Kidnapped minor rescued
New Delhi, April 5 The police received a complaint from one Anil Kumar Mishra, father of one-and-a-half year old Love that his son had been kidnapped and suspected the involvement of one Munni, as she had taken him for shopping. On April 3, Munni took the victim, Love, and another child, identified as Ajay, for shopping. After some time, Ajay phoned from ISBT and told Love’s mother Shashi that Munni had disappeared with Love. Based on this information, a team immediately rushed to the ISBT and brought Ajay to the Seemapuri police station. Several police teams were formed to trace Love. Since Munni had informed that she hailed from Ludhiana, a team was rushed to her native place. However, the police team failed to get any valuable clues. During investigation, it was also revealed that while staying in Aradhak Nagar, she had made a STD call from a booth. The call was immediately traced to Bhatinda. Another police team rushed to Bhatinda and traced one Satish as the owner of the mobile phone. During interrogation, Satish disclosed that his wife gave birth to five children, including four daughters and their only son died in December 2004. Since they wanted a boy, Satish contacted Munni, a kabari and asked her to arrange for a boy for Rs 5,000. He even provided Rs 1,000 as an advance to Munni. Munni came to Delhi and stayed in various houses in Aradhak Nagar and looked for a boy. Finally, when she found Love, she telephoned Satish and rushed to Bhatinda with Love. |

New Delhi, April 5 The accused persons were identified as Joginder Singh, Karam Bir, both residents of Haryana and Sudhir Kumar, resident of Trilok Puri. Acting on a tip-off that some persons were involved in gambling in a video game parlour in the name of “Dream World,” the sleuths laid a trap and nabbed the accused persons. The kingpin, Joginder, told the sleuths that he earned Rs 5-6 lakh a month and claimed to have learnt the trick from a casino in Kathmandu. He also disclosed that the network is spread in places like Mumbai and Ahmedabad. |
CAG Report makes adverse comments against several depts
New Delhi, April 5 The report states that the water of the Yamuna continues to be polluted by the discharge of untreated sewage despite expenditure of Rs 872 crore since 1994 on establishment of sewage treatment facilities. The lack of planning and prioritisation resulted in mismatch between treatment capacity created, conveyance systems established and actual sewage generated. Consequently, there was very little value for the money spent over the last decade, it stated. The report said that harmful gases were being discharged from five treatment plants due to non-functional sludge digestors and gas holders. Despite expenditure of Rs 123 crore on common effluent treatment plants, industrial sewage of 42 million gallon per day continued to flow into the river due to sub-optimal functioning of the CETPs. On the “Improvement of Scheduled Caste Basties” scheme, the CAG observed that a performance audit disclosed deficiencies in programme planning and management, with targets being set and works undertaken in an ad hoc manner without adequate survey
or study. The report contains paragraphs devoted to the departments of education, transport, power, public works, health, development, revenue, etc. The Directorate of Education, the report stated, released excess grants-in-aid of Rs 1.01 crore to an aided school during 1997-98 to 2003-04 in violation of the provisions of the Delhi School Education Act. |
Principals for revamping education system to de-stress students
New Delhi, April 5 “We do not want the CBSE to examine our children, whom we have taught,” said Jyoti Bose, principal, Springdales School. Dr Shyama Chona, principal, DPS, R K Puram, said, “the schools must be trusted enough” to be able to examine the students. Making a case for schools to conduct the class X exams, she said, “if they think we are guilty of any sins, then let them catch us when they conduct the class XII exams.” Most principals were of the opinion that the CBSE should allow schools to conduct only the class X exams as this would help in reducing the stress significantly. It was also pointed out that the university admission process needs revamping because it is the clamour for seats in colleges that percolates to the school level in the form of stress. “Some colleges do not even consider students who have more than one vocational subject, and five per cent are deducted if a student has opted for a subject like Home Science,” said Ms Bose. The principals claimed that the grading system, which is yet to be implemented by the CBSE, would not be effective until the universities start accepting the grade
system. Among the other suggestions to de-stress the students were doing away with the textbooks in primary school, no examinations till middle school and reducing the workload in senior school. Involving schoolteachers to write textbooks and possibly even students, were
