The academic council of the Punjab Technical University, in its meeting held at the GNA Institute of Management and Technology in Phagwara today, approved opening of four new colleges in the state.

Mr Venu Parsad had earlier been posted as the Deputy Commissioner of Faridkot district, as Secretary, Punjab Mandi Board and as the Managing Director of Sugarfed Punjab.

Tension gripped Authaula village near here as two groups of residents clashed with each other over possession of the village school.

Recovery of live shell creates panic

Recovery of an old live gun shell created panic in Madrasi Mohalla locality this morning. According to official sources, residents of the area stumbled upon the shell and informed police officials at the police division No 8.

The Unemployed Elementary Teachers’ Union members, who had earlier declared that they would not join on July 1 on their new posts, today decided to withdrawn the decision after a meeting with the Chief Minister.

PTU council’s nod to 4 new colleges

The academic council of the Punjab Technical University, in its meeting held at the GNA Institute of Management and Technology in Phagwara today, approved opening of four new colleges in the state.

These colleges which impart only BBA and BCA courses, include the Social Institute of Management, Jalandhar; Swami Satyanand College of Management and Technology, Ajnala road, Amritsar; Synetic Business School, Ludhiana; and Malwa College on the Nabha-Patiala road. The Amritsar college will also offer an additional course of Masters in Laboratory Technology (MLT).

Giving the details, Dr M.S. Grewal, Registrar, said the final approval for the colleges would come after a nod from the Board of Governors, who are likely to meet in a fortnight. The university officials said 10 new colleges had applied for approvals. Seven of these were screened during presentations and nod for four colleges came from the expert committees that visited these colleges. The colleges have already been given provisional approvals.

The university has also raised the fee structure of M.Pharmacy from the existing amount of Rs 0.9 lakh to Rs 1.16 lakh. While the managements of two colleges – Indo-Soviet College of Pharmacy, Moga, and Amar Shaheed Baba Ajit Singh Jhujjar Singh Memorial College, Bela in Ropar – had proposed a much higher fee structure on account of high expenditure incurred on setting up and maintaining laboratory facilities, a committee set up by the university has recommended that the amount be kept at Rs 1.16 lakh.

Recommendations of the committee set up to decide about dual-degree option proposed by many colleges were also put up in the meeting. It envisaged a tripartite dialogue amongst the college interested, a foreign university and the PTU.

A committee has also been set up to look into examination reforms. The officials said the university had to set 6,000 different types of question papers in each semester to conduct examinations. They have now asked five college principals to decide upon a method so that there could be less hassles in the system.

Other routine issues pertaining to conducting convocation, cultural festivals and NSS programmes were also discussed.

Vigilance Bureau to probe into Khalsa bribery case

The district police would hand over the case of bribery filed against the Chairman of Kapurthala Zila Parishad, Harjinder Singh Khalsa, and two others to the Vigilance Bureau (VB), SSP Mr Rajiv Ahir said.

Talking to The Tribune, the SSP said that he had sent a letter in this regard to the Chandigarh-based ADGP of the VB today.

To a query, he said that the case would be shifted to the VB as per the general direction issued by the Punjab DGP in a letter addressed to him in which it had been stated that all bribery cases would be transferred to the VB.

Khalsa, his PA Jaimal Singh and Ibrahimwal village Sarpanch Sarabjit Kaur were booked for allegedly receiving Rs 5.20 lakh as bribe from one Jaswant Singh from Haibatpur village and others in two installments on different dates in November, last year. An FIR under Sections 420 (cheating) and 120-B (criminal conspiracy) of the IPC and 8,9 and 10 of the Prevention of Corruption Act was filed against them at the city police station on Wednesday night.

However, none of the accused have been arrested as the Sessions Court issued directions to the district police to give seven days notice to the accused before arresting them. Accordingly, the accused were served the notices yesterday.

