President withholds assent to casino Bill
Chandigarh, July 28 The President, Dr A.P.J. Abdul Kalam, has withheld his assent to the Haryana Casino(Licensing and Control) Bill, 2002. Earlier in June last, the President had withheld his assent from the Public Gambling(Haryana Amendment) Bill, 2002. Doors to casinos in the state could have been opened only if the amendment Bill had become an Act. Without allowing gambling at public places, the casinos could not have become operational. With Dr Kalam refusing to give his assent to the amendment Bill, it had become clear that the casino Bill, too, was heading for the same fate. However, in certain quarters doubts had persisted. According to informed sources, Dr Kalam withheld his assent to the casino Bill on July 20. The Union Ministry for Home Affairs wrote a letter to the Haryana Government in this regard on July 25. The sources say the Ministry’s communication said that the President’s assent to the Bill could not be obtained because foreign investment and foreign technology collaboration, “in any form, are completely prohibited in the lottery business, gambling and betting sector. “Further, the lottery business, gambling and betting are not open to foreign investment, which applies to FDI, FII portfolio investment, NRI/OCB portfolio investment and investment by foreign venture capital investors.” The communication, the sources say, also said that the adverse impact of the proposed law on society, as a whole, was inevitable. “It is also apprehended that casinos, gambling and the betting sector might encourage organised crimes.” When the Haryana Vidhan Sabha had passed the two Bills on October 31, 2002, at a special session, the Congress-led Opposition had vehemently opposed the Bills. The Opposition had urged the then Governor, Babu Parmanand, not to give his assent to the Bills as these would lead to crime mafias. Despite intense pressure brought on the Governor by Mr Chautala, Babu Parmanand reserved the Bills for the consideration of the President. |
Thermal plants facing coal shortage
Panchkula, July 28 Senior officials in Haryana Power Generation Corporation (HPGC) inform The Tribune that they are left with two days stock of 43,156 metric tonnes of coal for the eight units of Tau Devi Lal Thermal Power Plant at Panipat. However, 43,729 metric tonnes of coal is available for the three units at Faridabad Thermal Power Plant, which would suffice for 15 days. It is learnt that the daily requirement of coal at the eight units (four units of 110 MW, two of 210 MW each and two units of 250 MW) at Panipat is 20, 500 metric tonnes. The average daily coal requirement at the three units (each of 55 MW) at Faridabad is 2800 metric tonnes. The demand for thermal power is at an all-time high because of the on-going paddy season. With the hydro power generation units at Himachal Pradesh and Uttar Pradesh being shut down, the pressure on thermal power units in the Northern region (states which get power through the Northern Grid) is tremendous. Haryana supplies 250 lakh units to 300 lakh units of power to the Northern Grid through its thermal power generation capacity. All eight thermal power units at Panipat plant and two units at Faridabad are running round the clock. The third unit at Faridabad, which was under maintenance, is expected to start generation tonight. Officials say that the thermal power plants in the state have been facing shortage in coal supply for more than one month, and have been unable to maintain the mandatory coal stocks as advised by the Central Electricity Authority. The Central Electricity Authority says that the thermal plants should maintain stocks for 21 days, which can vary to stocks for 15 days in exceptional circumstances. |
Stop VC from taking major decisions, say GJU teachers
Hisar, July 28 Dr Narsi Bishnoi, president of the association, alleged that the Vice-Chancellor had been taking biased decisions in an undemocratic way and in view of the situation, meetings of the university’s Executive Council and Academic Council, scheduled to be held tomorrow, be postponed. Dr Bishnoi also alleged that he had not received the agenda of the Academic Council meeting, despite being a member of the council. Several other members had also not got the agenda, he added. The association also faxed a memorandum to Haryana Governor and GJU Chancellor A.R.Kidwai urging him to stop Mr Fuliya from taking major policy decisions and for long-term good of the university. On the other hand, a delegation of non-teaching employees of the university also met the Education Minister and urged him to appoint Mr Fuliya regular Vice-Chancellor in view of the “commendable work done