A two-storey house was gutted in a devastating fire at Chamrot village in the Theog area of Shimla district in Himachal Pradesh last night, causing a loss of over Rs 10 lakh, the police said today.

No terrorist threat on border with J&K

An aerial survey conducted by senior officials of the police and paramilitary forces yesterday in the inter-state borders adjoining Chamba district of Himachal Pradesh and Jammu and Kashmir revealed that there was no threat of any terrorist activities on the state borders.

MLAs seek time to file answers

The 12 former Chief Parliamentary Secretaries (CPS) and Parliamentary Secretaries (PS), have sought three months’ time from the Governor, Mr V.S. Kokje, to file their replies in the petition filed by the BJP, seeking their disqualification for holding offices of profit.

It was yesterday that the 12 legislators had separately sought three months extension for filing their replies. The Governor in the notices issued to the legislators earlier had set November 30 as the deadline for filing replies which had to be forwarded to the Election Commission of India.

It is learnt that the Governor, who arrived this afternoon, had discussed the matter but nothing had so far been conveyed to the legislators. It is not known what decision had been taken as it will be conveyed to them through a written communiqué by the Governor. The legislators also did not file their replies despite today’s deadline as they are awaiting the response of the Governor to their request.

It is learnt that the MLAs have sought time on the plea that due to the panchayat elections they are busy campaigning in their assembly constituencies. They have also taken the plea that since the notice was served to each one of them on different dates because they were away in the assembly segments, they should be given more time.

Another reason cited by them for seeking extension is that since it is a highly contentious issue they need time to seek legal opinion from various quarters as this could have far-reaching consequences on their political careers.

Canvassing for civic body poll begins

Campaigning for elections to the panchayati raj institutions (PRIs), Nagar Panchayats and Municipal Councils has started picking up in Chamba district. Though elections to panchayati raj institutions are not being contested on the basis of party symbols but the parties are fielding candidates, on political lines.

Filing of nomination papers for the local self-bodies will begin tomorrow and for this the district administration has prepared an elaborate strategy for smooth conduct of elections.

According to official sources, there are three bodies in Chamba district — Municipal Councils, Chamba, Dalhousie and Nagar Panchayat, Chowari. The Chamba Municipal Council consists of 11 wards and has 14,510 voters which include 7463 men and 7047 women, Dalhousie Municipal Council has nine wards and has 3977 voters which include 2352 men and 1625 women while Chowari Nagar Panchayat has seven wards with 2261 voters, which have 1159 men and 1102 women.

In panchayati raj institutions, they are 283 panchayats in seven blocks with 1587 wards in the districts. The Chamba block has 39 panchayats with 45,390 voters, Tissa block 42 panchayats with 39,078 voters, Bhattiyat block 69 panchayats with 70,402 voters, Mehla block 42 panchayats with 57,439 voters, Salooni block 46 panchayats with 45,714 voters, Bharmaur tribal block 29 panchayats with 32,054 voters and Pangi tribal block has 16 panchayats with 11,776 voters.

Regarding reservation of the posts of chairperson of the seven panchayat samities in the district as notified by the state government, Chamba Panchayat Samiti goes to Scheduled Tribe (ST), Tissa for woman, Bhattiyat for woman, Mehla for Scheduled Tribe woman, Salooni for Schedule Caste (SC). The posts of chairpersons in Bharmaur and Pangi panchayat samities are unreserved.

So far as Zila Parishad wards are concerned, there are 18 wards.

2 get 10-yr jail for acid attack

Shimla, November 30
The two youths accused in the sensational acid throwing case here last year, were sentenced to 10 years of rigorous imprisonment by the District and Sessions Judge, today.

The first of its kind, the acid case involved a college going girl, who received severe burns mainly on her face when her own cousin targeted her. The two youths, Vijay Kumar and his friend Daljeet, were arrested by the police from their home in Ludhiana within five days after the incident.

It was on the morning of July 14, 2004, that Vijay Kumar waited for his cousin, Ishita at the bus stop near Bishop Cotton School in New Shimla. Ishita, was on her way to college when Vijay threw acid on her.

Ishita received severe burns on her face, arms and hands and was rushed to the Indira Gandhi Medical College (IGMC) for treatment. Being the first such case in the state, practically every section of society came down heavily on the police for failing to check such incident and there were a number of agitations.

2 murder cases solved

The district police claims to have solved the case of an unidentified body recovered near Amaravati Apartments at Baddi on November 4 by arresting two Nangal residents Naresh Kumar and Onkar Singh. The highly decomposed body recovered from some bushes at Baddi initially gave little clue about the identity of the deceased.

It was a tailor mark, bearing the name of Nangal-based 786 Mayur Tailor, on the clothes of the deceased that gave the police an initial lead to identify the body. This helped the Barotiwala police to identify the deceased as Roshan Lal, hailing from Nangal in Punjab.

Earlier the post-mortem of the body conducted at the IGMC, Shimla, had only revealed head injury as the cause of death. Further investigations revealed the fact that Roshan Lal was operating as a property dealer with one Naresh Kumar. Both operated from the latter’s barber shop at Nangal.

