MDU don in plagiarism scandal
Rohtak, August 3 The books in question are: ‘Sanskrit Bhasha
Darshanam’ by Dr Yajna Vir Dahiya, Professor and Head, Department of Sanskrit of MDU published in 2000 by Bhartiya Vidya
Prakashan, Delhi and ‘Sanskrit Vyakaran Darshan’ by Dr Ram Suresh Tripathi published by Rajkamal
Prakashan, Delhi in 1975. Dr Dahiya’s book is in Sanskrit while Dr Tripathi’s book is in Hindi. Both deal with the philosophy of Sanskrit language. Dr Dahiya’s book was prescribed as a textbook for MDU students when he was himself a member of the Board of Studies of the university. A close perusal of the two books revealed that the similarities were not merely coincidental. For instance, pages 130 and 131 of Dr Dahiya’s book are almost the literal translation of pages 34 and 35 of Dr Tripathi’s book. The ‘shalokas’ are the same and even the commentary in exactly the same. Moreover, even the sub-headings are the same. Chapter III of Dr Dahiya’s book is called “Vakyavivechnam” and chapter 9 of Dr Tripathi’s book is called “Vakya Vichar”. This is how Dr Dahiya’s book goes: “1.1 Sanskritvyakarne vakyashabdasya pryyogastri shvartheshoo driggochari bhavti
matimaam. 1. Vigrhavakyarthe yatha – rajpurushah = ragyah purush. 2. laukikvakyarthe yatha – Vishvadeva odanam
pachti. 3. Paribhashikarthe nighataadivyavasthartham shastriyavakyalaxmanam
vakyashabdenavyavahrite.” Now have a look at what Dr Tripathi’s book reads: “1.1 Sanskrit vyakarn mein vakya shabd ka prayog teen arthon mein dekha jata
hai. 1. Vigrha vakya ke liye. Jaise rajpurushah ke liye ragyapurushah. Ragyapurushah vakya
hai. 2. Laukik vakya ke liye. Jaise Devdutta odnam pachati. 3. Paribhashik arth
mein. Nighat aadi ki vyavastha ke liye shastriya vakyalakshan vakya shabd se vyavahrit kiya jaata
hai.” In these sentences Dr Dahiya has merely changed the name of a person from Devdutta used by Dr Tripathi to
Vishvadeva. A noted Sanskrit scholar Dr Baldev Singh, former Professor of Himachal Pradesh University and a former Dean of Colleges of Kurukshetra University, when asked to compare the two books opined that Dr Dahiya’s book is “a mixture of literal and free translation of Dr Tripathi’s book. I can safely say almost 70 to 80 per cent of the contents are the same. When writing about the philosophy of a language no two authors can use the same language by any stretch of imagination.” Significantly, Dr Tripathi’s book is an expanded version of the thesis that he had submitted to Agra University in 1965 for his Ph. D degree. This is not the end of the controversy. Dr Dahiya’s another book titled ‘Panini as a Linguist: Ideas and Patterns’ published in 1995 by Eastern Book Linkers, Delhi contains a chapter which has been lifted almost straight from a paper published in 1974 in the International Journal of Dravidian Linguistics
(Vol III pp 287-320) written by Dr Jag Deva Singh, an internationally known Sanskrit scholar who headed Kurukshetra University’s Department of Linguistics for a number of years and later served as Pro Vice-Chancellor of
MDU. He is now settled in the USA. To cite an example this is what Dr Singh says in his paper (pp 288): “Panini’s bases (sic) of characterisation of karaka relations: Even a superficial examination of the data of a natural language will convince anyone that the system underlying it is not all too neat and clean. A linguist struggling to discover an altogether consistent and logical theory to explicate all facts of a language will be soon disillusioned………” This is how Dr Dahiya’s book reads: “Panini’s ways of characterisation of case relations: Even a superficial examination of the data of a natural language will convince oneself that the system underlying it is not all too neat and clean. The book in question is based on Dr Dahiya’s thesis for his D.Litt degree which he submitted to Garhwal University, Srinagar, in 1989. When asked to comment on this Dr Dahiya told The Tribune that in his view there “are lots of alterations in both”. He submitted in writing that “…I gave some articles to Dr J. D. Singh for suggestion (sic). It seems to me, after making some changes, he might have sent the same to the press by mistake”. The Tribune contacted Dr J.D. Singh in the USA on email and his reply stated “I deny emphatically having received ever any article from Dr Dahiya for review or comments. His claim of having sent me a copy of his article on Karka is absolutely baseless. It hurts me to learn from you that he copied my article”. Interestingly, Dr J.D. Singh had sent the paper for publication in 1973 when Dr Dahiya was still pursuing his Master’s degree. Regarding Dr Tripathi’s book Dr Dahiya denied charges of literal and free translation. He said, “The subject is the same, the Karakas are the same. The author (read Dr
