2,263 Lok Adalats held in Haryana
Faridabad, September 26 Mr Justice Jain, who is also the patron-in-chief of the Haryana State Legal Service Authority, said this concept had been gaining popularity as its purpose of providing speedy, cheap and easy justice to the litigants who normally got tired of attending dates and became victims of unusual delay was achieving results. He claimed perhaps the biggest advantage of such a process was that both the parties did not take it as a win or loss as the matter was resolved through understanding and coordination between the affected parties. He said the success so far in this process was not an issue of pride but the aim behind the concept was to create awareness among the people about the importance of such adalats so that more and more people could take the help of this system for their benefit. This could also ease the burden of the courts. He appealed to the members of the Bar Association, judicial officials and legal experts associated with the council to focus their attention to resolving minor cases of crime and other nature by mutual consent and understanding between the affected parties in minimum possible time period so that the number of pending cases in the courts could be reduced considerably. He said there were still a large number of cases involving senior citizens and aged persons pending in the courts at various levels. He asked the judicial officers to ensure that anyone who came to the court for justice did not return dissatisfied and the judges should always see them in place of the litigant while dispensing justice or announcing a judgement. He said the elders could form committees at the village level to sort out various disputes and issues of minor importance locally which could help in reducing the number of persons rushing to the court for justice for cases of less importance. He said the authorities concerned should prepare a list of villages where no case was pending in the court and such villages could be given wide publicity with a view to motivate others on this aspect. Mr Adarsh Kumar Goyal, Judge, Punjab and Haryana High Court, and Executive Chairman, Haryana State Legal Services Authority, in his address said the work of the court was not only to punish the guilty but was also safeguard the rights of
the people. He said the Lok Adalats would certainly reduce the burden of the regular courts and also ensure speedy disposal of serious cases. He said as part of the directions of the Supreme Court legal awareness camps were being held in all villages of the state. Mr Justice Amar Dutt, judge of the high court and administrative judge of the Faridabad Sessions Division, Mr Justice Pritam Pal, and Ms Justice Nirmal Yadav (both judges of the high court), were also present on the occasion. |
Minister creating artificial scarcity of cooking gas: BJP
New Delhi, September 26 The Delhi BJP chief, Dr Harsh Vardhan, accused the Congress of reducing the supply of cooking gas and halting the issuing of new connections so that
the industrial house might benefit. He demanded the restoration in the supply of cooking gas and issuing of new connections as usual. The consumers in Delhi were facing problems due to the ongoing scarcity. A gas cylinder costing Rs 295 was being purchased by the consumers for Rs 400 and Rs 600. In effect, the consumers are being made to wait for weeks for the supply of gas cylinders. Moreover, complaints have been reported of consumers getting less than 14.2 kg gas that is normally packed in a cylinder. He said that 40 lakh consumers are registered with the 315 dealers in Delhi, who are receiving only 30 lakh gas cylinders. Meanwhile, the Shiv Sena held the Congress-led UPA government responsible for the shortage of cooking gas in the Capital. The government has given “protection” to the gas companies, the Shiv Sena alleged. They alleged that the prices of all commodities, including the LPG, have risen many folds during the rule of the Congress-led UPA government. It was alleged that consumers with genuine connection were not being supplied gas cylinders on time. Even as the government claims that there was sufficient LPG in store, the consumers are being forced to purchase the cylinders from the black market, said a representative of the National Akali Dal. The National Akali Dal has demanded the government take steps to check the delay in the supply of LPG cylinders to the consumers. |
Both DUTA candidates to examine ballots in HC on Sept 28
New Delhi, September 26 Justice Vikramajit Sen, who is seized of Siddiqui’s petition seeking quashing of Sharma’s election as DUTA President, fixed September 29 for hearing arguments after the parties examine the ballot papers to ascertain As directed by the court, DUTA had earlier produced the ballots cast for the post of President of DUTA in the August 31 polls before it. Siddiqui, who was defeated in the DUTA polls by a margin of 12 votes by Sharma, alleged that many of his votes were illegally declared invalid by Election Officer S N Singh after certain last-minute changes in the counting rules. DUTA counsel has been opposing the petition, saying it was not maintainable as disputed questions of facts could not be raised in writ jurisdiction, particularly because DUTA was not a state within the meaning of Article 12 of Constitution. The Court has already issued notices to DUTA, Singh, Sharma and Delhi University in the matter. In his petition filed through counsel Sarabjit Sharma, Siddiqui has demanded quashing of Sharma’s election to the post of DUTA President and recounting of ballots under the supervision of the High Court. The court had earlier observed that merely because some questions of facts were involved, it would not prevent it from exercising its writ jurisdiction under Article 226. |
Gang of vehicle thieves smashed, 11 bikes seized
