Sonepat, September 16 He also announced that bonus due for the past two years would be disbursed soon with an increase of Rs 250 for every year. The Chief Minister also announced hefty increase in shoe allowance and night allowance. The bonanza would cost the state exchequer more than Rs 14.5 crore. The employees had been up in arms for the past few months against the state government, apprehending privatisation of the roadways. Incidentally, the announcement of the Chief Minister to waive off the travelling charges for women on the occasion of ‘Raksha Bandhan’ and introduction of Volvo buses had also attracted criticism by a section of employees. Assuring the employees, who reached here in thousands from various parts of the state, Mr Hooda said no move regarding the privatisation of the roadways would be initiated during the present Congress regime. Within a month, at least 1,000 conductors and same number of drivers would be recruited to ease off the work load on the employees, said Mr Hooda. He said though the previous INLD government had announced Rs 3,000 bonus for 2004-05, yet nothing was given, adding that now the Congress government had decided to disburse the amount and that also with an increase of Rs 250. Moreover, the employees would be entitled to shoe allowance of Rs 600 as against the earlier amount of Rs 325. Similarly, the night allowance would be doubled to Rs 12 per hour. Mr Randip Singh Surjewala, Transport Minister, while talking to The Tribune, informed that 20,000 employees of the roadways would gain from these decisions and more than Rs 14.5 crore would be needed for the purpose. Earlier, addressing the gathering, Mr Surjewala informed that 3,500 buses of the Haryana Roadways ferried more than 11 lakh passengers, covering 10 lakh km, daily. He said the state government had decided to induct 2,700 new buses during 12th Five Year Plan. |
Move on jail for convicts with rural background
Chandigarh, September 16 According to a proposal submitted by the department to the state government, an open-air jail will be similar to an ordinary housing colony located on a campus. The convict will be allowed to go out of the campus in the morning to earn his livelihood or learn vocational skills. He will have to return to the jail before sunset. The department has proposed to set up the first open-air jail of the state at Karnal. Prisoners from the rural areas with an agricultural background will find the atmosphere in such a jail familiar. It will be easier to rehabilitate the convicts in villages after they complete their prison term, says the department. The department, it is learnt, has also proposed changing the existing system of granting parole to prisoners through the Director-General, Prisons. It wants the power of granting parole to be given to a district-level committee headed by the Deputy Commissioner with the Superintendent of Police of the district included in it as a member. It is learnt that during the period between January 1 and July 31 alone, 2,477 prisoners were released on parole. The number of applicants for getting parole is many times more and processing these applications apparently takes up much of the time of the DG, Prisons. Government sources here, however, are of the view that transferring the power of granting parole to district-level officials is not necessarily a good idea because the proposed system will be susceptible to pressures from locally influential persons. The sources said the government was considering empowering the ADGP and DIG of the Jails Department also to take a decision on parole applications so that the work of examining these is distributed. |