Naresh had shifted to Baddi about two months ago and it was learnt that he had borrowed a Rs 68,000 from Roshan Lal. This was verified by a land deal agreement recovered by the police. Naresh, however, confessed to have received only Rs 34,000 from Roshan Lal.

Mr Gianeshwar Singh, SP, said it was on the suspicion of Roshan Lal’s wife that the police investigated the money transaction. Further investigations verified the fact that the deceased was last seen at Baddi on November 25 before he disappeared.

In another case, the police claims to have solved the murder case of Ram Kumar, a labourer hailing from Uttar Pradesh, who was done to death by another labourer Arvind, hailing from Bijnaur, on August 17.

In this case illicit relations between the wife of the deceased, Radha Devi, and Arvind led to the murder of Ram Kumar.

He was allegedly thrown into a water tank in a highly inebriated state, which caused his death later. Arvind has been arrested by the police.

US, Swedish labs confirm UFO from space

The mystery over an unidentified flying object (UFO) noticed by a team of scientists in Lahaul and Spiti has taken a new twist with two laboratories in Sweden and the USA now confirming that it was not a man-made object and it seemed that it had come from the space.

The UFO was spotted in September last year while scientists of the Department of Space and Research and Dr Sunil Dhar, lecturer in geology, at Government College, Dharamsala, were on their expedition at the Chanderbhaga basin to work on a project sanctioned by the Department of Space and Research.

A less than 5 feet high object appeared to be slowly coming towards the camp in a friendly manner around 6.30 am and Dr Dhar managed to take its pictures. But soon the porters accompanying the investigators came out and started making a noise, hearing which, the object started receding and went back on the hilltop.

After coming in contact with sunlight, it turned steel black and became air-borne. It hovered around for some time before disappearing into the sky.

Tourism policy to focus on private participation

The new tourism policy of the Himachal Government will shift the focus away from the hotel industry and concentrate on promoting activity-based tourism by involving the private sector in a big way to make the hill state an all-weather destination.

Health resorts are proposed at Craignao near Shimla and Jhatingiri in Mandi. A market hub will be set up near Shogi to decongest the state Capital. A ropeway to link Dharamsala and Mcleodganj has also been proposed. Golf courses have been proposed at Baddi in Solan and Baragraon in Kulu. All projects will be executed in the private sector.

A single window clearance facility will be provided to ensure speedy approval of tourism projects on the pattern of industrial projects. It also focuses on basic problems like parking space for vehicles, adequate water supply and sanitation being faced in major tourists destinations.

Mystery over skeleton unravelled; 2 held

The local police has finally managed to solve the mystery surrounding an aged man’s skeleton in the fields adjacent to Gullerwala village near here on November 4, by arresting two youths today for allegedly murdering Roshan Lal Kalia (56), a property dealer from Anandpur Sahib. The tailor’s tag on the deceased’s shirt helped the police to get a clue in the case. Naresh and his relative Onkar had murdered Roshan on October 25 night.

Naresh used to run a barber shop adjacent to Roshan’s at Anandpur Sahib. Naresh owed Rs 68,000 to Roshan. As per the loan agreement if Naresh failed to repay he would transfer a piece of his land in the name of Roshan, the police said.

Two months back Naresh had shifted to Baddi. Fearing the worst he planned to kill Roshan. For this he approached Onkar. Both invited the deceased to Baddi to repay the loan amount. On October 25 the deceased reached Baddi and had dinner along with accused. On going to Naresh’s rented accommodation both accused took the deceased to fields on the pretext of answering the call of nature. There they hit his head with a bottle and a stone before trying to burn his body in an apparent bid to destroy evidence.

During investigation the police had found an Anandpur-based tailor’s tag on the shirt. This clue led to the identification of the deceased.

Villager suffers 10 lakh loss in fire

Shimla, November 30
A two-storey house was gutted in a devastating fire at Chamrot village in the Theog area of Shimla district in Himachal Pradesh last night, causing a loss of over Rs 10 lakh, the police said today.

No loss of human or animal life was reported in the fire, the cause of which was not immediately known.

The police said the fire reduced to ashes 15 rooms of the buildings, adding that the estimated loss due to fire was Rs 10 lakh.

Theog SDM Gopal Sharma said the district administration had announced an immediate relief of Rs 10,000 to the only affected family. — UNI

No terrorist threat on border with J&K

An aerial survey conducted by senior officials of the police and paramilitary forces yesterday in the inter-state borders adjoining Chamba district of Himachal Pradesh and Jammu and Kashmir revealed that there was no threat of any terrorist activities on the state borders. The border villagers had been living in peace since 1998 when labourers were massacred at Kalaban-Satrundi in the district.

The sources revealed that since the borders were simply the inter-state boundary, the security forces were guarding the borders us usual. As such time had now come to withdraw the security forces, including the Indian Reserve Battalion, the Himachal Armed Police and the Indo-Tibet Border Police in the light of calm and peaceful situation prevailing on the inter-state borderline between the two states.