Gurgaon, September 26 The accused stole the motorcycles from the border areas of Delhi-Gurgaon, Kapeshera in Delhi and Udyog Vihar in Gurgaon. According to Senior Superintendent Police, Mr Hanif Qureshi, the two culprits committed thefts to maintain their lavish lifestyle and impress their colleagues and others. The SSP revealed that a special team headed by Sub-Inspector Maya Chand was working on the various cases of lifting vehicles in Gurgaon. This Anti-Vehicle Lifting Staff of Gurgaon police with the co-ordination of Delhi Police nabbed Dharambir, son of Chander, and Inder Pal, son of Paras Ram—both residents of B S S Colony Rajokri police station New Delhi.. The officer stated that they used to lift bikes parked outside the various companies and factories in Udyog Vihar and DLF Gurgaon. The cases of the theft vehicles, registration nos DL9SN-0210, HR-26 Q-8434, HR-26 P-9473, HR-51 G-0736, DL-3ST-9985, UP-17A-5214, DL-3SAE-9321 from Gurgaon and four more vehicles from Kapashera, Delhi, have been solved. After using the vehicles for a few days, they parked them somewhere and then lifted some other bikes of their choice. They have stolen these vehicles in just about two months, added the SSP. |
Govt to make complaint centres accountable
New Delhi, September 26 The Chief Secretary, Mr S. Regunathan, has asked all departments concerned to pull up their socks and oversee the functioning of different control rooms. The authorities would have to see that people were not troubled by blockage of sewer lines and storm-water drains, traffic snarls on account of uprooted trees, and prolonged power cuts, sources said. When it rains round-the-clock control room staff has to be responsive to public complaints with the sense of urgency and ensure that no complaint remained unattended for more than 24 hours, the Chief Secretary directed. Operational staff had also been asked to remain alert and respond to the complaints within a specific time frame. The senior officers would have to undertake unscheduled visits to complaint centres and control rooms. In case any complaint remains unattended for more than 24 hours, the complainant would have to be definitely informed about reasons for delay and the time required to attend The Departments had also been directed to publicise prominently the telephone numbers of control rooms for the information of the general public. |
High Court quashes Delhi Government notification on liquor vend licences
New Delhi, September 26 Justice Vikramajit Sen quashed the September 16, 2005 notification about L-52 IMFL vends terming it as “unreasonable and arbitrary”. The order came on two separate petitions filed by Kuldeep Singh and Surinder Katyal, who had sought direction to the Delhi Government to grant them L-52 licences for IMFL vends. Delhi Government counsel Hima Kohli contended that the Excise Department had stopped issuing licences for liquor vends in the private sector in March last in view of public opposition and its policy on prohibition. Resident Welfare
Associations, MLAs and Municipal Councillors were also against further grant of licences for liquor vends under the 2002 Excise police renewed in 2004, she submitted. On the other hand, petitioners’ counsel Rajesh Tyagi submitted the Excise Department had already issued hundreds of licences under the policy and sought quashing of September 16 notification, contending it discriminated against his clients. The court directed Excise Department to process the petitioners’ applications without taking into consideration September 16, 2005 notification which it quashed today. |
GSCASH panel to discuss controversial provisions soon
New Delhi, September 26 Students and faculty members were peeved at the incorporation of certain provisions suggested by the Ashok Mathur Committee. “The suggestions signify the transition of a gender sensitisation committee into a self-styled conscious keeper of society. Besides, it also curtails the autonomy of the committee, which has proven credentials,” said a senior faculty member. To discuss the provisions like reporting deviant sexual behaviour, reporting to the Vice Chancellor even as the probe is on and clauses that allow mediation, a meeting has been called by the GSCASH. “There is a meeting scheduled at the end of this week. We will discuss the provisions and accordingly notify the deliberations,” said the Chairperson of the GSCASH, Dr Vidhu Verma. The JNUTA executive that met here today has also put forth their suggestion calling for a review of the clauses. “We have proposed that there should be a review and necessary amendment of the offending clauses,” said JNUTA President, Dr Rupmanjari Ghosh. Public meetings on the issue are also being organised by the students to register their disapproval. “We are totally against these provisions that have been incorporated in a clandestine manner, without taking into account the opinion of the students. We hope the administration takes heed of our demands and refrains from continuing with the present draft,” said a member of ‘Anjuman’, a group that calls for upholding the rights of homosexuals. |
CEE scam: Kingpin gets bail as CBI fails to file chargesheet
New Delhi, September 26 “Sixty days have expired after their arrest but no chargesheet has been filed in the case. In these circumstances both accused are granted bail,” Special Judge Pratibha Rani said granting relief to Dahiya and Lalit Hooda. The duo, who surrendered before the court on July 29 following which they were handed over to CBI, were granted bail on furnishing a bond of Rs 50,000 and a surety of the like amount. CBI alleges the two accused along with some others helped 21 students to indulge in malpractices during the Common Entrance Examinations for admission to the Delhi College of Engineering in May this year by sending them answers in the form of SMS in lieu of Rs 4 lakh
per candidate. The agency claims the interrogation of the accused enabled them to ascertain as to how they secured the question paper, how many students received the SMS and to arrest their accomplices. CBI claimed several incriminating documents were seized during searches conducted at Dahiya’s residence “which clearly established the pivotal role played by him and his accomplice in the whole episode”. The agency, on a complaint from the Registrar of Delhi University and subsequent probe, had on July 19 registered cases against the 21 students and some unknown officials of the university in connection with the case. |
