Bhajan’s request ‘saved’ Bishnoi
Chandigarh, July 22 Mr Dwivedi, who addressed a press conference at the HPCC office here after taking part in the first meeting of the newly constituted Haryana Pradesh Congress Committee (HPCC) executive, was asked about Mr Bishnoi’s reply to the notice slapped on him by the AICC earlier for publicly criticising the Reliance-SEZ project in Haryana. “No action was initiated against Mr Bishnoi on the basis of the show-cause notice because of a request made to me by Mr Bhajan Lal”, Mr Dwivedi said, adding that he would not like to make the “request” public. The AICC general secretary, who addressed the press in the company of the Chief Minister, Mr Bhupinder Singh Hooda, and the HPCC working president, Mr Ram Prakash, said the fate of Mr Bishnoi and his father vis-a-vis the Congress would depend upon how the duo behaved in future. “Individuals are not important. But the party is. Individuals cannot make much difference to a political outfit like the Congress,” Mr Dwivedi said. He ruled out holding any meeting of the Congress Legislature Party for electing a new leader. The Congress party’s central leadership was not only satisfied but actually quite happy with the performance of the regime headed by Mr Hooda, Mr Dwivedi said. Asked when a new PCC president would be appointed for Haryana, Mr Dwivedi said no timeframe had been fixed in this regard. Mr Chander Mohan, Deputy Chief Minister of Haryana, who is also the elder son of Mr Bhajan Lal, was conspicuous by his absence from the meeting. A Congress MLA, Mr Mangeram Gupta, a Bhajan Lal-loyalist who was inducted into the PCC executive after Mr Bhajan Lal resigned from the PCC chief ‘s post in protest against the non-inclusion of his loyalists in the executive, too, did not turn up at today’s meeting. Earlier, Mr Dwivedi, while addressing the members of the PCC executive, said the critics of the Reliance-SEZ project were opposing it because they wanted to be instrumental in bringing the project to Haryana. He said there was no truth in the allegation that Mr Hooda had been imposed upon the MLAs by the AICC chief, Ms Sonia Gandhi. He said in March last year, when AICC representatives asked individual MLAs about their choice of the CLP leader, most of the MLAs took Mr Hooda’s name. Without taking Mr Bhajan Lal’s name, Mr Dwivedi narrated a story about marriages and said a person could not be the groom at every wedding that took place in his lifetime. Mr Dwivedi asked the ministers to make it a point to visit the party office of the area whenever they went anywhere in Haryana. |

CM misleading people on power: Ajay Chautala
Rewari, July 22 Addressing a press conference at Berli Khurd village, near here, today, he said that there was a time when Mr Bhajan Lal was considered the most mendacious politician but Mr Bhupinder Singh Hooda had outdone him. Mr Chautala said the Chief Minister had been telling people that the state would become self-sufficient in power with the generation of 5000 MW of additional power by 2009. Previously he announced that new power plants would be set up in Faridabad, Jhajjar and Hisar districts while recently he said the power plants would be Panipat, Gurgaon and Fatehabad districts. The chief minister was virtually befooling the masses by making such preposterous announcements Asserting that the situation on the water front was even worse, he had a dig at the chief minister for his announcement regarding the construction of the Rs 260-crore Hansi-Butana link canal, saying that no permission had been sought from the Central Water Commission or from the Bhakra Beas Management Board for this canal. And when the chief ministers of Punjab and Rajasthan had already filed affidavits in the high court that no puncturing of the canal would be allowed to release water in the canal, why was the Chief Minister bent upon squandering money from the state exchequer on such a project, he asked. Ridiculing the government's claim regarding the investment of Rs 41,000 crore in the past 16 months, he said after taking note of the impending partial or full-scale flight of Hero Honda, Escorts and Liberty from the state, the veracity of the claim could only be doubted. |

