CBI building case against Chautalas
New Delhi, June 4 The investigators of the CBI are treading cautiously and are vetting through various “evidences” carefully to ensure a “fool-proof” case as the Chautalas have charged that the case has been slapped against them due to
political vendetta. Exactly a month back, the CBI had conducted simultaneous
raids at 24 places across six states and union territories and registered a case against Chautalas for amassing assets disproportionate to their known sources of income during the period from July 1999 to March 2005. The FIR, which listed all the properties allegedly owned by the Chautalas, valued the total value of all
properties detected during the raids at Rs 1,467 crore. “It is a high profile case and we do not want to take any chance. Every investigation in the CBI is done
carefully, but since it is a high profile case investigators are even more cautious,” a senior CBI official told The Tribune. The biggest challenge for the investigators is
to "trace the link” between the Chautalas and benami properties that have come to light. “This could take several days or even several months,” he said adding “the investigation is progressing well. On May 4, the CBI had conducted searches at 24 places of Chautalas at Sirsa, Dabwali, Tejakhera (Haryana), Bhunter (HP), Udham Singh Nagar (Uttaranchal), Gurgaon (Haryana), Jaipur, Chandigarh and Delhi. The properties, allegedly owned by Chautalas, as listed in the CBI FIR include three plots in Gurgaon Phase V worth Rs150 crore, a hotel and a restaurant in upmarket Karol Baghworth Rs 150 crore, a shopping mall in Karolbagh worth Rs 180 crore, a plot on Ring Road worth Rs 120 crore and a plot again in Karolbagh worth Rs 55 crore, a hotel in Manali worth Rs 95 crore, a hotel cum restaurant at Pinjore (Rs 15 crore), flats in Skipper building in Mussourie (Rs 4crore), a Honda Scooter Showroom in Ajraundha
Chowk, Faridabad (Rs 110 crore), four plots in Panchkula and one plot in Mansa Devi Complex (Rs 12 crore each), 400 acre agricultural land in Sirsa (Rs 25 crore), 1500 acre benami plot in Faridabad (Rs 150 crore), a farm house in the outskirts of Delhi (Rs 20 crore) and property worth Rs 20crore in Udham Singh Nagar. |

Govt, varsities mum as DAV management flouts rules
Hisar, June 4 However, notwithstanding specific provisions laid down in the Act and university rules regarding the appointment of college teachers and principals, the DAV College Managing Committee, New Delhi, has been issuing advertisements in newspapers for filling up the vacant posts in various colleges. This is happening despite the Act and university rules stipulating that the appointments have to be made by the governing bodies of the respective colleges. There are 13 DAV colleges in the state, 11 of which are affiliated to Kurukshetra University and two to Maharshi Dayanand University. On September 29, 2005, the Executive Council of Kurukshetra University even issued a show-cause notice on the appointment of Principal of Ganesh Dass DAV College of Education for Women, Karnal, asking why the college should not be disaffiliated in view of the improper appointment. Following this, Mr G.P. Chopra, president of the DAV College Managing Committee, New Delhi, gave an undertaking to the university authorities, stating that the proper procedure would be followed in the appointments. However, even after giving the undertaking, the DAV College Managing Committee, New Delhi, again advertised the vacancy for the post of Principal of the same college on November 23, 2005. Another such advertisement was given by the DAV College Managing Committee, New Delhi, for the post of Principal, DAV College, Pundri, on March 1, 2006. Apart from making fresh appointments in DAV colleges, the DAV College Managing Committee has also been transferring teachers and principals from one college to another, though there is no provision for the same under the Act and relevant university rules. As per UGC guidelines and Haryana Government notification dated December 8, 2000, the post of every college teacher, including the principal in a non-government recognised college, is a selection post by way of direct recruitment. What is more intriguing is that even the state government and the university authorities, which are supposed to safeguard the provisions of the Act and rules, are mute spectators while these are being flouted. Interestingly, according to a judgment of the apex court, the control of government and the university over the aided-affiliated colleges is “deep and pervasive.” On being contacted, Mr D.R. Gupta, Director (Colleges), DAV College Managing Committee, New Delhi, stated that the committee president had not given any such undertaking to the Kurukshetra University authorities. On being told that the matter was on university record, he declined to comment on the issue over the phone. Former Haryana Minister Hari Singh Saini, who is also a life member of the Arya Pradeshik Pratinidhi Sabha, a central body of the DAV institutions, moved the Punjab and Haryana High Court against the alleged irregularities in the functioning of the DAV College Management Committee in 1998. However, doing a volte-face, the DAV management stated in the court that the DAV College Managing Committee was a non-statutory body and was quite distinct from the statutory governing body of a DAV college. Still, this “non-statutory” body continues to act as the appointing authority for vital posts of DAV colleges without any legal right or jurisdiction, while the authorities concerned have failed to take any concrete action in this regard. |