Ground water control bill shunted off
New Delhi, September 26 The Bill, introduced in the Assembly on September 22, has run into rough weather as several legislators of the ruling Congress were opposed to imposition of separate taxes on Delhiites for utilisation of ground water. The Bill proposes to levy user charges on extraction of ground water from any area falling in the New Delhi Municipal Council, Delhi Cantonment Board and Delhi Development Authority. It also seeks to insert a new chapter in the Delhi Water Board Act under which permission will be required for sinking any well for use of ground water and for registration of existing users in notified areas. The Bill, introduced by the Chief Minister in the Assembly, adds new offences for effective implementation of the new provisions and the tenure of punishment has been kept in tune with the existing penal provisions. It also provides that one of the functions of the Delhi Jal Board (DJB) would be to plan, regulate and manage the extraction of groundwater in Delhi in consultation with the Central Water Authority, instead of only extraction and management of groundwater. |
Police chief directed to fill quota for constables
New Delhi, September 26 “The respondent authority (Police Commissioner) is directed to treat the present representation made by applicants for redressal of their grievance and dispose it off by a speaking order within two months”, a Division Bench headed by Justice M A Khan said. The Tribunal gave the order on a representation submitted by a constable Bhagirath and 12 other aggrieved saying the quota had not been filled up since 1998. Their counsel, Mr Yogesh Sharma, told the court that his clients “have not got justice despite repeated representations made to the Police Commissioner” in this regard. The Tribunal also issued a copy of the order to the Delhi Government and the Ministry of Home Affairs and asked them to ensure its compliance. |
Rs 2 lakh compensation for taxi

New Delhi, September 26 Disposing off a compensation suit filed by the victim, Surender Singh, Justice R. S. Sodhi, said “prima-facie it is clear that the accused has caused grievous injury to the victim by use of his service revolver far beyond the call of his duty. It is not necessary to wait for the final outcome of criminal proceedings launched against the accused.” The court asked the state to pay the compensation and then recover the amount from the accused. In the suit filed through his counsel, Mr Vineet Dhanda, Surender said he was shot in his back by ASI Anoop Singh on August 9, 2004, when he was plying his vehicle on the Bahadurgarh- Nangloi inter-state link road carrying passengers. He had stopped at Najafgarh checkpoint when the accused approached him and asked for the entry fee of Rs 2000 for that month, which he was unable to pay. Surender was then allegedly beaten up after which he sat in the vehicle when the accused, thinking that he was trying to escape, shot him in the back with his service revolver. The ASI was arrested and an FIR under Section 307 (attempt to murder) of the IPC was filed against him. The trial in the criminal case against the accused is being held at a Tis Hazari Sessions court. |
Man held at airport with foreign currency
New Delhi, September 26 Vijay Mittal, from Varanasi in Uttar Pradesh, was to board a Virgin Atlantic flight to London yesterday when he was apprehended, Customs officials said today. They recovered 5,050 pounds sterling in cash and traveller’s cheques worth 20,000 pounds sterling from him. All the cheques, which had been concealed in the plastic cases of compact discs, had been procured by Mittal under the business passenger quota and bore his signature. However, cheques worth only 3,500 pound sterlings were in his name. Customs officials said they were also investigating the role of the moneychanger as they are supposed to release traveller’s cheques only after proper verification. |

Noida, September 26 On scrutinising the documents, the police arrested Harbhajan while his companion, Sant Lal, had fled. They had given wrong names and address in the bail documents. Constable Dhiraj Kumar said this way they had misled the court and the police. A case under Sections 420, 419, 468 and 471has been registered. On September 23, a case had been filed by Constable Brijesh Kumar of Ghaziabad against Mahinder and Mukut in Noida Phase-II police station for trying to secure bail with the help of forged documents.—OC |
‘Tantrik’ held for kidnapping child
New Delhi, September 26 Investigations revealed that a ‘tantrik’ Mohd Rashid Ali (31) and his wife Khairoon Nisha (22), who are childless, had approached Sonu’s father Nek Singh to adopt him but had been turned down, police said. As Ali and his wife were found missing, police suspected their involvement and raided several places before finally apprehending him in Seemapuri area. During interrogation, he confessed that he and his wife had kidnapped Sonu and he planned to sacrifice the boy so that he
could become a father, police said. He disclosed the boy was with his wife in a house in Burari village in west Delhi. Police conducted a raid there, rescued Sonu and arrested Nisha. |

Police catch suspected killer of JCO
New Delhi, September 26 The police said that the suspect was a notorious pickpocket and knifer and had at least 21 cases against him. Efforts were being made to trace some of his associates who were with him at the time of the incident. Gulyani was reportedly stabbed by Lekh Raj when he caught hold of one of his associates who was trying to pick his pocket in a running bus on route number 801.The victim was stabbed and thrown out of the running vehicle and died in a private hospital later. The family of the victim had accused the hospital of negligence which resulted in some ugly scenes. |
