Threat to blow up Ambala Cantt railway station
Ambala, April 20 The letter was received by Mr R.N. Meena, Station Manager, Ambala Cantt, railway station. Mr Meena informed his seniors and the police about the letter. Although the veracity of the letter is yet to be ascertained, the letter has allegedly been sent by a terrorist group “Al-Badr”. The letter has been written in Hindi. It has been signed by “Kareem Ansari” of Deoband. Besides the threat to blow up the Ambala Cantonment railway station, the letter threatens to carry out similar acts at different places, including Chandigarh, Phagwara, Jalandhar and Ludhiana. The person, who has written the letter, seems to cock a snook at the security forces by claiming that he will not be caught. The letter states “Ambala Railway Police must know that I will blow up the railway station on April 22. Haryana Police cannot do anything to me. The next attack will be on Phagwara, Jalandhar, Ludhiana. Punjab Police, Haryana Police or Delhi Police cannot do anything. The next target is Chandigarh. Al-Badr. Kareem Ansari. Deoband”. Mr Meena said he had handed over the letter to police officials. Following the receipt of the letter, security has been beefed up at Ambala Cantonment railway station. After the letter was received, police officials thoroughly scanned the station to ensure that no untoward incident takes place. Senior railway officials said they were aware of the content of the letter. “The letter has been handed over to the police officials. Our work is going on and there has not been any change,” an official said. Superintendent of Police Ambala Rajbir Deswal said the matter was being looked into. “Security has been beefed up in the district,” he said. |
Power crisis is back
Chandigarh, April 20 As compared to a demand of almost 600 lakh units (LUs) a day, power availability in Haryana is about 541 LUs a day. This is one of the rare occasions that there has been a shortage in the power supply from the beginning of the summer season. Last year, the shortfall in April was just 8 LUs, as compared to about 60 LUs this year. Though Haryana Power Generation Corporation Limited (HPGCL) is itself supplying its full capacity of 220 LUs a day, the shortage of hydro power, especially in the Dehar power house of Bakhra Beas Management Board (BBMB), and failure to implement the bilateral arrangements for purchasing power from other states (by their respective electricity boards), has led to the present shortfall in the state. Senior officials in Haryana Power Utilities (HPU) informed TNS that before the onset of summer, the state government had made bilateral arrangements for purchasing 64 LUs of power from states like West Bengal, Kerala, Tripura and Orissa. Haryana had also tied up with Himachal Pradesh, through Power Trading Corporation, for getting Himachal’s equity share of 28 LUs from Nathpa Jakhri. However, because of outages in its generation, and increase in their local demand, West Bengal has been supplying almost 10 LUs less than the promised 17 LUs a day. Similarly, Himachal, too, is supplying only 13 LUs, as against a promised 28 LUs a day. Besides, there has been a shortage in the hydro power generation. As against 30- 35 LUs flowing through Dehar in BBMB in April 2005, only 16 LUs is available this year. From Bakhra itself, Haryana is getting just 25 LUs as compared to 35- 40 LUs in April last year. There is also a shortfall of 10 LUs from National Hydro Power Corporation (NHPC). Officials in HPGCL informed TNS that once the outages in the Northern Grid are over, the power flow in the state would improve substantially. ‘‘We have also taken several corrective measures this year to ensure adequate power supply. Besides launching an awareness campaign against use of tubewells by farmers on two phase supply during peak load hours, we have also removed several institutions and localities in various parts of Haryana from the essential list (list of institutions where power cuts are not imposed). The load in the essential list has been reduced from about 500 MW last year to 200 MW this year,’’ informed a top official in HPGCL. The official said that instructions have also been issued that disciplinary action would be taken against power department staff, in case ‘‘special concessions were granted to any industry or locality, by sparing them from imposing the announced power restrictions during peak load hours’’. |
HSGPC members to gherao Badal
Kurukshetra, April 20 HSGPC (ad hoc), took this decision at a meeting under the chairmanship of its president, Jagdish Singh Jhinda here on Tuesday. Mr Jhinda and SGPC, member and general secretary, Didar Sigh Nalvi, told reporters the meeting was of the view that Mr Badal had no right to inaugurate the OPD wing because this college had been constructed by the Shiromani Committee with funds collected from gurdwaras in Haryana. Mr Badal was neither a member of the Shiromani Committee nor its office-bearer. He was a leader of a political party. In what capacity, Mr Badal was coming to inaugurate the OPD wing constructed by the Shiromani Committee, Mr Jhinda and Mr Nalvi questioned. They alleged Mr Badal intended to get political benefits by doing so but Sikhs of Haryana would not tolerate it. They added members of the HSGPC (ad hoc), would not allow Mr Badal to address a press conference on that day, because Mr Badal was misleading the Sikhs of Haryana. They said the HSGPC (ad hoc), was an elected religious body and would not allow a political party to poke its nose into religious affairs of the HSGPC (ad hoc), a religious body. Funds collected from Haryana gurdwaras were being ‘misused’ and such alleged ‘looters’ were opposing the HSGPC (ad hoc), because they knew they would not be allowed to ‘misuse’ the funds. They would not succeed in designes, they added. Mr Avtar Singh Chakku, Ms Ravinder Kaur and Mr Baldev Singh Khalsa — all members SGPC, Mr Dalip Singh Chaudhary and Mr Sampuran Singh ‘Vadaich’ — both patrons of the HSGPC and Mr Jagdev Singh, Mr Joga Singh, Mr Nawab Singh - all vice-presidents of the HSGPC were among others present on the occasion. |