Varsity teachers rue disparity in working hours
Kurukshetra, July 22 While teaching departments have to attend six days a week, the non-teaching staff on the Kurukshetra University, Kurukshetra, and Maharshi Dayanand University (MDU), Rohtak campus, have five days a week. Interestingly, both Guru Jambeshwar University and Haryana Agricultural University Hisar have working days on a par with the non-teaching staff. Dr Wazir Nehra, vice-president of All India Federation of University and College Teachers Organisation (AIFUCTO), lamented the ongoing disparity. Terming the disparity as illogical, he said the organisation demanded to bring the working days on a par with Delhi University. Kurukshetra University Teachers Association
(KUTA) has also made a similar request to the Chancellor of the KU, Dr A. R. Kidwai. Talking to The Tribune, Dr S.C. Mishra, president of the
KUTA, said the university authorities had been indifferent towards the faculty members. Charging the university authorities of being partial, he said the university had bias to the non-teaching staff by reducing their working days. A delegation of the KUTA met the Finance Minister, Mr Birender Singh, and Education Minister, Mr Phool Chand Mullana, on Thursday on the issue. An official spokesman of the KU said the university had issued a notification on September 21, 1994, to allow a five-day working week for the administrative staff. Commended for bravery, Naik fights for pension
Chandigarh, July 22 Though invalided out of service on medical grounds, Nk Amrik Singh from Hoshiarpur has been denied disability pension. Though his injuries have been attributable to military service, the government claims that he is not entitled to pension as he was discharged from the Army at his own request. A Division Bench of the Punjab and Haryana High Court has now issued notice of motion to the Central Government on a petition filed by
him. Nk Amrik Singh, who was enrolled into the Punjab Regiment in March 1988, was injured in 1996, when Pakistani troops fired upon his forwarded defended post in the Kargil Sector. A report sent by his unit to higher formations termed him as a battle casualty under Operation Rakshak and later, a medical board awarded him 40 per cent disability. On August 15, 1997, he received a letter from the Army Commander, commending him for showing courage under fire and devotion to duty. Given the nature of his injuries, he requested that he be given light duties under the existing Army rules, but after his requests were turned down, he sought voluntary discharge, which was acceded to in 2004. Subsequent to his discharge, he wrote to the Ministry of Defence, Army Headquarters and the Controller of Defence Accounts seeking disability pension, but received no response. Thereafter he sought legal redress. In his petition, he has drawn support of pension regulation 173-A, which provides that any individual who is unwilling to accept alternate employment shall be entitled to disability pension. |

Child falls into ditch; Army helps in rescue work
Kurukshetra, July 22 While playing last evening, Prince got stuck in a tubewell bore last evening, with a diameter of just 12 inches. Though villagers and the district administration started the rescue operation last night, the help of the Army had to be sought eventually. Till the time of the filing of the report, the boy was breathing and had slept in the borehole. The Deputy Commissioner, Mr T.K. Sharma, said the Army was called in this morning. However, he said the boy might have received some injuries. He maintained that efforts were on to rescue the boy but added that no deadline could be given for the same. In the afternoon, the boy was given milk and biscuits and glucose was provided in the evening. Sources said the boy was in a state of shock and efforts were being made to make him feel comfortable. To the relief of the rescue team, the boy was continuously crying and responding to the calls made to him. With the help of a close-circuit television, the rescue team was successful in sending oxygen cylinders in the trench. |
Another admission chance for students
Hisar, July 22 The HAU Registrar, Dr R.S. Dalal, said the admission would be made on a few left-over seats for which only Haryana resident female candidates were eligible. He said admission forms for the degree programme would be received till 11 am on July 29 by the Assistant Registrar (Academic), while the counselling for admission would begin at 1 pm on the same day in the Committee Room of the College of Home Science. The candidates who had already applied but were not admitted could also report for counselling on July 29, he said, adding that the candidates who had passed Class XII exam with at least 50 per cent marks (40 per cent for SC candidates) were eligible for admission to the course. “However, the admissions to the course would be made on the basis of merit of candidates in the qualifying examination,” Dr Dalal maintained. The successful candidates would be required to deposit the fee on the same day, he added. |

Sampat Singh: stand on Reliance SEZ vindicated
Chandigarh, July 22 He also wondered about the need for the Council of Ministers (COM), sans the Chief Minister, “reiterating” the “resolve to work for the progress and development of the state”. Mr Sampat Singh said the INLD had a number of times clarified that it was not opposed to the setting up of SEZs. However, it would continue to oppose the sellout to Reliance Industries on the pretext of setting up an SEZ on land that was acquired by the HSIDC to set up its SEZ. Mr Sampat Singh said a careful perusal of the note of the “informal meeting” of the COM justified his charge. The resolution in support of the setting up of an SEZ , drafted on plain paper, showed tell tale signs of confusion, desperation and dissension in the Cabinet. Ministers were not keen on signing the resolution, he said, and added that was the reason why no mention of the Reliance SEZ was made in the resolution.

Tight security for Bishnoi Sabha meeting
Hisar, July 22 The Deputy Commissioner, Mr Arun Kumar Gupta, has imposed Section 144 around the Bishnoi Temple premises in view of the tense and volatile situation. Police personnel have been deployed at the temple to prevent any person from carrying weapons into the temple premises. Former Haryana Home Minister Mani Ram Godara is expected to chair the meeting, which has been declared “unconstitutional” by a faction of the sabha. |

Ambala, July 22 Panchayat byelection will be held in Ambala block one, Saha and Naraingarh villages. The vends to be closed are located in Nurpur, Chhapra, Tepla, Jawahargarh, Kharukhera, Phalel Majra, Mithapur, Tobba, Pilkhani, Ferozpur, Lalpur and Andheri and will be closed for three days.