Haryana CS releases book of poems
Chandigarh, September 16 The poems — there are 49 of them in the book ‘Whispering Rocks’— are a motley collection and deal as much with darkness as with the dawn. The poems carry fragrance from the sprawling hills of Nagaland with the same ease as they radiate the beauty of the desert climate of Haryana areas bordering Rajasthan. Ms Thechano Kithan, whose first book of poetry was released by the Haryana Chief Secretary, Mr Prem Prashant, here today, said the book was a tribute to the people of Haryana. She was born in Nagaland, studied in Nagaland and Shillong, and then landed up in Haryana after getting married to Mr Mhathung Kithan, an IAS officer of Haryana. It was an interesting journey for her which influenced her creativity a great deal. The book release function was organised innovatively with some of the poems read out by Ms Deepa Chadha, a friend of the poetess. The illustrator of the book was named Michelangelo. Two bureaucrats spoke at the function and the speeches on both occasions were excellent and gave a glimpse of the intellectual calibre of these two bureaucrats. Mr Prem Prashant said words in a poem were like musical notes and took the readers to a higher plain of sensitivity to help them come closer to the inner truth of human existence. “Ms Kithan had come to request me to release the book. I flipped through the pages when she was still around and soon got engrossed”, he said. Mr Samir Mathur, Environment Secretary of Haryana, also belted out a terrific speech. Ms Kithan would be available at a Sector 17 book store on Friday to sign books for buyers and to interact with them. |
Re-employment of retired CE decried
Karnal, September 16 Lamenting the doling out of a post-retirement job to a retired engineer as the CE (UHBVN), Rohtak, HPEA members said in a communique to The Tribune that it had severely hampered the promotion process of all engineers from the rank of Superintending Engineer (SE) downwards. The HPEA has also threatened to approach the Punjab and Haryana High Court against the decision of the government. According to sources, the CE in question had retired at the age of 58 years on August 31, 2006, and availed of all the post-retirement benefits. Interestingly, he retained the plum post of the CE (UHBVN), Rohtak for one year. He had been granted the re-employment for a period of one year from September 1, 2006, onwards. Talking to the TNS here yesterday the general secretary of HPEA, Mr S. K. Garg criticised the decision to re-employ a retired engineer at a cadre post and demanded an immediate cancellation of the same. Criticising the decision, he said the state authorities had demoralised the power engineers of the state. Citing an example of a senior-most Superintendent Engineer posted at Yamunanagar and due to be retired on December 31, 2006, HPEA members said he would not be promoted due to the “biased” appointment. Terming it as a wrong precedent set by the top authorities to “adjust” an individual, sources said terms of conditions of working of the newly re-employed CE were yet to be finalised. Officials informed the TNS that the controversial CE had been posted for more than a decade at Rohtak, the home district of the Chief Minister. The Northern India Power Engineers’ Federation chairman, Mr Suneel Kumar, has also written to the Chief Minister, Mr Bhupinder Singh Hooda, against the re-employment. The letter had demanded the immediate cancellation of the CE as it had caused great resentment among the engineers. |
Bill waiver scheme: Govt to be tough on farmers
Chandigarh, September 16 The scheme was introduced soon after the Hooda Government took over to solve the issue of longstanding arrears of farmers. The issue had been sensitive and had led to police firings, resulting in death of several farmers. Under the scheme, the arrears of those farmers who would have paid 10 bi-monthly bills regularly were to be waived off . The Financial Commissioner and Principal Secretary, Power, Mr R.N. Prashar, yesterday directed the Haryana power utilities to disconnect power supply from October 3 to those tubewell consumers who either failed to make regular payment of their electricity bills after joining the scheme or had not joined the scheme. While reviewing the operational activities of the Uttar Haryana Bijli Vitran Nigam, he said the government had already liberalised the mode of making payment of the bills under the scheme. Though, the number of the defaulters was small, the power companies would ensure disconnection of the supply
to them. However, the defaulters could make the payment within 15 days to avoid disconnection. Mr Sudhir Rajpal, MD of the nigam, said while work orders worth Rs 60 crore were placed during the last financial year to strengthen the distribution system, this year, work orders worth Rs 289 crore had already been placed, against the target of Rs 380 crore. |

Rewari, September 16 The Judge has also imposed a fine of Rs 8,000 on each of the three convicts. Simultaneously, their fourth accomplice, Paramjit Singh of Pilibhit, who was sent to a juvenile home by the court earlier on June 9, 2003, was now under consideration of the District Juvenile Board. Posing as passengers, the accused had managed to get a lift in the truck on the Jaipur-Delhi highway at a place near Bawal. They strangled driver Som Dutt and conductor Deepak to death. Then they steered the truck to Garhi Bolni where the bodies were thrown on the bank of a canal at Dawana village near here. After being spotted the next day by a villager, the police got the post-mortem of the bodies conducted and registered a case of murder and robbery under Sections 302, 201and 397 of the IPC. The looted truck belonged to Praveen Chopra and Anil Kumar of Delhi. Later, on November 2, 2001, a Kasaula police party apprehended the accused and seized the truck. During interrogation, they confessed to the crime after which essential circumstantial evidence was collected and the case sent up for trial. |

