New Delhi, March 7 While addressing the members of the ASSOCHAM he also announced that the Union Government has also decided to sign Memoranda of Understanding (MoU) with all State Governments and UTs to rationalise stamp duty rate by bringing them to a level of 5 per cent as also scrap Urban Land Ceiling Act to access Central assistance under National Urban Renewal Mission
(NURM) Scheme, the corpus of which will exceed Rs 1,00,000 crore in 5 years. The Delhi Rent Control Act has become a stumbling block on way to property owners and it is in view to provide them relief and security. The government has decided to review the Act, the Minister said. Dr Reddy also stated that almost all states have agreed to rationalise their stamp duty structure to a uniform level of 5 per cent as the Union Government has linked central assistance to states with stamp duty reform under its NURM scheme so that the housing sector receive the required fillip. With rationalisation of stamp duty at a level of 5 per cent or so, purchase and sale of properties would become a convenient transaction and MoUs to this effect would shortly be signed, added the Minister. Rationalisation of stamp duties have become compulsory in view of pressures on properties as the housing sector all over India has been growing at the rate of 30 per cent and contributing 52 per cent to the national GDP, added the Minister. On scrapping of Urban Land Ceiling Act, Dr Reddy said that all State governments including UTs have agreed to scrap it barring the Government of West Bengal and Maharashtra. “I have spoken to the Chief Ministers of West Bengal and Maharashtra. The West Bengal Chief Minister has briefed me that the State’s administration is taking a relook,” said the Minister. Some State governments have already scrapped the Urban Land Ceiling Act but its implementation is still taking time, he said. The Urban Development Ministry will not lease out land in Delhi to any builders or trusts in the name of public interest but auction the available land in Delhi to fetch the government higher revenue. According to Mr Jaipal Reddy, the Union Government is against creating clusters of apartments for poor people that are over 20 stories because of logistic problems but it would be the endeavour of the government to provide housing facilities to all under ‘Bharat Nirman’ project and Jawaharlal Nehru Housing Mission Programme. In his address, Mr Ajay Maken, Minister of State for Urban Development, said that the role of DDA should be confined to building only low-cost housing and that it should not be held responsible for acquisition and auction of land in Delhi. |
Wanted gangsters shot in encounter
Gurgaon, March 7 Those killed are Hemant, Jaswant and Jai Prakash, all residents of Najafgarh, Delhi. The three were wanted in connection with several murder cases in Gurgaon and Delhi. They are alleged to have recently murdered an advocate and his wife in Delhi. They are also alleged to have murdered two brothers of the advocate. One of them was killed in Gurgaon. The Delhi Police had information that the three were staying at a flat in Vasant Valley in the posh DLF area here for the last three months. At least 200 police personnel of Gurgaon police and 100 personnel of Delhi Police cordoned off Vasant Valley in the forenoon. When challenged, Hemant tried to escape, but fell victim to a fusillade of gunshots from the police. While the drama was unfolding on the front side of the building, Jaswant slipped down a drainpipe to the ninth floor to try and escape the building. The police was, however, waiting for him there and he was shot dead. Jai Prakash managed to escape from the rear side of the building and ran away towards Sector 56. There, he entered Sagar Apartments. The police, however, got wind of the escape and reached the apartments. Desperate, the gangster forced his way into a flat on the fifth floor and a hostage situation developed. The police then began to negotiate with him. After much persuasion, he threw down his revolver from the balcony. Just when the police thought they had disarmed him, however, he whipped out a hand grenade and started waving it at the police. After another round of negotiations, Jai Prakash tied the grenade to a rope and let it down to the police. He was immediately shot dead, apparently because the police did not trust him. There are conflicting reports about the event regarding the exchange of firing. According to one version, the gangsters did not fire at the police at all. The police version on the issue was not available. The entire area around Vasant Valley and Sagar Apartments wore a deserted look as soon as the operation began. One pistol, two revolvers and a hand grenade were found on the bodies of the criminals. The Gurgaon police feel that at least three murder cases, including the murder of another gangster,
