Hooda promises jobs to youth

Reiterating his stance to make Haryana the top state of the country, the Chief Minister, Mr Bhupinder Singh Hooda, said no educated youth in Haryana would remain jobless after the setting up of special economic zones (SEZs) in the state.

Four persons robbed an elderly couple of Ambala City at pistol point this morning. The robbers took away gold jewellery worth Rs 3 lakh and cash from their residence. They also manhandled the couple and their daughter, who sustained minor injuries.

Hooda promises jobs to youth

Reiterating his stance to make Haryana the top state of the country, the Chief Minister, Mr Bhupinder Singh Hooda, said no educated youth in Haryana would remain jobless after the setting up of special economic zones (SEZs) in the state.

Underlining the significance of developing SEZs, Mr Hooda maintained that it was not possible to accommodate all educated jobless youth in government services and these special economic zones would open new vistas of employment.

Addressing a massive public rally here today, the Chief Minister said the SEZ being set up near Gurgaon with an investment of Rs 2 lakh crore would provide jobs to nearly 10 lakh persons.

“Member of every family in the state will be absorbed in either public or private sector,” he assured the gathering, adding that at least 11 lakh youths were registered in various employment exchanges across the state.

He announced that more incentives would be given to those interested in establishing SEZs in the areas away from the national and state capitals.

Mr Hooda categorically blamed the INLD and the BJP for the delay in completion of the SYL Canal, alleging that the previous government, led by Mr Om Prakash Chautala, kept on misleading the masses on the matter.

He even accused the Chautala regime of blocking the Dhamtan distributary project, depriving the residents of 16 villages in the region of their due share of water.

The Chief Minister today commissioned the linkage of the Dhamtan distributary with the BML-Barwala link at Ujhana village near here.

He also laid the foundation stones of a judicial court and a residential accommodation in the SDO (Civil) Complex, besides inaugurating the subdivision complex built at a cost of Rs 349 lakh.

Targeting dissident party leaders, Mr Hooda urged the people to support the “real” party leaders and beware of false Congressmen.

“Inka hajma theek kar do, tumhara vikas main karaoonga,” he quipped.

Asserting that power,water, law and order were must for the development of any state, the Chief Minister also reiterated his resolve to ensure quality education for the state children.

He promised to upgrade the local ITI to a polytechnic from the next session.

Senior Congress leader, Bhajan Lal’s public appearance here today, first time since his resignation from the post of the Haryana Congress chief last month, turned out to be a widely participated event and signalled the beginning of a no hold barred war in the ruling Congress party in the state.

The meeting, ostensibly a tea party thrown by Kurukshetra based Congress leader, Pawan Garg, was held in the banquet hall of a hotel here. Though the hall large, it was small for a political event of such magnitude. Mr Bhajan Lal and his MP son, Kuldeep Bishnoi had tough time reaching the dais making their way through the strong crowd greeting the father-son duo.

The possibility of a mismatch between the expectations of the crowd (which wanted to hear a war cry) and Mr Bhajan Lal and Mr Bishnoi (who were not ready for a frontal attack against their adversaries immediately) was averted by the duo skillfully by throwing the ball in the court of the future.

“I will spell out our strategy in another meeting which will be announced within next 15 days”, Mr Bhajan Lal announced and then sat down. The former Chief Minister maintained that since he had come to Kurukshetra only to have tea and refreshments at the invitation of former DCC chief Pawan Garg, he would not like to deliver a political speech.

Mr Bishnoi, who did give a speech, told the crowd that he would refrain from resorting to any “firework” today since his father had asked him not to do so. There would be fireworks in the next meeting to be held soon, the Congress MP, who earlier had attracted a show-cause notice from the AICC for criticising the Bhupinder Singh Hodda-led regime, said. He added that he and his father would visit all Assembly constituencies of Haryana and meet workers in the same as it happened at Kurukshetra today.

Lauding his father Mr Bishnoi said Mr Bhajan Lal stepped down from the post of PCC chief to protest against the non-inclusion of ordinary workers in the PCC executive committee. Mr Bhajan Lal as well as he himself would always raise their voices whenever the rights of ordinary people would be trampled upon by anyone, the Congress MP said.

Mr Bishnoi also urged the supporters to stop burning the effigies of senior Congress leaders and said he had always accepted Ms Sonia Gandhi’s leadership of the Congress party.

Mr Mange Ram Gupta and Mr Dharam Pal Malik, the only Congress MLAs who were present at the meeting, spoke in a more cavalier fashion and strongly criticised the Hooda regime in Haryana. Mr Dharam Pal Malik said infiltration by the “Indian National Lok Dal (INLD) elements in the Congress party in Haryana” was not acceptable to him.