also suggested. “There are four electives being taught in senior school, while they are not even required in college. Besides, all subjects are taught at the same level, disallowing students a choice,” said Dr Chona. It was pointed out that students should be allowed to opt for different levels, where they could opt for higher levels in some subjects while they could continue with lower levels in other subjects. Flexibility in the conduct of examinations was also suggested. Referring to the need to allow students more time, Prof. Yashpal, who headed the meeting here today, said, “I have seen a Physics paper and I don’t think I can finish it in three hours. Let the children get
more time to complete the paper.” Urging the participants to devise more student-friendly and student-centric education, he said, “Why is it that Rabindra Nath Tagore and Einstein flunk school examinations.” Some of the principals also sought more autonomy to run their institutions. “We cannot sack teachers, who are not performing because of the rules of the government. However, if quality education is needed, we need competent people,” it was pointed out. |
200 persons booked for poll-related violence
Faridabad, April 5 The accused have been charged with disrupting the poll process, damaging government properties, stone throwing and looting the ballot boxes during the polling on April 3. According to reports, the violence erupted after the declaration of the result for the post of Sarpanch of the village. The charged atmosphere took the form of violence when the supporters of the loosing candidate went on a rampage at the site where the election results were being declared. According to the police report, several officials on poll duty, including the presiding officer, were injured in the stone pelting incident by the mob, which was quelled only when the police force resorted to bursting of teargas shells and a cane charge. It is also alleged that some of the protestors took away some of the ballot boxes from the polling booth after the incident. In another incident, the police have registered cases against about half a dozen persons for assaulting people after the elections at Mandhawali village on Monday. It has been alleged that some residents of the village attacked the family of one Moolchand and injured them seriously. Meanwhile, the residents of some villages in Hodal sub-division have staged demonstrations in protest against the ‘irregularities’ in the Panchayat elections on April 3, and have sought re-polling at some of the booths. There are 410 panchayats in the district. The results of the majority of the gram panchayats have been declared. The elections in about 77 Panchayats were decided unanimously. |
Rs 15 lakh compensation to former DSE official
New Delhi, April 5 Though a Bench of Mr Justice K. G. Balakrishnan and Mr Justice B. N. Srikrishan said that termination of Sharma’s service was “illegal and unjustified”, it expressed inability to accept his plea for reinstatement with full back wages after a lapse of nearly nine years. “The totality of the circumstances of the case render it improper and unjust to direct the relief of reinstatement with full back wages,” the apex court said. It, however, said that the Delhi High Court order awarding him compensation of Rs 12 lakh required to be modified to the extent of enhancing it to Rs 15 lakh. “The compensation payable in lieu of the reinstatement and back wages (to Sharma) be increased to Rs 15 lakh” by the DSE, the Supreme Court said. Mr Sharma was sacked from service by DSE on May 23, 1996, abruptly on some flimsy charges after he was continuously harassed. Even the Delhi Police had registered a case against a broker, Shiv Charan Das Agarawal, in March 1996 for “engineering” an assault on Mr Sharma for imposing a penalty of Rs 2 lakh on him. The apex court said Sharma, a highly qualified man in the affairs of commerce, as a General Manger of DSE’s Market Division and Investor Grievances Cell had taken certain tough decisions, which had irked some stock brokers, who had colluded with some officials of the stock exchange to engineer his ouster. The Delhi High Court had ordered his reinstatement with full back wages apart from awarding him Rs 12 lakh as compensation, but the apex court said that the relief of reinstatement has now been “rendered improper”. |
Police has power of ‘externment’ of an outlaw: SC
New Delhi, April 5 The ruling was given by a Bench of Mr Justice Arijit Pasayat and Mr Justice S. H. Kapadia on an appeal of NCT Government against the order of Delhi High Court, which had quashed the “externment” order in respect of Sanjeev, alias Bittoo, a resident of Dwarka. He was allegedly declared as an outlaw by the police for indulging in “illegal activities in the area. “There can not be any hair splitting in such matter. A little play in the points is certainly permissible while dealing with such matter,” the Bench observed. In Sanjeev’s case, the High Court was not justified in holding that the order of his “externment” was contrary to the provisions of law. Sanjeev was directed to stay away from the limit of NCT from December 25, 2002, by the police. He was only allowed to enter the NCT to attend his cases on appointed dates. The apex court said though the period of externment of Sanjeev had subsequently ended, it was necessary to clarify the provision of law in this regard. |