Rohtak, September 16 The incident took place when as many as 24 Congressmen waving black flags reached there and tried to block Mr Bishnoi’s entry to the
house. A scuffle ensued but Mr Bishnoi succeeded in going inside. The protesters again tried to block his way when he came
out. The rival Congressmen clashed again and in the melee, a welcome arch was torn
down. A few persons received minor injuries also. No case had been registered against any Congressman till the filing of this report. Mr Bishnoi, who visited many of his supporters here, left for Hisar later. Significantly, Mr Bishnoi is a staunch critic of Chief Minister Bhupinder Singh
Hooda. Mr Bishnoi has been criticising Mr Hooda ever since he became the Chief Minister beating his father, former Chief Minister Bhajan Lal. Rohtak is the Chief Minister’s home town and people here do not relish views critical of Mr Hooda. Earlier, talking to mediapersons at the residence of former Haryana Minister Subhash Batra, Mr Bishnoi reiterated his suggestion for an open debate with the Chief Minister on the issue of the Reliance SEZ. |
Ministerial staff body to intensify agitation
Ambala, September 16 The members of the association have been sitting on dharna in front of the residence of Haryana Education Minister, Mr Phool Chand Mullana, for the past 24 days. The demonstrators
have decided to take out motorcycle rallies on September 17 in the Mullana Assembly constituency which is represented by Mr Phool Chand Mullana. The rallyists will distributed handbills which will allegedly expose the irregularities taking
place in the Education Department. The members are demanding that their grievances should be redressed at the earliest. The members have been on a chain hunger strike since September 10. They stated that they would continue their agitation till such time Mr Phool Chand Mullana does not accede to their demands. |

Hisar, September 16 “I got my renewed passport a few days after a news report regarding the matter was published in The Tribune,” he said, expressing his gratefulness towards the newspaper. He had applied for the renewal of his passport and had submitted his old passport, however, he was shocked when the authorities concerned asked him to submit his second passport. In a reply to the RPO, he stated that he did not have a second passport. He also gave an affidavit in this regard and sent attested photocopies of relevant documents. Police verification was also conducted twice but no anomaly was found. Yet he was told that another passport had been issued in his name and an inquiry was on in this regard. |

RSS files contempt plea against Arjun
Yamunanagar, September 16 The Haryana unit of the RSS filed the case under the Contempt of Court Act in the court at Jagadhri for the utterances made by Arjun Singh (who is facing a defamation case filed by the RSS), which were published in The Tribune (May 1, 2006). In was stated in the petition that complainant Darshan Lal Jain, Prant Sangh
Chalak, RSS, Haryana, had filed a criminal complaint against Arjun Singh and others, which is pending before the court and the next hearing is fixed for November 16. As per the petition, Arjun Singh was quoted in The Tribune (Arjun announces war on RSS) that he had decided to wipe out the RSS and he made an appeal for help from other societies in the backdrop of a case pending against him in the Punjab and Haryana High Court. The petition further states that Arjun Singh said in the news that ''he is not hoping for any relief in the case''. The complainant has alleged that Arjun Singh does not have any respect for the Judiciary and by uttering the words, he had tried not only to lower the reputation of the Judiciary but also to scandalise the court. Mr Jain has prayed that the appropriate proceedings under the Contempt of Court Act may be initiated against the respondent in the interest of law and justice and the respondent should be punished according to the law. |
Two brothers strangulate father
Ambala, September 16 According to information, the deceased, Puran Chand, had been working as peon in veterinary dispensary in Badi Rasol village and residing there. His wife and children had been living in Sahjadpur as the family had not been on good terms with Puran. This morning when the two brothers came to Badi Rasol village, they had an altercation with their father over some issue. The two took Puran to a room housing a tubewell motor and strangulated him. Later, they took the body to Sahjadpur on a motor cycle. One of the villagers, Dhani Ram, noticed the incident and informed the police. The police raided the house of Puran’s family at Sahjadpur and recovered the body. |

Implementation of labour laws sought
Panipat, September 16 In a memorandum submitted to the Deputy Commissioner yesterday, the union leaders from AITUC, CITU, INTUC, Bhartiya Mazdoor Sangh, and Hind Mazdoor Sabha alleged that the delaying tactics of industrialists in implementing the labour laws had led to labour unrest for the last one year in the textile industry of the district. The District Labour Department and administration were mock spectators and doing nothing to resolve the issue, alleged further the union leaders. There were more than 20,000 powerlooms in the district employing lakhs of people. Many accidental deaths were being reported from the factories every month, claimed the union leaders in memorandum ruing that the families of deceased did not get any compensation as no ESI or provident fund was not being deposited in the account of labourers. |

Malik, who is also the convener of the fair, said the current stability in wheat production in the country had become a major issue of concern for scientists and agriculture policy planners. Hence, the university has decided to educate farmers with time, labour and money-saving wheat-cultivation technologies.