Haramveer Ullawas, have been solved on account of the dead gangsters. Ullawas was shot by unidentified persons on court premises when the police were taking him there for appearance before a judge. The operation was headed by the local district police chief, Mr Hanif Qureshi, and an ACP, Mr Sanjay Yadav, of Delhi Police. |
Miscreants misuse alarm buttons on Metro trains
New Delhi, March 7 The problem is that on an average, its four to five trains
are getting delayed everyday as a fallout of some miscreants pressing
passenger alarm buttons, which have been installed for the convenience
of passengers inside the coaches. While exact locations where such
irresponsible incidents are recurring frequently have not yet been
identified, the DMRC spokesperson Anuj Dayal said that on any given day,
an average of four to five such incidents take place. The incidents
usually occur during the peak rush hours of morning or evening when
train are running jam-packed, making it even more difficult for the
driver or passengers to identify “whodunit”. These alarm buttons,
says Dayal, have been installed to take care of incidents like medical
emergencies or eve-teasing or any other law and order problem. He
explains how when a passenger suffered a heart attack recently, the
button was used to stop the train from moving from the station and the
passenger evacuated. However, every time the alarm button is pressed,
the driver, who is the only DMRC personnel on board a moving train,
stops the train and personally goes to the coach and identify the
problem, he says. But the entire drill means a delay of at least five
to six minutes for the train on which the incident has taken place and
also upsets the schedule of other trains on the segment. Now to take
care of this rather irritating problem, the DMRC is planning to begin an
extensive drive from tomorrow where anybody found tampering or misusing
the alarm button will be identified and prosecuted under the Delhi Metro
Operations and Maintenance Act of 2002. This means that along with the
driver, the station controller and police personnel on respective
stations will also go to the coach where the button has been pressed and
identify the miscreant. Besides this, passengers too will be asked to
cooperate to identify such mischief-makers and ensure that they do not
tamper with the train’s security system. If found guilty, the
miscreant can be imprisoned for one year, or fined Rs 1,000, or
both. Now some good news. The dream of residents of Dwarka’s interior
sectors is also coming true as after the six stations in Sectors 14, 13,
12, 11, 10 and 9, the Metro is planning to go an additional 2.8 km and
the segment will now reach Sector 22 of the subcity. Once completed,
the Metro will remain only two-km short of the Delhi airport. The 6.8
stretch between Dwarka Mor and Sector 9 will become operational for the
general public by March 31, as per the DMRC’s plan. |

New Delhi, March 7 The woman, in her twenties, had gone to the Secretariat yesterday seeking the job of a sweeper and was allegedly molested by one Ranvir Singh Negi, a supervisor working with a private agency hired to take care of the sanitation work in the building. Making a statement in the Assembly today following uproar over the reported incident, Ms Dikshit informed that it allegedly took place on the third floor of the Secretariat, which also houses the Chief Minister’s Office. She said an FIR has been registered in the case under Sections 354 and 509 that deal with molestation and the accused has been arrested and removed from the job. Ms Dikshit also said the government has ordered a high-level inquiry in the alleged incident, with Additional Secretary (Home) Rajeev Kale asked to carry out a probe. Earlier, there was uproar in the House, with the BJP MLAs making vociferous demands for a discussion on the alleged molestation, shouting slogans against Ms Dikshit and also demanding her resignation. Leader of Opposition Mr Jagdish Mukhi claimed that the government had pressurised police to register a case of molestation while it was a case of rape. “This is a serious issue. Now, even the government’s own offices are not safe for women,” he said. The BJP moved a Call Attention Motion on the incident as well as the suicide by a man over the ongoing demolitions and the police lathicharge on agitating traders yesterday. Speaker Chaudhary Prem Singh rejected their plea for a discussion even as opposition members persisted with their demand leading to their expulsion from the House. |
Women called upon to fight social evils
