Hooda sees Haryana as No. 1 state
New Delhi, December 5 State Chief Minister Bhupinder Singh Hooda, who today inaugurated Haryana Guest House at Chanakyapuri, said the government would give priority to building infrastructure in the state. The aim was to make Haryana the “number one” state in the country in the next five years, he added. Mr Hooda, who returned from a tour of South Korea and Japan last evening, said several companies from the two countries were keen to invest in the state. Complimenting the PWD for completing the work on state guest house in scheduled time, he said the state government would follow a policy of reward and punishment. “While those who work hard will be rewarded, no laxity will be tolerated,” he said. He said the construction of the guest house building in the stipulated time indicated the pace and determination of the state government to carry out development tasks. He said under the Bharat Nirman Programme, 1,150 km roads would be constructed at a cost of Rs 350 crore. Work had started for the construction of nine rail overbridges, he added. He said a cultural centre would be built on the land available in Nabha House. Two hundred houses would be built in Shalimar Bagh for state government officials. These would be spread in 3.09 acres and the construction cost would be around 15 crore. The state government had also decided to construct an additional block in the Haryana Bhavan as 4,000 sq m of floor area ratio (FAR) was available, he added. The existing rooms in the Haryana Bhavan would also be renovated. Principal Secretary, Public Works (Building and Roads), Dharamvir said the six-storey state guest house in Chanakyapuri had been constructed at a cost of Rs 3.69 crore. It had a VIP room and 24 double-bed rooms. The building had been completed in nearly nine months, he said. |
Illegal plywood units ignore deadline
Yamunanagar, December 5 The Forest Department had issued notices to about 150 wood-based units in the district. The owners were asked to close their units by December 2. The owners, however, were also given time till December 2 to defend their cases before the Divisional Forest Officer (DFO). The DFO could not be contacted even after repeated attempts. The president of the Yamunanagar Plywood Manufacturing Association, Mr Davinder Chawla, said the units should not be asked to close as the matter is pending before the Central Empowered Committee (CEC) and in court also. He said a large number of plywood unit owners have also applied before the CEC for getting licences. In July also, similar orders were issued, but the Punjab and Haryana High Court in an interim order had stayed the proceedings after some plywood manufacturing unit owners moved the court. However, the court later vacated the stay. On October 30, 2002, the Supreme Court had directed that no state or union territory shall permit any unlicensed sawmill, veneer, plywood industry to operate and directed to close all such unlicensed units. |
267 booked for assault on officials
Rohtak, December 5 The Deputy Commissioner, Mr R.S. Doon, told mediapersons today that of these 17 had been identified in the FIR and the remaining 250 were yet to be identified. A case had been registered under Sections 148, 149, 333, 353 and 186, IPC. He said a mob of villagers had assaulted government officials who had gone to the village to demarcate land for the construction of Police Lines and jail. Mr Doon said village panchayat had passed a resolution offering 314 acres in this connection on October 26, 2004. On June 17 the state government conveyed its acceptance to acquire the land at Rs 1.5 lakh per acre. However, on June 28 last the panchayat again passed a resolution seeking enhanced rates for the land. The government revised the rate to Rs 12.5 lakh per acre on November 11. The district authorities deputed a party to demarcate the land yesterday following a request by the sarpanch in this regard. However, some miscreants assaulted the officials before the process could begin. The Deputy Commissioner said three officials — Ram Phal Hooda, Naib Tehsildar, Rajmal, Girdawar and Mr Subhash Chand, helper — had been hospitalised with fractures. Six other officials received minor injuries. The villagers on thier part want that either the remaining 110 acres of panchayat land should be allocated to them or the government should pay a part of compensation to them. Mr Doon said the land belonged to the panchayat since 1956 and it was legally not possible to pay compensation to individuals. |

Chandigarh, December 5 Taking suo motu notice of the report in this regard submitted by Mr Justice Ajay Kumar Mittal, the Inspecting Judge of Sirsa district, the Bench of Chief Justice Mr Justice D.K. Jain and Mr Justice Hemant Gupta gave time (January 11) to the Haryana Government to state its stand on the issue. Mr Justice Mittal had visited the Sirsa jail on April 9 along with the District and Sessions Judge and had submitted a two-page report. The report was put up before the Chief Justice, who ordered that it be treated as a writ. In his report, Mr Justice Mittal said during his visit, an under-trial, Ganga Singh, appeared before him to disclose some facts about the alleged goings-on inside the jail. The prisoner, whose statement was recorded by the District and Sessions Judge accompanying the High Court Judge, told the Judge that whosoever raised voice against the misdeeds of the prison staff, he was given severe beating and was put in solitary confinement. The food being provided to the prisoners, the under-trial alleged, was also of very poor quality. Also, the jail officials were allegedly charging money to allow relatives of prisoners to meet them. The complainant prayed for necessary action against the erring jail officials. In his report, the Judge noted that if a person commits any crime, it does not mean that by committing a crime, he ceases to be a human being and that he can be deprived of those aspects of life which constitute human dignity. The Judge said that in view of the circumstances, he was of the view that if the allegations were true, the stern action deserved to be taken against those found responsible. Also, the Judge noted that the grievances expressed by the prisoner did not relate only to him alone but reflected upon the tale of woes of all inmates lodged in the jail. |
