Anganwari workers can contest panchayat elections

The State Election Commission today clarified that anganwari workers and those employed in the Integrated Child Development Services (ICDS) were eligible to contest the panchayat elections as they were not government employees.

Fresh directions issued by the state Election Commission, state that there would be no objection in filing of nomination papers by these categories but they would have to resign from their posts, if they win the elections.

The commission said the anganwari workers and helpers were not government employees as they were only getting an honorarium from the government.

Another clarification issued by the commission said people who had applied for regularisation of encroachment would be liable for disqualification only if the objector proved his point by providing a certified copy of the affidavit, submitted by the encroacher.

Those encroachers, who were willing to vacate the encroached land after getting demarcation, would remain disqualified for six years from the date on which they vacate the encroached land.

Power firms to set up training centres for youth

Private hydro-power generation companies in Himachal Pradesh will soon have to set up specialised training centres to provide training to the local qualified youth for jobs in power plants.

A proposal in this regard has already been finalised by the department of power and a notification is likely to be issued later during this month by the state government.

Earlier, the state government had already made it mandatory for all private investors setting up industries and hydro-power plants to ensure that 70 per cent of the jobs are given to the local youth.

It may be mentioned that there are at least 9 lakh unemployed youth registered at various employment exchanges in the state. Despite, huge investments in the private sector in the state the figure of unemployed youth is increasing.

Past experiences show that most private investors in the power sector were giving excuses that they were unable to find trained youth.

However, the new proposal will reduce the unemployment in the state and help companies to find trained persons for their work requirements.

Revealing a few salient features of this new proposal, a senior official of the state government told The Tribune that private investors in the power sector could also set up these training centres jointly in order to reduce their financial burdens.

Further, under this proposal, it would also be mandatory for these investors to ensure that the youth trained in these training centres get proper placement in their companies, added the official.

Work on Bhojnagar road begins

The PWD has finally started work on a 12-km stretch of Parwanoo-Bhojnagar road, a vital link to the remote area facing the town.

The delay in work on 24-km road had put the PWD, which had got funds for the work under the Pradhan Mantri Gramin Sadak Yojana a long time back, in tight spot.

The matter had been highlighted in these columns of Chandigarh Tribune.

As per Mr S.N. Sharma, SDO, Parwanoo PWD office, the work had been awarded to a private contractor. The work was in process, he said.

The road is a lifeline for thousands of villagers, mostly from Scheduled Caste community, under Banasar, Chammu and Bhojnagar panchayats.

The road meets Bhojnagar after connecting remote villages, some of the most backward panchayats of Solan district.

The completion of work on the road may bring a new life to tourism in the area due to its proximity to Timber Trial Resort.

A sum of Rs 1.79 cr had been received by the PWD for the work but it could not start due to the lackadaisical attitude of the department.

Work on around 6 km stretch of the road from Parwanoo had been completed till Khareen village earlier, but it developed numerous potholes with bitumen virtually disappearing at several points.

The PWD had received widespread criticism over its functioning after the condition of the road deteriorated during this year’s monsoon.

The road was closed for four days due to landslides, causing hardship to office-goers, industrial workers and schoolchildren. Meanwhile, the PWD was trying to get funds from Nabard to complete work on the remaining 6-km stretch of kutcha road, pointed Mr Sharma.

School Board official debarred from evaluation

The Himachal Pradesh School Education Board here today barred a deputy examiner from examination work for five years for wrongly reducing a student’s marks from 97 to 27 in the award list.

Ms Neeru Rana, a Class VIII student, had applied for re-evaluation of her Mathematics paper in which she had scored 27 marks. Mr Jai Prakash, deputy examiner from Government Middle School, Bhaneda in Mandi, transferred the score of 97 in the answer sheet as 27 in the final award list.

Issuing these orders, Board Secretary, K.D. Lakhanpal, said the mistake not only put the student to inconvenience, it also brought a bad name to the board. He asked the board examiners to be careful in evaluation.

Doordarshan Kendra, Kasauli, has bagged the best-maintained high power transmitter award at the fifth Doordarshan annual awards function held at Mumbai on November 16.

Mr M.S Duhan, Station Engineer received the award from Ms Ila Arun, noted Bollywood personality. The chief guest was the Chief Minister of Maharashtra, Mr Vilash Rao Deshmukh. OC
