Development takes a back seat for want of cement
Syed Ali Ahmed
Tribune News Service

New Delhi, April 7
The corporation has failed to provide cement to the councillors, thereby hampering all construction and repair work in the city. This has happened despite the directions given by the Leader of the House, Mr Satbir Singh, to the Chief Engineer, Mr R. K. Meena, to make cement available to the area councillors.

The directive was given after the councillors had made a complaint that the construction and repair work hampered in the city as cement was not available from the usual source of the local government.

Subsequently, the Chief Engineer was directed that if the cement was not available from the government source, it should be purchased from the private godowns and made available to the councillors.

He said that each councillor is entitled to 100 bags of cement every month, but they received only 50 bags for the last six months.

The councillors used the cement for development work in their wards. During festivals like Divali, Holi, Ramzan and Id, the demand for cement and other construction materials increases.

When this direction was given in the last Standing Committee, the Municipal Commissioner, Mr Rakesh Mehta, and the Chief Engineer assured the councillors that the cement bags would be made available in all MCD godowns. But it has not been done so, alleged Mr Zameer Ahmed, Congress Councillor from Ballimaran segment.

The Chief Engineer said that tender has been received for the purchase of cement bags and sent to the Finance Department of the corporation for concurrence. Once its concurrence is received, order for the cement bags will be made and it is likely to be supplied by April 15.

Earlier, the corporation had submitted Rs 7 lakh to the Delhi Supply and Disposal department for the bags, but it could not make the cement available.

Shivaji teachers on dharna, clamour for salaries
Tribune News Service

New Delhi, April 7
Teachers in Delhi University’s Shivaji College have begun a dharna, protesting against the delay in payment of their salaries. The president of the staff association, Prof. HPS Chauhan said the staff members are not disrupting examinations even though they are on dharna.

“Last month the salaries were paid around March 17, now in April we have been told that the salaries will not be released this month. The staff members, including the karamcharis are facing a tough time,” he said.

While the staff members have blamed the College Principal, Dr Rama Patnaik, for not taking steps to ensure the release of salaries, she in turn claims that the college is yet to receive the funds meant for salaries.

“The UGC has not released the funds because they have not received them from the Ministry of Human Resources Development. How can we pay salaries when there are
no funds,” Dr Patnaik pointed out.

However, the staff members are are not satisfied. They claim that the salaries can still be paid using the funds and moneys that the college has. “There are so many funds she can withdraw from. There is our Provident Fund that she can take a loan against. But she is adamant on not releasing the funds,” alleged Mr Chauhan.

Responding to the allegations, the Principal said, “They are academicians and should know better than to create such fuss. No one will stop their salaries when the funds are released by the UGC. Basically this college has been without a principal for the last 16 years and some people are finding it difficult to adjust to the fact that there is a principal at the top. There are norms to be followed and the college is doing just that.”

The teachers are, however, not prepared to wait. “We are not going to end this dharna till we get our salaries, but at the same time we will not let this dharna affect our work. We have written to the UGC, the MHRD and the Vice-Chancellor and sought an appointment with them to hear out grievances,” said Mr Chauhan.

Bijendra Ahlawat
Tribune News Service

Faridabad, April 7
The Health Department of the state here observed the World Health Day today silently, or so it seems. Some residents of the city, including a handful of mediapersons, came to know that the district health department observed the occasion only after it had been over. There was hardly any invitation given to the common man except to the officials attending it. Hence, many underprivileged people were deprived of taking the advantages of the free check-up camp.

A press release issued in the afternoon said that a function was held at Yogdham, a place near Sanjay Memorial Nagar, where about 738 persons were checked up by the doctors of the Health Department. But there are many who had no knowledge of this function and could not take the benefit of the free camp.

Deepak Kumar, a resident of Sector- 3 here, said he had no information if the department has held any health camp on the occasion of the World Health Day today. Claiming that there are many poor people in the locality, who require such a facility, but it appeared that the authorities concerned believe in organising such functions just as a formality. He said the authorities could have organised several such camps in various parts of the town, if it wanted to benefit the people in real sense. Moreover, it is added that if such programmes were given publicity, the number of beneficiaries could rise, besides the achievement of the motive.

According to Mr K. L. Gera, a social activist, the department should have organised several health camps in various parts simultaneously, as this was an important day

He said the help of the private doctors and bodies like the Indian Medical Association and NGOs could have been taken to make the programme more intensive and fruitful.

Meanwhile, the authorities, which held the function today, claimed that patients with several types of disorders were checked up and given free medicines on the spot. These included 129 general patients 222 gynae, 104 eye ailments, 97 ortho 62 dental cases over 70 cases of skin and ENT disorders were treated at the camp. The experts also provided information about the HIV and other health problems to those attending the camp. The Additional Deputy Commissioner, Mr R. S. Kharab, inaugurated the camp.

My stars! Shoppers get star-struck
Tribune News Service

New Delhi, April 7
Cine buffs and shoppers at Ansal Plaza in the Capital today had a rare opportunity of watching their favourite stars like Suneil Shetty, Ashmit Patel, Rahul Dev, Sohail Khan, Dino Morea, Zayed Khan, Ritesh Deshmukh, Ashish Chowdhury and Neha Dhupia in ‘action’ when they descended there for the shooting of their film ‘Fight Club’.

To prevent chaos, such shoots in the Capital are normally a hush-hush affair as was the case recently when Satish Kaushik shot for his film ‘Milenge Milenge’, starring Kareena Kapoor and Shahid Kapur at the Film City in Noida. Dharmesh Darshan also shot his ‘Bewafa’ at the Shahdara and Kashmiri Gate Delhi Metro stations without fanfare. However, the shooting of ‘Fight Club’, being jointly produced by Sohail Khan, brother of teenage heartthrob Salman Khan, and Rising Star Entertainment at Ansal Plaza in South Delhi, caught a lot of attention. Shoppers and fans simply thronged the corridors of the sprawling mall to catch a glimpse of the stars and see them ‘perform’.

A heavy contingent of police and private security guards, however, maintained a strict vigil to prevent the fans from getting overly enthusiastic and breaching the cordon sanitaire.

Various malls which have mushroomed in the Capital and adjoining areas of Noida, Faridabad and Gurgaon have been regularly organising events to attract shoppers. Giving an opportunity to the shoppers to watch their stars is yet another marketing strategy, opined many visitors.

VAT to lead to flight of capital: Tax advocates
Tribune News Service

New Delhi, April 7
Expressing concern over the Delhi Government’s move to respond to apprehensions of traders over the implementation of value added tax (VAT), the All India Tax Advocates Forum (AITAF) today warned that the move was set to destroy the distributive character of the metropolis.

According to AIATF president MK Gandhi, the anti-trader stance of the Delhi Government would not only lead to a mess in businesses but also to the flight of capital and trading activities into the neighbouring states such as Uttar Pradesh and Rajasthan.

“That apart, the penal provisions in the new VAT law had been enhanced to draconian levels even as the Union Finance Minister assured that such clauses as available in the earlier sales tax regime would be retained in the new VAT regime,” Mr Gandhi claimed.