Faridabad, March 7 The Deputy Commissioner (DC), Ms G. Anupama, who presided over the function, called upon the participants to take a vow to use their authority and responsibility in not only becoming independent people while discharging their duties, but also help other women in their locality or area take advantage of schemes launched by the government for the benefit of women. She was, apparently, addressing the issue of men foisting public office reserved for women on their wives and misuse authority by proxy. She said that the reservation of 33 per cent seats in elected bodies for women had no meaning if the elected women simply played second fiddle to their husbands. She said that one way to overcome this issue in the future was to give the girl child a fair treatment and the opportunity to be properly educated. The DC also expressed concern over issues like decreasing sex ratio in the district and the state, calling upon women to be educated and fight social evils aimed at suppressing their interests. She pointed out that unless women take on such things, there was no hope for reform in society since they played such a crucial role in the family, especially in the bringing up and education of children. Ms Anupama said that she was available to any woman in the district for any kind of help and guidance and encouraged women to come forward to form bodies or societies to solve their issues and to take benefit of self- employment schemes and other programmes started by the government. Speaking on the occasion, the MLA from Mewla Maharajpur, Mr. Mahender Pratap, who was the chief guest at the function, called upon officials and NGOs to conduct awareness campaigns to prevent the exploitation of women in general and the girl child in particular. |
IP University admission brochures released
New Delhi, March 7 According to the Registrar, Mr V.K. Jain, they had come up with three different admission brochures this year. One relates to non-engineering professional programmes covering 19 academic courses like MBA, BBA, BCA, B.Ed etc, while the second applies to all engineering programmes inclusive of programmes in biotechnology, information technology and computer science in addition to all traditional engineering areas. These brochures are already available. The third admission brochure has been specially prepared for the MBBS programme and will be available from March 31 onwards. The tentative dates for the entrance examinations are May 6 for CET and June 4 for the MBBS course. However, direct admissions on merit basis will be conducted in some programmes by the concerned university school or affiliated institute. |
Transfers in Delhi Police
New Delhi, March 7 While DCP (P&L) Robin Hibu replaces DCP (West) Neeraj Thakur who takes over as the new DCP (Central), DCP (North-East) R L Meena is the new DCP (Security-PM) replacing Anand Mohan who takes over as the new DCP (New Delhi). Also, Additional DCP (South) Anil Shukla and ADCP (North-East) D C Srivastava have been made the new DCPs of their respective districts. Besides this, Mr S S Yadav, on deputation, has been made Additional DCP II (Central) and Ms I B Rani, on transfer, is the new Additional DCP II (New Delhi). Along with this, Additional DCP II (New Delhi) Rajiv Ranjan will also be the Additional DCP II (North-East) and Additional DCP II (West) Sanjay Kumar will be the new Additional DCP (South). DCP (New Delhi) Anita Roy is presently on foreign training, the release added. |
CGHS scam: Diwakar’s petition dismissed
New Delhi, March 7 CBI got the custody of Diwakar, who surrendered on January 29, from a lower court for a period of 14 days. The CBI is now looking into the matter for his alleged involvement in a criminal conspiracy to fraudulently revive defunct societies on the basis of forged documents. There are a total of 135 fake societies suspected by the CBI. |
Closure notice to banquet halls in residential areas
New Delhi, March 7 MCD sources said the corporation had issued show cause notices to banquet halls operating in various residential localities in contravention of the building by-laws and the Delhi Master Plan 2001. “The nearly 200 banquet halls in various parts of the city have been given three days time to reply to the notices, failing which action will be taken to seal them,” the sources said. The MCD notices to the banquet halls came following a ruling by the Delhi High Court last month that ordered closing down all the banquet halls operating in residential areas. “Running of banquet halls are a perennial source of nuisance for residents, besides causing traffic congestion in the city, and they should go forthwith,” the court had said in its ruling. Acting on the High Court orders, the MCD Commissioner A K Nigam had asked the Deputy Commissioners of the various zones to prepare a list of all the banquet halls that were operating in residential areas. |