by him for the university”. The relay fast of the teachers association, under their “Oust Fuliya, save GJU” drive, continued for the third day today. A joint meeting of the teachers’ associations of all five universities in the state has also been convened here on July 29 to decide the future course of action. A proposal to oppose the appointment of IAS officers as acting Vice-Chancellors is also likely to be discussed at the meeting. Besides, the association has also decided to launch a signature campaign and reach out to intellectuals to register protest against the style of functioning of the acting Vice-Chancellor. In another development, the Ambedkar Students Association has also decided to start a signature campaign in favour of Mr Fuliya. The vice-chancellor, however, could not be contacted despite attempts. |
Fee structure for Haryana technical institutes
Chandigarh, July 28 An official spokesman said here today that the admissions against management quota seats would be made by all institutions on the basis of inter-se merit of the all-India test or the State test as the case might be, by following the guidelines of the Technical Education Department as per the interim orders of the Punjab and Haryana High Court in Civil Writ Petition No.11063 of 2004. He said charging capitation fee, indulging in any form of profiteering or overcharging fees beyond the specified limits or under unspecified heads would amount to unfair practices. Self-financing institutions violating this condition would be liable for penal action by the affiliating university and the State Government, which might include disaffiliation, putting them in “No Admission” category and withdrawal of the no-objection certificate. All admissions against management quota seats were to be made by the institutions on merit with transparency and in true spirit of the Supreme Court judgement of October 31, 2002, and August 14, 2003. In case it was found that any student had been admitted by ignoring the merit, penalty could be imposed on that institute and in appropriate cases recognition or affiliation might also be withdrawn. He said all admission seekers, their parents, and general public should bring to the notice of the Government and State Fee Committee, violation of the above instructions. |

Bhiwani, July 28 A spokesman for the Board revealed that in the next version of the software, ‘Result through Binoculars’ on the Board website. A spot system using the artificial intelligence would work as a virtual psychologist. After the declaration of the results, the students who felt depressed could get right guidance for their queries and would suggest solutions for making them stress-free. Likewise parents or guardians could also make the future of their children bright by using the system and getting solutions to their problem separately. The system would also show the relative position of the candidate and give information on other data and unburden the students. She said the answers or solutions would be displayed on the computer screen one by one. The spokesperson added that through this system psychological therapy would be with the help of computers. However, for those not able to use this system, the Board had provided another system of helpline, ‘Asha ki Kiran’ which the candidates and their guardians could use and ask queries from a counsellor and become stress-free. The ‘Asha ki Kiran’ was started for the time after the declaration of results of annual examinations-2005. |

Best teacher, student awards scheme
Hisar, July 28 The acting Vice-Chancellor of the university, Mr R.R. Fuliya, said under the scheme, the best teacher would get a award of Rs 51,000, while the best student and best employee would get Rs 21,000 each. Mr Fuliya said the non-teaching employees of the university would now be entitled to get books issued from the university library. Besides, the junior lecturer assistants and storekeepers had also been given promotion benefit, he added. |
Man plotted to get father killed
Bhiwani, July 28 Police sources said the murder was plotted by Ashok Goyal’s son Ravi Goyal. The Police has arrested Ravi and investigating. The sources said Ashok Goyal was leaving home to go to bank in the morning on July 1, when the door bell rang. His maid servant opened the door. Three unidentified masked youth forced their entry into the house and pushed her to the kitchen and closed it from outside. The assailants entered the room where Ashok Goyal was and opened indiscriminate fire was at him. The police had registered a case against three unidentified accused under Section 302 of the Indian Penal Code. During interrogation the police found, the relations of Ashok Goyal were not cordial with his family and so he was living separately for the past over 20 years. The police interrogated Ravi Goyal who at first instance, expressed his inability but later broke down and confessed to having committed the crime. Ravi said that he had hired three persons to murder his father as Ashok and his wife (Ravi’s mother) were not on speaking terms. Since, Ashok had become an obstacle in the admission of his sister to higher classes and was not letting her get married. He was suffering from mental harassment and plotted to murder his father. |