Property dealers object to government order Our Correspondent Kaithal, June 4 Property dealers, plot owners and those desirous of purchasing and selling immoveable property in this district are up in arms against the restrictions imposed by the government on the registration of immoveable property. Those possessing plots in even authorised colonies are being forced to obtain NOC before the registration of sale deed in the tehsil and pay development charges which are normally charged from a plot owner when a construction plan is submitted to the municipal council for approval. But in Kaithal even if any one does want to buy a plot or sell, he has to pay a substantial amount as development charges, which has led to resentment among the public. Finding the administration adamant on not withdrawing restrictions imposed on the registration of property, aggrieved property dealers here recently formed a union under the banner of the District Property Advisors Association and held a meeting to expressed resentment. Property dealers here recently called on the Deputy Commissioner, Mr B.S. Malik, and submitted him a memorandum to be forwarded to the Haryana Chief Minister, Mr Bhupinder Singh Hooda, in which they sought his intervention in this regard. They stated that hundreds of land deals could not mature due to the new rule which had not only caused loss of revenue to the state in the shape of registration fee, but also harassment to those desirous of selling plots or agriculture land. This has even led to disputes between the sellers and purchasers of immoveable property. The Deputy Commissioner said these restrictions had been imposed to check unauthorised colonies and administration was ready to redress genuine problems of the plot owners and property dealers. |
Gang rivalry claims life
Ambala, June 4 Rakesh, alias Chidiya, 45, was shot dead at the point blank range. Rakesh is the younger brother of Anoopa, who was shot dead by members of the Bobby gang in February this year. A Haryana Police constable, Raj Kumar, who was provided as security guard to Rakesh, has been placed under suspension. Rakesh was standing outside his STD PCO shop in Shivpuri Colony near Madan Mandir. A youth walked up to Rakesh and fired shots at him. Rakesh was shot in his chest, shoulder and head. The youth then fled on a motor cycle. The police constable provided to Rakesh was watching television at a nearby shop when the incident took place. Even before he could take position to return fire, the assailant had escaped. DSP Mahender Singh said Raj Kumar had been placed under suspension. He said the possibility of the Bobby gang being involved in the incident was not ruled out. He stated that Rakesh, alias Chidiya, used to organise ‘satta’. Sunita, wife of Rakesh, was present inside the shop when Rakesh was shot dead. She claimed that Bobby was behind the attack. She told the police that Bobby had been demanding Rs 5 lakh for the past two months and this evening’s incident happened, as they did not fulfil his ransom demand. A shopkeeper in the locality said there was panic in the area when they heard gunshots. “We immediately rushed to the spot. We saw Rakesh lying in a pool of blood.” |
Man booked for killing aunt
Karnal, June 4 According to a police spokesman, Kishan Lal and his brother Gola started fighting over some issue soon after drinking at their dera the previous night. At this, their aunt (wife of their father’s younger brother), Peero Bibi (80), intervened to stop them from fighting. In her attempt, she was hit by a lathi. She was injured and later succumbed to her injuries this morning. An FIR under Section 304, IPC, was lodged against Kishan Lal at the Sadar police station in this regard. In
another incident, the district police arrested a person in the fake currency racket, which it busted on Friday with the arrest of Rajendra, alias Raja. Raja, an
accomplice of Om Veer, was arrested here today by the CIA staff. He is a permanent resident of Kairana, UP, but presently living at Dera Kalveri. |

Bid to loot petrol station foiled, 3 held
Kaithal, June 4 The police seized one .315-bore pistol, three cartridges, iron rod, mobile phone, Esteem car and a Sumo Victa from them. However, three other members of the gang managed to escape. Two of those arrested were taken by the Kurukshetra police as they were wanted in a kidnapping case of a Kurukshetra businessman in April. The SP, Mr Navdeep Singh Virk, said a police party headed by ASI Romesh Chander, in charge, anti-extortion cell, CIA, while on patrol duty got information about the assembly of some suspicious persons near a mazaar, who were planning to loot Shiv Shakti Petrol station Padla. The police surrounded the place and asked them to surrender. Three who first tried to escape were overpowered by the police after a hot chase and identified as Koka Singh Balmiki Munak, Baljit Singh and Charan Singh, all of Dhamtan Sahib . The other three who managed to escape have been identified as Vijay Balimki of Narwana, Sikander Balmiki and Ravi Rajput, both of Tohana. |

Rewari, June 4 Poonam, a daughter of Ram Avtar of Kotia village in Mahendergarh district, was married to Naresh Kumar of Nimoth village in Rewari district four years ago. A case under sections 498-A, 304-B and 34 of the IPC has been registered against the accused.
