Bedi and Mr Justice Pritam Pal on Wednesday issued notice of motion for August 29 on a petition seeking a thorough probe into the alleged irregularities conducted by the management of Sri Guru Gobind Singh Tercentenary Dental College, Budhera (Gurgaon) in making admissions to the medical and dental courses.

Govt didn’t favour Reliance: Hooda

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, today said that Reliance Industries Limited had not been provided land at a low rate for the development of a multi-product special economic zone (SEZ) as was being alleged by the Indian National Lok Dal (INLD).

He was replying to questions of mediapersons after inaugurating the building of a sub-treasury here. He said Reliance Industries Limited (RIL) had been provided land at the fixed rate. He said the Haryana Industrial Development Corporation and the RIL were jointly developing the SEZ on the basis of equity.

He said a number of incentives were being given for the industrial development of backward areas in the state. The government could consider giving more incentives to entrepreneurs for setting up of industries in these areas, he added.

He said 25 per cent of the jobs would be reserved for residents of Haryana in the industries coming up in the state. “The government has decided that in case the entire land of a person is acquired, a member of his family will be provided employment,” he said. He said there would be an investment of Rs 2 lakh crore and 10 lakh persons would get employment.

When asked to comment on the issue of the second chargesheet against Mr Om Prakash Chautala, former Chief Minister, he said the CBI was conducting an inquiry into the case.

He said the decision of the subcommittee constituted by the Central Government for implementation of 27 per cent quota for OBCs would be acceptable to the state government.

In reply to a question regarding the possibility of re-employing nurses who were terminated during the tenure of the previous government, he said the case was sub judice. He said the demand for recruitment of teachers had been sent to the Haryana Staff Selection Commission.

Later, he inaugurated Nigana-Burtana minor constructed at a cost of Rs 2.43 crore at Kharkari Sohana. It would provide irrigation facility to 2,700 acres of land in four villages, he said. The people would also get adequate quantity of safe drinking water.

He also laid the foundation stone for a 220 KV substation to be set up at a cost of Rs 60 crore at Isharwal village. It would provide power to around 9,000 consumers in 17 villages. Around 700 tubewells would also get electricity connection, he added.

Addressing a public meeting, he said the government would not acquire land of any gaushala for any purpose.

The Chief Minister also dedicated Ch. Surinder Singh Memorial Park to the people.

Sampat : Congress leadership has vested interest in RIL projects

INLD leader and former Haryana Finance Minister Sampat Singh today objected to the state government's step yesterday in issuing a statement in the name of an “official spokesman” to refute allegations levelled by the INLD regarding the SEZ project and a power purchase agreement negotiated by the Haryana Government.

Addressing a press conference here, Mr Sampat Singh said a spokesman was an anonymous entity and thus carried no responsibility on his shoulders while issuing statements on two projects involving thousands of crores of rupees. He said the Chief Minister or some other minister should have issued the statement. (The Chief Minister, however, did talk to the press on the SEZ issue at Tosham today.)

Mr Sampat Singh said since a government spokesman was generally perceived to be an officer, the statement should not have touched sensitive political issues. The INLD leader pointed out that it began by saying that the INLD had raised a hue and cry over the two deals to divert the attention of people from the CBI investigation into the INLD supremo, Mr Om Prakash Chautala's alleged disproportionate assets.

The former Finance Minister claimed the clarification issued by the state government yesterday did not answer some of the questions raised by the INLD regarding the projects. He said the state government must explain the formula for equity participation worked out by the HSIDC and the Reliance Group for setting up the SEZ as a joint venture project. He said had the HSIDC charged the Reliance Group the market price for the 1,700 acres acquired by the former in Gurgaon, the equity component of the HSIDC for the joint venture project would have substantially increased.

The Finance Minister said the way the Haryana and Punjab Governments were going out of their way to shower favours on the Reliance Group (RIL) showed that the Congress high command had a huge vested interest in the projects undertaken by the company in the two states.

He said the HSIDC took two years to acquire the 1,700 acres for the SEZ. The land was being offered to RIL on a platter despite the company having no experience in infrastructure development. Had the land been offered through competitive bidding, it would have attracted lucrative offers from various companies, Mr Sampat Singh said.

On the proposed power purchase agreement, the former Finance Minister said the government had not yet answered the question whether a negotiated agreement was a violation of the national policy or not. The government also had not answered the allegation about the Hyderabad-based company being founded by a sitting Congress MP, he said.

Revolt against Mullana in his constituency

A section of Congressmen from the Mullana Assembly constituency today raised the banner of revolt against Haryana Education Minister and MLA from Mullana Phool Chand Mullana.

The Congressmen led by Mr Amar Nath Baggan demanded that Chief Minister Bhupinder Singh Hooda must immediately remove Mr Mullana from the Cabinet.

Mr Baggan said if their demand was not met a large number of Congressmen would participate in a yatra from Ambala to Chandigarh to demand the removal of Mr Mullana from ministry. “We are also going to hold a Dalit maha sammelan in the Mullana constituency to raise our voice against Mr Mullana’s style of functioning,” he said.

Talking to mediapersons here today, Mr Baggan stated that even though Mullana was a reserved constituency, the Dalits were being ignored in the Assembly segment. “We are greatly perturbed by the fact that favouritism is being shown to only a few while the rest of the people are being ignored,” he said.

Mr Baggan said there was an old demand for changing the route of Dadupur Nalwi canal so that villages in the Mullana area benefitted from it. “However, we are saddened to note that Mr Phool Chand Mullana has done precious little about changing the plans. Incidentally, Naggal MLA Nirmal Singh had requested for a change and his change was accepted,” he said.