Drive to revamp village waterworks
Hisar, April 20 The Tribune published a report on April 13, "Sans potable water for six months", in which the plight of the Ramayan and Dhadheri villages had been highlighted. The villagers were not getting regular supply of water. Water they had got was unclean. Many residents of the village did not get water supply at their houses. They had installed hand-pumps. A survey of the site had revealed that the problem was found in a faulty filter tank, poor maintenance of waterworks, lack of cleanliness and leakage in pipelines. Soon after the report was published, a team comprising senior officials of the Public Health Department visited the Ramayan village to assess the situation. A special campaign was immediately launched in this regard. Mr Sujana Ram, Superintending Engineer (Public Health), said only two filters tanks were operational earlier, two more had now been commissioned. The water filters had been cleaned and the leakage found in the pipelines plugged. The motors, starters and other electrical machinery at the water works, which caused problems, have also been repaired. One more employee has been posted at the Ramayan water works. The Superintending Engineer said water could be supplied only on alternate days due to unavailability of electricity on a regular basis. |

Chandigarh, April 20 Disposing of the petition filed by Mr Chautala, seeking directions to the respondents to restore the security cover which had been withdrawn by the present Congress regime, the Division Bench of Mr Justice Viney Mittal and Mr Justice Pritam Pal directed that the matter be examined by the committee which conducts a periodic review of security cover provided to various persons. The committee has been told to take a decision within one month. Mr Chautala had mentioned the names of Uttar Pradesh legislator Mukhtar Ansari, MP Shahabuddin, both dreaded criminals, as some of the persons from whom he was apprehending threat to his life. The Punjab and Haryana High Court has been told that the Haryana Government has already initiated the process of filling the existing vacancies of judicial officers in the state. During resumed hearing of the petition filed by Mr Baldev Singh Badhran of Panchkula, seeking directions to the respondents to expedite the selection of judicial officers, the Bench of Acting Chief Justice Mr Justice H.S. Bedi and Mr Justice Ranjit Singh was informed that as per a communication received from Ms Deepti Uma Shankar, Secretary, Department of Home, Haryana, the process of filling 31 of the total 62 vacant posts is already on, while the remaining posts would also be filled once the first phase of selections gets over. The communication also says that the Haryana Government has requested the High Court to hold the written examination, interview and selection etc. After hearing counsel for the Haryana Government, the Bench disposed of the petition. Mr Justice Baldev Singh of the High Court has issued notice of motion for August 17 to, among others, Mr Dharambir, Chief Parliamentary Secretary, Haryana, on a petition filed by Subhash alias Channi of Deva village in Hisar. The petitioner, who claims to be the owner of a mine at Khanak village, Bhiwani, has alleged that threats were being issued to him that he would be implicated in false cases. He has sought directions to the respondents to stop harassing him. The petitioner has stated that Mr Dharambir, before he joined the Congress, was a member of the political party headed by Mr Om Prakash Chautala. |

Hisar, April 20 So intense was the shock that the girl first slapped the boy and later herself landed in a local hospital, where she is undergoing psychiatric treatment. The girl’s father, Mr Ram Kishan Yadav, has lodged a complaint with the police, but no arrest has been made so far. Sonia met Kamal at the college in Radaur where she was pursuing her MCA. He was a guest faculty member later. Later, he left the college, but they remained in contact through the Internet. Their marriage was fixed. Kamal’s father, Chitaranjan Bandhopadhyay, an official at the Adampur Air Force station in Punjab, did not raise any demand at that time. Just before the marriage ceremony, they demanded a Santro car, Rs 5 lakh, furniture and other household articles. The girl’s parents first requested them to reconsider their stance, but when they did not relent, they refused to marry their daughter to Kamal. |
Plan to shift dairies
in limbo