Tripathi) translated them in Hindi and I explained them into Sanskrit according to the need of reference and context. There is no such translation.” |
Haryana imposes power cuts
Chandigarh, August 3 The power cut on industry will come into force from tonight itself. The decision to impose the power cut on industry was taken at a meeting of senior officers of the power utilities held here this evening. The meeting was convened by the Haryana Chief Minister, Mr Bhupinder Singh
Hooda, to review the power situation in the state. It was decided to impose certain restrictions from tonight on the industrial sector. Industrial units of 1 MW and above capacity and arc furnaces would not be supplied electricity for three days starting from tonight. Those below 1 MW and connected to the urban feeders, would not get power supply from 7 p.m. to 7 a.m. for the next three days as it was expected that the situation would improve after that. According to official sources, Mr Hooda directed the power utilities to continue the power supply to domestic consumers in urban as well as rural areas, except some cuts during daytime, the evening hours and at night. They would be informed about the scheduled power cuts in advance through the media. It was made clear that as far as possible the supply of electricity would be maintained to domestic consumers at night. Mr Hooda was informed by the officers that as a number of power generating units in the northern grid had been closed because of various reasons, that grid had been deprived of a total of 5000 MW of power. Therefore, Haryana was not getting its share of 800 MW. The state government had purchased 100 MW from Kerala for supply for 19 hours a day. Also, 200 MW of power had been purchased from Andhra Pradesh for supply during six peak hours of the evening. Efforts were being made to purchase more power from other sources. It was decided that efforts should be made to get the maximum power generated at the state’s own thermal plant in
Panipat. It was decided to maintain a regular supply of electricity to the agricultural sector. |
Power supply resumes after five days
Panipat, August 3 The Uttar Haryana Bijli Vitran Nigam Limited (UHBVN) of Haryana Vidyut Prasarn Nigam (HVPN) installed a new transformer in place of a faulty one within hours of publication of a special report in The Tribune on August 3. The residents of the locality told The Tribune that several local employees of the UHBVN visited the site this afternoon and replaced the faulty transformer with the new one and the power supply resumed to their nearly 1,500 houses and about eight factories thereafter. The industrialists and the residents of the locality expressed their gratitude to The Tribune for highlighting their problem in its columns. It was reported earlier that the transformer of the locality had gone out of order on July 29 but it could not be repaired even after five days despite repeated complaints of the residents, due to which over 6,000 residents had to live in scorching heat due to non-availability of power. Further, no work could be done in any of the eight industries situated in the locality due to non-availability of power. While some of the UHBVN employees had visited the site on Monday, they gave up the work of repairing the faulty transformer midway without telling anything to the residents. The authorities claimed ignorance about the non-availability of power in Hari Nagar for five days due to a faulty transformer. However, they said that they would find out the exact position from their subordinates. |
Powerless, residents block highway
Ambala, August 3 The residents blocked the highway at about 11.30 a.m. near Manav Chowk. The blockage led to a major traffic jam on the busy highway. The traffic blockade lasted more than an hour. The residents expressed dissatisfaction over inadequate power supply. They said there were frequent power cuts and there was no prior announcement regarding these. They said the power situation had worsened ever since the Congress came to power in Haryana. The residents raised slogans against the Ambala MP, Kumari