Blind murder solved, 4 held for robbery
Panipat, July 28 The four accused are Vinod, his father Raghubir of Chabri village in Jind, Kartar Singh of Harchandpur village in Rewari and Suresh of Nidani village in Jind. SP Rajinder Singh and DSP S.R. Nehra said here today that the four had been nabbed in a case related with the murder of Inder Lal, driver of a container of Guru Nanak Pura Kachha Camp in Panipat, and robbery of 17 tonne plastic granules worth Rs 18 lakh. Investigating officer of the case Pawan Kumar, said the container (HR 38 A 8900) had been found abandoned at Naulatha village under the Israna police station on June 5. |
Two hardcore criminals held
Panipat, July 28 The nabbed criminals are Naresh of Kurana village and Raj Kumar of Barwala district in Muzaffarnagar in UP. They were wanted by the police in a number of crimes, including two murder cases. Stating this, the SP, Mr Rajinder Singh, said here today that while Naresh had shot dead Har Bhagwan near Sethi Chowk on March 27 three years ago, Raj Kumar had killed Rajesh on April 29 four years ago and had looted Rs 60,000 from him. The SP said that two accused of a murder, owner of Hotel Regency Ramesh Kumar and his son Deepak, had met Naresh in jail and they had given supari of Rs 8 lakh to him to eliminate the witness. |
Rape accused surrenders
Sonepat, July 28 According to police sources, another youth, Amit, of Purkhas village, who is also involved in the case, is still at large. The police had carried out a series of raids to apprehend him. The girl, it may be recalled, was allegedly abducted by the duo when she was waiting for a bus at the bus stop outside the school last week. She was taken to Azadpur (Delhi) where she was raped by them. She, however, managed to escape and reach her home and narratted the story of kidnapping and rape to her parents. The parents took her to the police station and lodged an FIR with the police against them. |
Cop killed in mishap
Fatehabad, July 28 According to reports, Rakesh Kumar and Jai Singh, both constables working at Bhattu Kalan police station, were on night patrol duty last night when the motor cycle they were riding was hit by a Maruti car. Both the constables were injured in the accident and rushed to the local General Hospital. Jai Singh was referred to Hisar in view of his serious condition, but he succumbed to his injuries before medical help could be provided to him. The police has registered a case. |
Rs 3.78 lakh looted from SBI branch
Ambala, July 28 The robbers struck at the bank at about 12 pm. Four youths arrived at the bank on two motor cycles. While one youth stayed outside, three of his accomplices walked inside the bank with their faces covered with helmets. There were about 10 persons in the bank, including eight employees. The youths brandished revolvers and threatened the employees with dire consequences. After stashing money available with the cashiers totalling Rs 3.78 lakh, the youths locked the bank from outside and sped away. The robbers are believed to have escaped on the road passing through Thaska village. This is the third such incident in the past six months in Ambala. Mr S.S. Deswal, IG, Mr Rajbir Deswal, SP, and fingerprint experts arrived at the bank. The police suspects that the youths could be local persons as they were talking in the local dialect. |

Ambala, July 28 According to information, the deceased, Vinod Kumar, belonged to Yamunanagar district and was brought to the jail a few days back. The Yamunanagar police had arrested him in a case registered against him a few years back. The Jail Superintendent reported the matter to the Deputy Commissioner, Ambala. Deputy Commissioner J.P. Kaushik said he had received information in this regard from the jail authorities. He said he had deputed an executive magistrate to look into the matter and added that a probe would be conducted. The jail authorities have reportedly informed the Human Rights Commission in this regard, which is mandatory for the jail authorities in such cases. The jail authorities have also informed the relatives of the deceased. |
