Govt told to chalk out plan on CBMs
Srinagar, May 21 The Union Home Secretary, Mr V.K. Duggal, said this was part of the key discussions he had with senior officials of the state here today. The plan would also look into the infrastructure needed to implement the CBMs, Mr Duggal said. The comprehensive plan is being prepared by the state Chief Secretary and Director-General of police, the Union Home Secretary said. Mr Duggal arrived here yesterday and held a series of discussions with senior state officials and a meeting with the Chief Minister Mufti Mohammad Sayeed here yesterday. Addressing a press conference here today, Mr Duggal said the dialogue process was a must and the objective of peace was to be taken forward. He pointed out that these measures included increasing the frequency of Srinagar-Muzaffarbad bus service, opening of more routes and trade links between India and Pakistan. There were specific instructions from the Prime Minister that these CBMs should be taken forward, the Union Home Secretary said. Referring to the security scenario, Mr Duggal said the recent incidents of violence were a temporary phase and added that as compared to previous years there was a substantial decline in violence. He said the decision to hand over Srinagar to one security agency had also been finalised. Under the decision the capital city would be under the Central Reserve Police Force (CRPF). At least eight battalions of the BSF had been replaced by the CRPF here about 18 months back. The process of complete hand-over to the CRPF would be completed by October, Mr Duggal said. “We are equally conscious of unemployment issues”, Mr Duggal commented and disclosed that more than 10,000 youths would be recruited during the next two years. Moreover, Rs 5000 crore had been sanctioned for recruitment in CRPF and SSB. Sanction for raising five more battalions of the India Reserve Police has been approved. The Centre has sanctioned Rs 25 crore for raising each battalion, work on which would be started by year-end, Mr Duggal added. |
4 militants among 6 killed in valley
Srinagar, May 21 Two militants were killed in a gunbattle with the security forces in Kupwara this morning, the sources said. The encounter took place late last night when troops of the Rashtriya Rifles laid a cordon around the forest area to flush out the militants. The operation in the area was still continuing, they said. A defence spokesman said an Afghan militant affiliated with the Al-Badr, Mohammad Jameel Khan, was killed in an encounter at Chee village in the Lolab area of Kupwara this morning. An AK rifle, two grenades, two detonators and some ammunition were recovered from him. The sources said the encounter broke out when the troops of the Rashtriya Rifles moved to the village following information that some militants had intruded into the house of a jawan, Mohammad Abbass Khan, serving outside the state. A Hizbul Mujahideen militant identified as Abdul Hamid Parray was shot dead by the troops during an ambush at Wukai village in the Kulgam area of Anantnag in the wee hours of today. An AK rifle, two magazines and two grenades were recovered from him. The sources said the militants shot dead Mohammad Yousuf Khan and Mushtaq Ahmad Khanday in their houses at Batnoor in the Tral area of Pulwama district last night. — PTI |

Srinagar, May 21 Maulvi Umar Farooq was addressing a congregation at Idgah here on the occasion of the death anniversary of his father and founder leader of Awami Action Committee, Mirwaiz Mohammad Farooq and third death anniversary of Abdul Ghani Lone. Mirwaiz Farooq fell to the bullets of unidentified gunmen at his Nageen residence here on May 21 1990, while Abdul Ghani Lone was killed at Idgah on the occasion of paying tributes to the late Mirwaiz on May 21, 2002. The Mirwaiz said before starting any further talks with the Government of India it was necessary that a discussion on the vexed Kashmir problem takes place between the separatist, political and militant organisations on either side of the LoC. He asked India and Pakistan to speed up the dialogue process on the basis of a time-frame. He reiterated the APHC stand on respecting the aspirations of the people of Jammu and Kashmir. Meanwhile, a complete shutdown was observed across the valley on the occasion of the death anniversaries to late Mirwaiz and Lone today. All shops and business establishments were closed while transport was normal. There was thin attendance in government offices and most of the educational institutions were closed. This was in response to a call of the APHC and its constituent organisations, mainly the Awami Action Committee of Mirwaiz and Peoples Conference of Bilal Lone. |
Ex-MLA held for helping militant flee
Srinagar, May 21 IGP, Kashmir Range, Mr Javed A. Makhdoomi, said here today that the former National Conference MLA Gul Rafiqi, was arrested along with three others in Anantnag. A case had been registered. Rafiqi has been charged with carrying in his official car a known commander of the Hizbul Mujahideen from Anantnag district to Amritsar, wherefrom he had crossed over to Pakistan early this month. Rafiqi had earlier said he was to attend the marriage ceremony of a bureaucrat’s son in Chandigarh. Three others arrested are his former assistant, driver and a PSO. PTI adds:

Headmistress suspended for closing school
Srinagar, May 21 The minister, who made a surprise visit to various schools yesterday, found Government Boys High School, Nowpora, closed. He suspended the Headmistress besides ordering disciplinary action against other staff. Mr Lone directed the Director, School Education, Mr G.A. Peer, to take action for unauthorised absence from duties against two other teachers of Government Primary School, Moti Mohalla Kalan.

Srinagar-Leh highway closes again
Srinagar, May 21 The Senior Superintendent of Traffic Police said following fresh snow in the Zojila sector today and landslides at some places on the Sonamarg-Kargil road, traffic movement had been stopped on the Srinagar-Leh highway. He said all vehicles should move from Srinagar to Sonamarg only after the next announcement. — UNI |