Mr Mange Ram Gupta said he would continue to support Mr Bhajan Lal and his son, Mr Kuldeep Bishnoi till the last drop of blood in his body. Deputy Chief Minister of Haryana, Chander Mohan, eldest of Mr Bhajan Lal’s two sons, would also soon join the struggle launched by his father, Mr Gupta said. He criticised the state government for paying inadequate compensation to the farmers for acquiring their land for the benefit of private investors.

A large number of non-Jat Congress members of the area, including some former MLAs, former ministers and former MPs from at Haryana, were present in the meeting. The people of Haryana wanted Mr Bhajan Lal as the Chief Minister but the Congress high command had imposed Mr Hooda on them ignoring the popular choice, said Mr Surender Madan, former Congress minister. His view was echoed by a number of other speakers.

CBI sleuths raid Army unit in Ambala

The Central Bureau of Investigation (CBI) today raided an army transport unit based in Ambala as well as the premises of some contractors following reports of misappropriations in hiring of civilian transport vehicles for military use.

The misappropriations, according to informed sources, involve hiring of thousands of civilian vehicles over the past two or three years and runs into several crore of rupees.

CBI sleuths carried out checks at the 946 Transport Company, besides carrying out searches at the home and offices of a unit officer and some contractors. They took into their possession several documents related to award of contracts as well as financial records and bills. They also questioned unit officials. The unit is responsible for providing heavy vehicles to Army establishments.

Sources in the CBI said its Headquarters in Delhi had also received a complaint, along with copies of documents and bills, alleging misappropriation in hiring vehicles.

It was reported by The Tribune a few months ago that instances have come to light civilian vehicles have been hired by Army formations for official purposes at highly inflated rates. Besides this, the distance shown to have been travelled by the vehicles has also been exaggerated.

The contracted rate for hiring a trailer as issued by the ASC Branch in Western Command, was Rs 60 per km. Copies of signed bills, some of which are in possession of The Tribune, mentioned rates varying from Rs 79 to Rs 119 per km, which is double the sanctioned rate.

A copy of one such signed bill claimed the distance travelled by a trailer truck from Ambala to Chennai to be in excess of 3,100 km. The Indian Distance Guide, referred to by the Controller of Defence Accounts and other establishments for verifying distances, mentions the distance between the two cities to be 2,286 km.

Hike in conveyance allowance

The Haryana Government today announced an increase in conveyance allowance to visually and orthopaedically challenged employees from August 1.

The Finance Minister, Mr Birender Singh, said here the allowance had been raised from 5 per cent to 10 per cent of the basic pay. The raise would be subject to a maximum of Rs 600 per month. Earlier, the maximum limit was Rs 250 per month. — TNS

Cops give tips on security at society meeting

As part of the police outreach programme, police personnel participated in a meeting of the Shastri Colony Residents Welfare Society on Tuesday.

Parao police station incharge, Inspector Sudhir Kumar, along with ASI Shish Pal and ASI Hoon Singh were present. They gave certain tips which would enable better 
security.

According to the police officials, all gates except one gate in the colony should be locked even during daytime. Any person who has to go out of station must inform the neighbours before leaving. Verification of servants should be carried out.

Dr Harprakash, Mr Ashok Kumar, Mr K.D. Bharadwaj, Mr Goombar, Mr Mehta, Mr R.C. Gupta, Ms Shanta Chaddha and Ms Asha Khera spoke on the occasion.

Elderly couple robbed

Ambala, July 20
Four persons robbed an elderly couple of Ambala City at pistol point this morning. The robbers took away gold jewellery worth Rs 3 lakh and cash from their residence. They also manhandled the couple and their daughter, who sustained minor injuries.

The elderly couple, Mr Sham Lal Malhotra, his wife Usha and their daughter Neenu reside in the Vita Colony at Ambala City. The colony is located close to the GT Road.

Mr Malhotra disclosed that three muffled youths knocked at the door of his house around 4:30 am today. As soon as he opened the door the youths overpowered him and forced their way inside. They tide him and his wife with ropes. Later, they entered the room of their daughter and at pistol point they took her to the room where jewellery and cash were kept in a cupboard.

The youths decamped with jewellery and cash on their motorcycles. Before leaving the house they threatened the couple and their daughter not to inform the police. However, the victims informed the police in the morning.

According to police sources, Neenu identified two robbers when the CIA staff showed her their photographs. Fingerprint experts and a dog squad were also summoned. There was panic in the colony after the incident. The residents demanded a police patrol party for the colony.