Ambala, April 20 The plan had been formulated so that there could be cleanliness and better hygiene in the Sadar area. Incidentally, earlier efforts to earmark land for the dairies had come a cropper. The dairy owners are not keen to shift to the areas proposed by the district administration as they feel that the areas are not conveniently located. The latest proposal is to shift the dairies to the Ugada Bada area. The dairy owners are strongly opposed to the new location since they will have to pass through the Cantonment area. Mr Hira Lal Yadav, president of the Ambala Sadar Dairy Union, said the land for the dairies should be decided only after consultation with the dairy owners. “When we have to pay for the land, then why should we not be taken into confidence for selecting the proposed site”, he said. Mr Yadav said a few years back, it was decided that the dairies would be shifted near Champa rice mill near Khuda village on Jagadhari road. “The dairy owners had approved the site. However, nothing came out of the suggestion and no further development took place,” he said. He said thereafter, Ugada Bada was selected as the site for shifting of dairies. He said since the route passes through Army area, there are times when the road is closed. “We do not want to shift to an area where there are problems,” he said. After the dairy owners resisted the move to shift to Ugada Bada, search was initiated again for appropriate land. Then, Kardhan village was selected as the site. The then Haryana Chief Minister, Mr Om Prakash Chautala, even laid the foundation stone for the dairies. Mr Hira Lal Yadav said in the General House meeting of the Municipal Council, Ambala Sadar, it was informed that Kardhan village site had not been acquired and now, again Ugada Bada area had been earmarked for shifting dairies, “We fail to understand as to how a Chief Minister laid the foundation stone for a project if the land had not yet been acquired,” he said. He said things were back to the square one. “Once again Ugada Bada is being proposed as the site for shifting dairies. We had opposed it initially and we are going to oppose the move now”, he said. |
Thermal plant staff seek bonus
Panipat, April 20 Talking to The Tribune, Mr Jagpal Singh Sangwan, president of the All-Haryana Power Corporation Workers Union (AHPCWU), PTP, said despite repeated representations to the MD of Haryana Power Generation Corporation Limited, nothing had been done. With the PTP getting an award for the eighth unit as the Best-Executed 250-MW Thermal Power Project for 2004-05 by the Central Electricity Authority (CEA), workers demanded an immediate revision of the production bonus policy. Records showed that the PTP was making profit after an increase in power production. Total Power Load Factor (PLF) of the local power plant had increased considerably from 50.38 per cent in 1997-98 to 71.14 per cent in 2004-05, said the union president. He said the plant also witnessed a significant decrease in the consumption of oil and coal. The thermal plant witnessed a sharp fall in oil consumption from 13.72 million litres per kwh in 1996-97 to just 3.90 million litres per kwh in 2005-06. AHPCWU leaders told The Tribune that the delegation met the MD (Power Generation), Ms Jyoti Arora, and Director (Generation), Mr J. C. Kinra, but nothing was done. Workers said they had given an ultimatum to the authorities concerned, failing which they would stage a massive rally at Panipat next month where workers from the three power plants of Panipat, Faridabad and Yamunanagar would participate. |
Cook arrested from IGI airport
Ambala, April 20 Superintendent of Police Rajbir Deswal on Tuesday said the CIA staff had nabbed a cook, Anand Rawat, who belonged to Tehri Garhwal, Uttaranchal. He said Anand had been arrested from the IGI airport, New Delhi. Mr Sanjeev Kumar Jain, Manager, Indo-Australian Immigration System, Mandhour village had filed a complaint with the police. The complainant stated that a tandoori cook was needed at the firm's head office in Adelaide, Australia. Anand was selected for the post. After the interview, Anand was appointed as cook on the condition that he would work for four years with the firm. On July 12, 2004, Anand left for Australia. Before leaving for Australia, Anand Rawat stated that he worked at Hari Palace hotel in Jammu and he needed to pay Rs 5 lakh to the hotel owner. So, he took Rs 5 lakh in advance. However, five months after reaching Australia, he broke the contract and left the job. He did not pay up the Rs 5 lakh advance. Thereafter, a case was registered at the Panjokhra police station under Sections 406, 420 and 120-B. It was later learnt that Anand had left Australia and gone to Singapore. The police received information that Anand would be returning to India in the evening on April 16, 2006, from Singapore. The cook was arrested from the Indira Gandhi International airport, New Delhi. The police is questioning the cook. |

Ambala, April 20 Mr Chander Mohan assessed the arrival of wheat and payment to farmers. Mr Chander Mohan visited the shop of the former market committee president, Mr Surjeet Singh Gaursiyan. He interacted with the farmers and asked them about their problems. Mr Chander Mohan asked officials to ensure that all facilities were provided to the farmers and the farmers should not face any problems when they bring their wheat to the grain market. Till yesterday in Ambala district, 88,202 metric tonnes of wheat had been bought, out of which 65,364 metric tonnes had been bought by government agencies while 22,838 metric tonnes had been bought by businessmen. ASI arrested on graft charge
Sonepat, April 20 The alleged accused, after registering a case against him, was arrested and produced in the court yesterday. The court remanded him in judicial custody for 14 days. According to information, Krishan Kumar lodged a complaint with the Director-General of Police (DGP) alleging that the ASI Mangat Ram was demanding bribe for recovering the dowry items from the in-laws of his daughter. The DGP deputed DSP Dalbir Singh of the Madhuban Crime Branch and DSP Bhoop Singh of the Gurgaon police to conduct a raid. |