Parade to highlight health-related issues
New Delhi, April 5 The Union Health Secretary, Mr Prasanna Hota, and the Director-General, Health Services, Dr S. P. Aggarwal, will be the guests of honour. The parade will be flagged-off at 9 a.m. at the DMA headquarters, opposite the Ambedkar Stadium bus depot, Daryaganj, in the Capital and return to Daryaganj after covering a distance of over 50 kms. The parade will also go to the 12 DMA branch headquarters in the Capital and conduct various community-related activities. The president, Delhi Medical Association, Dr K. K. Aggarwal, said here today that the parade would be a “wake up alarm” for the people to combat the rising incidence of various physical, mental and environmental diseases and specially the health of mothers and children. The ‘Health Parade’ will follow the Republic Day pattern, with the difference that whereas the Republic Day Parade largely represents the defence preparedness, the ‘Health Parade’ will focus on the health preparedness. The highlights of the parade include mobile tableaus on tempos, trucks and buses and contingents of various schools, college students with health slogans. According to Dr Aggarwal, the event will present to the public in a visual form the importance of regular exercise, the much-needed change in lifestyle, especially in the case of mothers. It will also highlight the need for a healthy society where every action will relate to physical, mental and spiritual well being of the people. Over 10,000 people, including large number of students, doctors and para-medicos are expected to attend the parade. |
Panchayat Parishad office on verge of closure
New Delhi, April 5 The office of the Akhil Bharatiya Panchayat Parishad at Patparganj had been set up on the sprawling 7.5 acres donated by the villagers of Patparganj Gram Sabha in 1983, so that the village could be developed with the initiative of the parishad. Now, however, the condition of the office is deplorable and needs urgent attention of the authorities if it is to become functional. The 13 employees of the office have not received their salary since 1998. Left with no alternative, they have preferred to be engaged in some other work to fulfill their needs. Obviously, they seldom come to the office. A senior citizen of this area and the president of the ‘National Development Forum’, Mr J. N. Dogra, said, “there was no steady source of income for the smooth running of the office. Leave alone the salary of employees, even the upkeep of the office had become difficult.” The Union Minister, Mr Subodh Kant Sahay, has recently been given the charge of this organisation. “He has shown some interest in it. But the organisation has yet to be channelised. Some portion of the land meant for this office has been encroached upon by the local land mafias, while some furniture and other fixtures have been stolen,” Mr Dogra said. The organisation had it origin at Jasidigh in Bihar way back in 1958 during the national convention of the Panchayati Raj. The late Balwant Raj Mehta was its founder president and Lok Nayak Jai Prakash Narayan was closely attached with it in its early years. |
TIAS launches new programme for

New Delhi, April 5 The centre strives to promote liaison between the industry and the institute. It will also provide need-based training consultancy and organisational support to the corporate world. The most important feature of Teccon is to provide placement for the students of MBA and BBA programmes of Tecnia Institute of Advanced Studies. “Though we have a very good track record so far, more than 90 per cent of the students of our institutes have been absorbed in the industry. Through Teccon, we are expecting to achieve 100 per cent mark,” says the executive director of Tecnia Institute of Advanced Studies, Mr R. K. Gupta. DMRC to make rainwater harvesting compulsory at metro stations