Selja, and the Ambala City MLA, Mr Venod Sharma. They said Congress leaders had failed to live up to the expectations of the people. They demanded regular uninterrupted power supply. “We fail to understand why the Haryana Government is not able to provide power. We were earlier told that once the monsoon arrives, there will be adequate power supply. However,

Mallour, said the lack of power supply was proof of poor governance by the Congress government. They said the Congress had made tall promises to come to power and now it had failed to keep its promises. 2 killed, 10 hurt as electric wire falls on them
Panipat, August 3 The deceased were identified as Aashish Juneja (16) and Anil Bansal (24) of HUDA Sector 2. While Aashish was a student of class XII, Anil was married just one and a half month earlier. The injured include Rakesh, Chhota, Mamta, Ramdas, Chintu, Bunty, Sona, Sunaina, Ramali and Farid. While some of the injured were admitted to Bhim Sen Sachar Civil Hospital, others were being treated at private hospitals. People started running in panic when about a 40 feet long electric wire fell on the ground from the transformer. It was a horrifying scene at the site with people were crying for help. Senior district and police officials, including outgoing Deputy Commissioner R.P. Bhardwaj, SDM R.K. Singh and DSP S.R. Nehra, reached the spot. Local MLA Balbir Pal Shah also reached there to show his solidarity with the victims. They directed the rescue operation. While the Uttar Haryana Bijli Vitran Nigam (UHBVN) today suspended three of its employees after the incident, the district police also booked the SDO, the JE and several other UHBVN employees under Section 304 A for culpable homicide due to negligence. The suspended employees are Junior Engineer D.P. Rohila, Assistant Linemen Suraj and Ramesh. SDO Dharambir Singh Dhankhar is also likely to be suspended as the district administration has reportedly recommended his suspension to UHBVN officials. An FIR against UHBVN officials was lodged on the complaint of a relative of the deceased. However, no one had been arrested so far. Police sources said the matter would be investigated and the report of the UHBVN would be awaited before making any arrests. The director of the UHBVN, Mr V.P.S. Chauhan, also visited the site today. Meanwhile, the DC directed the Red Cross Society to give Rs 50,000 each to the next of kin of the dead and Rs 10,000 to each of the injured as ex gratia amount. Meanwhile, the bodies of both the deceased were cremated here peacefully. Elaborate security arrangements were made by the police to avoid any untoward incident on the occasion. In a similar incident on Sanauli road two years ago, 10 persons had been killed and 30 injured when a transformer burst. |

Sirsa, August 3 Enquiries made by this correspondent revealed that the classes of public administration, economics and laws were the worst performing department on the campus. The university has so far declared the results of nine departments. As many as 23 students appeared for the MA (I) economics examination but only four managed to pass. Similarly, in the department of MA (I) public administration only 21 students out of 40 passed the final examination. In the LLB (II), only 24 students passed out of 46 students. Out of 25 students appeared for MA (II) English, only 14 could pass the examination. In the MMC examination, 16 out of 21 students passed. Meanwhile, teachers are upset over the poor performance of results. Demanding the appointment of regular staff, a number of teachers said the authorities should not encourage ad hoc appointments. Lamenting the authorities for appointing only guest faculty members, the teachers said the appointment of regular staff could only provide better results. |
State may lose crores
due to VAT anomaly
