarked that the Rajiv-Longowal pact was not an inter-state agreement, but a settlement reached between leaders of two political parties. He pointed out that even the Supreme Court had observed that the pact had no legal sanctity. He said the CM had misled the House as well as the people of the state by stating that late Devi Lal was responsible for the delay in the completion of the SYL canal. — TNS |

Munshi transferred to Police Lines Ambala, September 21 The DGP paid a surprise visit to the Baldev Nagar police station today. He asked Munshi Satya Narain to produce a list of previous SHOs and Munshis. The DGP waited for a couple of minutes to allow the Munshi to produce the list. When the Munshi failed to produce the list, Mr Nirmal Singh transferred him. At the time of the visit, the SHO and other personnel were out on duty as the Chief Minister was due to pass through the area. |