Earlier, the Punjab and Haryana High Court had directed the police to file an affidavit on July 11 regarding the status of the complaint submitted to it against Khalsa. Jaswant Singh and others submitted the complaint to the district police on May eight, in which it was requested to register the FIR against Khalsa as he had allegedly received bribe from them. The complainants have alleged that the bribe was given to Khalsa after he promised them that their case would be decided again in their favour by the court of ADC (Development) cum Collector, Panchayat Lands, Kapurthala, the complainant alleged.

DC pledges to end civic problems

A 1991 batch senior I.A.S officer, Mr A. Venu Parsad, formally took over as the Deputy Commissioner of Jalandhar today replacing Mr Anurag Verma.

Mr Venu Parsad had earlier been posted as the Deputy Commissioner of Faridkot district, as Secretary, Punjab Mandi Board and as the Managing Director of Sugarfed Punjab.

The new DC puts the implementation of all development programmes initiated by the Punjab government on top of his priority list.

Mr Venu Parsad, who recently got the doctorate in public administration from the New York University recently, feels that the qualification would help him in achieving his goals.

Apart from this, he also plans to provide speedy justice to the people, to inculcate more transparency in the administrative system, to create more civic amenities for the residents of Jalandhar district and to make Jalandhar as the greenest city of Punjab.

He shares his future plans at length with The Tribune.

Q: What would be your priorities as the Deputy Commissioner of Jalandhar?

A: My first and the foremost priority is to implement the welfare and developmental programmes initiated by the state government.

Secondly, I would work hard to ensure that the people get justice at a desired speed. If there is any obstacle on this front, I would not hesitate to remove that at the earliest and despite any level of resistance. Still, if the people confront any problem in attaining justice, they can come to me directly at any point of time.

Q: Have you apprised yourself of the peculiar problems being faced by the people of the district in general and the residents of the city in particular?

A: I have yet to acquaint myself about all of the problems. Still, I have learnt that these are related to the civic amenities and the ongoing developmental programmes.

After going through these problems completely, I will try to remove the hurdles. But, let me go through the learning process first. I can say it with surety that full steam efforts would be made to remove red-tapism, if any, and it will not be tolerated at any cost.

Q: Have you proposed some plan for the people of Jalandhar?

A: Though, I have yet to chalk out the plans according to the ambitions and the problems of the people, but my priority will be to work towards ending the civic problems being faced the residents here. Special emphasis would be laid on providing them with better civic solutions.

Another initiative, I wish to take is that of developing green belts in and around the city. The entrance to the city would be made more beautiful and green. Jalandhar, which is one of the most beautiful cities of Punjab, deserves this.

Q: Any message for the people?

A: They should not hesitate in putting forth their problems at any level and even then, if they are not satisfied they should approach me with an open mind. I am there for them only. With the cooperation of the people, the administration will strive hard to do its best and to render best of the services to one and all, particularly, the common man.

Tension in Authaula over school wall

Tension gripped Authaula village near here as two groups of residents clashed with each other over possession of the village school.

A group of residents belonging to the Jat Sikh community, said to be supported by the village panchayat, want to complete the ongoing erection of boundary wall around the village school land while the other group, which, allegedly tied their cattle at the place, opposed the move.

They had allegedly also demolished a part of the boundary wall, which, had been erected on a major part of the land following directions to this effect by the Punjab and Haryana High Court.

The demolition, according to members of the opposing group supported by the panchayat, was done in the presence of the police, which, was deployed in the village to ensure implementation of the court orders.

Senior police and administrative officials, including, Mr Opinderjit Singh Ghumman, SP, Mr Satinder Singh, DSP, and Mr Mohinder Pal, SDM, mediated to find a peaceful solution to the problem, it was learnt.

Recovery of live shell creates panic

Recovery of an old live gun shell created panic in Madrasi Mohalla locality this morning.

According to official sources, residents of the area stumbled upon the shell and informed police officials at the police division No 8.

The shell was handed over to the Army authorities by the Jalandhar police for further investigation.

Since, it was rusted and seemingly too old, the shell, according to sources, might have landed in scrap sold and purchased by junk dealers of the area.