Sirsa, August 3 Enquiries revealed that the state government charges the rest of the crops at the rate of 4 per cent, guar is charged at the rate of 12.5 per cent. Though officials claim it as a ``mistake’’ but sources fear great loss to the state exchequer due to anomalous taxation system. Arhtiyas demand a rollback on ``excessive’’ VAT or they warned to go to neighbouring states. An agent said that though millers were refunding just four per cent as per the previous agreement whereas the arhtiyas were forced to pay 12.5 per cent VAT. The agents said that they could face an extra burden of 8.5 per cent. Guar has great potential in the international market with the USA and Europe as the big time buyers. The agriculture produce is used mainly in pharmaceutical, chemical and textile industry. According to sources Haryana produces around 70 lakh quintals of guar most of which is exported. With the crop having developed overseas market, farmers and traders are keen on popularising the crop. But, say officials, sudden three-fold increase in VAT would discourage those in the trade. Rajasthan and Haryana are the main states producing guar, the former charges just 2 per cent while Punjab government charges nil VAT on the crop. |
Date of voluntary disclosure scheme extended
Hisar, August 3 An official spokesperson for the Dakshin Haryana Bijli Vitran Nigam (DHBVN) said here today that the power utilities had decided to extend the scheme till August 15. He said the scheme would be available from August 16 to September 15. But during this period, the consumers would have to pay 30 per cent extra to get their load regularised. The spokesman said under the scheme, the consumers could declare their unauthorised load on a simple form by depositing Advance Consumption Deposits. No penalty would be imposed on them and they would not have to submit any fresh affidavit. The domestic consumers are required to pay ACD at a rate of Rs 52 per kw on extended load, while the rate would be Rs 345 per kw of declared load in case of non-domestic consumers. The farmers are to deposit merely Rs 30 as ACD for each kw of extended load, the spokesman added. |
BKU chief, 16 others acquitted
Ambala , August 3 Mr Nain and others were present in the court when the Judge pronounced his order. According to Mr Ashok Mehta and Mr Giyan Grewal, counsel of Mr Nain, the prosecution had filed an application in this court in which it requested the court that it did not want to pursue the case and requested the court to discharge it. Mr. Bhupinder Singh Hooda after becoming Chief Minister had announced that cases registered against the farmers in the state on political basis would be withdrawn. According to the prosecution, Mr Nain had blockade the national highway near Sahjadpur, 20 km from Ambala on November 11, 2002, along with a large number of BKU workers to protest against non-payment of arrears of sugarcane cultivators of Naraingarh by Banondi Sugar Mill management . The police had to
restore to a lathicharge to restore traffic there. Some police personnel were also injured. Later, the Shajad-pur police had registered a case under Section 323, 148 , 149, 436, 506 and 153 against Mr Nain and 16 other BKU activists. Mr Nain was granted bail by the supreme court and he remained in judicial custody in Ambala jail for about a year. In the Haryana Assembly elections, the BKU had opposed the INLD candidates and offered support to the Congress candidates. |
2 projects for HAU scientists
Hisar, August 3 The projects involve the identification of trees and shrubs which are potential sources of bio-diesel and vegetable oils and promote their cultivation. The scientists, Dr R.S.Dhillon and Dr M.S.Hooda of the Forestry Department at HAU, will standardise the propagation and cultivation techniques of the identified plant species. One of the projects involves a cost of Rs 47.25 lakh and aims to popularise jatropha cultivation and plantation of elite material carrying oil contents carrying oil contents in Haryana. The other project involves the selection of genetically improved clones of various tree species, including jal/pilu, mahua, karanj, neem and jojoba, which bear seeds with oil content. Dr Dhillon and Dr Hooda, who are the Principal and Co-Principal Investigator, respectively, in these projects, said jatropha yielded bio-diesel and had a relatively high efficiency of removing carbon from atmosphere and assisted in the build-up of soil carbon. |
Bonded labourer, wife, children rescued
Karnal, August 3 According to police sources, the factory owner, Mahesh Kumar, had allegedly forced the labourer, Kamlesh Yadav, a permanent resident of Darbhanga, Bihar, to work for him for the past two months. He had allegedly not paid any money to him during the period. The police raided the factory when it, came to know about the happening and rescued him, his wife and their four children. It is learnt that the labourer and some of his colleagues had reportedly taken some money in advance from the factory owner some time back. While the others fled from the factory, he was forced to do the work in lieu of the money given in advance. |