He said right now, only a few villages in the Mullana area would benefit from the Dadupur Nalwi canal. “The canal should have been routed through Sarawan, Sadarheri, Dhanauri, Do Sarka, Barara, Sinamajra, Milkshekha, Adhoya, Manmajra, Kambas, Kambasi, Ugala and Subri. This would have enabled more than 100 villages in the Mullana area to benefit from the canal,” he said.

Mr Baggan said the local villagers had been repeatedly requesting Mr Mullana for the construction of a dam on the Markanda river so that it helped in improving the water level in the area. “Nothing has been done about this request,” he said. “In the Barara area, the water table is now between 120 feet and 180 feet and a water reservoir would greatly help in improving the water availability,” he added.

He stated that nothing concrete had taken place over the demand for the building of a bridge, which would connect Nurdh and 24 other villages with the Mullana area. “Also, Dalit areas in Mullana area are in a pathetic condition,” he said.

Mr Baggan said Mr Mullana had been claiming that, “I am not a Congressman. I have been actively associated with the Congress for the past more than two and a half decades. As a matter of fact, I had sought Congress ticket for contesting elections in 2000 as well as 2004,” he said.

However, a government press note issued on behalf of Mr Mullana stated that Mr Baggan was not a primary member of the Congress and he had no right to comment on the Congress functioning.

Mr Mullana said Mr Baggan had sought Congress ticket but when he did not get it, he started to protest against the Congress. He said during the Congress tenure, there had been a large number of development works in the Mullana assembly segment.

He said he preferred carrying out development works over casteism and a person could repeatedly get elected and become minister only if he gave due regard to all castes. He said he had never worked with a sense of vengeance. He said development works worth crores of rupees had been carried out and the Chief Minister had given approval for several development projects.

BA student shoots girlfriend, self

Yamunanagar, May 31
In an apparent suicide case, a BA final-year student of Sadhaura here shot his girlfriend before shooting himself yesterday. The bodies were handed over to their family members today. The cause behind the alleged suicides is not known.

As per police sources, Jaswinder and Harneet Kaur left home yesterday on a motorcycle. The Himachal Police found the bodies lying on the Sainiwala-Burmapati road near Charuwala village.

It is believed that Jaswinder shot Harneet in her head with a pistol and then killed himself. The pistol has been recovered from the spot. The registration certificate of the motorcycle which was found parked nearby helped the police in identification of the bodies.

In an another incident, Geeta allegedly hit her father-in-law Ballu on the head with a baton after an altercation yesterday in Khezrabad village here. Ballu sustained serious injuries and died at a hospital today. Geeta has been booked for murder under Section 302 of the IPC.

13,300 registered at recruitment rally

The Minister of State for Defence Production, Rao Inderjit Singh, inspected a recruitment rally at Rao Tula Ram Stadium here today.

Describing Haryana as a fine nursery of soldiers, he said the state had now a zonal recruitment office at Ambala cantonment and three branch recruitment offices at Rohtak, Hisar and Charkhi Dadri. He said the open recruitment rally system had been introduced to make it more transparent, to facilitate their accessibility to the public and to eliminate malpractices of touts and agents. Simultaneously, the total recruitment process of the candidates was carried out at the rally site itself while coding and evaluation of answer books, decoding and preparation of results were undertaken by different board of officers to ensure neutrality and impartiality, he added.

Exhorting the youths of Haryana to participate in the rallies in large numbers, he said it would be his endeavour that more such rallies were held in Haryana in the coming months.

The minister also said that he had recently written to the Haryana Chief Minister for raising an ecological infantry battalion of the Territorial Army which would enable afforestation in Morni Hills, Panchkula, as well as the desert and hilly areas of Rewari, Mahendragarh, Gurgaon and Bhiwani districts.

Giving an account of the various stages of selection and inherent transparency, Brig J.S. Mann, Deputy Director-General of the zonal recruiting office, Ambala cantonment, said the rally, which was meant for the youths of Rewari, Mahendragarh and Bhiwani districts, had registered the participation of 13,300 candidates in the past two days. He hoped that it could go beyond 25,000 in the coming three days.

Bedi and Mr Justice Pritam Pal on Wednesday issued notice of motion for August 29 on a petition seeking a thorough probe into the alleged irregularities conducted by the management of Sri Guru Gobind Singh Tercentenary Dental College, Budhera (Gurgaon) in making admissions to the medical and dental courses.

The petitioner, Mr Mohan Lal Pippal, a former minister of Haryana, has claimed that the Dashmesh Education Trust, which manages the colleges, committed irregularities by admitting students, who were ineligible.

Stating that the admissions under the NRI quota for 2005-06 were made in a highly irregular manner despite the standing orders of the State Admission Committee (SAC), Haryana, the petitioner has added that on August 1, 2005, the SAC had set ground rules as to how seats under the NRI quota were to be filled by private, unaided medical and dental colleges.

The SAC, in its order, had observed since private, unaided dental and medical colleges in Haryana had failed to form an association and conduct a common entrance test for filling the 15 per cent management quota seats, the same should be filled only on the basis of merit obtained by the candidates in the All-India Common Entrance Test conducted by the CBSE or the state-level entrance test.

However, the managements of various colleges filled the seats in complete disregard of the rules and admitted students who had not secured even the minimum mandatory 50 per cent marks in the various tests, the petitioner has claimed.

In order to buttress his claim, he has also submitted a list of students admitted in Sri Guru Gobind Singh Tercentenary Dental College. After hearing his counsel, the Bench issued notice of motion to the respondents.