New Delhi, April 5 DMRC Chief Public Relations Officer Anuj Dayal told The Tribune that the construction waste would be segregated at the plant and the material re-utilised either in the Metro project or by other companies engaged in the construction work. Besides this, the DMRC is also thinking of further reducing the usage of cement in concrete used for construction work by 40 to 45 per cent and replacing it with fly ash. In its underground section from Delhi University to Kashmere Gate and Kashmere Gate to the Central Secretariate, 30 per cent of the cement requirement has been substituted with fly ash. This environment-friendly exercise is aimed at cutting down the release of carbon dioxide into the atmosphere and earning more carbon credit points for the DMRC. The DMRC, it may be mentioned, has already accumulated carbon credit points worth Rs 4 to 5 crore by adopting environment-friendly construction techniques, which it hopes to sell to developed countries like Japan under the Clean Development Mechanism (CDM) laid down by the Kyoto Protocol. Mr Dayal said the DMRC was considering encashing these credits and was working on the details. Though at present there is no consensus on how much carbon dioxide reduction will earn how many points and what will be their exact cost, but depending upon the type of procedure and technology used, each carbon credit can fetch between $10 and 20 to the seller. “We have avoided the use of 60,000 tonnes of cement in the underground section by replacing it with fly ash. This means that the DMRC stopped the release of 60,000 tonnes of carbon dioxide into the atmosphere. Even with very conservative estimates, this roughly translates into carbon credits worth Rs 1.4 crore,” he said. Though exact details are still to be worked out, the reduction in atmospheric pollution due to decreased vehicular emission and fuel consumption with a number of cars and buses going off roads will also earn
the DMRC substantial carbon credits. Besides this, its effective transplantation and afforestation is likely to earn Rs 1-2 crore worth carbon credits. “7,000 trees have been affected by the Metro project till date. However, the DMRC saved 2,200 trees through transplantation and gave funds to the forest department for 1,31,065 saplings,” Mr Dayal said. By reducing the size of metallic couplings in the underground section has resulted in reducing the consumption of steel by 5,000 tonnes. This and the judicious saving of electricity will earn the DMRC some more dollars. |

194 in fray for MC elections
Gurgaon, April 5 As of now, 194 candidates are in the fray for the elections to be held on April 16. As many as 224 persons had filed their nomination papers for the elections to the 31 wards. With the installation of the Congress government in the state and the party nominee winning from the Gurgaon Assembly constituency, Congress party loyalists constitute the largest number in the fray. According to the officials, 138 polling booths have been set up for the elections. With the growing importance of Gurgaon, keen interest is being evinced in the old Gurgaon city area, which fall in the limits of the Municipal Council’s jurisdictional limits. Even though the last date for the withdrawal of nomination papers ended today, electioneering by the candidates and their supporters began last Saturday. |
Conference centre opened at DU
New Delhi, April 5 The facility has also nine large and medium-sized committee rooms, a teleconferencing room, which can seat 25 people and computer rooms, a break-out room and a boardroom. It also houses a large coffee break room, which accommodates fifty chairs and a foyer and a pantry. The total covered area in the building is about 27,000 sq. ft. The Conference Centre is set in a beautiful ambience with lawns and leafy green spaces around, opposite the Department of Botany. With this new facility, along with the two guest houses and the convention centre attached to the Old Vice-Regal Lodge, the university has become self-sufficient in infrastructure to hold academic events involving congregations of varying volume. The building of the Conference Centre came up in record time of nine months. The building has been designed by Mr Rajinder Kumar, who had been the architect of university campus like the Guru Nanak Dev University, Amritsar and several other institutions across the country.

According to police, two employees of Rana Steel, Muzzafarnagar— Fazil , Danish Rana and driver Wajid had gone to Delhi in a Qualis (No. HR 67-2510). After collection Rs 5.50 lakhs, as payments, as they stopped their vehicle at H-47, Sector-9 Noida, two youth came their way and pushed all the three out on gunpoints and drove away the vehicle along with Rs. 5.50 lakh kept in it. Old woman bitten by daughter-in-law
Greater Noida, April 5 According to reports, Vijaya Kapoor, the victim, lives in Tata Authority Officers’ enclave in Sector Beeta with her husband and employed as an officer in another company. Their son and daughter-in-law live in Faridabad, and they had come to Sector Beeta to meet their in-laws. About two days ago, Vijaya Kapoor had come to Sector Beeta. On Sunday, both the them clashed on some point and the argument lead to fisticuffs and exchange of blows between the two women. While both the women were rolling, daughter-in-law bit her mother-in-law sinking her teeth at various parts on her body. Soon Vijaya Kapoor’s husband reached there on hearing her wife’s shrieks and rescued her from the clutches of the daughter-in-law. After this, Vijaya Kapoor rushed to Kasna police station and lodged a written report against her daughter-in-law. The police have registered a case against the daughter-in-law. |