2 killed, 4 hurt as Army truck hits car
Jhajjar, August 3 According to information, Shiv Kumar and his wife Preeti, residents of Sankar colony in Bahadurgarh, were returning to Bahadurgarh from Rohtak in their car while the truck was on way to Hisar from Delhi. As the car tried to overtake a canter, it rammed into the military truck coming from the opposite direction. While the car driver who has not been identified so far, died on the spot, Shiv Kumar succumbed to his injuries on way to hospital. Preeti who was critically injured along with three army personnels identified as Radha Krishan, S.S. Rajput and Shiv Prasad were rushed to the PGIMS at Rohtak for treatment. According to the police the car belonged to Balbir Singh and was hired by the couple for a trip to Kiloi. |
6 bail jumpers arrested
Sonepat, August 3 Mr Anil Kumar Rao, Superintendent of Police, told mediapersons here today that the city police had arrested three persons, namely Joginder, alias Bhunda, resident of Mohalla Kot, Sonepat, Mahavir and Mukesh against whom a case of theft had been registered in 1997. All of them did not turn up in the court on the dates of hearing of the case after they were released on bail. However, they were declared as “bail jumpers” by the court. The SP said that the Rai police had re-arrested two persons, Raj Kumar and Ravi of Tanda village, against whom a case of assault had been registered during the year 1999. The duo had fled after their release on bail by the court. The CIA staff of Gohana had re-arrested a youth, Rajesh of Rohtak, against whom a criminal case had been registered at the city police station at Gohana during the year 2003. After his release on bail, he failed to turn up before the court on the dates of hearing of the case and was declared as a bail jumper. The SP said the Kharkhauda police had arrested a woman, Pushpa of Saidpur village, in connection with a dowry death case registered on May 8 at Kharkhauda police station. He also said that the Civil Lines police had arrested a youth, Balraj of Jahri village, from the Ashok Nagar bazar on the charge of eve teasing. A case has been registered. |
3 car thieves held
Sonepat, August 3 According to police sources, Mr Narinder lodged a complaint with the police at Akbarpur Barauta village in this connection. The police set up a naka in the district. This led to the arrest of all the three culprits on the Sonepat-Rohtak road, near Rohat village, after a few hours. The arrested persons were identified as Sunil of Pancham Nagar, Sonepat, Pradeep of Liwan village and Hari Om of Rathdhanna village. A case under Sections 392, and 34, IPC has been registered. Giving details of the incident, Mr Anil Kumar Rao, Superintendent of Police, told mediapersons here today that Mr Narinder was returning to his village in his Maruti van. When he reached near Krishi Vigyan Kendra at Jagdishpur village, three Maruti van, borne youths waylaid him and snatched the Maruti van from him before they fled. He said that on receiving information, the police arrested them after a few hours of search operation. |

Panipat, August 3 The programme was organised to jointly mark the breast-feeding week between August 1 and 7 and friendship day on August 3, said the president of the Inner Wheel Club Ms Mala Awasthi. While gynaecologist, Dr Geeta Gupta, spoke about the importance of breast-feeding, Ms Mala told the students about the significance of true friendship. Residents seek probe into man’s death
Ambala, August 3 The residents have told the police that they suspect four play in the death of Om Prakash. They said Om Prakash was found lying near the Boh bus stand at about 7 pm yesterday and his condition was serious. He was rushed to the Ambala Cantonment Civil Hospital where he breathed his last. Om Prakash is believed to have died due to excessive intoxication. This morning, a number of Boh village residents went to the Mahesh Nagar police station and demanded that the death of Om Prakash be properly investigated. They claimed that Om Prakash was forced to consume alcohol by two persons last night. They alleged that there could be
an ulterior motive behind the death of Om Prakash. |
